Il n'y a pas d'autre raison, car les recettes sont les mêmes et il s'agit ici de valeurs classées et non à placer.\n\nLes recettes brutes hebdomadaires des chemins de fer français, prises en prises en bloc, ne sont guère moins bonnes en 1876 qu'en 1875, mais c'est tout, et il y a purement arrêt dans la baisse, sans amélioration sérieuse dans les résultats. Voici les chiffres:\n\nA l'ancien réseau, il y a augmentation de 14.24 % sur le Midi, 7 % sur l'Ouest, 4.51 % sur l'Orléans, 3.25 % sur l'Est, et 2.70 % sur le Lyon, et diminution de 6.83 % sur le Nord. An nouveau réseau, augmentation de 21.76 % sur le Midi, 4.16 % sur l'Ouest, 3.46 % sur l'Est, et 2.63 % sur Orléans, et diminution de 2.03 % sur le Nord et 6.40 % sur le Lyon. La ligne du Rhône au Mont-Cenis (Lyon) et les chemins Algériens (Lyon également), ont, la première, diminué de 0.02 % et, les derniers, augmenté de 22.06 %. Les lignes de Lille à Valenciennes, du Nord-Est et de Lille à Béthune, exploitées par le Nord, sont en augmentation, respectivement, de 177.30 %, 88.27 % et 2.23 %. En dehors des six grandes compagnies, nous avons, pour les lignes d'intérêt général tout d'abord, augmentation de 44.21 % sur la ligne des Sables-d'Olonne à Tours (Vendée), 19.99 % sur le Vitré à Fougères, 4.87 % sur le Médoc, 2.42 % sur la Dombes (Sud-Est), et 0.50 % sur les Charentes, réseau entier, et diminution de 7.37 % sur la ligne de Sedan-Lérouville, appartenant à la compagnie de Lille à Valenciennes. - Quant aux lignes d'intérêt local, elles nous fournissent les augmentations suivantes: 57.16 % sur la ligne de Poitiers à Saumur (Vendée), 39.08 % sur la ligne de Falaise à Berjou-Pont-d'Ouilly (chemins normands), 17.48 % sur l'Orléans à Rouen et 0.99 % sur Caen à la mer (propriété privée). En fait de chemins étrangers, nous avons des augmentations de 20.98 % sur le Nord de l'Espagne (réseau propre), 17.33 % sur le Pampelone-Barcelone et 1.82 % sur les chemins portugais, et des diminutions de 4.90 % sur les chemins autrichiens, 2.61 % sur le Sud de l'Autriche (chemins lombards); 23.13 % sur le Madrid-Saragosse-Alicante-Séville, et enfin 53.20 % sur l'Alar-del-Rey à Santander, appartenant au Nord de l'Espagne.\n\nEn somme, voici, depuis le commencement de l'année, c'est-à-dire pour les 46 premières semaines écoulées, les résultats de 1876 comparés à ceux de 1875 :\n\n% 3.95 3.26 Chemins Algériens + 6.98 ע 500 17750 Auiches, 1. nov. 186...... In fact the matter was one of uncertainty. As events have shown they have to live at Kowloon for the good of the work and communication with the Government, and within reasonable limits they may be held to have taken the risk of this obligation. But when the dearness of quarters at Kowloon is considered amounting to from 16 to 20 per centum of their income it appeared to us a case of hardship which should be met and we accordingly recommended that about one half of their rent should be defrayed by the Government. \n\n7. \nWith regard to the second point, we think it should be remembered that those employed on the construction of the Railway only hold a temporary appointment and accordingly receive a higher salary than those holding a permanent position. Further, it should be remembered that those holding a permanent Government appointment qualify for a pension while those holding only a temporary one do not. \n\n8. \nWe therefore repeat our recommendations; first, that Mr. Eves be granted a House Allowance of £100 per annum, secondly, that those members of his staff resident in Kowloon should be granted an allowance of £60 per annum, and thirdly, that no rent should be charged for the temporary quarters which have been assigned to those members of the staff working up country.",

        "content_text": "Once again my visit to Peking certainly to a considerable extent was due to the Weihaiwei training. I wanted to talk to Johnston of the Humber Government about it and to see whether I could get any information. I suppose they won't. Frankly, if that is the case, I think they ought to abandon it. It wouldn't please not only the Navy out here but really Hong Kong generally.\n\nOn the other hand, I should have liked to have some indication of the views of Johnston. If there are any expressions of going to sea when the heat is on, it is good enough for the garrison all the year; the Navy it is good enough for them. I always got some impression - which it isn't often.\n\nHowever, what I started to write about was my expenses and claim. The matter is quite clear then. I paid for H.M.S. \"Carro\" (`Voucher attached`) $173.14. Success was worth a good deal more time that I want. The point I then went on from Weihaiwei to Tientsin was by a local steamer ($76). Tientsin to Peking by rail ($13). Peking to Shanghai by mail ($188.20). Shanghai to Hongkong by \"Empress of Japan\" ($160).\n\n| Route | Cost |\n| --- | --- |\n| Weihaiwei to Tientsin | $76 |\n| Tientsin to Peking | $13 |\n| Peking to Shanghai | $188.20 |\n| Shanghai to Hongkong | $160 |\n| Total | $404.20 (including $173.14 for H.M.S. \"Carro\") |\n\nPerhaps, however, it will be considered that these are not a fair charge to public funds and that I ought only to claim what it would have cost me to return direct from Weihaiwei. If I had done so, it would have cost $198 by a Coral steamer. But I think I could not have been expected to do this as nobody would do so in ordinary circumstances. What every person, who is not bound to travel at the cheapest possible rate, does is to go by the Coral steamer to Shanghai or transfer from a tramp ship into an \"Ocean liner\". That would have meant $116 from Weihaiwei to Shanghai and $160 for Shanghai to Hongkong. Total $276.\n\nBut, even if it is admitted that I went to Peking unnecessarily, I can therefore include expenses of going there.",

