"An increase in the annual fee may also help to persuade some
existing drivers not to renew their licences.
There are, after all, more
than twice as many drivers as there are vehicles.
"So the total cost of becoming a licensed driver will be $300 as
opposed to $70 at present.
"The revenue will benefit by about $38 million from these several
increases in 1973-74 after allowing for the hoped for deterrent effect."
