He explained that the construction of six-lanes in the first
instance might achieve economies by virtue of being able to produce a
balanced cut-and-fill design for the new road, the savings in cost would
be more than offset by the loss due to capital outlay in advance of the
road.
More important was the fact that any attempt to complete all
the formation works at once would almost certainly delay the opening
of the Stage I works to traffic, he added.
**I should like to assure my Honourable friend, Mr. Browne that
Phase I of Stage IV of the expansion of Kai Tak Airport Terminal Building
will be upgraded to Category A of the Public Works Programme and work
started as quickly as possible."
Sketch plans or final details of all sections of this phase were
nearing completion and specialist consultants would probably be appointed
to advise on the Baggage Handling layout and equipment, he added.
