CO129 Colonial Office Hong Kong Records 理藩院香港檔案 | CO129-018 - Others - 1846 23 475 22 REPORT ON not leading to any place-surrounded by no trading or populous communities, with various commodities for barter-and disadvantageously situated at the most impoverished part of a coast-line of 2000 miles, and which, for half the year, is only readily accessible in one direction. Singapore is most advantageously placed at the southern point of the rich Malayan Peninsula, and at the entrance of the Straits of Malacca, which may be considered the high road between Eastern and Western Asia. It is surrounded by, or lies contiguous to, the most fertile, wealthy, and populous islands and countries in the world- Sumatra, Java, Borneo, Celebes, Macassar, Penang, Siam, Cochin China, Tonquin, Birmah, &c. The harbour of Singapore is capacious, perfectly sheltered, easy of access from every point of the compass, and never experiencing a tempest. The climate is very salubrious. The island is of great beauty and salubrity, with an undulating surface, and an area of 120,000 acres, all capable of tillage, and of which 20,000 acres are now under the luxuriant and profitable cultivation of sugar-cane, nutmegs, pepper, rice, betel-nut, gambier, cocoa-nuts, &c. The sugar made by Mr. Ballastier with a steam-engine, or by Mr. Montgomerie by water and cattle-mills, is equal in quality to the produce of the West Indies. The nutmeg-trees are already yielding abundantly; the black pepper produced during the past year amounted to 38,000 piculs (a picul 1331bs); the gambier to 85,000 piculs; and there are 10,000 cocoa-nut trees in full bearing. Live stock, bread, water, and delicious fruits and vegetables of every kind, and at moderate prices, are at all times ready for the shipping, who enjoy the advantage of a perfectly free port. Eighty-six miles of excellent roads have been completed, and extensive communications are in progress. Land is being sold in fee-simple at a minimum and maximum price of five to six rupees, or ten to twenty shillings per acre. Fifty thousand industrious and skilful inhabitants are spreading cultivation in every direction. Four companies of Sepoys constitute the sole military force of the island, which has not even a fort for its defence. The revenue in 1842 amounted to rupees 509,087, and the disbursements (including rupees 165,955 for troops, and rupees 49,789 for Bengal and Madras convicts), to rupees 494,029, leaving a surplus of income to the extent of rupees 15,083; and under the able management of the present Governor, Colonel Butterworth, it is one of the most lucrative possessions of the British Crown. The remarkably eligible position of Singapore for a commercial emporium led to its establishment by Sir Stamford Raffles as a British colony in 1819, when there were but a few Malay fishermen on the island, who disputed with the tiger for their occupancy. In 1821 the trade of the colony amounted to 1,000,000l. sterling, in 1824 to 3,000,000l. sterling, and last year, and indeed for several years the commerce of the island has averaged 5,600,000l. sterling per annum. This trade is carried on with many countries: with Great Britain, to the extent of 3,000,000 dollars; with Calcutta, 2,800,000 dollars; with Java, 1,500,000 dollars; with foreign Europe, North and South America, Madras, Bombay, Arabia, Ceylon, Penang, Malacca, Birmah, Siam, Cochin China, Manila; with Hainan, Formosa, and the whole coast of China; with Sumatra, Borneo, Rio, the Moluccas, Mauritius, Australasia, &c. Traders from all these places meet by common consent at a central mart close to the equator, and exchange the productions of Asia for those of Europe and America. There are no Austrian, Prussian, Greek, Turk, &c., now in port; and six steam-vessels from Trieste, Malta, Alexandria, Constantinople, Smyrna, Athens, &c. fortifications. Why should Hong Kong require fortifications? HONG KONG. The Straits' produce which the Chinese require are brought to Singapore by Malay or other coasting craft, who would not proceed to the northward; and the proprietors of the Chinese junks, with whom time is no object, and who go down the coast to the Eastern Archipelago with one monsoon, and return with the other, prefer the speculation with their varied cargoes, and the visiting of their countrymen at the different islands. But sufficient has been stated to show that there is no analogy whatever between Hong Kong and Singapore, and that the geographical, territorial, and commercial advantages, which have contributed to the prosperity of Singapore, are totally and entirely wanting, and can never be created at Hong Kong*. Financial point of view.