Goods consigned to enemy firms appearing on the\n\nBlack List for China and Siam from ports in the United\n\nStates will not be carried by ships belonging to the Conference lines. A list of such enemy firms has been supplied\n\nto them.\n\n2. A warning will be given to shippers of goods to\n\nfirms not appearing on the White List that their goods\n\nmay be detained.\n\n3. Ships will call at British port before touching at\n\nChinese and Siamese ports.\n\n4. In return no interference on the high seas will be\n\nmade with Conference ships, but exactly the same treatment\n\nshould be given to goods landed from Conference ships for\n\ntranshipment to Siam or China as to goods so landed from\n\nother steamers.\n\nThe Shipping lines concerned will in fact if not openly co-operate with you in any policy which may be decided on.\n\nThe following arrangements as regards goods brought\n\ninto port in transit to or from Siam and China and not landed\n\nfor transhipment have been decided on:-\n\n(A).
