O.\n\n46860\n\n- 20 DEC 06\n\nHongkong,\n\n20th November 1906.\n\nI beg to remind you that on many occasions the Committee of the Hongkong General Chamber of Commerce has felt constrained to direct the attention of His Majesty's Government to the great loss and hindrance occasioned to trade by the prevalence of piracy in the waterways of the neighbouring provinces of China.\n\nAs your Lordship is no doubt aware, yet another piratical attack was made on a British steamer on the 13th July last when the S.S. *Sainm* was boarded by pirates while between the towns of Kaukong and Samshit on the West River. The Commander of the vessel and several others were seriously wounded, some lives were lost, including Dr. Macdonald's, and a quantity of valuable property was carried off.\n\n1.\n\nThe whole question has been dealt with very fully by the Foreign Office and we much appreciate the action taken by The Right Honourable The Secretary of State for Foreign Affairs, The Right Honourable The Earl of Elgin, K.G., with His Majesty's Secretary of State for the Colonies, LONDON.",

        "content_text": "# Extract from the South China Morning Post of 5.1.27.\n\n## Labour Troubles. Railwaymen Fight With Machine-Guns. FURTHER INCIDENTS LIKELY.\n\n**(From a Correspondent.)**\n\nCanton, Jan. 3.\n\nTo-day, the railway labour war was resumed. Three hundred armed railwaymen in iron-clad cars made an attack on the mechanics in the Three Eyed Bridge Station of the Canton-Samshiu railway.\n\nFive hundred mechanics, who occupied the railway station on the previous day, defended it with machine-guns, but retired later in the day.\n\nThis morning one hundred armed mechanics marched to Shekwaitong station to attack the railwaymen. They were defeated, however, and both sides suffered heavy casualties, the number of deaths being estimated at over 30.\n\nThe railwaymen of the Canton-Samshiu railway have declared a strike, so as to continue their fight with the mechanics.\n\nThe workers of the Yueh-han and Canton-Kowloon railway will also stop work, in order to help the Canton-Samshiu men.\n\nIt is reported that a general outbreak of hostilities between the two factions of labour unionists in the city will take place, and street battles with rifles and guns are expected this time.\n\nBoth Labour Headquarters will call general strikes of their union and everything in the city will be at a complete standstill.\n\n### Alleged \"Squeeze.”\n\nThe Union of Sincere Company Workers yesterday had three of the staff of the Company arrested, on a charge of \"squeezing the company's money.\"\n\n### Hotel Workers.\n\nThe hotel workers, who are on a general strike, held a parade yesterday to demonstrate that they will never return to work unless their demands are granted by the \"imperialist capitalists.\"\n\n### Motor-Car Drivers.\n\nThe motor-car chauffeurs union has requested the Government to reduce the charge for chauffeurs' licenses. They threaten to strike if their request is not granted.\n\n## Police Action.\n\nCanton, Jan. 4.\n\nGeneral Li Chai-sum, believing the recent troubles among the labourers to be agitated by anti-revolutionaries, so as to disturb the public peace in the city, has ordered the Police Commissioner, Chin Tai-kwai, immediately to put a stop to the movement by despatching more detectives to search the hotels and boarding houses on the Bund for undesirables.\n\nThe Bureau of Agriculture and Labour has given strict instructions to the various labour guilds to stop the workmen from fighting. -`Wah Kiu Yat Po`.",
