        "content_text": "89\n\nto\n\nbe injurious,\n\nand that an\n\ninspection of the cable to as-\n\ncertain whether\n\ncondemnor\n\nbe preferable.\"\n\nMy wish would\n\nIt is obvious that the\n\nonly true test of\n\ncable is to\n\nbreak it and that\n\nexceptional\n\nstress short of breaking it only\n\nmalled the rope,\n\npulleys\n\nKeir\n\nand the guide consequently weakens the cable harm.\n\nWe are informed by the Superintendant of the Trausway Corp that the cable test not only strains the rope machinery and guide pulleys but decreases the diameter\n\nof the\n\nrope and lengthens it (in one case over 25 ft.) Mr. Nash\n\nM. J. M. of the Sheffield Testing\n\nWorks gives\n\nthe extension as 0.15\n\ninches in 50 feet for\n\na stress of\n\n30,000 lbs\n\n30,000 lbs which weight is not\n\nmuch in\n\nexcess of what is required by the best.\n\nThe rope is diminished in proportion to its strength\n\nand this loss of strength\n\nhas been estimated by the\n\n...\n\nto be equal to more than that caused by six months ordinary working.\n\nWe submit therefore that not only\n\ndoes this Company suffer\n\nheavy and\n\nfinancially\n\nunnecessary loss\n\non this\n\naccount\n\nin addition to loss of traffic,\n\nbut that the public\n\nare safer before the test than after for we are informed that no inspection of the cable takes place after\n\nthe test to ascertain\n\nand\n\nwhether\n\nto what extent the cable\n\nhas been damaged by\n\nthe massive strain to which it has\n\nbeen put.\n\nUnder the above\n\ncircumstances",

        "content_text": "by having two holes drilled in the rails one at the upper \n\nand the other at the lower end \n\nof the Tramway) \n\nf) and brass \n\n- pins securely fixed and soldered into \n\nthe holes. \n\nThe best solder as suggested \n\nshould then be applied to each end of the cable, and on completion of the rests, the \n\ncable should \n\nLightly \n\npass over the \n\nguide pulleys \n\nand the extension caused in \n\nlaying the cable, accurately \n\nmeasured \n\nand recorded in \n\na book to be kept for that purpose. \n\nThe extension of the \n\ncable having been accurately \n\nmeasured \n\nsuch extension should \n\nthen be compared with the schedule of results of the Tensile tests, of a \n\nportion cut off the \n\ncable \n\n109\n\ncable, and made by Mr. Phos. Nach, of the Sheffield Testing Works, dated 29th May 1893 \n\nattached to the Engineer’s letter dated 5th March \n\n1894. \n\nThe Tramway Company \n\nshould I think be directed to \n\nsupply to the Government duplicate certificate of the tests of Tensile strains of each new cable supplied for the Tramway. \n\nOn applying the first \n\ncable any excess \n\nof extension beyond that shown on the schedule of strains, would \n\nshow that some portion or portions, of the cable were weaker than that portion which had been cut off and tested, \n\nthat such defect or \n\ndefects would have to be found and \n\nmade good before the cable \n\ncould",