-There is no apparent prospect of Hong Kong ever yielding any revenue adequate to more than a very small civil government. The limited size and rocky nature of the island,-the absence of agriculture, manufactures, or commerce,--and the fluctuating and predatory character of the population, forbid the hope of an income * Dr. Gutzlaff, in November 1844, wrote the following opinion on Hong Kong, which Governor Davis forwarded to Lord Aberdeen "Hong Kong, with its fine harbour, has not yet proved a place of trade, on anticipations founded at the opening of the port on the previous flourishing condition of the floating colonies at Lintin, Kamsingmoon, and Kapsingmoon. "The whole state of things is now, however, materially and radically changed. The violent prohibitions against opium have ceased to be carried into effect, and the smuggling vessels are now everywhere scattered on the coast. Every raw and manufactured article may be bought, nearly as cheap as at Hong Kong, at any of the four emporiums; what should therefore induce the Chinese to fetch them from a distant mart? The Chuc Chew race of mariners and merchants have not yet made this island their abode, and unless they commence in earnest, the motley group now inhabiting our shores will never rise beyond the sphere of pedlars. In the same ratio as the northern trade expands, the limits of the southern will be more and more narrowed; and unless matters are replaced in their former state-which is perhaps beyond the range of possibility-we cannot expect that Hong Kong will become a large emporium. Its only chance is, that troubles might arise at Canton, and the commerce be carried on here for security sake: local advantages that can in the smallest degree compete with Chusan, Hong Kong does not possess. sacrifice of human life will be enormous, and the public expenditure in the same If the climate continues as it has hitherto been, the proportion, without any solid advantage." The "Overland Friend of China," of 31st December, 1845, says that a "native who has been in the colony from its earliest days, has brought all his property, consisting of sixty houses, into the market. Jeanes Governor ================================================================================ CO129 Colonial Office Hong Kong Records 理藩院香港檔案 | CO129-144 - Sir MacDonnell & Lieut Governor Whitfield - 1870 [3-5] # THE CHINA MAIL ## HONGKONG, SATURDAY, MAR. 5, 1870 The **Frederic** the Java Bode of the 8th February, contains the following account of the burning of this coolie ship in Batavia roads :---- Last Friday there came to the outer roads here, the Belgian ship **Frederic**, 803 tons burden, having on board 379 Chinese coolies, and two women, bound from Hongkong to Callao, A. Nicaise being the captain, and also supercargo. At Hongkong, which the vessel left on the 19th January, unpleasantness had already taken place, and two attempts to set fire to the ship had been made, which were found out in time, and frustrated, with little trouble. According to the statements of the Chinese interpreter, the coolies were continually talking about, and conversing on the subject of arson. The ship passed through Gaspar Straits on its way to Batavia, to take in water and fresh provisions, and afterwards it was intended to continue the voyage direct to Callao. On the 6th, the day after her arrival at Batavia, the Captain, who was on shore, on the point of going on board, learned at 4 p.m. that his ship was on fire. Shortly afterwards he found that the ship was wholly in flames, so that it was found to be impossible to get on board. The crew had put the Chinese to the pumps, to endeavour to subdue the flames, while they themselves took the necessary measures consequent on the conflagration; the principal being to get the vessel into shallow water and sink her. This, however, appeared to be impracticable, because, in the first place, there was no wind, and in the second place, because the flames shot forth fiercely in every direction from the deck, so that the sails and rigging were almost instantly in flames. Thereupon leave was given to the Chinese coolies to jump overboard, and endeavour to save themselves as well as they could, for from the rapidity with which the flames spread themselves, and consumed the rigging, &c., there was no