Lieutenant-Commander Kenworthy, To ask the Secretary of State for Foreign Affairs, if he can make any statement with regard to the position of the Foreign community at Canton; whether any attack has been made on the settlement at Shameen during the present year; whether Foreigners are able to move freely in the Native city of Canton; and whether any negotiations are taking place with the Nationalist government as to the future of the Foreign settlement at Canton. [Wednesday 23rd March.]\n\n6. Lieut. Commander KENWORTHY asked the Secretary of State for Foreign Affairs if he can make any statement with regard to the position of the foreign community at Canton; whether any attack has been made on the settlement at Shameen during the present year; whether foreigners are able to move freely in the native city of Canton; and whether any negotiations are taking place with the Nationalist Government as to the future of the foreign settlement at Canton?\n\nSir A. CHAMBERLAIN: In January, as a result of mendacious propaganda based on the events at Hankow, a violent agitation was worked up in Canton, and it was threatened that the concessions there would be occupied by force. Preparations were made to defend the British and French concessions against a mob attack, and arrangements were made to evacuate women and children in case of an emergency. The British, United States and French consular representatives warned the Chinese authorities against a repetition at Canton of the tactics employed at Hankow, and the demonstrations passed off without any overt act of hostility.\n\nI have no precise information regarding the third part of the question, but the situation in Canton has since continued to be outwardly calm, and no cases of molestation have recently come to my notice.\n\nAs regards the fourth part, the proposals communicated to Mr. Chen by Mr. O'Malley in January declared the willingness of His Majesty's Government to discuss and enter into arrangements for the modification of the municipal arrangements of all British concessions, but no negotiations have as yet been initiated with regard to that at Canton.\n\nLieut.-Commander KENWORTHY: Is the right hon. Gentleman satisfied that the Government of Canton had any part in preventing the threatened disorder?\n\nSir A. CHAMBERLAIN: I should be very sorry to say exactly how far the authorities connected with the Canton Government or nominally under their control are, or are not, concerned in particular acts of disorder, or in preventing acts of disorder. The position in China is rather anarchical, certainly very disturbed, and one finds very different conditions, and, apparently, different dispositions prevailing among different authorities in different parts.\n\nLieut.-Commander KENWORTHY: Are disorders always to be blamed on the Canton Government, and when good order is maintained, are they to receive no credit?\n\nMr. SPEAKER: That is a suggestion by the hon. and gallant Gentleman.\n\nSir A.         "content_text": "## Original Text Reformatted\n\nIn such a case, therefore, you should not hesitate to use your powers under Sections 32, 33, 45, and 47 of the Merchant Shipping Act, 1906, to prevent, so far as possible, undesirable developments after the seamen's discharge; and the Board presume that in any future similar case you would regard the discharges as being made under Sections 32 and 33, 1906, on termination of the agreement, and not, as in the case of the \"Darro\" and \"Desna\", as by mutual consent. If, however, in such a case the discharges are treated as being by mutual consent, you should follow closely Paragraph 131 of the Instructions to Consuls (Merchant Shipping and Seamen) 1930, so as to prevent the seamen from falling into distress on their way home.\n\nIn the meantime, the Board are instructing the Superintendents of Mercantile Marine Offices in this country and Consuls at ports in the home trade area that in any future similar instance, the Officer before whom a crew is engaged for discharge abroad, besides explaining carefully to the seamen the terms of any repatriation clause inserted in the agreement with the crew, should point out to the owners or their representatives that, notwithstanding such clauses, the ultimate disposal of the men will rest with the proper authority at the port of discharge, in accordance with the provisions of the Merchant Shipping Act, 1906 quoted above, under which the expenses of carrying out the decision of the proper authority will fall upon the shipowners.\n\nCopies of this correspondence are being sent for the information and guidance of His Majesty's Consuls at maritime posts in Japan and at Shanghai.