Military Contribution.\n\nThe Col Govt provide for Jubilee vote $98,000. I strongly recommend remission of military Contribution to that amount.\n\nAccording to Govt notification 405 of 1894 and I would suggest that the Regulation should be altered to make the definition of Offence clear and not summarily.\n\n£; (78)—92503—8000-7-67, subsequent Paper.\n\nThe Jubilee vote was to be $86,500 - as the amount subscribed by the Community. I suppose further subscriptions have since come in raising that $86,500 to $98,000.         "content_text": "## Government House, Hongkong, 3rd February, 1903.\n\nWith reference to the latter part of paragraph 2 of your Despatch No. 300 of the 12th September last, I have the honour to submit that as the Sterling Salary Scheme has hitherto been confined, as far as this Colony is concerned, to Officers entitled to Exchange Compensation, it is not desirable that Mr. Young Hee should be allowed to participate in that scheme. In Sir William Gascoigne's Despatch No. 181 of the 8th May it was recommended that Mr. Young should be placed on the fixed establishment at a salary of $1,800 rising to $2,400 per annum. This pay is in my opinion sufficient. The Sterling Salary suggested by you £270 rising to £360 per annum is at the present rate of exchange equivalent to about $3,100 rising to about $4,100, and is therefore higher than the highest rate of salary in the classified scheme for Subordinate Officers. On this account I submit that Mr. Young be afforded the permanent appointment at the rate of salary already recommended. The European Force is composed of 2 Chief Inspectors, at £300, rising by biennial increments of £30 to £360 a year; 7 Inspectors, 1st Class, at £240, rising by biennial increments of £10 to £260 a year; 9 Inspectors, 2nd Class, at £200, rising by biennial increments of £10 to £220 a year; 20 Sergeants, at £155, rising by biennial increments of £10 to £175 a year; 29 Lance Sergeants, at £130, rising by annual increments of £5 to £145 a year; and 94 Constables, at £100, rising by biennial increments of £10 to £120 a year. Of the above, 1 Inspector, 3 Sergeants, & Lance Sergeants and 13 Constables are employed in the Water Police.\n\n(2.)