possibility of getting out the boats, with the exception of the life boat, and another, both belonging to the Captain, which were attached to the stern, having been thus kept ready for any sudden emergency. All the woodwork obtainable was flung to the swimming Chinese, so that they might avail themselves of it in saving their lives. The crew and 52 Chinese got into the two boats above mentioned, which would not hold more; however, the boats and other craft came hastily on from all sides, and picked up the Chinese, as also did the steam launch of the guard ship, and the steamer **Chilliwung**, in which were the Resident and Assistant Resident of Batavia. Captain Nicaise went on board the steam launch, which attached a line to the fore part of the burning ship, so as to endeavour to have her towed into shallow water. Through the low steam power of the launch, this plan miscarried. The **Chilliwung** then took over the line, which was, however, reached and severed by the flames shortly afterwards. As the fire spread itself with amazing swiftness, it became impossible to make fast a fresh line. The cathead of the starboard anchor was also consumed by the flames, whereby the anchor dropped, and thus the vessel lay fast. Consequently she was burned to the water's edge. Four of the rescued Chinese died immediately, and twelve others are missing, who swam away in the direction of Islands in the roads and have possibly reached them. Of the residue of the cargo (cordage and Chinese articles of trade) nothing has been saved. The crew, also, have not succeeded in saving any of their property. Through the good care of the authorities, the coolies have been lodged in the buildings of the fish market. Their good condition, and outward appearance, giving evidence that they had not been ill-treated on board. The fire was first discovered between-decks under the after hatch, on the larboard side, around the rice. The hatches between-decks were grated, and if we take into account what occurred in Hongkong roads, and the conversations on the subject of arson among the coolies during the voyage, and consider their connection with this calamity, it is pretty plain that we may conclude it to be very possible that ill-will may have caused some of the most malevolent of the coolies to throw fire and combustibles among the rice through the gratings of the hatchways. ================================================================================ CO129 Colonial Office Hong Kong Records 理藩院香港檔案 | CO129-159 - Sir Kennedy - 1872 [9-12] 816 THE LONDON AND CHINA TELEGRAPH. however, and the daily business which is doing for manufacturing wants is at firm rates. Ceylon is steady at the previous value; viz., £33 10s. to £35 15s. per ton. CEREALS. The market continues very dull, and there are no transactions to report. Cotton. The advance reported last week is maintained, about 500 tons having changed hands at 20s. to 22s. per cwt. DRAGON'S-BLOOD.-Little doing; 29 cases lump offered in public sale were retired. EBONY.-Ceylon is still very scarce, no part of the supplies reported to be afloat having yet come to hand. Good quality is still quoted £24 per ton, but no transactions are reported. ESSENTIAL OILS.-Aniseed steady; about 100 cases sold privately at 9s. 8d. down to 9s. for a few cases, since which it has slightly rallied, and there are buyers at a shade advance; 13 cases at auction retired. Cassia very firmly held. Nutmeg firm; 6 cases sold at 9d. Citronelle again dull. Cinnamon: Fine, scarce, and wanted. per oz. Lower, and dull: 75 cases at auction, only a few sold at 2¼d. per oz. Lemon Grass: Value nominal, and difficult of sale; 40 cases retired. GUMS.--Benjamin: Siam quiet; 20 cases at auction retired; Sumatra also quiet; of 62 cases offered, one-half sold; 2nds, dark to fair, £7 2s. 6d. to £8 2s. 6d. Copal: Cheaper and very dull; 80 cases offered and retired; small sales privately at 80s. per cwt. for good. Damar Quiet and cheaper 150 cases sold at 53s. 6d. per cwt. for good clean, but rather dusty and yellow. Gamboge: Quiet. GUTTAPERCHA.