Altogether this examination reflects great credit on the teachers, the Christian Brothers.\n\nThe exhibition, as advertised, takes place to-morrow evening at 6 o'clock.\n\nThe number of pupils in attendance, 55, of whom 33 were boarders, was more than double that at any previous examination, and testifies to the able manner in which the School has been conducted during the past year, and to its present flourishing condition.\n\nAfter the Examination a number of premiums were distributed.\n\nThe progress exhibited by the girls in their studies and their excellent department, together with their very neat appearance, attracted considerable attention and justified the commendations of the Examiners.\n\nUpon the satisfactory management of Mrs. Anderson. G. Phillippo), instructed by the Crown Solicitor (Mr. E. Sharp), prosecuted; and Mr. Francis, instructed by Mr. Dennys, appeared for the defence. The jurors were Messrs. W. Wilson, A. Gültzow, C. D. Bottomley, A. McG. Heaton, W. H. Forbes, J. A. dos Remedios, and J. B. Coughtrie.\n\nThe Attorney-General, in opening the case, said-May it please your Lordship, gentlemen of the jury, the prisoner at the bar stands charged on the several counts in the information which you have heard read. On the first count he is charged under `Ordinance 7 of 1865`, section 57, and that section provides that \"Whosoever, being employed in the public service of Her Majesty in this Colony, or being a constable or other person employed in the Police Force, and entrusted by virtue of such employment with the receipt, custody, management, or control of any chattel, money, or valuable security which shall be intrusted to or received or taken into possession by him by virtue of his employment, or any part thereof, or in any manner fraudulently apply or dispose of the same or any part thereof to his own use or benefit, or for any purpose whatsoever except for the public service, shall be deemed to have feloniously stolen the same from Her Majesty.\" Now the information is almost in the words of that section of the Ordinance. It charges Mr. Huffam for that he, \"being then employed in the public service of our Lady the Queen in this Colony, and entrusted, by virtue of such employment, with the receipt and custody of money, did by virtue of said employment and whilst he was so employed as aforesaid receive and have in his possession and was entrusted with certain money, to wit to the amount of $50,000, and the said money then fraudulently did apply to his own use and benefit.\" The second count is framed under `Ordinance 7 of 1865`, section 65, which provides that \"Whosoever, being a trustee of any property for the use or benefit, either wholly or partially, of some other person, or for any public or charitable purpose, shall, with intent to defraud, convert or appropriate the same or any part thereof to or for his own use or benefit, or the use or benefit of any person other than such person as aforesaid, or for any purpose other than such public or charitable purpose as aforesaid, or otherwise dispose of or destroy such property or any part thereof, shall be guilty of a misdemeanour.\" Now this second count of the indictment charges Mr. Huffam \"That he then being official assignee of certain estates in bankruptcy, and as such official assignee trustee of certain property, that is to say of certain moneys, to wit to the amount of $50,000, for a certain public purpose, that is to say for the purpose (amongst other things) of distributing the same amongst the creditors of such estates respectively, did unlawfully and wilfully convert and appropriate the said property to and for his own use and benefit with intent thereby then to defraud.\" The third count is framed upon the same section of the Ordinance, but it does not charge that the money was received for a public purpose, but that it was received on account of a certain estate, and that count is limited to the estate of George Lyall and others. It is \"That he then being the official assignee of the insolvent estate of Lyall, Still, and others, theretofore carrying on business in this Colony under the style or firm of Messrs. Lyall, Still & Co., and as such official assignee then being trustee of certain property, that is to say of certain moneys, to wit to the amount of $16,849.79, for the benefit of the creditors of the said insolvent estate, did unlawfully and wilfully convert and appropriate the said property to and for his own use and benefit with intent thereby then to defraud,\" The next two counts are exactly similar to the third, with this exception, that the amounts charged to have been misappropriated are smaller. In the fourth count the amount is $20,400, and in the fifth count it is $4,881.16 that he is charged with having misappropriated. These two counts, I may state, were put in more for the information of the parties. They all, as I contend, come within the third count, and any proof of the misappropriation of the $20,000 or $4,000, would support the third count of the information.\n\nHis Lordship-Are these sums included in the third count?\n\nThe Attorney-General-These sums are included in the $16,849.79. Now the facts, which are no doubt extremely painful from the position of the party charged, are simply as follow:--- Under the `Bankruptcy Ordinance, No. 5 of 1864`, section 6, the Registrar of the Supreme Court is made the Official Assignee.\n\nMr. Francis--Perhaps your Lordship will be so good as to allow the prisoner to have a seat as probably the proceedings will be very long.\n\nHis Lordship-Yes; I see no objection to that. He had been under treatment for a long time, but the disease, which used to disappear, but broke out afresh over and over again, ulceration and thickening of the tongue being his chief trouble.