\n\nI am, sir,\n\nYour obedient Servant,\n\nG.         "content_text": "# Oral Answers \n\n## HOUSE OF COMMONS \n\n[Mr. Simmonds.] contractual obligation, so that they should be in fact available when any emergency arises? \n\nMr. Lloyd: This is a subject with which my right hon. Friend will deal in the course of the Debate. \n\nMr. Mabane: Can my hon. Friend say how many of this total fall within the category of air raid wardens? \n\nMr. Lloyd: Not without notice. \n\nMr. R. Gibson: Do these figures include Scotland? \n\nMr. Lloyd: Yes, Sir. \n\nMr. Davidson: If the hon. Gentleman is considering the question of contract, will he also consider the question of payment? \n\n## 35. Mr. Simmonds asked the Home Secretary what practical steps have been taken to implement the recommendations of the committee upon evacuation presided over by the right hon. Member for the Scottish Universities (Sir J. Anderson)? \n\nMr. Lloyd: As stated in the memorandum which my right hon. Friend issued with the report, action has already been taken both in the light of the recommendations in the report and of the experience gained during the recent emergency to examine and prepare in detail evacuation schemes. Steps had been taken before the recent emergency to have ready schemes such as could be operated at once if there were no time for lengthy preparation. Information was given in the Press about such a scheme which had been prepared for London. It is, however fully recognised that with time for preparation much can be done to improve such schemes, and the detailed work necessary for this purpose is in progress. \n\nMr. Simmonds: Will my right hon. Friend bear in mind the wide national support which has been given to this plan and that the nation is only too anxious to see other branches of air-raid precautions investigated in a similar manner? \n\nSir Percy Harris: Will the right hon. Gentleman explain to the House why this report was held up before publication for three months? \n\nMr. Lloyd: My right hon. Friend will deal with that rather complicated subject later. \n\nMr. R. C. Morrison: Can the hon. Gentleman say whether he will issue any information to local authorities in the near future, so that they may play their part in making the long and active preparations which will be necessary if this scheme is to be successful? \n\nMr. Lloyd: Yes, Sir, certainly. \n\n## 41. Mr. Gallacher asked the Home Secretary whether any steps were taken to enable unemployed persons to receive the various articles recommended in the air-raid precautions handbook as being necessary for the evacuation of children and for protecting homes in the event of aerial attack? \n\nMr. Lloyd: As regards evacuation, steps were taken to secure that school children were equipped with the articles which they might need, and arrangements were made for meeting the immediate necessities of all persons who would have become refugees. As regards the provision of various forms of protection for persons remaining in specially vulnerable areas, the subject cannot be adequately dealt with in reply to a question, but my right hon. Friend hopes to have an early opportunity of making a full statement. \n\nMr. Gallacher: Will the Minister take note of the fact that the allowances paid to those who are unemployed are quite inadequate to meet their ordinary needs, and that if there is any special arrangement made for protecting their homes, assistance must be given to them? \n\n## 43. Mr. Touche asked the Home Secretary whether he will consider letting the public know the regulations which would be enforced in time of war regarding such air-raid precautions as blanketing of windows, provision of sand, and the best means of dealing with incendiary and other bombs, so that persons responsible for large buildings may take the necessary preparatory steps to enable them to comply with such regulations should the emergency arise? \n\nMr. Lloyd: Every endeavour has been and is being made, both through the medium of the published memoranda and handbooks and otherwise, to give the widest publicity to the various precautionary measures which should be taken by the public against the danger from air raids. It should not, however, be assumed that all these measures would be the subject of mandatory regulations on the outbreak of war. Many of them would remain measures which members of the public and occupiers of premises would be expected to take in their own interests. \n\nMr. Macquisten: Would it not be as well to mobilise all the unemployed miners and make them build bomb-proof shelters in all the big towns? \n\nMr. Garro Jones: Does that answer mean that the dealing with incendiary bombs is left exclusively to the initiative of the public after merely receiving publicity information from the Home Office? \n\nMr. Lloyd: No, Sir, it does not mean that. It is proposed both that the fire brigades should be augmented and also in the case of certain similar brigade plants in some of the streets in the event of air raids, that simple fire extinction apparatus should be made available in certain streets, probably in connection with the air-raid wardens. \n\n## BOGUS CLUBS \n\n34. Mr. Touche asked the Home Secretary whether he is