He said Government was already accepting five per cent interest

rate for payment of premium by instalments from those successful bidders

of new lots of land.

"I fully support the view of my Honourable colleague, Mr. P.C. Woo,

in that there must be a substantial distinction between a person who does

not own the land he is buying and a person who is already in possession

of that land which he seeks to renew by virtue of the option he holds,"

he said.
