Robinson Governor Munda ================================================================================ CO129 Colonial Office Hong Kong Records 理藩院香港檔案 | CO129-115 - Sir MacDonnell - 1866 [9-10] ; 1 61 Your Memorialists, in addition to objecting to the imposition of a Stamp tax as being in principle wrong, even for providing for a temporary deficit, do most solemnly and earnestly protest against the even more injurious policy, declared in Your Excellency's letter, of seizing the opportunity, of there being an alleged need of money, for a purely temporary and transitory purpose, to impose upon the Colony, and its trade, a yearly additional tax of $120,000, being equal to one seventh of the present annual Revenue. The only argument Your Memorialists have heard in favour of taxation in this manner, is, that it is not politically expedient to derive all Revenue from one or more specific sources, but if this be true as an abstract proposition of political economy, surely the fact that, since the existence of the Colony, the Legislature have followed this course without even demur on the part of those taxed, is sufficient to shew, that Hongkong, in its circumstances, is in an exceptional position, and must be dealt with as the position requires, and not in the manner required by any abstract dogma or theory. There are many other objections to the imposition of any Stamp tax, partly to the principle, and partly to the operation, of such a measure, on which Your Memorialists will not dilate, but they may point out, as instances, the severity and stringency of the provisions punishing breaches of the Ordinance, the difficulty and cost of collection, and almost certain evasion of it by such of the Chinese as retain here, its vexatious intricacy, and its inequality, in leaving untaxed a large body of Residents who, if not individually wealthy, are wealthy as classes or interests, and who ought to contribute to these local requirements. Your Memorialists in conclusion beg to express their conviction that though this is a Crown Colony, and they can be taxed by an Order in Council, or an express Order from the Government to the Governor here to levy a tax, or raise a subsidy, yet when, in compliance with the Standing Orders of the Legislative Council, and the whole previous course of practice here, the Council, as such, are asked to pass, or reject, a measure involving the mere mode of raising the requisite sums, Your Memorialists are then entitled to have their ideas on that subject received through the recognized medium, the Non-Official Members of the Council, and as their remonstrances were of no avail, they conceive themselves further entitled to bring before the Government the strong opinions they entertain on the matter, and firmly, though respectfully, to urge Your Excellency to a reconsideration of what is, at best, a mere question of expediency, affecting their interests only, and upon which they ought to be considered, if not the best judges, at least as the best exponents of the balance of benefit or prejudice that may result from the measure. Your Memorialists therefore humbly beg Your Excellency to reconsider the question, to defer such portion of the Expenditure as is not of immediate or vital import to the Colony to a more auspicious period; to raise any Sums that may be presently needed by some other, and less hurtful method, and to postpone indefinitely the further consideration of any Stamp Tax or at least until all other available and usual sources of taxation have been exhausted. Jeshna & Co. ================================================================================ CO129 Colonial Office Hong Kong Records 理藩院香港檔案 | CO129-115 - Sir MacDonnell - 1866 [9-10] Daily Press The chairman stated that the meeting had been called, agreeably to an advertisement which had appeared, for the purpose of receiving the speech of H.E. the Governor before the Executive Council at their last meeting, and which he had sent to the members of the deputation who presented the memorial, requesting them to receive it as his reply to the memorialists. Although this had appeared in the public prints and perhaps all present were familiar with it, he would crave their indulgence while he read it. After having read the reply which has already appeared in our columns, Mr. Maclean went on to state that since the memorial had been presented, he had the privilege of a personal interview with H.E. the Governor, in which he had made reference to the reported manner in which His Excellency had received the Chinese deputation that had waited upon him—that he wished some direct authority for the accounts given by the press of this reception. The Governor did not reply directly but insinuated that it was his firm belief that the Chinese deputation was no more nor less than an offshoot of the European one, and that it was a got-up thing. In view of this, Mr. Maclean thought it his duty to do away with any such opinion that the Governor might have formed and stated to him that the affair was entirely unknown to him until within half an hour of the deputation being received, when the Chinese had advised with him whether it were best to ask for a separate interview or present the memorials at the same time, and he had advised a separate interview, referring them to the Colonial Secretary. He had most positively stated to His Excellency, on behalf of the deputation which he represented, that they had nothing whatever to do with it, not even having known of it, as he had stated above. The chairman declared the meeting open for any remark or action that might be presented. Mr. McDouall said that since it had been the opinion of the press that at the last Public meeting everything had been cut and dried beforehand, he thought they would be happy now to hear those who took this view. (A laugh) Mr. Sharpe, rising, said it was true the last public meeting had been rather dry from this formal preparation, and he thought that some variety would very much add to the charm and attractiveness of such a meeting as this. The expression in the Governor's speech that referred to the reduction of Hongkong under the reign of the Stamp Act to a sort of barren wilderness had emanated from the press. In conversation with a gentleman a few days since with regard to the mint, the gentleman had remarked to him that he did not want the mint to succeed; he did not wish to see it a