She urged the Government to "formulate a population policy and to
review and amend all government regulations to conform with this policy."
She knew of many regulations working at cross purposes, such as paid
maternity leave and the number of children required to qualify for married
quarters, housing estates, decantation, personal tax exemption and so on.
