Après le bombardement des forts de l'embouchure de la rivière à Thuapan et dans les environs, bombardement qui avait duré pendant les journées des 18 et 19, le 20 fut employé à enlever les forts du Nord et ceux de l'intérieur de la baie.\n\nDès le 20, au soir, les Annamites demandèrent la cessation des hostilités après avoir combattu avec un courage remarquable et digne d'un meilleur succès. La nuit du 20 au 21, les forts du Sud étaient évacués sous les yeux des envoyés de Hué qui constataient leur occupation, sans coup férir, par les Français. Nos pertes étaient à un matelot du Bazard, apparemment blessé, et à un officier, M. de Cairsoo, frappé d'une balle à la cuisse.\n\nLes Français, après le combat, durent donner la sépulture à 700 morts annamites. Ils évaluent à environ 400 ceux dont ils ont vu les tombes élevées dans les rizières; des cadavres nombreux sont, en outre, charriés par la mer et le Chateau-Renault en a trouvé encore à Tourne. Les Annamites avouent 1,300 morts. Il faut, en outre, compter 300 prisonniers.\n\nLors des négociations, les envoyés de Hué déclarèrent que deux faits surtout les avaient vivement frappés : l'ardeur mise par les Brailleurs annamites à combattre dans les rangs français et le débarquement des coolies venus de Saigon pour faire les charrois, fait dont ils ont conclu que toute la population était avec nous, ce qui leur a fait perdre tout espoir.\n\nLes clauses des préliminaires de paix acceptés de part et d'autre sont des plus nettes et des plus précises.\n\nLes Annamites voulaient bien nous abandonner en toute propriété le Tonkin, dans les mêmes conditions que la Basse-Cochinchine, et insistaient même pour le faire à la condition que nous renoncerions à toute prétention sur Raé et l'Annam.\n\nD'un commun accord, les deux représentants de la France refusèrent, et il fut stipulé qu'au Tonkin nous aurions la haute direction de l'administration, la suzeraineté de l'Annam étant nominalement maintenue et, pour nous servir de l'expression même du texte officiel, que la France ferait ce qu'elle voudrait au Tonkin.\n\nEn Annam, la situation est autre. Le représentant de la France y aura le contrôle notamment des finances, de la justice, des travaux publics; surveillera le recrutement et la composition de l'armée; en outre, dirigera directement les douanes établies par la France seule dans les ports ouverts et représentera seul l'Annam vis-à-vis des puissances étrangères.\n\nA ce sujet, un incident se produisit : les mandarins demandèrent qu'une mention spéciale fût faite relativement à la situation de l'Annam vis-à-vis de la Chine, et, sur leur demande expresse, il fut inséré une clause spécifiant que ni la France ni l'Annam ne reconnaissaient à la Chine aucun droit de suzeraineté ou de protection.\n\nLe courrier nous apporte des nouvelles du 20 août pour le Tonkin et du 4 septembre pour la Cochinchine.\n\nVoici d'abord des détails sur le combat des 13 et 16 août :\n\nLe 15 août, à trois heures du matin, trois colonnes de 600 hommes chacune partirent avec de l'artillerie en proportion. La colonne de droite était commandée par le lieutenant-colonel Bichot, celle de gauche par le lieutenant-colonel Revillon, et celle du centre par le lieutenant-colonel Coronnat, le tout sous les ordres du général Bouët.\n\nLe combat s'engagea dès que l'on fut en vue. C'était sur le champ de bataille du 1er mai. Les cinq villages fortifiés dont le feu avait été si funeste à la colonne du commandant Rivière furent pris maison par maison; une grande partie des Chinois qui les occupaient furent tués ou brûlés dans les cases incendiées par nos obus.\n\nLes abords du Phu-Hai ou notre possession, le fort lui-même fut moins de résistance; on y trouva plusieurs canons et des drapeaux.\n\nRepoussant plus loin sur la route de Son-Tay, on se trouva arrêté par un immense ouvrage en terre, flanqué de retranchements et de redoutes en grand nombre.\n\nLa France s'engage à défendre l'Annam contre toute résurrection de ces antiques prétentions de la Chine.\n\nLes mandarins ont demandé que, au cas où le vinh phuoc, le chef des Pavillons-Noirs, tomberait entre les mains des Français, on le fit exécuter, non au lieu de sa capture, mais à Hué même, sous les yeux des grands mandarins et qu'on fit en même temps exécuter un certain nombre de ses soldats. C'est, d'après eux, le seul moyen de prouver à l'Annam de renoncer à se servir de pareils auxiliaires.\n\nLe principe de l'ouverture des ports au commerce n'est pas étendu d'une manière générale à toute la côte annamite. Les ports à ouvrir seront nominativement désignés au traité. Jusqu'à présent, c'est le cap Padaran, nouvelle frontière de la Basse-Cochinchine et la frontière tonkinoise, il est seulement stipulé l'ouverture des ports de Quinhon, Tourane et Huon Dat; mais, comme ce point de détail est réservé pour le traité définitif, nous espérons qu'on n'omettra pas de stipuler aussi l'ouverture des ports de Camrong, Hon-Khu, Tai-Quit et Con-mong, ce dernier surtout qui rivalise avec Quinhon pour le trafic du Binh-dinh et l'exportation du sel.\n\nLe lendemain, 16 août, on fut forcé de battre en retraite, non devant les Chinois, mais devant l'eau qui envahissait nos positions de toutes parts. Les digues du fleuve étaient rompues et force nous fut de rentrer à Hanoi, sauf la colonne du lieutenant-colonel Bichot, qui se replia et se fortifia dans une grande pagode dite des Quatre-Colonnes, cette pagode se trouve sur le fleuve et commande la route de Son-Tay qui fait un coude à cet endroit et qu'on avait conquise sur l'ennemi la veille.