working success; he hoped to see it closed—now, although he (Mr. Sharp) was not prepared to speak in favor of the Stamp Act, still he did not, as with this gentleman in regard to the mint, wish to see it a failure; he thought they were really too much concerned before they perfectly understood themselves. The Captain of a ship does not say we cannot weather the storm, hope is gone, all is lost, and therefore resign himself and those under his command to death. No! neither is Hongkong to be reduced to this dreadful place that has been pictured; Falkener's new stores for jewellery are not to be left empty and unoccupied, or the Oriental Bank building resigned to the fishermen to dry their nets under its verandah: never tell a man he is really going to die although you may think so, it were worse than murder to him. Englishmen do not like to be taxed; they have a very sensitive skin for taxation, and when this is irritated or disturbed in any way, they wince, and twinge, and smart, and gripe with terrible groans. Suppose the Stamp Act is not withdrawn, is not this picture of desolation rather overdrawn? Something is to be saved by it after all; a document that had been stamped here he supposed would be exempt from a stamp duty at home—that if a Bill drawn in a set of three, or dozens, they would only draw them in two; five thousand pounds sterling would require a stamp of about $5, which would exempt it from the stamp required at home of over two pounds, so in reality some shillings were saved by the transaction of stamping it here; certainly, well, with this, it was found. The last meeting had been one of the very best they had behaved. Page 207 they proposed the increase of water and police rates. Were the rates of these banks and such establishments as the P. & O. Company a fair amount of the taxes compared with the proportion paid by the community at large? Five millions Sterling in their charge and only pay a Police and Lighting Rate. A Stamp Tax upon bills was only a moderate tax upon credit. The Banks had come boldly to the front in this opposition because they had a large interest, but they had no tax to substitute or suggest which should take the place of this Stamp Act. Again, is an increase of the house taxes fair? You may now have two rooms on the Queen's Road for an office, and six or seven rooms in a house upon the hill as residence, for which you are obliged to pay a rental of over £600, enough to hire almost a palace in London, and would you increase this? Already houses are too small, and clerks on small salaries are unable to have houses. The Chinese, for this very reason, are crowded together as they should not be, and yet you would increase the difficulty by increased taxation. It had been said merchants would go to Canton; what advantage would you have there? None. You would be a day's sail from here; ships could not go there; your mails would be a day later, and goods must all pay an import duty there. What is the value of the property in Hongkong? Eight millions sterling; are we to run away from this? Will our Insurance Companies, with all their responsibilities, go to Macao, where no legal recourse can be had in policies made there? No; leave Macao to its muddy shallows and poor harbor, its coolie traffic and gambling, to those who would enrich themselves by unlawful trade. Let us stay, and if we are to have a Stamp Act, make the best of it. He was not in opposition to the meeting or its feeling, but, on the other hand, sympathized with it. Mr. Bosman arose and said he could but consider the remarks of Mr. Sharpe as wholly irrelevant to the object of the meeting and the question at issue. There were one or two points in the Governor's reply to which he wished to call attention. His Excellency had said that the deputation did not represent the whole of this community because they had not represented the Chinese. Again, it was not the one hundred and twenty thousand that they had opposed; it was the expensive power of this tax. The community had no control whatever over the expenditure of these monies, and they had been as badly squandered heretofore, and there was no guarantee but that they would be again. This was a mercantile community, and Hongkong merely a depot of call; they might not leave here and go elsewhere for one hundred and twenty thousand, but he thought they might for seven or eight hundred thousand. If they once admitted the principle of this tax, it may be made to reach any point that this foolish expenditure of money may call for. It was the principle they objected to. Mr. Bosman then offered the following resolution: That a committee be appointed to draw up a memorial to the Secretary of State of the home government protesting against the proposed Stamp Act, and that the following gentlemen constitute that committee: Messrs. Arthur, Holland, G. Heard, Falconer, Sassoon, Pollard, Norris, and R. S. Walker, with power to add to their number. Mr. Barnard here rose and said that although he did not wish to second the motion, or even to amend, he had some remarks to offer which he thought were fitting here. Although he had been but a short time in the colony, and was not surprised to know so much about its affairs, still he thought he was justified in saying what he did. He must say that he entirely agreed with the Stamp Act. Considerable disapprobation was evinced by the meeting, but Mr. Barnard said he did not expect there was anyone present that would agree with him, and continued: it was the very best thing the Governor could have done. He did not like to be taxed; no Englishman liked to be taxed, but what is the best tax? There was certainly none so popular as the Stamp tax. Would you have an income tax? The bankers had said they were to pay such an enormous proportion of this tax; it was no such thing; true, it would depreciate from their profits, and the Shareholders would be the losers, but where were the Shareholders? For the most part in England, and men of wealth; they are the very men to... ================================================================================ CO129 Colonial Office Hong Kong Records 理藩院香港檔案 | CO129-150 - Lieut Governor Whitfield - 1871 [5-6] # Appendix G. ## THE CLIFFS, HONGKONG, January 9th, 1871. **SIR**,-In accordance with your request, conveyed to me in your communication dated January 11th, 1870, desiring specific information regarding the sanitary condition of vessels calling at this place, ballasted with mud, during the year ending December 31st, 1870, I have the honor to submit to you, for transmission to His Excellency The Governor, the following as the result of my observations. In the period under review, I have visited 230 vessels in ballast; of the above number, 20 only were ballasted with mud properly; in none of these did disease of any kind occur, or more correctly, the crews were healthy on their arrival in this Port as in each case they were mustered for inspection. In all, the mud was taken from the river near Shanghai. 