"The wounds received by the Keang Lailon "who were attacked were not "particularly severe. The wood merchant Haron and his companion having asked that they might be "given up to them in order that they might undertake their care "as was expedient was granted. The missing articles have been recovered & restored "to their owners."

Following is repetition of telegram from the Secretary of State for the Colonies for your information and guidance (begins) September 21st. Army Council anxious that

all officers of reserve of officers should be recalled if there

are any such officers in territory under your Government. You should publish notice to the effect that they should return to this country forthwith and report themselves to War Office. This of course does not apply to officers in Colonial Government employment. See Circular despatch February 10th 1913.

I write to ask you to telegraph to the Governor of Hong Kong regarding the employment of flogging in connection with the strike.

On the 16th of July, a letter No. F3136/194/10 was sent.

It is stated by the Governor that persons found to be engaged in the strike will be flogged, and it was apparently likely that if the threat were publicly withdrawn, there would be a cessation of the evil.

The Colony received your letter.