\n\nNos soldats rentrèrent à Hanoi, clairons en tête, avec les pavillons pris à l'ennemi, et aux acclamations de la population annamite attentive.\n\nTous puissants, les souverains de Hué eurent devoir détacher de la vice-royauté tonkinoise une partie de l'ancien territoire pour faire une province royale partie intégrante de l'empire.\n\nLes négociateurs français firent remarquer que le protectorat français devait porter sur tout l'ancien royaume du Tonkin et qu'il était essentiel de revenir à l'ancienne frontière naturelle. Cette clause fut acceptée après de longues hésitations.\n\nCe succès a été d'un grand effet; nos troupes ont été admirables, officiers comme soldats; ces derniers, presque tous des jeunes gens qui ont à peine quelques mois de service, ont essuyé le feu terrible des Chinois sans broncher.\n\nLes trois colonnes ont rivalisé de bravoure; celles de droite et de gauche marchèrent l'une sur la route de Son-Tay, l'autre sur la digue, tandis que celle du centre traversait les rizières avec de l'eau jusqu'au ventre; elle a fait 10 kilomètres et est tombée à l'improviste sur l'ennemi, qui ne la voyait pas et qui concentrait toutes ses forces contre les deux autres colonnes, ne s'attendant pas à voir les Français arriver à travers la plaine inondée et sous une pluie de balles.\n\nLes tirailleurs annamites se sont très vaillamment comportés; les Drapeaux-Jaunes de même, mais ils tiennent moins bien feu que les tirailleurs; l'artillerie a été très éprouvée, elle a fait beaucoup de mal à l'ennemi.\n\nLes pertes, quoique sérieuses, sont minimes en comparaison de celles de l'ennemi évaluées à 350 morts et à environ 900 blessés, surtout quand on songe qu'il a fallu prendre plusieurs villages fortifiés et des redoutes défendues par des forces considérables.\n\nUn différend surgit encore au sujet de la frontière qui doit séparer l'Annam du Tonkin. Autrefois, lorsque le Tonkin était constitué en un royaume séparé, il s'étendait jusqu'à la ligne frontière de Toung-Khêa, comprenant ainsi en dehors de la province de Nghe-An, une partie de celle de Quan-Dinh. Après le renversement des Chua et l'annexion du Tonkin à l'empire annamite, quoique la frontière naturelle formée par les montagnes de Voung-Khoua eût été renforcée par une muraille et des fortifications très puissantes, les souverains de Hué eurent devoir de détacher de la vice-royauté tonkinoise une partie de l'ancien territoire pour faire une province royale partie intégrante de l'empire.\n\nTu-Duc, avant sa mort, avait désigné pour son successeur Duc-Duc, qui fut aussitôt reconnu roi, mais ne régna que pendant deux jours. En effet, à l'expiration de ce délai, la ba-hoang-tai, reine-mère du feu roi Tu-Duc, exposa au trien-dinh (Conseil des rites) et surtout le besoin de créer de bonnes relations avec la France exigèrent la déposition de Duc-Duc et le choix comme souverain, de Tan-Lan, fils adoptif de la reine mère et par suite frère adoptif de Tu-Duc.\n\nLes membres du trien-dinh acceptèrent ce projet, déclarèrent Duc-Duc déchu et Tan-Lan prit pour chiffre de règne la dénomination de Hiep-Hoa (concorde et paix). Ce prince est âgé de trente-sept ans et a toujours montré une certaine tendance vers le parti français. Tout fait donc présumer qu'il sera facile de s'entendre avec lui.\n\nUn mot enfin à propos du sort réservé probablement à la province du Binh-Thuan, qui est annexée à la Basse-Cochinchine. Il est bien certain que son administration devra être modifiée sur celle de notre colonie, mais cette assimilation ne se fera que progressivement et non par une suppression brusque des institutions établies dans cette province. C'est, dit-on, M. l'administrateur actuel de l'arrondissement de Baria, qui sera chargé de cette mission.\n\nUne autre lettre expédiée d'Haiphong le 31 août porte ce qui suit:\n\n« Aucun mouvement nouveau n'a eu lieu depuis l'importante affaire des 15 et 18 août derniers, dirigée par le général Bouët; les renseignements que le courrier de Saigon a apportés changent sensiblement le caractère que les premières versions vagues et contradictoires venues de Hong Kong avaient donné à cette affaire; ce n'a pas été, cela est réel, un succès dans l'acception ordinaire du mot, puisque le but poursuivi n'a été atteint qu'en partie, et que le gros des troupes du général Bouët a dû rentrer à Hanoi; mais ça n'a pas été non plus un échec, encore bien moins une défaite, comme le feraient croire les récits de certains journaux anglais, puisque les Pavillons-Noirs ont subi des pertes bien supérieures aux nôtres, qu'ils ont dû évacuer plusieurs de leurs positions, et que la pagode des Quatre-Colonnes, point stratégique très important, est restée entre vos mains. Clerk is properly speaking the head of this sub-department, and it is his duty to attend to the more technical matters. This officer is a young man, without a long experience in the Harbour Office. General supervision should really be left to the Harbour Master or Assistant Harbour Master, and the work in the sub-department is not much for one European Clerk and the fifth Chinese clerk.\n\nThe light fees collection book should be made by the Entrance and Clearance sub-department.\n\nAs regards Section 3 of this department, the officers are the Second Clerk Mr. Chan Pui and the writer Tong Hin Ting. Mr. Chan Pui is really the accountant for the whole Harbour Department and in charge of general correspondence, Mr. Wong Hin Ting is a cheap clerk, of whom not much can be expected, he acts as a copying clerk.