-Market dull; 648 packages at auction nearly all sold; close reboiled and part genuine, 1s. 6d. to 1s. 6½d., mixed with fine white, 1s. 4d. to 1s. 4½d.; white fair to good clean, part barky, 1s. 1d. to 1s. 3d.; close reboiled and part perished and weak, 1s. to 1s. 0¾d.; Sumatra, barky and part loose, ¾d. to 1s. HEMP. The market for Manila continues weak, the supply being still considerably in excess of requirements; the small business done establishes a light decline in prices. Of 1,992 bales offered in public sale yesterday the bulk was bought in, fair to good raping at £47 to £48 10s.; about 200 to 300 bales sold damaged third to first class at £44 to £47, fourth class, £42 10s. to £43 5s.; inferior sound at £44 5s. to £44 15s. per ton. HIDES. At the last sales, somewhat contrary to general expectation, there was a fairly active demand for East India Hides for both home use and export, and rather over three-fourths of the quantity offered was disposed of. Former prices were well supported for nearly all descriptions, and for some of the most desirable piles of Dacca and North-Western slaughtered an advance of ½d. to ¾d. per lb. was paid. Singapore and Penang realised about former rates. Singapore and Penang Buffalo were in full demand, and generally brought full prices; Calcutta and Java were mostly bought in. HORNS.-Siam Buffalo firm at the last quoted rate, viz., 36s. 6d. to 39s. 6d. per cwt. for 3 lb. to 4 lb. Horns. Ceylon Deer also firm. ISINGLASS.-The market continues firm, and at auction of 4 cases offered, a few only sold at 2s. 8d. to 2s. 9¼d. for middling Pipe; 10 bales Manila purse sold at 6d. to 8¾d. per lb. INDIA-RUBBER.-The market is very quiet, and in the absence of transactions of any importance prices are unaltered. JAPAN WAX.-There is but little doing, but the market is firm, and prices are well maintained; small sales of fine saucers are reported at £4 18s. per cwt. Musk.-Market steady: 51 caddies Tonquin at auction sold; fair selected, well-shaped pods part horny 34s. to 34s. 6d.; and rough and badly, fair middling 17s. 6d. to 18s.; 19 tins Grain sold, fine at 56s. to 57s.; dark at 48s. to 48s. 6d. per oz. [Nov. 18, 1872.] PEPPER.-Black has been very dull, and there have been only small sales, chiefly of Singapore, at 6d. to 6¼d., at which the market closes. White is also cheaper, having been with an extremely dull tone, quitted at 1s. 0d. to 1s. 0¾d. PLUMBAGO Ceylon of fine quality is very scarce, but mixed is dull of sale; 133 barrels in auction sold; dust, good and very good at 12s. to 13s. 3d. per cwt. RATTANS are scarce, and supplies would realise high prices. RHUBARB The market for China is steady but quiet; of 126 cases offered three-fourths sold; sundried root fairly trimmed and fresh small to large, 2s. to 2s. 4d.; duller coat and more mixed in size, 1s. 8d. to 1s. 11d.; inferior, 10d. to 1s. 2d. per lb. RICE Although there is no activity in the demand, there is a steadier tone observable in the market, and better prices have been obtained, especially for floating cargoes. On the spot Askoolie has been sold at 10s. 4½d. to 10s. 6d., old Necransie at 8s. 6d. cash, and Moulmein at 9s. 6d. ex quay. The floating cargo per Surrey, 1,200 tons Rangoon, has been sold at 9s. 6d. continental terms, the floating cargo, per Voltri, 760 tons Necransic, arrived off coast, sold at 9s. 3¼d. for a near continental port, and a floating cargo of 750 tons Moulmain at about 9s. 3d. ex ship. SAGO.-Market very quiet, and little business done. Of 897 bags offered, half sold at 16s. 6d. per cwt. for good small, and 17s. 6d. to 18s. for good large. SAPAN WOOD.-Manila and Siam steady; 55 tons Manila sold at auction at £8 2s. 6d. to £8 7s. 6d., for good wood, some damaged. Ceylon firm and in demand, but no offers have been made during the fortnight. SHELLS.-No business since the sales of the 5th inst. SPICES.-Chunamon: There is a steady demand for Ceylon and a moderate business doing at previously ruling prices. Cassia Liguea: Quiet; 400 cases unworked at public sale retired. Buds: Quiet. Cloves: Amboyna firm; 2 cases good sold at 8¼d.; Penang steady; of 13 cases at auction, 3 cases fair sold at 1s. 4d. to 1s. 4½d. per lb.; the remainder common retired. Mace: Steady. Nutmeg: Cheaper; of 450 packages at sale, a large proportion sold; 87's to 77's, 8¼d. to 8s. 7d.; 90's, 3s. 2¼d. to 3s. 3d.; 116's to 108's, 2s. 9¼d. to 2s. 10¼d.; but a large proportion common, shrivelled and worm-eaten sold at low rates. Soy.-Ching in very flat, and of 100 casks offered at auction only a few sold at 1s. 9d. per gallon. Japan: No business done. STICKLAC.-Siam firm; 82 cases at auction sold at £4 8s. 6d. to £4 9s. for good quality. STAR ANISEEDS.-Market quiet, and there are no transactions to report. TAPIOCA.