        "content_text": "# Decypher of Telegram\n\nFrom R.A. 1st C.S. to Admiralty.\n\n**SECRET**\n\n30\n\nDate 15.4.27\n\nRecd. 2023.\n\nAddressed Admiralty. 133. Repeated C. in C. China.\n\nYour 1302/14th April arrangements in detail for occupation of Bogue forts 24 hours after receipt of orders have been completed for some time between G.O.C. and myself using forces now available in Hong Kong: \n(i) Naval: 1st Cruiser Squadron less H.M.S. \"Dauntless\", H.M.S. \"Hermes\" Aircraft from Aerodrome, 8th Destroyer Flotilla (less three), H.M.S. \"Wanderer\", H.M.S. \"Wolverine\", Submarines and Auxiliaries. \n(ii) Military: three battalions and Pack Artillery.\n\nThis can be done at present because: \n(a) there is every possibility of surprise; \n(b) Chinese have not yet put forts into a state of preparedness; \n(c) Governor would allow Colony being denuded of troops temporarily for an operation he considers of immediate importance; \n(d) position has been frequently and recently reconnoitred and approaches sounded. If defences fall easily, it would be practicable to follow up success at once, particularly as it is believed that intensive air attack on Dane Island would cause defences there to collapse. If delayed, however, an additional \"C\" or \"D\" Class Cruiser and an extra Battalion would be required.\n\nIf operation not undertaken in near future and Chinese given time to prepare Bogue and further action contemplated, two extra cruisers and a full Brigade with artillery required in addition to forces now here. It is generally felt that occupation of Bogue Forts in itself a sufficient sanction causing Canton to be threatened, particularly by air. Opinion: early action essential for successful capture with minimum casualties; otherwise, opportunity may be missed and more extensive operation required.
