The party for (2) would consist of Mr. Valpy and Mr. Sayer (who I understand has recently been taken on by the Railway Survey) and their chainmen etc. The party for (3) is to consist of Mr. Carpenter of the Public Works Department and (if required) a Chinese Surveyor in the Public Works Department recommended by Mr. Chatham, with chainmen etc. \n\nMr. Carpenter is at present employed on the Survey of the road proposed to be constructed across the New Territories from Sha Tau Kok to Ping Shan through Fan Ling and has completed it from Sha Tau Kok to Fan Ling and beyond through the Hat Sia Gap. This road will be required to bring traffic from the principal valleys of the Territories to the railway at Fan Ling. It presupposes the existence of railway or other good communication from Tai Po (where the present 14 foot New Territories road leads) through Fan Ling to the Lo Fu ferry on the frontier. Should for any reason the railway not be constructed at once a road must take its place. I have therefore decided that the $50,000 inserted in the Estimates for 1906 for \"New Roads in New Territory\" should be devoted not to the cross road above indicated but to making the bank, bridges, and culverts along the line of the railway survey North of Tai Po. The line will eventually be laid on this bank, which in the meantime will serve as a road. When the loan for the railway is raised any expenditure on this bank including that for resuming land and the salaries of Mr. Carpenter and of any other Officer lent by the Public Works Department will be transferred to it. In the meantime and pending conclusion of a satisfactory arrangement with the Chinese Authorities for the section of the railway in Chinese territory we shall have made some progress on our section in a direction which will improve our communications whatever is the result of our negotiations with China and to an extent which we can well meet out of ordinary revenue. \n\nPlease let Mr. Chatham, Mr. Bruce and Mr. Clementi \n\n411",

Further sums will be placed to Mr. Bruce's credit from time to time.\n\nMr. Bruce will keep clear and accurate accounts and will obtain and produce vouchers for each payment.\n\nAll communications to Mr. Bruce and Mr. Valpy from the Consulting Engineers will be directed (as arranged with Mr. Bruce) to the care of The Chartered Bank of India, Australia and China at Hong-Kong, and Mr. Bruce must arrange with that firm for the forwarding of all such communications without delay to himself and Mr. Valpy, as the case may be.\n\nThe registered address of the Consulting Engineers is \"Consilium, London\", and on arrival at Hong-Kong, Mr. Bruce will forthwith register his telegraphic address at the Eastern Telegraph Company's office there, which will be done free of charge, and he will cable this address at once to the Consulting Engineers, thus reporting his safe arrival in the Colony, and he must arrange with the Eastern Telegraph Company that all telegrams are to be forwarded to him immediately on receipt.\n\nMr. Bruce is to use the \"via Eastern Telegraphic Social Code\" and furnish himself with a sufficient number of copies before leaving England, but copies of the code are always available at the Eastern Telegraph Company's offices.\n\nMr. Bruce will add, on pages 311 to 320 of his copies of the code, a considerable number of sentences which have been prepared and are to be seen in manuscript in the Consulting Engineers' copy of the code, which may become useful during the progress of the survey.\n\n5",

He adds that the remainder of the **Eastern Route** will, with minor modifications, follow closely the alignment selected by Mr Large.\n\nThe following extract from the Chief Surveying Engineer's letter dated Kowloon, 7th August 1905, may be of interest:\n\n\"I have now completed my preliminary survey of the **Eastern Route** and am about to go over the **Western Route**. I have levelled the whole of the **Eastern Route** and have shown the section to H. E. the Governor of Hong Kong. He has expressed satisfaction with what has been done. H. E. Sir Mathew Nathan does not want to have any of the line pegged out South of the mountain range for some considerable time as he fears that speculators would get hold of land required for the works if the location of the centre line was made known. Sir Mathew's idea is to commence work on the construction of the Railway between Tai Po and Lo Fu next November, and to use the Railway formation as a public road. The frontier road has been constructed from Kowloon to Tai Po (length 18 miles) and Sir Mathew thinks that from Tai Po to Lo Fu the Railway might be used as a road until near the completion of the Railway tunnel through the range, say three years hence. This portion of the Railway will be pegged out by the Public Works Department under my supervision, and the portion between Tai Po and the North portal of the tunnel will be pegged out by Mr Valpy and Mr Sayer, also under my supervision.\n\n-2-",

