Victoria, 14th August, 1843. \n\nMr. Francis Dickens, sworn, \n\nI am Clerk to Mir. Bennett: I was present when the dencased died, he died in the Exchange Room. When I came into the room he was sitting in one of the chairs with his bead hanging over the fuck of the chair. I supported hun in my arms and spoken to him, but received no answer, his lips moved as if to spek but he could not do on, and his pulse was scar- cely perceptible, I called up a servant and he took hold of hie zal i went and fetched a Doctor. The deceased did not recognise one when I came up. \n\nAr J W. Beaned, Re-examined, A day or two before the deceased went to the Hos. pitul he complained to me of sickness and a pain in Jus heal. I administered to him an Emnetic which gave him considerable relief: the eruption afterwards appearing on his body, I advised him to go to the os pital. \n\nJamce Satchell, Surgeon, Sworn-The deceased was in the Hospital under my charge from the seventh to the eleventh instant. His eomplaint was that of a nettle rush and disordered bowels. When he left the Hospital he wna perfectly well but was weak. I was sent for on Saturday to sec bin and on my arrival at the Exchango Rooin he was dend. \n\n(Signed) \n\nThere was no possibility of forming an opinion us to the cause of his death without an internal examination. Charles Alexander Winchester, \n\nI am the Acting Colonial Surgeon.- produce a copy of the notes taken whilst examining the body of the deceased. The report was then read. \n\nOn the Coroner enquiring what was the cause of the deceased's death the witness said, \n\nThe signs in the brain led me to suppose that influm mutory action must have existed for serae considerable time before death, and from the evidence given, of a sgb-acute character. I consider the immediate enese of death to have ben the pressure of a very considerable \n\nquantity of serum found at the case of the brain, on that órgin (in other words) that it was a rese of serious upo, lexy. The Evidence having been summed up, and the Jury being charged to consider their verdict it was returned, \n\nDied by the visitation of God. \n\neffect in this remote, but highly interesting, portion of the civilised world? \n\nThe recent intelligence from Woosung, the Port of Shanghai ( with which place we have constant com- unication) is to the effect, that a sumber of men are engaged in repairing the ruined fortifications. They were formerly of cud: we are given to under- stand that they are now being feed with granite, sonte of the Opium vessels have recently gone up to the northward, with the intention, doabitess, of establishing other trading stations; it is useless to talk of a limited number of parts for all the coast will be open. As soon as the doors were opened until the hour for commencing there was a steady influx of persons wishing to join in the service, and although extra seats had been placed in the aisles and the greatest trouble was taken to find room for the numbers who were constantly entering, it was found impossible to accommodate all. Seats had been provided for 790 persons, but including those who had to be contented with standing room, it is computed that over a thousand persons were present. Detachments attended from the Regiment, the Engineers, the Royal Artillery, from the Navy, the Volunteers, the Police, and a small body of men from the Taitam Works. Seats were also provided for Consuls, and for Naval and Military Officers. The Consuls present were—Colonel Withers, Consul for the United States; M. Rigoreau, Acting Consul for France; M. M. Grote, Consul-General for Austro-Hungary and for Russia, Mr. A. G. Romano, Consul-General for Portugal and for Brazil; and Mr. F. H. Slaghek, Acting Consul for Belgium. Before the service commenced several voluntaries were played by the organist, Mr. Sangster, which were listened to with great attention, most of those present being eager to judge of the merits of the new organ. As this was opened for the first time at this service it may not be out of place here to give a few details concerning it. It has been specially built for the Cathedral by Messrs. The paukahs also somewhat deadened the voices and had the same effect, though in a somewhat less degree, on the organ. About half-past ten o'clock the choir, headed by the clergy, marched in procession down the chancel and have to the central porch to await the arrival of His Excellency and the members of the Legislative Council. On their arrival His Excellency, with his aides-de-camp, preceded by the verger and followed by the members of the Council and the clergy and choir, proceeded to the seats reserved for them in the chancel, \"God save the Queen\" being sung as the processional hymn, the congregation joining in it. A special version of the national anthem had been prepared for the occasion, of which the first and last verses were the same as the original. The second verse, however, had been eliminated and the following introduced in its place:-\n\nGod, hear our nation's prayer, Safe in Thy loving care, Guard Thou our Queen.\n\nRuler of earth and sea, Through all eternity, In our blest Jubilee, Keep Thou our Queen.\n\nThe service was then proceeded with, the ordinary accession service being supplemented by the following prayer:\n\nO Lord our God, who upholdest and governest all things in heaven and earth: receive our hearty thanksgivings for thy goodness to our country and Empire in preserving our Sovereign Lady Queen Victoria on the throne of her Ancestors for the space of fifty years. We thank thee for keeping her in health, protecting her in danger, comforting her in sorrow, and making her long reign one of prosperity, peace and progress... Thine, O Lord, is the greatness and the power, and glory and the victory and the majesty: for all that is in the heaven and the earth is thine: thine is the kingdom, O Lord, and thou art exalted as head above all. Both riches and honour come of thee, and thou rulest over all, and in thy hand is power and might, and in thy hand it is to make great and to give strength to all. Now, therefore, our God, we praise thee and praise thy glorious name for all the goodness thou hast shewn to our beloved Queen these fifty years. Stubbs and the Press of the Colony were one-sided.