Mr. Lobo called for the legalisation of off-course betting to help

in paying for the new programmes to be introduced.

He said there was no need to point out the illegal benefits which

had accrued to undesirable elements and added that "these illegalities are

going to increase with the introduction of greater activities in the race course".

"It would seem not only reasonable but essential that steps be taken

now to introduce legislation making off-course betting legal and the money

obtained to be used for social welfare and other community activities," Mr. Lobo

said.

Turning to crime, Mr. Lobo thought the reintroduction of the whistle,

which was withdrawn from public use some years ago, would help as a determent

along with the proposals outlined by the Governor.

"Many people would be only too glad to use the whistle although they

would hesitate to risk the physical dangers of intervention when they see a

crime committed," he said.
