        "content_text": "homeless.\n\n34\n\nThe City of Ypres had one of the most wonderful and most ancient halls in Belgium or in Europe. It is now a mass of ruins, deliberately destroyed.\n\nThe City of Rheims in France was noted the world over for its glorious Cathedral. The Cathedral was built in the 14th century, and has been described as a poem in stone. It is closely associated with all French history, for when France had kings they were all crowned there. The windows were filled with exquisite stained glass of ancient date and marvellous colour. Wars have been raged around Rheims many times in the past, but the worst Vandals have always been careful to abstain from damaging this ancient glory. Not so the German Army, which has ruthlessly bombarded and destroyed it, though at the time of its destruction it was filled with German wounded soldiers, who were being healed by French doctors and nursed by French nurses. The Vandals of yore, ignorant and uncultivated, might have been forgiven for destroying this temple, but what forgiveness is there for a nation that prides itself on its Kultur, and yet which deliberately destroys one of the noblest monuments of human art?\n\nThe keeper of a wine-shop, The French town of Senlis was invaded by the Germans. named Simon, angry at seeing his native town invaded, took a gun and fired at German The Germans, not content with shooting troops, killing one man and wounding another.\n\nSimon, which they were justified in doing, also shot his son, which was contrary to International Law; worse still, they seized the Mayor of the town and a dozen of the principal inhabitants, who knew nothing of the deed, placed them against a wall and shot them all. They then destroyed the town by fire. Thus does Prussia spread its German Kultur. Could barbarians do any worse?\n\nBy the side of these outrages the criminal attack made by German warships and aeroplanes upon undefended English coast towns, where no soldiers but many innocent people were killed, may be counted as comparatively insignificant.\n\nBritish and French aeroplanes have also flown over German territory, but in every case they have attacked German military and naval positions, and never unprotected German towns. Britain and France stand for the support of International Law. Germany for its destruction.\n\nAll war is evil, but there is civilised war and barbarous war. In barbarous warfare no distinction is made between combatants and non-combatants; all are slain, men, women and children In civilised warfare soldiers fight soldiers, but respect the people. Germany has filled her cup of iniquity to the full in Belgium. Her Kultur is proved to be the basest barbarism, Thousands of non-combatant Belgians have been slain, two millions have been driven into exile, their homes burned to the ground, their goods looted as if by brigands, and all they possessed torn from them or destroyed. A quarter of a million of Belgians fled over the sea to England for safety. Over a million are being fed and clothed in Holland, a neutral country which, at enormous cost, keeps every one of its soldiers armed and on guard on its frontier, ready to defend itself, not against the suffering Belgians, nor against\n\n35\n\nEngland, but against the nation Germany, whose honour it sees to be so unworthy of trust, and whose immoral Kultur stands out as the rankest barbarism.\n\nThe instances given above are taken as samples out of vast numbers of cases, and the worst have not been related, for it would be too great a shame to put them in print. The treatment of Belgian defenceless women, old men, and babes is too gross for discussion.\n\nWere these the acts of individual soldiers some excuse might be allowed, though even in such cases officers have responsibility for the deeds of their men. But these are the organised deeds of the German army, done under the orders of the highest German authorities.\n\nThe Kaiser himself is responsible for them all, for he has given utterance to commands that fully attest his desire that these horrible acts should be committed. In an earlier chapter on the Kaiser some of these sayings are given, and one of them which relates to the Chinese has especial interest for China. In that he described himself as Attila, and his soldiers as Huns Attila was the leader of the ancient Huns, who were the scourge of Europe, as they were of Asia. In like manner the Kaiser ordered his Huns to slay Chinese without pity. No other Western nation has harboured such cruel designs.\n\nIf Germany be successful in destroying the laws, which civilised nations have laboriously built up for their redemption from savagery, let not China think that she will profit thereby. For if Germany, or any other Power, be allowed to divest itself of law and honour, then woe to any nation that withstands it. No treaty will stand, no contract be anything but a \"scrap of paper,\" no promise be sacred, but China and all the world must stand anxiously under their frightful and increasing burden of armis, one nation sleeplessly eyeing the other, because honour is dead and good faith is buried. Law binds the world together. Destroy it, and the world is shattered. War at best is an evil thing, but lawless war is brigandage and piracy. Alas! for China and the world if the Prussian doctrine that \"might is right\" be allowed to prevail. This doctrine has been broken down in every civilised nation by the strength of the law. In like manner it must be broken down by the strengthening of International Law, and to no nation will this be a greater gain than to China.