I am to ack. the receipt of your letter (No. 15511/210/15), enclosing a draft of the proposed China (Companies) Amendment Order in Council 1919.

2) Law Officers and Lord Milner desire to suggest, for the consideration of Earl Buxton, that it might be expedient to insert in the draft Order a provision that it is not clear whether, under the Principal Order, the filing of balance sheets with the Registrar is "an act done by the Registrar" within Sect. 5(2) of the Act.