        "content_text": "# Enclosure 6.\n\n## FINDING OF THE MARINE COURT.\n\nWe find that the British Steamship Ying King, Official No. `116,031` of Hongkong, of which **ERNEST JAMES PAGE**, Certificate of Competency No. `491` of New South Wales, was Master, left Canton at 6 p.m. on the 27th July, 1908, on a voyage to Hongkong, with a full general cargo, about 430 passengers, of whom 3 were Europeans, and 23 crew, besides about 10 in the Compradore's staff, making about 465 souls all told. This is a rough estimate by the Mate.\n\nAfter leaving Canton, with a light North-easterly breeze, weather clear, sky overcast, barometer falling, all went well until after passing Bogue Forts, when the wind and sea rose, the barometer falling rapidly. At about 11.30 p.m. the Master decided to anchor, on account of the very heavy sea, between Pillar Point and Castle Peak. Two anchors were let go, and with the assistance of the engines held the ship. The weather continued to get worse, the sea breaking over the ship, which finally took a heavy list, from the cargo shifting, and large quantities of water found its way into the engine room, extinguishing the fires at about 2.30 a.m. At about 2.50 a.m. the list suddenly increased and the ship foundered. Of the 465 souls on board only 42 appear to have survived. The Master and about 420 others perishing.\n\nWe find that the cause of the foundering was the Typhoon, which passed over the Colony during that night. That all reasonable precautions were taken to ensure the safety of the ship and passengers. That the state of the sea rendered any recourse to boats for saving life out of the question. Hoi Ming.\n\n# Enclosure 7.\n\n## REPORT OF CHIEF RESIDENT ENGINEER KOWLOON-CANTON RAILWAY, BRITISH SECTION.\n\n### TYPHOON DAMAGES.\n\nKowloon, 4th August, 1908.\n\nSIR—I have gone right through the line since the typhoon and find that the damage done is very small considering the strength of the typhoon.\n\nMost damage was done at the North Face Tunnel, where the most serious items were, the unroofing of the coolie quarters and the power house.\n\nThe unroofing of the coolie quarters drove all the coolies into Hongkong, which forced the work to close down for a week. The miners' quarters on the top of the hill suffered also.\n\nA start was made next day to provide quarters for the coolies who were to repair the permanent ones, and to-day I believe there were to be sufficient coolies out there to start the heading.\n\nAt the South Side, no miners' quarters were injured, but the roofs were blown partly off a couple of coolie quarters, but this did not stop the work as the coolies went to Kowloon and came to the work daily.\n\nMr. Valpy, whose house is at the top of the hill at Sha-tin, said his house was greatly protected by the mosquito gauze netting which was all round the verandah and which evidently formed a sort of cushion, as he was able to remain in his verandah during the height of the storm.\n\nOn the rest of the line, the damage by the typhoon was small and not such as to cause any delay to the work. The launch Marlow was driven on shore in Tide Cove, and a couple of lighters slightly damaged. Some of the jetties were also damaged, but very little material was lost.\n\nThe heavy rain previous did more damage really than the typhoon. 12.4 inches was reported from Taipo in twenty-four hours. This caused a heavy flood in the river that runs through the Causeway at Taipo, the water being three feet higher on the inside than on the outside.\n\nOn the reclamation works at Kowloon, work stopped for a considerable time, and as none of the contractors' European foremen did much, work was a long time in getting started again.\n\nI have, &c.,  \nTo the Honourable, The Colonial Secretary.\n\n(Signed) **G. W. EVES**,  \nChief Resident Engineer.\n\n# Enclosure 8 (1).\n\n## REPORT BY DISTRICT OFFICER, TAI PO.\n\nThe New Territory N. suffered wonderfully little from the typhoon. Apart from the case of the Ying King on the West, and of one trading junk on the East—No. `S. 1,503 H`—I can hear of absolutely no loss of life. The loss from the junk the Police have not been able to ascertain exactly, but even there most of the crew escaped.