The following is the full text of the Colonial Secretary's speech:-
"I laid on the table this afternoon the Third and Fourth Reports
of the Standing Committee on Superscale Salaries.
"The Third Report was almost entirely concerned with the grading
of superscale poste as distinct from any question of salaries, The
Committee's review of gradings was comprehensive, and I must express my
gratitude. All their recommendations have already been accepted by the
Finance Committee of this Council and have been put into effect. Certain
recommendations regarding superscale conditions of service overlapped with
more generalized conditions of service and of course had to await the
results of the 1971 Salaries Commission.
"The Fourth Report dealt principally with superscale salaries,
and flowed from the accepted recommendations of the overall salaries review
by the 1971 Salaries Commission. So far as the Committee's recommendations
/on salaries