-The market has been quiet, and closes dull. Of 8,000 bags at auction one third sold; Singapore at 2¼d. to 2½d. per lb. for middling to very good, and Penang 2¼d. to 2½d. middling to fair. TIN has declined £2 to £8 per ton, but the market closes steadily; quotations are: Straits, on the spot and afloat, £140; Banca, £155; Billiton, £146 per ton. ARTICLES OF EXPORT. MANCHESTER GOODS. The advance in the Bank rate to 7 per cent. has increased the dullness prevailing at the close of last week, and the sales effected since the 8th inst. have been extremely limited. THE HUMBLE PETITION of the Undersigned Merchants, Bankers, Professional Men, Traders, Artisans, and other Ratepayers, inhabitants of the Crown Colony of Hongkong. RESPECTFULLY SHEWETH :-- 1. The Colony of Hongkong, situate in the China seas, at the south-eastern extremity of the great Empire of China, is one of the smallest, but by no means the least valuable or important, of Her Majesty's possessions outside of the United Kingdom of Great Britain and Ireland. 2. It is a little over 50 years since the Colony was founded on a barren rock, the abode of a few fishermen and pirates. To-day it is a City and Settlement with upwards of a quarter of a million inhabitants; a trade estimated at about Forty millions of pounds sterling per annum, and a revenue of some Two millions of dollars, wholly derived from internal taxation. Hongkong is a free port, through which passes upwards of Fourteen millions of tons of shipping per annum, and it ranks amongst the very first in the list of the great seaports in Her Majesty's dominions. It is the centre of enormous British interests, and is an extensive emporium of British trade in the China seas, and, while it remains a free port, it is destined to expand and develop, and to continue to be the centre of vast traffic and of constant communication between Europe, the Australian Colonies, the United States, and Canada on the one hand, and China, Japan, the Philippine Islands, British North Borneo, Java, Indo-China, Siam, the Straits, and India on the other. 3. Hongkong has attained to its almost unequalled commercial position, through the enterprise, skill, and energy of British Merchants, Traders, and Shipowners; through the labours of Her Majesty's subjects who have spent their lives and employed their capital on its shores; through the expenditure of many millions of dollars in Roads, Streets, and Bridges; in buildings, public and private; in extensive Reclamations; in Docks, Piers, and Wharves; and last, but not least, in Manufactures of great and increasing value. The prosperity of the Colony can best be maintained by the unremitting exertions and self-sacrifice of your Petitioners and the valuable co-operation and support of the Chinese, and only by the continuance of Hongkong as a free port. 4. Notwithstanding that the whole interests of your Petitioners are thus inextricably and permanently bound up in the good Administration of the Colony, in the efficiency of its Executive, and the soundness of its Finance, your Petitioners are allowed to take only a limited part or small share in the Government of the Colony, and are not permitted to have any really effective voice in the management of its affairs, external or internal. Being purely a Crown Colony, it is governed by a Governor appointed by Her Most Gracious Majesty the QUEEN, and by an Executive and a Legislative Council. The former is composed wholly of Officers of the Crown, nominated and appointed by the Crown; the latter consists of seven Official Members, selected and appointed by the Queen, and five Unofficial Members, two of whom are nominated by certain public bodies in the Colony, while the other three are selected by the Governor, and all are appointed by Her Majesty. 5. The Executive Council sits and deliberates in secret. The Legislative Council sits with open doors, and its procedure appears to admit of full and unfettered discussion, but there is virtually no true freedom of debate. Questions are considered, and settled, and the policy to be adopted by the Government in connection therewith is decided in the Executive Council. They are then brought before the Legislative Council, where the Government—the Official Members being in a majority--can secure the passing of any measure, in face of any opposition on the part of the Unofficial Members, who are thus limited to objecting and protesting, and have no power to carry any proposal which they may consider beneficial, nor have they power to reject or even modify any measure which may in their opinion be prejudicial to the interests of the Colony.