124 of the total number came from Yokohama, Japan, ballasted either with ordinary soil, obtained from a hill side, or with muddy shingle, taken from the beach. Although such ballast is not (strictly speaking) mud, I mention it here, seeing that, of the ships so ballasted, eight had Typhus Fever on board. The first infected vessel arrived on the 10th February, the last on the 11th May, being confined to the season of the year when Epidemic Contagious Diseases generally occur. All the cases, as soon as discovered, were removed to Stone Cutters' Island, and the ships placed in quarantine till thoroughly disinfected; no fresh cases presented themselves among the remainder of the crews, after the removal of the Fever-stricken patients. Regarding the Fever, I may state that it was unmistakable Typhus, running the recognized course, only ending fatally in one of the 13 cases treated. It is difficult from such data, to conclude positively that the Ballast used, was the primary, or even the exciting cause, of the Fever, as Typhus was prevalent at the same season in 1869; in both years, cases occurred in the foreign settlement at Yokohama, where other influences must have been at work. It is, however, significant that no Typhus Fever was reported while the vessels had cargo on board, general or otherwise. The subject is deserving of further investigation. J. I. MURRAY ESQ., M. By Command, Colonial Secretary's Office, Hongkong, 13th March, 1871 **SIR**, I have the honour to forward to you the Annual Report on the Schools in this Colony under Government supervision during the year 1870. J. GARDINER AUSTIN, Colonial Secretary. HONGKONG, 28th February, 1871. ### Report on the Schools in this Colony 2\. The state in which these schools are will be best seen by considering them under the following division:-The Central School, The Village Schools supported by Government, and The Schools receiving Grants-in-aid. 3\. A reference to the Tables which are subjoined will show that the Central School continues to maintain its ground in point of numbers, the average for the year being a little higher than for any previous year. Apprehensions of a falling off in the attendance may be said to have disappeared. The commercial prosperity of the Colony can hardly fall to a lower ebb than it has been at during the last few years, and, this being so, and the boys looking forward solely to mercantile employment, depression of trade, unless carried to a much further extent than has yet been experienced, can hardly be expected to interfere with the prosperity of the school. It is to be hoped that this is an indication of some appreciation of the school for its own sake rather than for any mere money-making for which it may be considered a preparation. 4\. The highest attendance was in June, when there were 248 on the roll for the month. The lowest was in January when the number was 208. The average for the year was 227. There is very little cause for complaint about irregularity. It would be difficult to find, anywhere, a school of the size more regularly attended. Sickness is the principal cause of absence, but even that prevails to a very small extent. The only absences which cause annoyance are those necessitated by some family matter, a marriage or a funeral. In such a case, nothing less than a month is thought sufficient, and, sometimes, no persuasion, not even a threat, avails to reduce the period of leave below six weeks. Nothing could more clearly show the extraordinarily little value which the Chinese set upon time, except, perhaps, what is seen at some of the villages, where many of the children leave school at the end of the Tenth Month, because it is then the end of the year. Of recent years, the number of long absences has been decreasing and this is probably due, in a great measure, to the fact that the school holidays are fixed to suit the two most important Chinese Holidays, those, namely, at the New Year and the Tomb Festival. 5\. The greatest number of absentees was in August, when they amounted to 17; but, of these, 13 were absent from continued illness. The smallest number was in February, when there were 5, of whom 3 were sick. The average number of such absentees for the year was 12 per month. Taking all things into consideration, this number is exceedingly limited. 6\. The result of the year's work was, as usual, tested by written examinations in all the classes. A paper is set on each subject which the class has been taught during the year and those who get less than one third of the total number of marks assigned to the subjects of their class are considered as having failed. The total number of such failures in the six English classes was 20, or an average of about 3 to each class. Even this proportion, though small, is not due entirely to idleness, but arises, in the majority of cases, from promotion to a higher class but a few months before the examination. Another cause of failure is found in the case of boys other than Chinese. These, knowing but little of Chinese, lose the marks assigned for translation from and into that language. 