        "content_text": "# TO HIS EXCELLENCY THE EARL OF CARLISLE, LORD LIEUTENANT-GENERAL AND GENERAL GOVERNOR OF IRELAND.\n\nWE the undersigned Deputy Lieutenants and Magistrates of the County of Kerry, most earnestly but respectfully Memorial your Excellency on behalf of a former member of our body, JAMES HICKSON, Esq., whose sad reverse and history may be summed up in a few words.\n\nHe lost his property in 1847, and in the year following emigrated with his family to America, and practised as a Barrister in New York for some years, but in consequence of the failing health of his wife and children, to whom the climate seemed fatally unsuited, determined on returning to this country in the latter part of the past year.\n\nWe beg your Excellency's attention to the accompanying local address, as attesting the feelings of affection and respect entertained towards him by his former friends and neighbours.\n\nWe would now ask your Excellency kindly to consider this peculiar case, and when an opportunity occurs to give this gentleman one of the many situations which we know him to be fitted for by education and character.\n\nFrom his knowledge of the country, from his kind and conciliatory manners and disposition, and from his professional experience, we believe he would be well fitted for a Stipendiary Magistracy. I\n\nMonday the 25th May\n\nCourtday:\n\nNicholas Perry, Insp. of Police\n\nComplainant:\n\n2 Defendants in Court.\n\nCharge:\n\nKeeping a place for public gambling\n\ncausing\n\nan obstruction in the public street on the 24th instant at Victoria.\n\nAll\n\n18\n\nMr. Wotton appears for 1st prisoner\n\nNicholas Perry sworn states: I am Inspector of Police. On the 24th May at 11.30. Sergeant Butlin, Mr. Quincey, and I went to Man Hing Lane. Sergeant Butlin was in front. When I was a short distance in rear, I went up the lane, at the foot of the steps leading up the lane, Sergeant Butlin was upon the top of the steps. Mr. Quincey was with me. As I got to the top of the steps, I saw 7 men, some standing, some sitting at a table against the wall in the lane. Sergeant Butlin was opposite the table. As he saw us, they all got up and came down the lane in a westerly direction. Sergeant Butlin passed them and stopped them. On the table I saw a pen and a brush, and some Chinese ink, and thinking there was something wrong, I arrested the 1st defendant. Sergeant Butlin arrested the 2nd defendant. The others got away. We charged them with keeping a place for sale of lottery tickets and obstructing a public thoroughfare. At the same time we searched each of the defendants. We found nothing on them necessary to be produced, except packets of money. On the 1st prisoner we found 9 packets of papers. Each packet had Chinese characters on them. I produce them. I also found the paper produced with Chinese characters on it. Four of the packages have the names of four Chinese constables on them (put in and marked B1, B2, B3, B4), who are on duty in the park referred to in the list etc. The first prisoner also had...",

Chan Kai Ming recalled states. I produce a written translation of the papers handed to me.\n\nNo question.\n\nNicholas Perry recalled states. With regard to the translation I have to state that on referring to the duty book I find that on Monday the 18th May P.C. 217 Jan Jai the 44th defendant,\n\nwas on duty in Tank Lane from 6am to 10 am. The name of Fan Sai appears on Parcel B2. There is a Constable P.C. 318, who is named Leung Cheuk and who was on duty on the 18th May between 6 am and 10 am on adjoining beat to Fan Sai. Package B1 bears his name. I have also to state that P.C. 239 bears the name of Lau Cheung and on duty book I find that he was on duty on Monday, the 18th May, from 6 am to 10 am. He works from No 5 Station to the Man On Insurance Company's Office. His beat passes through the neighbourhood of Jai Ping Shan. Package B4 bears his name. I am not able to explain words \"Special beat.\" I have no explanation to offer with regard to Evening St.!! There is no European Constable of that number on duty on that evening.\n\nI have further to state with regard to the words Pank Lane. Chan Kam, P.C. 316 bears that name and on referring to the duty book I find that he was on duty on the 18th May in Tank Lane from 2 p.m. to 6 p.m. With regard to the words Hollywood Road. Lai Yuk, I find that P.C. 145 bears the name of Lai Yuk and on the 18th May from 2 p.m. to 6 p.m. he was on duty.",