\n\nWhen I saw him, besides extensive ulceration of the tongue, he had two large ulcers on the calf of his right leg, the result of gummatous disintegration. On December 20th, 1891, I began the weekly subcutaneous injection of mercury, and I continued them for eight months. Long before I stopped, all signs of the disease had disappeared. The treatment was carried out with no interruption for these eight months. The patient, who led a very active life, suffered no inconvenience; and when last seen by me (October, 1892) he had had no return of the disease, and was in better health than he had been since he first contracted the disease.\n\n### Case II\n\nI. I., aged 27, also an officer, contracted the disease in India, May 1891. Up to the time I saw him, he had been under treatment, and had taken mercury steadily for months and months. When he came to me, in January, 1892, he was very weak and debilitated, and suffered much from diarrhoea. He stated that on account of the latter, he had been obliged to give up taking mercury. His throat was very severely ulcerated.\n\nThis case had a peculiar interest for me, as at the time he came under me, he was a patient of a brother officer of mine, who stated that he could get no good of him, and handed him over to me to try my method on him. I will only say here, that from the first injection, he made wonderful progress towards recovery. The disease seemed to melt away, and he rapidly regained his former good health. I continued giving him a weekly injection from January 10th, 1892, until the time I went abroad (October, 1892). He suffered no inconvenience. When I first saw him, he was on the sick list, and had been for some time. After the first injection, he was taken off, and there was no occasion to put him on it again.\n\nI heard from this officer in January, 1893, stating he had had no return of the disease, and that he was in the best health. He wrote expressing his gratitude for the treatment.\n\n## Results of Treatment\n\nSince the time I began the \"hypodermic method\" (in September, 1891, until October, 1892), I treated in all ten officers at Shorncliffe by it. The remaining seven were very similar in character to the three I quote, and with them I had the same success. All of them were most enthusiastic in singing the praises of the treatment.\n\nNone of them suffered the slightest inconvenience from it, and were quite willing, and in some cases anxious, to continue it longer than I considered necessary.\n\nAmong the men, I treated in all, during the above period, fifty cases, which were of all descriptions.\n\nPte. P. C. had been under treatment in hospital for seven months. He had taken mercury in every form, as also iodide of potassium. His palate was badly ulcerated, and he was covered with a papular eruption. A brother officer of mine, whose patient he was, stated that the man made no progress, and he handed him over to me to try my method on him. This officer could testify to the marvellous effect the first two injections had on the symptoms. I continued weekly injections for eight weeks, and then the patient, being quite free from the disease and in good health, he was discharged to his duty. I may mention that during the last two months he was in hospital, he gained 16 lbs. in weight. The treatment in this case was closely watched by the Medical Officer in charge of the hospital, Brigade Surgeon Lieut.-Col. Tomlinson, and he was very much impressed at the manner the disease yielded under it.\n\nPte. J. M. contracted a hard sore 7.7.91; was treated for it in hospital for three weeks. He was re-admitted 11.11.91. On admission, he was very anæmic and cachectic, and altogether in a very bad state of health. The trunk and legs were covered with rupeal ulcers, and the nasal bones were exfoliating. On the day of his admission, I gave him a first injection, which I continued to do once a week for five months, two of which he was in hospital, and the remaining three at his duty, but attended weekly for an injection. From the first injection, this man made rapid progress towards recovery, and at the end of two months was quite free of all symptoms and apparently in good health.\n\nCorpl. H. H., West Kent Regiment, had been under treatment in hospital for six months...\n\n## Administration of Treatment\n\nIn performing the little operation, one thing is absolutely necessary, viz., that the needle be pushed straight as far as it will go into the tissues, so as to avoid abscesses; if the fluid be injected into the subcutaneous tissue, abscess will follow.\n\nAs a rule, I have found that one injection per week is enough; but in one or two very severe cases, with cerebral symptoms, I have given two.\n\nWhilst in hospital, I give my patients a liberal diet, and often a bottle of stout or beer; allow them up, and insist on their being as much as possible in open air.\n\nOfficers, who were my patients, I advised to avoid spirits, but they might drink a liberal allowance of claret, port wine, or beer, at the same time eating nourishing food, and spending as much of their time as possible out of doors. Flannel to be worn next the skin, and cold and chills avoided. Exercise was strongly advised.\n\nWith these precautions, I am sure there is not the least danger of any untoward effects following the injections. Out of all my cases, I had not one of salivation, nor was I obliged to stop treatment on account of the gums becoming sore.