7\. It would occupy too much space either to give the examination lists and papers or to analyse them minutely. They are, however, all recorded and are available at any time when required. The boys themselves take great interest in these lists. They carefully note the number of marks they have gained in each particular subject and take them as a guide to future study. The Opium Farmer was not at liberty to grant any licenses for preparing opium, having been deprived of that power, which former Farmers had. He had two establishments for preparing opium, one of which was over at Mongkok, and he was in the habit of receiving there and at his place here opium the property of his licensee, which he prepared for the licensee, charging him $100 a chest in all, $65 being for the fee and the remainder for expenses. At Mongkok Punti workmen were employed, and one method of preparation, and at the establishment on this side Amoy workmen and another method. The licensee if he wanted the opium for one purpose sent it over to Mongkok to be prepared and if for another purpose it was prepared on this side. On the 4th and 5th September he purchased twelve chests of opium and for the removal of these twelve chests to Mongkok the usual permits were obtained in the name of the Opium Farmer, who assumed the responsibility of the opium being accounted for. The learned counsel detailed the process by which permits are obtained and traced the connection by which he intended to show that the permits which would be put in applied to the particular opium seized. The opium was taken down to the cargo boat in chests, put on board before six o'clock and about that time the boat left. On that evening there was a very strong tide running with little or no breeze. The junk could make little or no progress and the opium was transferred to small boats to be taken over to Mongkok. At that place there was a long stretch of shallow water and mud without any proper landing stage, and it had always been the custom to unpack the opium either in the godowns or in the junk, for convenience in carrying it ashore, as they could not carry it in chests, and that was done in this case. He would call people from the various godowns from which the opium was obtained to prove the marks and numbers of the chests, and the owner of the cargo boat, who would explain how the chests were broken and the opium put into bags on board the junk and passed on to two boats as the more convenient way under the circumstances of the tide and wind of getting it over to Mongkok. He would also call the Opium Farmer, who would state that what was done was with his consent, these people being practically his partners. The covers of the chests, with their marks and numbers, would also be produced. If he succeeded in proving what he had stated, he thought his Worship would have no difficulty in finding the opium was in possession of the prisoners simply as that of their masters, that their masters were properly in possession of that opium, amounting in all to twelve chests, and that it was properly and lawfully on its way to Mongkok. Inspector Bremner was recalled for cross-examination. He stated the positions of the boats at the time of the seizure, and said that even under the circumstances of the tide on the night in question he would not expect to find boats taking that direction to reach Mongkok. In reply to question by his Worship the witness said the man in charge of one of the boats told him they were going to Mongkok, but afterwards changed his mind and said he did not know where they were going. The man also said he was unfortunate to get caught, that the seizure was a good chance for witness, but that he was only to have had $10 for his share. There was a pass over the hills from Mongkok. Lain Chune Sing, of the Yune Tak firm, No. 121, Praya Central, was then called, and gave particulars of the opium in question in accordance with the statement of counsel. He said the opium was sent to Mongkok because the expenses were smaller there and the water was better. L. G. D'Almada, clerk in the Imports and Exports Office, identified the permits and the applications on which they were issued. (97) Koh Ching Seng, the Opium Farmer, also gave evidence as to the Lam Chune Sing being his licensee, and of the custom of sending opium over to witness's factory at Mongkok. He had three factories, one at West Point, one at East Point and one at Mongkok. The reason he had a factory at Mongkok was that the water was better and there was a constant supply. The supply of Pokfulam water was not constant and was often muddy. He explained that he would have to account for the twelve chests of opium in question, as he was only allowed by his contract to boil 3,600 chests a year, and if he was debited with more than that quantity in the books of the Superintendent of Imports and Exports he would have to pay an additional sum for each chest. At this stage the case was adjourned until Tuesday at 2.30 POLICE COURT. 17th September. p.m. LARGE CONFISCATION OF OPIUM AND HEAVY PENALTIES, The case in which six men were charged with being in possession of 411 lbs. of Malwa opium and 1,382 lbs. of Patna opium in quantities of less than one chest were again before the court on remand. Mr. Francis, Q.C., instructed by Mr. Webber, appeared under instructions from the owner of the opium for the defence. The case for the prosecution, as appeared at the former hearings, was that the opium was found packed in bags on board two sampans in the harbour at night. The defence was that the opium was being lawfully conveyed to the Opium Farmer's boiling establishment at Mongkok and that the chests had been broken and the contents packed in bags simply for convenience of landing. A number of witnesses were now called by the defence to trace the opium from the godowns where it had been stored to the sampans, and to identify it as the contents of the chests mentioned in the removal permits. The cargo boatman gave evidence to the effect that he had often previously taken opium on board his boat for Mong-kok and had it packed in bags on the way over. Mr. Francis then addressed the Court. He submitted that the opium seized was in the possession of the first, second, and fourth prisoners, the others being simply boat people. The possession by the first, second, and fourth was really possession by the Yuen Tak Hong, to which the opium belonged. The question therefore arose whether the Yuen Tak Hong was lawfully or unlawfully in possession of it, and he submitted the possession was lawful, the master of the hong having received permits in the name of the Opium Farmer from the Imports and Exports Office authorising him to transfer it from the godowns of the importers to the Opium Farmer's place at Mongkok. The master of the Yuen Tak hong was really the licensed retail seller of prepared Opium, under the Opium Farmer, and he was also a large exporter of prepared opium. There seemed to be no provision in the Opium Ordinance for the exportation of prepared Opium at all and no one was supposed to be in the possession of prepared Opium without a document in a particular