aware of the hardship caused to licensed victuallers by the continuance of the unfair competition of bogus clubs; and whether he can make any statement as to when legislation is likely to be introduced on this subject? \n\n**The Secretary of State for the Home Department (Sir Samuel Hoare)**: I am fully aware of the position, but my hon. Friend will realise that it is not possible for me to-day to make any statement as to the legislative programme for next Session. \n\n## PARLIAMENTARY ELECTORATES \n\n37. Sir J. Mellor asked the Home Secretary whether, in view of the growing inequality of Parliamentary electorates, he will introduce legislation in order to effect a redistribution before the next General Election? \n\n32. Mr. Keeling asked the Home Secretary whether he is aware that in 79 of the 498 single-Member constituencies in England and Wales the number of voters is over 25 per cent. above the average and that the disparity between large and small electorates is greater than it has been since the Reform Act, 1832; and whether he will consider the introduction of legislation to make a redistribution before the next General Election? \n\n**1 NOVEMBER 1938**\n\nSir S. Hoare: I am not in a position to add anything to the replies given to previous questions on this subject. \n\nSir J. Mellor: Will my right hon. Friend bear in mind the fact that the size of some electorates in single-Member constituencies is two, three and even four times the size of the average electorate? \n\nSir S. Hoare: Yes, Sir. \n\n## TWO-SHIFT SYSTEM \n\n38. Mr. Kelly asked the Home Secretary the number of firms operating the two-shift system, and also the conditions which have been laid down for transport as well as continued education? \n\nSir S. Hoare: About 1,100 two-shift authorisations are now in force under the Act of 1936. It is now the practice to insert a condition to the effect that if any young person employed in the shifts is desirous of attending a continuation school or class, reasonable facilities shall be afforded by the employer for such attendance, and where it appears that transport difficulties are liable to arise a condition is inserted that the Secretary of State may at any time require the employer to make such special arrangements for the conveyance of workers living at a distance as may be necessary to prevent hardship. \n\nMr. Kelly: Will the right hon. Gentleman consider publishing a list of those firms operating this two-shift system? \n\nSir S. Hoare: I scarcely think that it would be necessary to publish a list of these 1,100 firms, but if the hon. Member will communicate with me, I will see if there is any further information I can give him. \n\nMr. Rhys Davies: Is the right hon. Gentleman satisfied that the conditions which were laid down by the Factory Department are carried out by the employers?",

        "content_text": "# Oral Answers \n\n## HOUSE OF COMMONS \n\n[Mr. Day.] shipping in the case of a national emergency which would seriously affect food and other supplies of great importance to this country, he will consider moving to appoint a Select Committee to discuss the advantages as a whole of the construction of a Channel tunnel, which, in addition to the labour and material required, would also increase the productive employment in this country?\n\nThe Prime Minister: The view of His Majesty's Government is that nothing has occurred since the issue of the White Paper in June, 1930, to cause them to modify the attitude then adopted in relation to the Channel tunnel. The answer to the question is, therefore, in the negative.\n\nMr. Day: Can the right hon. Gentleman say whether this question is being considered by the Committee of Imperial Defence?\n\nThe Prime Minister: No, Sir.\n\n## GEOGRAPHICAL DISTRIBUTION OF INDUSTRY \n\n47. Mr. J. Griffiths asked the Prime Minister when the report of the Royal Commission on the geographical distribution of industry will be issued?\n\nThe Prime Minister: I am afraid that the Commission are not yet in a position to say when their report will be ready.\n\nMr. Lawson: Can the Prime Minister suggest to the chairman the advisability of publishing an interim report of the Commission, in view of the relations of the subject with which they are dealing to many questions of vital importance to the nation?\n\nThe Prime Minister: I think it would probably be better to wait until the chairman is in a position to issue a report on the whole subject.\n\nMr. Lawson: Has the Prime Minister any knowledge how long this Commission will be before it reports? It has been sitting a long time and the matter is of very great importance.\n\nThe Prime Minister: I appreciate that, but I have said at various times that I do not think the report of a Commission on so complicated a subject can be expected very early. I am, however, hopeful that it will not be very long delayed now.\n\nMr. Maequisten: Will the Prime Minister call the attention of the Commission to the shackles that have been imposed upon road transport, which would soon redistribute itself if we had good, decent roads?