Government.\n\nI think it wise that we did not raise H.K's hopes about a U.K. contribution towards the Kai Tak water supply until H.K. have done something about it herself.\n\nI agree.\n\nTreasury being prepared to grant to Hong Kong financial assistance\n\nmake any\n\nI think it would be unwise to give the contribution\n\nIt is dependent on Hong Kong's present financial position.\n\ndraft the savingram with clear indication from Colonial Office.\n\nhave been perhaps unfortunate worded that previous communications to encourage hopes of certain contribution\n\nit would be most unlikely that Colonial Office would be able to make way for contribution for contingencies; but I think it presumably better to amend the wording.\n\nI pass this to J.