\n\nGermany will not go unpunished for her crimes, for law is divine, and divine law is inexorable. They that trust in the sword and not in rectitude will perish by the sword, the sword of divine justice.\n\n14\n\nAs the British Prime Minister, Mr. Asquith, has said :-\n\n\"If I am asked what we are fighting for, I reply in two sentences. In the first place to \"fulfil a solemn international obligation, an obligation which, if it had been entered into \"between private persons in the ordinary concerns of life, would have been regarded as an obligation not only of law but of honour, which no self-respecting man could possibly have \"repudiated.         "content_text": "# GOVERNMENT HOUSE, HONG KONG, 16 11 (9)\n\n**SECRET**\n\nDear Cowell,\n\n**RECEIVED 17 JUL 1936**\n\nJune 12th, 1936.\n\n9\n\nThank you for your Secret letter No.`53714/36` of the 27th March on the subject of enlistment of German residents in the Hong Kong Volunteer Defence Force.\n\nOn the 19th May Command Headquarters here issued instructions, by order of the War Office, that they were not to be enlisted. As you point out in your letter under reply it was really a matter for the Governor and not for the War Office, but as I agree entirely with the decision arrived at, and as neither General Bartholomew nor I had arrived in Hong Kong when the reference to the War Office was made, I do not desire to call in question the authority on which the order rests. We are working here in the fullest and happiest liaison, and I am quite sure that there is no desire whatever on the part of Command Headquarters to put the Governor out of the picture.\n\nYours sincerely,\nCalderm\n\nH.R.         "content_text": "## 8.38973.\n\nSir,\n\nJanuary, 1936.\n\n26\n\n**DENT TO ACCOUNTS DI**\n\nI have laid before the Lords Commissioners of His Majesty's Treasury Sir Vincent Baddeley's letter of the 7th November, 1935 (`M.03954/35`) regarding the equipment of a new artillery sub-section of the Hong Kong Volunteer Defence Corps.\n\nIn Treasury Letter to the War Office of the 20th June last (`S.38973`), a copy of which was sent to the Admiralty, My Lords approved the general principle that the provision of the fixed armament of a Colony, whether manned by the regular garrison or by local forces, should continue to be the liability of the Imperial Government in the first instance. They sanction, therefore, the Lords Commissioners' proposal to meet the request of the General Officer Commanding, Hong Kong, for training stores without charge, since in Their view the initial provision of fixed armament carries with it the necessity for such training stores.\n\nThe Secretary,\nAdmiralty.",

        "content_text": "27 \n\nstores and equipment.\n\nMy Lords are informed that to the extent that a claim for repayment to Navy Votes will lie against Army Votes for such of the stores as may require replacement, the Army Council propose to include their cost in the general cost of the garrison of Hong Kong, though such inclusion would not at present affect the military contribution of the Colony since the limitation to 20% of the Colonial revenue is at present operative.\n\nMy Lords assume that any practice ammunition required will be paid for by the Colony since the personnel will not be required to man or train on other equipment than the naval guns in question.\n\nIn conclusion, I am to observe that, as stated in Treasury Letter quoted above, the fact that a Colonial unit may man equipment which would otherwise have to be manned by the Regular Troops cannot be accepted as an absolute reason in all circumstances for foregoing the raising",

Its provisions empower the Governor \"to accept the services of any person desiring to be enrolled\". Hitherto the policy has been to allow aliens to enlist in the ranks providing they are Europeans, suitable, and not over numerous. The grant of commissions to aliens, however, is barred by the Act of Settlement and Article 4 of the Volunteer Ordinance expressly limits the grant to British subjects. (Colonial Office letter `92645/32` of 1st July, 1932, and War Office letter `083/5857 (M.0.1.)` of 12th October, 1932, refer).\n\n3.\n\nArticle 179 of the Treaty of Versailles prohibits the enrolment of Germans as instructors in Allied Military forces. The Council feel, however, that this Article is hardly applicable in the present circumstances and that the enlistment of these Germans would prove of benefit in assisting relations between Germany and Great Britain.         "content_text": "## Additional penalty for failure of member of Air Arm to fulfil obligations as to efficiency\n\n16A. Every member of the Air Arm who in the opinion of the Commandant fails without reasonable excuse to complete the requirements of efficiency in any year shall also pay to the Commandant such sum, not exceeding five hundred dollars, as shall represent, in the opinion of the Commandant, the cost to the Government of his training during that year.