\n\n## Advantages of the Hypodermic Method\n\nBesides the undoubted advantages as to the results of cases treated by this method, there is one which, in the case of the soldier, renders it still more valuable. Formerly, and indeed at the present time, when a soldier contracts syphilis, he is admitted into hospital, and there treated until all the primary signs or any active symptoms of the disease have disappeared. He is then discharged to his duty, when all treatment, of course, is suspended. The disease breaks out afresh. He remains at his duty as long as he can, but eventually comes to hospital; is readmitted, and under treatment, the symptoms again disappear, and he is again discharged to duty, and treatment stopped. Again the disease breaks out, and again he is admitted to hospital, and this series of events goes on. As he never gets a lengthened treatment, he never gets rid of the disease. He goes abroad to the tropics, and is there an easy prey to the diseases common in those regions, or to the further ravages of syphilis. Rarely does any place combine so many favourable factors for the purpose as does Hongkong. At one time the very name of Hongkong made those in Europe think of disease and death. Now the winter climate of Hongkong leaves little to be desired, and the place is extremely healthy. Add to this the really beautiful situation and scenery to be obtained, and no-one can deny that both climatically and geographically Hong-kong is ideally suited as a winter resort.\n\nNo attempt has ever been made before to institute a British season for residents out here. In the Far East, why should not Hongkong become a meeting place for all the high officials, whom England sends to China and Japan. With first-class hotels on the spot, and every improvement that modern science can make introduced, it would only need a little effort on the part of the high officials to give the place a season. Army, Navy, Foreign Office and Colonial Office could meet here and jostle each other at the races.\n\nHongkong being the only British place suitable for the purpose and being so centrally situated, deserves a better fate than what has befallen her: of complete neglect.\n\nIt might seem that the port is rather far away from England to attract people, and that the expense would be too great. In these days of depression, the shipping companies would probably be glad to consider any scheme that helped to maintain their vessels rather than to lay them up. If a person could travel out spending no more on board than they do at home, there is no reason why many should not do so.\n\n\"Suburbia\" To \"Resort\"\n\nOnce the problem of the voyage has been overcome, the question of living out here is not very complicated. Apart from excellent hotels, giving very reasonable monthly rates, there are a quantity of first-class flats, and the problems of servants and food are easily solved. Hongkong, with its organised Dairy Farm and other utilities, can give people just as good as they get anywhere in the world.\n\nOnce out here, there would be no lack of entertainment. If one should compare this port to Malta, the latter is a desert. The town presents no interest, and there are no good hotels. Yet Malta has its season. Here in Hongkong, it is possible to indulge in every kind of sport; and last but not least are the races. Perhaps those who come out here are too prone to drift into a state of mind, where they take everything for granted. \"Hongkong has never been fashionable, and it never will,\" they say. Such an attitude is doing the greatest harm to the colony, which, as matters are at present, is a sheer waste of a wonderful place. The advantages to be obtained by those who live in Hongkong, if we were to become a winter resort, are obvious, and need no stressing.\n\nWe hope, therefore, that all those who would like to see their town take a leap forward from \"suburbia\" to \"resort\" will do what lies in their power to make the place known to those at home. No.376 (220) **Time Scale**.\n\nYour savingram No.196. 53923/453\n\nSalaries Commission on the Administrative Serving officers have already made representations that the scale as recommended by the Commission is inadequate. The effect of your proposed revision will be to reduce it yet further over the upper half of the scale. The problem is complicated by the fact that officers of 12 years seniority and over are all on pre-African scale of $450 - $2,400 and, if brought on to the revised scale according to their years of service, they will suffer a loss in pensionable emoluments which will continue from the 12th to the 18th year. Administrative time scale as revised is the only time scale in which the acceptance of new terms would involve a considerable number of officers in an immediate and continuing loss in pensionable emoluments.\n\nI have considered meeting this difficulty by allowing officers on the pre-African scale to convert one increment ahead of the point reached by years of service, but although the Commission recommended in paragraph 198 special consideration in cases of this kind, I think it would be open to objection to apply special conversion rules to one branch of the service only. While, therefore, I am prepared, in order to conform with practice in other Colonies, to meet your objections to the size of increments recommended by the Commission for the upper half of the scale, I recommend that the scale amended as you propose should be reduced to a 19 years scale by the omission of the third step of $750 per mensem.\n\nThe scale would then be $720 for two years, then $800 by $40 to $1,000, then $1,180 x $50 to $1,420 x $80 to $1,900. A cadet officer on promotion normally spends his first two years out of the Colony learning Cantonese, and a small jump in his third year is justified by the extra expense he is called upon to meet on starting his official duties in the Colony.