form from the person from whom he bought it and that it was intended solely for local consumption. As a matter of fact it was known the Opium Farmer had for many years past largely exported to California and other countries his own prepared Opium. A missionary at **Lin-ch'ing Chou** told me that the first crop of wheat in those parts was very poor, as also the pea-nuts and fruit, on which the people largely depend for cash, and the cotton, which employs so many people for spinning in the winter. An agent of the Anglo-American Tobacco Company told me that the people were so poor that they were knocking off all superfluous luxuries, and could not afford to buy cigarettes. This Company deserves to succeed owing to the energetic way in which it is boomed. There is hardly a town of any importance that I pass through in any part of China which is not profusely placarded with posters proclaiming the perfections of the "Peacock" or "Pirate" brand of cigarettes. At Lai-chou Fu, thousands of coolies were engaged in digging a gigantic hole in search for some talisman which would cause rain. ### 5. Railways The route for the proposed railway from Chefoo to Wei Hsien has been surveyed. The capital is to be all Chinese. It has been found that the cost will be 10,000,000 dollars, instead of 4,000,000 dollars, as at first calculated. As only 2,000,000 dollars can be raised, it has been decided only to make the line at present from Chefoo to Huang Hsien. On the Shan-tung Railway, I was struck by the excellence of the arrangements; German officials were very little in evidence, and nearly all the local arrangements were made by Chinese, who struck me as being exceedingly civil and a great contrast to the Chinese employés on the Ching-han and Shan-hsi Railways. ### 6. Missionaries The Franciscans divide the northern part of Shan-tung, the French portion taking the eastern section and the Dutch portion the western section. The English Baptists and American Presbyterians are also chiefly in evidence in these parts, and have combined to form a university for Chinese, with the Arts and Science College at Wei Hsien for 240 pupils, and a theological college at Ch'ing-chou Fu, in which 140 Chinese students are going through a seven years' course, preparatory to working in the Mission. The Medical College in Chi-nan Fu has not yet been started. ### 7. Anti-dynastic Societies A missionary said that they were increasing in the cities, whilst among the soldiers of the 5th Division at Chi-nan Fu, there is reported to be a strong following. ### 8. The Grand Canal from the South to the Yellow River The watershed crosses the Grand Canal at Lung-wang-miao, 54 miles (180 li) south of Tung-a Hsien and the Yellow River, whilst at An-shan, 21 miles (70 li) to the south, the canal, which used to flow northerly, is now blocked, and boats instead descend the Ching Ho, till the Yellow River is reached 14 miles south-west of Chiang-chia-kou, the ferry across the Yellow River, 2 miles to the west of Tung-a Hsien. From Chiang-chia-kou, an embankment runs westwards near or alongside the north bank of the Yellow River to T'ao-ch'eng-p'u, a distance of 12 miles. It is about 12 feet above the level of the plain and 16 feet to 25 feet wide. The hills end on the south bank of the Yellow River, and, except for two solitary hillocks just north of the river, I did not see any approach to a hill again till I sighted the western hills near Peking. This great plain, as far as I could see, was everywhere one gigantic field covered with crops (kao-liang, millet, maize, beans, and cotton), and thickly studded with villages, which get more scattered going north. ### 9. The Grand Canal from the Yellow River to Lin-ch'ing Chou Formerly the tribute grain boats used to come up it, but they have not used it since the Boxer trouble in 1900. This section of the Grand Canal is closed by earth dams, the one on the Yellow River being a mile to the east of Tao-ch'eng-p'u. Formerly this used to be cut and the water from the Yellow River used to fill the canal bed. At the present time, the canal bed is quite dry from the dam to Tung-ch'ang Fu, a distance of about 28 miles, and the thrifty population have hastened to cultivate both the banks and bed. In this part of the country, there are countless side roads, evidently used by farm carts. Tung-ch'ang Fu is a fairly large city, and the most symmetrical I have seen in China; in fact, it is nearly a perfect square. There is a good deal of waste inside the walls, and the chief business is in the east suburb. The prefecture shares with that of Ts'ao-chou further south the reputation of being one of the worst brigand centres in China. Fortunately, however, the two principal brigands, who had a provincial reputation, were captured in the last two years, and since then the country has been more peaceful. The priest at Tung-ch'ang Fu told me that there had been a slight revival of Boxerism at Kao-tang Chou to the north-east, but it quieted down when the rains came. The canal was repaired in 1906 between Tung-chang Fu and Lin-ching Chou, a distance of about 40 miles, and is now used by small boats. It was 3 or more feet deep, with muddy water. ## 3 The canal makes a bend to the south just below Lin-ch'ing Chou, and there is another earth dam across about 2 miles to the south of the city. On my arrival, I found this dam had been cut to let in some water from the Wei River, but it was closed again before I left on the following day. The resident missionaries stated they had never before heard of the dam being cut. The chief object of the dam in the old days, apparently, was that it afforded a chance of "squeeze," as when the tribute boats, &c., arrived, they had to be unloaded on one side and reloaded on the other, whilst the boat was dragged over. The reason the officials gave for not opening the dam was that the Wei River was infested by a dragon, who would tear up the banks of the Grand Canal if he once got into it. About half a mile below the dam, the canal passes through a lock bridge and joins the Wei River. The missionaries stated that formerly the inhabitants of Lin-ch'ing Chou were very anti-foreign, but that the feeling has now quite died out. The post from Chi-nan Fu to Peking takes three and a-half days, going by courier viâ Lin-ch'ing Chou to Shun-te Fu, where the railway is reached. From Chi-nan Fu to Lin-ch'ing Chou, I was treated with an excess of