\n\n49. Mr. Lees-Jones asked the Prime Minister whether the Royal Commission on the geographical distribution of the industrial population has considered, in the national interest, the question of the evacuation of the overcrowded industrial undertakings in Greater London; and, if not, in view of recent events, will steps be taken to add this to the Royal Commission's terms of reference?\n\nThe Prime Minister: The strategical aspects of the concentration of industry and the industrial population in Greater London are within the terms of reference of the Royal Commission, but I do not consider that arrangements for evacuation should be brought within their scope.\n\n## FOOTBALL POOLS \n\n48. Mr. R. C. Morrison asked the Prime Minister whether his attention has been drawn to the rapid growth of football pools; whether, in view of the large amount of money invested by the public in small weekly sums and the doubts existing as to the relation of the prize money to the amount invested, he will set up a committee of inquiry to investigate their working and report whether State supervision is necessary?\n\nSir S. Hoare: I have been asked to reply. I would refer the hon. Member to the answer which I gave to my hon. Friend the Member for Leeds, West (Mr. V. Adams) on 17th February.\n\nMr. Morrison: May I take it that the right hon. Gentleman does not intend to take any notice of the many representations from business interests that have been directed to the Government in connection with this matter?\n\nSir S. Hoare: The issue raises the whole question of off-the-course betting, and I do not think that it can be dealt with separately from the bigger problem. I do not at present see any opportunity for legislation of that kind.\n\nViscountess Astor: Is it not true that when the last Betting Bill came before the House of Commons the Government had at one time thought of dealing with football pools? If that be true, why cannot they do that now, seeing the terrific amount of waste that is going on?\n\nSir S. Hoare: The proposal met with very great opposition. It was either defeated or withdrawn.\n\nMr. McGovern: Seeing that there is such efficiency of organisation in regard to these football pools, will the right hon. Gentleman consider getting the promoters of these pools to run the arms industry?\n\n57. Mr. R. C. Morrison asked the Chancellor of the Exchequer whether he can give any information as to the profits of football pools and the amount of Income Tax received from same?\n\nThe Chancellor of the Exchequer (Sir John Simon): I regret that I cannot furnish any information regarding the profits as assessed to Income Tax of the particular concerns to which the hon. Member refers.\n\n## DEFENCE \n\n50. Mr. Cary asked the Prime Minister whether he will give the House more specific information in regard to the serious gaps which have been shown to exist in our defences and the nature of the steps which have been taken to repair such deficiencies; and, further, whether His Majesty's Government has received assurances from the trade unions in Great Britain and from all the Dominion governments oversea that they are prepared to co-operate to the limit of their capacity in bringing our system of defences to a satisfactory point with the least possible delay?\n\n51. Miss Ward asked the Prime Minister whether he is aware that there are responsible industrial companies who feel that full advantage has not been taken of their willingness to co-operate in the rearmament programme; and whether he will consider taking immediate steps to set up a liaison committee of industrialists whose business it would be to receive offers of co-operation and relate these offers to the needs of the Defence Departments?\n\nThe Prime Minister: It is proposed that a full statement should be made on Defence at the first convenient opportunity in the new Session of Parliament. I would ask hon. Members to await this statement, which will deal comprehensively with the steps which His Majesty's Government have taken and are taking in regard to Defence matters generally.\n\nMr. Cary: Will my right hon. Friend consider the advisability of issuing a White Paper on Defence to coincide with the Debate on the Address?\n\nThe Prime Minister: I will think about that.\n\nMr. Garro Jones: Can the Prime Minister assure the House that any further statement will be more ingenuous and explicit than past White Papers on Defence have been?\n\n71. Mr. Shinwell asked the Minister for the Co-ordination of Defence whether he is satisfied that the Service Departments are adequately prepared to defend our commitments at home and abroad?\n\nThe Minister for the Co-ordination of Defence (Sir Thomas Inskip): I would refer the hon. Member to the reply given by my right hon. Friend the Prime Minister to earlier questions to-day by my hon. Friends the Members for Eccles (Mr. Cary) and Wallsend (Miss Ward).\n\n## IRELAND \n\n52. Mr. McEntee asked the Prime Minister whether, following upon the steps which he has taken by intervention in Central Europe to remove the grievances of the minorities in Czechoslovakia, he will now introduce legislation for the restoration of the unity of Ireland which was taken away under the provisions of the Government of Ireland Act, 1920?\n\nThe Prime Minister: I would invite the attention of the hon. Member to the statements made by my right hon.
