O. \n### Memo: \nThe Fries of the 15th inst gives a summary of the provisions of the Treaties recently negotiated between the United States Government and the Chinese Government and it is stated that the said treaties may be ratified this week. In the one called the Commercial Treaty it appears to be arranged that subject to taking opium into China are to be prevented from any of the United States ports and that American Citizens shall not under any pretense take opium into China.