kindness by all the officials, and escorts accompanied me all the way. One cavalry soldier, overcome by the liberality of my gratuities, announced his intention of joining my service as groom, till I reminded him that the Chinese punishment for desertion was the cutting off of one or more ears. ### 10. The Grand Canal from Lin-ch'ing Chou to Tien-tsin This section is, of course, really the Wei (or Yä) River. At the time of my visit in August, it was exceptionally high, water very muddy, very strong current and 50 to 60 yards wide. The banks are in places eaten away, and a missionary said that nothing is being done to keep them in repair, and there is great danger of the river one day bursting its banks and carrying destruction over a great low-lying region. I made the distance between Lin-ching Chou and Tien-tsin (259 miles), and I took 70 hours of actual travelling by boat, averaging 3.7 miles an hour. The river may be divided into two sections, namely, from Lin-ching Chou to the Hsiao-chan Canal. In this section, it is usually 50 to 60 yards wide, and I rarely found it less than 10 feet deep, often over 15 feet. There are only reported to be two shallow places in this section, both above Tê Chou. At the second one, I found it was 9 feet deep. The second section is from the Hsiao-chan Canal to Tien-tsin, the canal being from 30 to 40 yards wide, sometimes less. This part is shallower, and I usually found it from 9 to 11 feet deep. The country is low-lying, and villages and towns are usually actually on the river banks or else at a distance away. There is a vast amount of traffic on the river; the boats are mostly pulled up by gangs of from four to thirteen men, who for a miserable pittance work like slaves, and appear always to be contented. With the exception of one or two Government boats, there are no steam launches on the river. Ferries are numerous, but there is not a single bridge till Tien-tsin is reached. All along the banks, countless numbers of villagers were employed in throwing up water from the river into a hollowed-out basin, from which it was again thrown up on to the level of the fields. It was evident that he possessed a very considerable knowledge of the subject. The bridge over the Lo Ho is another pet scheme of his. In ancient times Loyang was famous not only as the capital of China, but for its bridge. This has, however, long since disappeared with the exception of one derelict arch. General Wu evidently took considerable pride in the fact that his name would in future be connected with the new bridge now being completed; it will be finished in the course of two or three months. This bridge is a reinforced concrete structure some 350 yards in length, but on concrete piles buttressed with stonework. I was informed that the greater part of the money for the work was provided by the American Red Cross Famine Relief Fund. It is also General Wu's intention to erect a concrete bridge over the I Ho near the famous Lung Men or Dragon's Mouth, some 25 li from Loyang. ## 7. The General is also deeply interested in agriculture and has imported several modern machines and implements from America. He told me that it was his intention to train as many of his men as possible in the science of modern agriculture, and after the reunification of the country and the consequent disbandment of a considerable portion of the existing troops, to send these men to Manchuria and other provinces where land was available, to colonise and develop the country. ## 8. It had been arranged that I should attend a parade of the troops on the following day, but owing to heavy rain this part of the programme had to be cancelled. I was, however, taken round some of the schools, where I heard lectures on various military subjects, e.g., musketry, tactics and the like being given to classes of soldiers. It was somewhat remarkable that the lecturers were sergeants and corporals and not officers. A great feature is made of teaching all ranks patriotic songs and tunes, and we heard one of these remarkably well sung by a class of some 100-150 N.C.O.s. The singing is in the natural voice, and not in the discordant falsetto usually indulged in by Chinese vocalists. I was also shown several classes of boys. General Wu is a great believer in training his future officers and soldiers from as early an age as possible. At the present time he has some 600 boys and youths being educated on modern lines; most of them are the sons of soldiers. The general pays for their education, keep, &c., out of his own pocket, the cost working out at some 7 dollars a head per month. It is his intention to gradually increase the number to a total of 3,000. ## 9. The only troops now stationed at Loyang are the IIIrd (National) Division, with which General Wu has been closely connected for many years. They are well and comfortably housed in well-built brick buildings with tiled roofs. The few barrack rooms I was shown were extremely clean and had all reasonable comforts provided for the inmates, e.g., tables, forms, bedding, mugs, plates, &c. In this respect they compared very favourably with those occupied by General Feng Yu Hsiang's troops at Nan Yuan Barracks near Peking. ## 10. It is General Wu's custom daily to attend the morning parade, and on the third morning of my visit I accompanied him on his tour of inspection. Owing to the wet and muddy state of the ground the number of troops on parade was small. I was first shown a lien (company) of cavalry at exercise and was not at all impressed by what I saw. The exercise they were indulging in consisted of riding in fours and pairs over two infinitesimally small jumps. This was performed in a very slovenly manner and the riding was extremely indifferent. Following this we were shown a battalion of infantry at gymnastics. The Chinese pay a great deal of attention to this form of exercise, and use all the ordinary apparatus found in a gymnasium at home and in addition some of their own invention. No one who has seen trained Chinese soldiers at gymnastics can fail to be impressed by the extraordinary high level of excellence displayed; in fact, the Chinese appear to be born gymnasts. Every man of the battalion I saw at work was capable of performing the most difficult exercises, many of which require not only skill but a considerable amount of nerve and daring. We were next shown infantry companies at close order drill. As I expected, this also was extremely good, and I think it may be fairly said that at purely parade-ground movements and the handling of arms, good Chinese troops are the equal of any. When it comes to musketry, field training, &c., a very different story has to be told. I was not given the opportunity of seeing any of Wu's troops at training of this kind, but those who have described it as being of an archaic description. There is no doubt that this most important part of a soldier's training appeals very little to the average Chinese officer, the more spectacular parade ground movements and gymnastics being held to be of far greater importance. I was not shown any artillery on parade, but saw one battery drawn up in the distance. The ponies were the ordinary small Mongolian ponies and I noticed that the majority of them were greys or whites. ## 11. Cadets.