Auditor's Foreign No. of Work is not a large rate for Col. Sec. of Hong Kong. I we propose to relieve him of Audit duties partly in consequence of his increasing work as Col. Sec.\n\nThere is the question however of a general increase of salaries at Hong Kong alleged to be in consequence of the increased cost of living. It might perhaps be well to warn whoever is offered the vacant appointment that as he will be relieved of Audit duties, he will not necessarily be granted participation in any increase to his brother-officers.\n\nI agree.  \nL[or]d Knutsford 2/10  \nSug 2/10/89  \nFor. That all contracts, agreements and tokens of sale and purchase which shall from and after the\n\nbe made or entered into for the sale or transfer, or purporting to be for the sale or transfer, of any share or shares, or of any stock or other interest in any joint stock Company constituted under or regulated by the provisions of any Act of Parliament, any local Ordinance, Royal Charter, or Letters Patent, issuing shares or stock transferable by any deed or written instrument, shall be null and void to all intents and purposes whatsoever unless such contract, agreement, or other token shall set forth and designate in writing such shares, stock, or interest by the respective numbers by which the same are distinguished at the making of such contract, agreement, or token on the register or books of such joint stock Companies as aforesaid, or where there is no such register of shares or stock by distinguishing numbers, then unless such contract, agreement, or other token shall set forth the person or persons in whose name or names such shares, stock, or interest shall at the time of making such contract stand as the registered proprietor thereof in the books of such joint stock Companies, and every person whether principal, broker, or agent, who shall wilfully insert in any such contract, agreement, or other token any false entry of such numbers, or any name or names other than that of the person or persons in whose name such shares, stock, or interest shall stand as aforesaid, shall be guilty of a misdemeanour and be punished accordingly.",

        "content_text": "The Committee by a majority recommend that the First Clerk receive the increase of 35 per cent. on the salary of the office in 1875, in addition to the quarters now occupied by him. The pay of the Fifth Clerk is on motion of the Chairman corrected to $432.\n\nItem 20. The Police Force.\n\nThe salary of the Captain Superintendent is adjusted in accordance with Despatch No. 203. The Auditor's salary is also to be raised from $7400 to $784500 a year. His Lordship would be anxious to avoid any increase to the present Audit vote, and is moreover disposed to think that W. Nicollés' present salary is notwithstanding sufficiently well paid, taking into account the high rate of living, especially in Hong Kong.\n\nIf, as is understood to be the case, he draws other emoluments in connection with the audit of Municipal Accounts, it might not be a ground for increasing W. It appears however from Your Excellency's despatch that the price of beer must now be raised in Canteens in consequence of the withdrawal of the rebate. \n\nA \n\nIn regard to paragraph (6) I do not anticipate \nthat any further increase will be made on the tax on liquor of any \nkind consumed by Europeans and I would again point out that no \nincrease has even now been made on the duty on beer. The duties \nwill I think be found to compare favourably with those in force in \nthe United Kingdom, in India (in neither of which places is any \nrebate accorded to the troops) and in other Colonies.         "content_text": "Mr. WITCHELL: Yes, but they return as quickly as they are deported. Sometimes it is proved that they illtreat the inmates and they are sent to prison. I have known cases where severe sentences have been imposed on persons who detain girls against their will.\n\nA MEMBER: The best thing to do is to hand them over to the Chinese authorities. Mr. WITCHELL remarked that as long as procurers do not interfere with the wives and concubines of the officials, the latter do not take much notice of it in China.\n\nMr. WELLS stated that there were so many millions in China, and for purposes of prostitution only a small fraction migrated to Hongkong. It was a trade which produced millions of dollars; therefore, a fine of even $2,000 was nothing.\n\nA MEMBER stated that he had heard there was more prostitution in America and Europe than in China.\n\nMr. WELLS replied that that was probably so.\n\nA MEMBER said that one reason for that was that in China every man was provided with a wife.\n\nMr. WELLS: Yes, the idea being that a man who cannot afford a wife cannot carry on prostitution.\n\nMr. FEMING: In case a WOMAN can choose her husband, is there a special reason like Leap Year?\n\nMr. WELLS: Nobody chooses husbands in China. One out of a million may choose her husband.\n\nMr. FLEMING remarked that he observed a number of Chinese youths going out for tea with girls. There was surely an element of choice now-a-days?\n\nMr. WELLS: That is becoming so. There are educated girls and boys now. The girls who go to Wiseman's, for instance, are educated.\n\nA MEMBER stated that the question of employers paying small wages, as the Chairman had pointed out, was one of the reasons why they could not support their families. He was a new-comer to the Colony but what struck him forcibly was that there were so many men who did manual labour. Everything was drawn by men, wagons, etc. It is a very uneconomical way of handling freight. He had noticed some work done by the P.W.D. which he thought cost twice as much as it would have cost in America. They ought to provide the men with proper tools; and although a member might be thrown out of work as a result, it would only be for a time. Better tools provide better workmanship, better wages and more spending power. The result would be that labour would become necessary elsewhere and the men would then all have employment.\n\nThe Rev. G. UPPDELL wished to know whether it was considered that labour was paid cheaply compared with the Chinese standard.\n\nMr. WALLS thought that in some cases the coolie was well-off. In other cases he was badly treated. It was a disgrace to all of them as Britishers that no interest whatever was taken to better the condition of children. As long as the practice continued they were parties to it because they submitted to the evil being in their midst. It was their duty to press the matter home.\n\nThe resolution concerning registration, with a view to abolition of girl slavery was then unanimously passed.\n\n435\n\n1",
