Also, there is a provision (as in the proclamation of 1844, which is now repealed) that the coins must be of full and proper weight \"L sterling\". (Lawning of British Colonies, 18... f. 2460) The inconveniences and evils of crude legislation in this matter of the standard of value being so serious, I apprehend this department should suggest to the Treasury and Lords that the proclamation ought not to specify the weight and fineness of the standard.",

        "content_text": "## 228\\*. \n\nThe stacker all \n\nIs Majesty's Government asked in the first place \nthat in return for a guarantee that they would requisition no Dutch ships, the Netherlands Government \nwould allow the \"Tijger\" to be chartered to them \nfor the remainder of the war and undertake that the \nnormal trade of the Dutch East Indies should be maintained. \n\nThe Netherlands Government have stated that they \nare prepared to agree to the extension of the time charter of the \"Tijger\" for a further period of six months outside the 3-mile zone after the expiry of her present charter, but that the action of His Majesty's \nGovernment in requisitioning 13 Dutch vessels hitherto \nengaged in the trade of the Dutch East Indies has \nrendered it impossible for them to give the required \nguarantee in regard to that trade, as the number of \nvessels now left in Dutch East Indian import is insufficient for the maintenance of the normal trade.\n\nThe Netherlands Minister has now counter-proposed, \nwithout compromise, that it should be agreed that no \nships in Dutch East Indian waters should be laid up or directed on a harmless voyage instead of navigating between eastern ports.\n\nIn making their original proposal, His Majesty's \nGovernment had not intended to ask more than that the \nNetherlands Government should guarantee that none of \nthe ships remaining under Dutch control in the Netherlands East Indies should lie up or be withdrawn from \ntrade, but that they should continue in that service in which they have previously been engaged, i.e., the trade between the Dutch East Indies, America, etc.\n\nPage 360\nPage 361",