—General Wu has some 700-800 cadets in training at his camp. These are young men of 17 to 20 years of age and come from many of the northern provinces; thus there are no less than 300 from Kansu and contingents from Szechuan, Shensi, Honan, Shantung, Hupei, &c. The general was evidently very proud of the part he was taking in training these future officers. He pointed out to me that whereas General Feng Yu Hsiang was working only for his own hand, he (Wu) was working for the good of China, for when their training was completed these cadets would be sent to their own provinces to train and reorganise their own troops. ## 12. That General Wu's influence and power have recently suffered anything in the nature of an eclipse or have in any way declined, I do not believe. During the few days I spent at Loyang there was a constant coming and going of personages of more or less importance. Dr. C. T. Wang was there during most of my visit and on the day I left Li Hou-chi, the recently expelled Military Governor of Fukien, was expected. Other visitors included a representative of Tang Chi Yao, Military Governor of Yunnan and Mr. Carroll, an American, chief engineer of the Hankow-Szechuan Railway. Neither did the general appear to be short of cash, though I was told the usual story of his troops being in arrears with their pay. There is a considerable amount of building going on in the camp; a very fine three-storied building is being erected as a reception hall and quarters for the general's guests, and also a new private residence. Perhaps the most interesting building is a temple restored at the general's own expense, in which are recorded on wooden tablets the names of all officers and men of the IIIrd Division who have fallen during General Wu's recent campaigns. ## 13. I had hoped to visit Kung Hsien Arsenal during my visit, but the general did not respond to my suggestion that I should be allowed to do so. He told me that there was little to see there; the American machinery (see my reports Nos. 6 of the 6th February, 1922, and 9 of the 22nd February, 1922) had not yet been erected, and the only munitions being manufactured were shells for field guns. The arsenal itself is situated some 20 li west of Kunghsien station, within a few hundred yards of the railway line, with which it is connected by rail. The buildings are modern brick buildings enclosed by a brick wall, which (from the glimpse I got of it from the train) appeared to extend for some 250 x 200 yards, though this area is by no means covered with buildings. ## 14. A few words regarding General Wu himself may be of interest. I have met him on two previous occasions, but only at short interviews. In appearance General Wu is short, slight and of active build. He celebrates his 50th birthday this month. The impression I formed of him previously was confirmed during my recent visit, namely, that he is very quick in coming to a decision, nimble-minded, but at the same time tenacious and determined once he has made up his mind. He is intensely patriotic; indeed, his patriotism leads him on occasions to absurd lengths, as when he remarked to me that "there was no modern invention which had not in times past had its inception in China." The general is extremely simple in manner and easily approached. He shows no signs of suffering from "swollen head." He gives his opinion very openly and frankly, and appears anxious to be informed on any subject on which his audience may be better informed than he is. He told me that it had been for a long time past one of his ambitions to visit foreign countries, and that when the reunification of the Country was completed he hoped to make a world's tour as the representative of China. General Wu is much admired by his followers for his knowledge of the Chinese classics, which he is very fond of quoting and expounding at length. I was on several occasions told of his high literary attainments and of the fact that he has qualified as a B.A. at the early age of 21. I had been informed "on good authority" that General Wu had lately taken to drinking to excess. I can only say that during the time I spent at Loyang I had all meals at the same table as he did and saw no signs of anything of the sort. The only liquid produced was Chinese wine, which proved to be completely innocuous. Besides the Consular offices, there is a church, library, reading rooms, &c. The estimated foreign population of Canton is 700, most of whom reside in Shameen. There are about 150 British subjects resident in Shameen and about 83 living outside, distributed in the city of Canton and suburbs on both sides of the river. The two stone bridges referred to above are still standing. The canal is very muddy, usually contains three or four feet of water, and is not considered to be easily fordable. Usually, however, it is full of sampans and other craft. We are informed by the late Commodore, Hong Kong, that the canal can be easily cleared, and that replacement of the craft can be prevented by stationing gunboats so as to enfilade the waterway and the buildings bordering on it. ## Present Defences 5. The whole of the canal front at Shameen, including the two bridges, is at present protected by barbed wire along its whole length, and the French have two field guns in their concession. There are five British gunboats now stationed at Shameen. Three of these are the Insect class (each carrying two 6-inch guns and one 3-inch gun). The remaining two are the Moorhen and Robin, ships of a smaller class, drawing only two feet of water. The