The Financial Secretary added that a population census
was not the best means of obtaining a complete enumeration of the handicapped.
"An attempt was made during the 1971 Census to obtain
information, on a voluntary basis, on the physically and mentally
handicapped," he said.
Information was obtained on 14,588 handicapped persons
but this had not covered "more than a proportion of all the handicapped,
although the balance between the sexes, age groups and types of
handicap was probably about right," he added.
