an Associate Member of the Institution of Structural Engineers. As Deputy
Director of Public Works (Engineering), he served on the Tender Board and was
Vice-Chairman of the Town Planning Board. He was a Member of the Committee
appointed by the Council of the University of Hong Kong in 1954 to consider
engineering education at the University following the Report of Sir Ivor
Jennings and Mr. D.W. Logan.
The Hon. P.C.M. Sedgwick
Mr. Patrick Cardinall Mason Sedgwick, who is Commissioner of Labour,
joined the Hong Kong Government as a Cadet Officer in July, 1935. He was
Attache at the British Embassy in Chungking from May, 1942 to October, 1943.
He was attached to the Hong Kong Planning Unit of the Colonial Office from
January, 1944 to August, 1945. On the British re-occupation of Hong Kong, he
was attached to the Secretariat, Headquarters of the Civil Affairs Unit of the
Military Administration. In May, 1946, he was appointed Assistant Financial
Secretary. He became Clerk of Councils and then Acting Principal Assistant
Colonial Secretary later in the same month. He was appointed Secretary of the
Salaries Commission in March, 1947 and Establishment Officer in October of the
same year.
He was Acting Chairman of the Urban Council in May, 1948, Acting
Deputy Colonial Secretary five months later, and Deputy Director, Commerce and
Industry in August, 1951. He served as Acting Director of Commerce and
Industry in September, 1951 and was promoted to Cadet Officer, Class I in
January, 1952, when he was appointed Director of Commerce and Industry. He
became Deputy Commissioner of Labour in February, 1954. He was Acting
Political Adviser for a short period before he was appointed Chairman of the
Urban Council and Director of Urban Services in September, 1954. Returning to
the Labour Department, he became Deputy Commissioner of Labour and Deputy
Commissioner of Mines in March, 1955 and Commissioner of Labour and
Commissioner of Mines three months later. He served as Acting Secretary for