\n\nAt Tai Po and Sha Tin, a number of junks were driven ashore and of course damaged—details in the Morning Reports of the two days succeeding the storm; in Plover Cove, one junk was sunk; but in none of these cases was there any loss of life. I am leaving the Railway damage out of consideration.\n\nThe crops over most of the Territory had been harvested before the typhoon; the wet ten days of July had done a lot of harm, and the people worked hard in the two fine days between the wet weather and the typhoon to get in all they could. The rest was of course further damaged by the typhoon, but was far from being entirely ruined. It was beaten flat quite early and so escaped much shaking, and as it was fit to cut, it has all been taken off the fields since, and there was no need to choose between reaping unripe grain and leaving it a little to ripen at the risk of rotting. The San Tin district alone may have suffered very badly; the flood there is only now subsiding sufficiently to allow of harvesting, and much of the crop not previously reaped will no doubt be rotted. No appeals for special help have, however, been made, and the Crown Rent in each district seems to be coming in at least as fast, if not rather faster than before.\n\nThe barometer at Tai Po read 29.15 at 3 a.m. in the typhoon.\n\nNo serious collapses, and practically no important shore damage in the villages.\n\n2nd August, 1908.\n\n**E. I think he may properly be paid the sub-totals £250 as from 1/1/13.\n\nEuropean - £4270\n\nand placed on\n\n(4) Gov/40736/12. Police salaries\n\nThe Inspector-General objects strongly to certain allowances now paid to the Police on the ground that there is an unavoidable tendency to appoint senior officers to comparatively unimportant posts because of the extra allowances attached to them. He wants to abolish various allowances e.g. $4380 all the coming to $365 a month or passage allowance, to make the pay substantive (except constables which inspectors) to make increments biennial. In proposal in para 3 to alter the wording of the Pension rule so as to make pension depend on holding rank satisfactorily for 3 years, is fair since otherwise a man on half-pay might just miss his pension although he had been a Chief Inspector for 3 years.\n\nThe police also ask that all members serving 5 years should have free passages for their wives if they marry while in the married quarters (1) permission after 5 years service (my sergeants of other ranks had these privileges).\n\nIn Gov't. para the proposing scheme to not more than 12 married Lance Sergeants but not for practical I quote that this is a reasonable concession that more. It was then suggested that an Anglo-Chinese Company of Hong Kong and Canton merchants might be formed, and that Mr. Vaughan-Fowler, at present Adjutant of the Kai Tak Aerodrome, an officer who has had experience in commercial aviation and who proposes shortly to resign from the Royal Air Force in order to devote himself to promoting commercial aviation in China, should visit Canton in order to discuss the subject with General Cheung Wai-cheung, Director of Aviation for Kuangtung.\n\n2.\n\nAccordingly Mr. Vaughan-Fowler proceeded to Canton on the 19th March, and I now enclose a copy of the report which he made to me on his return to Hong Kong. The report stated that General Cheung Wai-cheung would visit Hong Kong on the 23rd March. Consul-General,  \nHankow.\n\n17th March, 1936.\n\nDear Sir,\n\n**Confidential.**\n\nThe Canton-Hankow Railway (Hupeh-Hunan Section).\n\nHaving asked me to say a few words about the present state of the open line in Hupeh and Hunan, I will preface my remarks with a brief statement as to why I am here at all!\n\nWhen my predecessor (Mr. Valpy) was dismissed about September 1930, and various questions had been asked in the House of Commons, with all of which you will be familiar, I was seconded from the Peking-Mukden Railway to fill the vacant post \"for six months\" pending further arrangements. Unfortunately, an interval of some 3 months elapsed between Valpy's dismissal and my arrival in January 1931. During this interval, all power passed into the hands of the Chinese, which was only natural. So when I arrived here, I found an Engineering Department complete with Engineer-in-Chief etc. The result was that I could do nothing, merely being ignored, though not prevented from attending my office, which consisted of one small room, and no staff, except the share of a Clerk and Office Boy.",