\n\n## New section 26A inserted in Ordinance No. 10 of 1933\n\n5. The Volunteer Ordinance, 1933, is amended by the insertion of the following new section after section 26:\n\n### Conditions of medical treatment where wounds, injury or illness are incurred on duty\n\n26A. If any officer of the corps or volunteer receives any wound or other injury whilst on duty, or suffers from illness or disability directly incurred in the execution of duty, he shall be entitled to treatment in a Government Hospital on terms similar to those granted to Government officers.\n\n## Amendment of Ordinance No. 10 of 1933, s. 3, 11, 15 and 16\n\n6. The Volunteer Ordinance, 1933, is also amended—\n| Clause | Amendment |\n| --- | --- |\n| (i) | in section 3 (1) by the substitution of the word \"volunteer\" for the words \"member thereof\"; |\n| (ii) | in section 11 (5) by the insertion of the words \"of the corps\" after the word \"officer\"; |\n| (iii) | in the proviso to section 15 (1) (iv) by the substitution of the words \"assembly of the corps\" for the words \"assembly of his corps\"; and |\n| (iv) | in section 16 (5) by the substitution of the word \"volunteer\" for the words \"member of the corps\", \"member of the volunteer corps\" and \"member\" respectively. |\n\n## Amendment of Ordinance No. 10 of 1933, First Schedule, Regulation 9\n\n7.         "content_text": "# Objects and Reasons\n\nThe principal object of this Ordinance is to substitute an Air Arm for the Flying Section of the Hong Kong Volunteer Defence Corps and to enact provisions in the Volunteer Ordinance, 1933, and the regulations thereunder appropriate to this unit. The cost of training members of this unit will be considerable. It is considered therefore that they should engage to serve for periods of four years at a time, and not merely for three years as is the case in the other Corps units.\n\nIf they cease, without permission, to serve in the unit during any such period they will be required to refund the cost to the Government of their training in that period up to a maximum of $500. Similarly they will be required to make a refund in respect of any year in which they do not complete the requirements of efficiency, which will be at least six flying hours per quarter.\n\nThe new section **26A**, providing for medical attendance in a Government Hospital for wounds, injuries or illness incurred whilst on duty on terms similar to those granted to Government Officers, is applicable to all members of the Corps and not merely to members of the Air Arm.\n\nClause 6 makes certain verbal changes in the principal Ordinance as the result of suggestions contained in the War Office letter of the 29th September 1933 enclosed with the Secretary of State's despatch of the 9th November 1933.\n\nSection 7 makes a reduction in the allowances which will be made to officers, warrant officers and non-commissioned officers attending courses of instruction in the United Kingdom.\n\n**C.         "content_text": "# Amendment\n\n## 1830\n\n10. The Third Appendix to the First Schedule to the **Volunteer Ordinance, 1933**, is amended by the addition of the following paragraph at the end thereof :-\n\n**No. 10 of 1933, First Schedule Third Appendix.**\n\nAmendment\n\n**No. 10 of 1933**\n\n(8) Members of the Air Arm are issued with the following articles on loan:-\n\n| Item |\n| --- |\n| 1 Suit overalls |\n| 1 Flying helmet |\n| 1 Pair goggles |\n| 1 Pair earphones |\n| 1 Flying training manual |\n\n11. The Fourth Appendix to the First Schedule to the **Volunteer Ordinance, 1933**, is amended by the addition of the following paragraph at the end thereof :-\n\n**1933, First Schedule Fourth Appendix.**\n\n| Return of flying hours | 1st of each month |\n| --- | --- |\n\n## Objects and Reasons\n\nThe principal object of this Ordinance is to substitute an Air Arm for the Flying Section of the Hong Kong Volunteer Defence Corps and to enact provisions in the **Volunteer Ordinance, 1933**, and the regulations thereunder appropriate to this unit. The cost of training members of this unit will be considerable. It is considered therefore that they should engage to serve for periods of four years at a time, and not merely for three years as is the case in the other Corps units.\n\nIf they cease, without permission, to serve in the unit during any such period they will be required to refund the cost to the Government of their training in that period up to a maximum of $500. Similarly they will be required to make a refund in respect of any year in which they do not complete the requirements of efficiency, which will be at least six flying hours per quarter.\n\nThe new section 26A, providing for medical attendance in a Government Hospital for wounds, injuries or illness incurred whilst on duty on terms similar to those granted to Government Officers, is applicable to all members of the Corps and not merely to members of the Air Arm.\n\nClause 6 makes certain verbal changes in the principal Ordinance as the result of suggestions contained in the War Office letter of the 29th September 1933 enclosed with the Secretary of State's despatch of the 9th November 1933.\n\nSection 7 makes a reduction in the allowances which will be made to officers, warrant officers and non-commissioned officers attending courses of instruction in the United Kingdom.\n\nSeptember, 1935.\n\n**C.