\n\nHistory, if the chronicler is faithful, will reveal that for the local Press Sir Reginald expressed at a certain valedictory gathering the utmost contempt. Literally he bit the hand that fed him. Not only did he refrain from uttering one solitary acknowledgment of the help given to him as Governor by the Press, but, with malice aforethought, he went out of his way to belittle it, and demean it.\n\nAs murder will out, so will sayings of Cinciis in high places.\n\nDuring the regime of Sir Reginald E. THE PUBLIC HEALTH ORGANISATION OF CANTON\n\nIn the 1928 Annual Report of the League of Nations Health Organisation, Eastern Bureau, Singapore, one finds the following: \"An important step towards the Sanitary re-organisation of the Chinese Republic has been the establishment in Nanking by the Nationalist Government of a Bureau of Public Health, attached to the Ministry of the Interior. During the latter part of the year a Ministry of Health was formed with His Excellency Hsueh Tu-pi as its Head and Dr. J. Heng Liu (the former Medical Superintendent of the Peking Union Medical College Hospital) as Vice-Minister, a proof that the technical aspect of the problem of centralising health activities in China has not been under-estimated.\"\n\nAn International Advisory Council consisting of Sir George Newman, Chief Medical Officer, Ministry of Health, London; Dr. Victor Heiser, travelling Director, Rockefeller Foundation; and Dr. Rajchman, Director of the Public Health Section of the League of Nations, has been appointed.\n\nCanton is a Municipality with a President and a Council of Commissioners, one of whom is the Commissioner of Public Health. The Commissioners are appointed by the Central Government on the recommendation of Local Authorities.\n\nThe Law relating to Public Health, the Sanitary Regulations, is a very comprehensive one. It contains 36 chapters and 122 sections. It deals with the constitution of a Health Bureau—its jurisdiction, its functions, its sections, and its staff.\n\nThe Health Organisation consists of a Health Bureau with three divisions:\n| Division | Description |\n| --- | --- |\n| I. | The Preservation of the Health Department. |\n| II. | The Infectious Disease Prevention Department. |\n| III. | The Medical Department. |\n\nThe Health Staff includes:\n- The Commissioner\n- The Secretary\n- The three Sectional Heads\n- A number of Sectional Secretaries\n- A number of Inspectors\n\nSection 8 states: \"The Commissioner of the Bureau shall supervise the management of the Bureau, the Secretary shall take charge of all important matters, and the Sectional Heads shall take charge in their respective sections, all under the direction of the Commissioner.\"\n\nSection 7 states: \"The Commissioner of the Health Bureau, the Secretary, the Sectional Heads, the Sectional Secretaries (with the exception of the Sectional Secretary for the Accounts Office), and the Sectional Assistants shall either be graduates from a Medical University, or a Technical College, or a Public Health College. The posts of Sectional Assistants which have not much to do with Medicine and Public Health may be filled by one or two non-technical men in each section.\"\n\nSection 10 states: \"The Health Bureau shall be provided with a Health Council which shall be constituted of a number of well-known Chinese and European Doctors and Experts in Civil matters in connection with Health—to be appointed by the Mayor on the recommendation of the Commissioner.\"\n\nSection 11 states: \"In the interests of the work of the Bureau, the Commissioner shall convene once a week a meeting of all Sectional Secretaries and all above them in rank to consider all matters of the Bureau, and once a month a meeting of all Sectional Secretaries and all Officers above them and the Heads of all Hospitals and other Institutions to discuss the development of the Bureau.\"\n\nSection 3 gives the duties of the three Departments. The Health Preservation Department is responsible for all Health questions pertaining to:\n1. Food, Drugs, and Water.\n2. Municipal Sanitation, including sanitation of streets and sewers, latrines, domestic houses, boarding houses, barbers' shops, laundries, bathing saloons, markets, abattoirs, factories, and public gardens.\n\nThe Department for the Prevention of Infectious Disease is concerned with:\n1. The investigation and prevention of Infectious Disease.\n2. The management of the Hospital for Leprosy and other diseases.\n3. The isolation of Infectious cases.\n4. Precautions against Plague.\n5. The removal of Corpses to Mortuaries.\n6. The examination of prostitutes.\n\nThe Medical Department has charge of the following:\n1. Registration of Doctors, Dentists, Chinese Medical Practitioners, Midwives, Apothecaries, and Dispensers.\n2. The Registration of Births, Marriages, and Deaths.\n3. Medical statistics—apart from those of infectious diseases.\n4. Restrictions on private Hospitals and Dispensaries.\n5. The management of \"Poor Old Men's Homes\".\n6. Blind Asylum and Foundling Institution.\n7. Medical treatment and prescriptions.\n8. School Hygiene and Propaganda.\n\nWith regard to infectious disease, there is:\n1. Compulsory notification.\n2. Power to remove any patient to the isolation hospital.\n3. Provision for the disinfection of corpses and the coffining of the same and burial.\n4. Provision for disinfection and destruction of property.\n5. Provision for prohibition of assemblies.\n\n\"When any infectious disease is prevalent in any place outside the City, the Health Bureau have power to enforce at any time the regulations for the examination of infectious disease on board vessels and trains.\" There are special regulations for these duties.\n\nWith regard to Port Health Work, the regulations provide for:\n1. Quarantine station and anchorage—one at Canton and one at Whampoa.\n2. Four Port Health Medical Practitioners.\n3. Powers and duties of staff.\n\nSection 9 states: \"The Bureau shall be provided with the following sections:\n1. Health Examination Bureau.\n2. Port Medical Examination.\n3. Municipal Hospitals.\n4. Free Dispensaries.\n5. Lunatic Asylums.\n6. Foundling Institutions.\n7. Infectious Hospitals.\n8. Nursing Homes.\n9. Prostitutes Examination Bureau.\n10. Leprosy Hospitals.\n11. Old Men's Homes.\n12. Blind Asylums.\n\nThe Canton Sanitary Regulations provide for a complete Health Department under the direction of one Medical Head responsible to the Municipal Council for all matters connected with the Public Health. Containing 36 Chapters and 122 Sections, this Code may be described as both clear and complete and up-to-date.",