speed of the latter is between seven and eight knots. ## Routes of Evacuation 6. The main communication between Hong Kong and Canton is by the Canton River. This is heavily fortified, and divided for defence into three sections. The Lower Section comprises Sha-Kek, Tai-Kok-Tao and Pou-chao. The Centre Section comprises A-neung-hoi, Sheng-wang-t'ong and Ha-wang-tong. The Upper Section comprises Danes Island, Yu-chu and Sha-lou. We know, however, that in August last the forts on Danes Island carried out some target practice, and we have reason to believe that last year the Canton Government were trying to obtain ammunition and contact mines, in addition to aircraft, from abroad. Even if the crews are comparatively untrained and the ammunition is limited, the forts must constitute a certain menace to passing ships in view of the narrowness of the river. As already stated in our previous report (`Paper No. C.O.S. 60`), communication is possible at any time of the year with Shameen by routes (such as Moneypenny Creek) which avoid the defended channel. 33 We are informed that the three gunboats of the **Insect class** draw too much water to be able to negotiate these alternative routes at the present time of the year. Special arrangements would, therefore, be necessary for their early withdrawal by the main channel. The smaller gunboats and sampans, which would have to be used in finally evacuating the concession, would have no navigational difficulty in negotiating these creeks. These routes, however, are narrow in some parts and pass through a densely populated district, though in the past the inhabitants have been well disposed towards us. All risk of interference with the final evacuation of the concession cannot, therefore, be precluded. We feel bound to warn the Committee of Imperial Defence of this risk. ## Possibility of Defending the Concession 7. Rear-Admiral Stirling confirmed the views of the local authorities at Hong Kong, which we accepted in our last report, that it should be possible to defend Shameen against the mob with the naval and military resources available at Hong Kong, but he suggested the advisability not only of withdrawing Europeans now residing outside the concession to the Island of Shameen, but also of evacuating all non-combatants at an early stage. He informed us that such persons could be evacuated down the main stream to a point clear of danger from the shore within five hours. We concur in this view, and consider that the man on the spot should be left to decide when indications of impending mob violence render evacuation of non-combatants advisable. The evidence of Rear-Admiral Stirling also confirmed our previously expressed view that we cannot expect, with or without the co-operation of the French, to hold out indefinitely against serious attack by the Cantonese troops with the forces likely to be available for the defence of Shameen. It has, however, inclined us to the opinion that offensive action by aircraft, or even the threat of it, which we deal with in more detail below, might well have the result of preventing organised attack on the concessions. ## Bombing and Blockade of Canton 8. In our previous Report we stated that, in our opinion, the threat which the Acting Consul-General, Canton, proposed to make to the local Chinese General, if translated into action, would be calculated to precipitate hostilities and might hasten the crisis at Shanghai. The latest decision of His Majesty's Government, quoted in paragraph 1 of this Report, alters the position. 9. We were particularly impressed by the evidence of Rear-Admiral Stirling on the susceptibility of the Chinese to threats, particularly if these are backed up by evidence of strength. To illustrate this he informed us that in August last certain strike pickets holding British wharves at Canton were told that, if they did not evacuate them at once, we would sink their strike picket boats. The next morning it was found that the pickets had gone, the picket boats had been removed to a point some 10 miles down the river, an enclosure had been roped in round the wharves and police were stationed to keep the strike pickets out. Since then neither the pickets nor the boats have returned. 10. Rear-Admiral Stirling held the view that the threat to bomb or shell vital points in Canton, and finally to blockade the city, particularly if followed at once by some demonstration of force (e.g., the appearance of aircraft), would have a considerable deterrent effect on the Cantonese, and that the effect of actual bombing or shelling would in all probability be enormous. He also suggested action by aircraft to cover an evacuation if and when this should prove necessary. 11. In view of this decided expression of opinion by an officer possessing considerable local knowledge, we are now disposed to agree to a threat being conveyed by the Consul-General to the Chinese General in Command of the forces at Canton. We suggest, however, that the threat should be couched in vague though decided terms, no actual mention being made of bombing by aircraft or shelling. In order that the greatest possible effect should be derived from the conveyance of this threat to the Chinese, we recommend that discretion should be given to the Acting Consul-General in concert with the Commodore at Hong Kong to arrange for a demonstration over Canton of as many British aircraft as possible at the moment that the communication is being made. 12. In the opinion of Rear-Admiral Stirling a blockade of Canton would have a considerable effect on the Cantonese Government. We therefore recommend that a blockade should be included in the measures to be approved if an attack on Shameen takes place. In this connection we note from a recent telegram that the French are also prepared to undertake such a measure. ## Use of Aircraft 13. The naval aircraft at present available at Hong Kong can reach Canton, but the range and carrying capacity will be considerably curtailed if the use of a land aerodrome is not permitted. Hitherto, aircraft has not been permitted to operate from the Kowloon Aerodrome, which is ready for use, in view of possible objections that might be taken by other signatories to the Washington Agreement. We would suggest, however, that as the use of aircraft is now contemplated only against the Chinese and not in connection with the coast defences, this restriction should be removed.