On the 10th May at 11 am, in consequence of a conversation which I had with Inspector Perry, I went to Man sting Lane. I saw the 1st prisoner giving 10 cents to a constable Leyng Chim.\n\nThe last witness called with me. So our Hatton. I have never been in Gaol. I have no regular employment as a mat packer. The constable was not in uniform. The defendant gave him 30 cents and then the Constable was on day duty and the defendant gave him another packet. The money was for the constable not to arrest them for gambling.\n\nTo the Court. I do not know defendant. I have seen him giving money twice. Once was on the 10th and the other time 17th May. On each occasion, he was distributing money to a good many people; I cannot say whether they were constables or not.\n\nNicholas Perry recalled states: It was in consequence of what the last witness told me that I went to Man thing Lane. I went there in order to see whether money has been distributed.\n\nNo question.\n\nEnquiry further adjourned to Tuesday the 13th June at 10 o'clock. Address and profession of nearest relative.\n    Sarah Perry, mother, Railway England, 11 Lucer's Street, New Town, Cambridge.\n  \n\nColonial Secretary's Office, Hongkong, 28th February, 1891.\n\nHONGKONG POLICE, Pension Regulations.\n\nThe following Regulations, concerning the general conditions upon which Pensions, Superannuation Allowances, or other Relief are to be granted, under Section 17 of Ordinance No. 14 of 1887 to Subordinate Officers or Constables of the Police Force, are authorized by His Excellency the Governor in Council, this 10th day of February, 1891:\n\n1. Subject to the exceptions and provisions hereinafter contained, a Pension will be granted to any Subordinate Officer or Constable of the Police Force, who has completed fifteen years' service, at a rate not exceeding 20/60 of the Annual pay of his rank, provided he shall have been in receipt of the same for the last three years; otherwise, the pension shall be calculated upon the average amount of pay received by such person during the three years next preceding the commencement of such Pension. Further, for every full and complete year's service after fifteen years, an addition to the Annual Pension of 1/60th part of the average annual pay of his rank shall be made for each additional year of such service.\n\n2. Any Subordinate Officer or Constable of the Police Force who may be invalided after serving ten complete years and under fifteen years, may (provided that such invaliding be not the consequence of intemperate or vicious habits) be granted a pension not exceeding 15/60th of the average Annual pay of his rank during the past three years' service, and 1/60th for each full and complete year's service after ten years.\n\n3. Any Subordinate Officer or Constable of the Police Force who may be invalided as aforesaid before the completion of ten years' service may be granted a Gratuity not exceeding one month's pay for each complete year's service.\n\n4. Subject to the exceptions and provisions hereinafter contained, a pension will be granted to any Subordinate Officer or Constable of the Police Force who joined previous to the 13th September, 1884, (excepting those who have joined under or have accepted an agreement to serve fifteen years before becoming entitled to a pension) who has served ten years, at the rate of 15/60ths of the Annual pay of his rank, provided he shall have been in receipt of the same for the last three years; otherwise, the Pension shall be calculated upon the average amount of pay received by such person during the three years next preceding the commencement of such Pension. Further, for every full and complete year's service after ten years, an addition to the Annual Pension of 1/60th part of the average annual pay of his rank shall be made for each additional year of such service.\n\n5. Extra pay for acting appointments will in no case be taken into consideration in determining the amounts of Pension or Gratuity.\n\n6. Time spent on leave with half salary, provided it does not exceed 1/6th of resident service, shall be reckoned for pension purposes at the rate of one month for every two months of such leave, but absence without salary or beyond 1/6th of resident service shall not be reckoned at all.\n\n7. All Pensions granted shall be payable in Hongkong or London, or in the principal towns of British India.\n\n8. Full Pensions or Gratuities will be granted only on the Applicant's conduct having been uniformly good.\n\n9. Should the Applicant's conduct not have been uniformly good, a modified Pension or Gratuity will be granted. Should his conduct have been decidedly bad, no Pension or Gratuity will be paid.\n\n10. A Commuted Payment, calculated at five times the amount of the Annual Pension, may be granted in lieu of a Pension, if the applicant should be unable to draw his Pension at any of the places before mentioned, or on the application of the Grantee, at the discretion of His Excellency The Governor.\n\n11. If any person receiving a Pension under these Regulations should be appointed to fill any office in any Public Department, such Pension shall cease to be paid for any period subsequent to such appointment if the annual amount of the profits of the office to which he shall be appointed shall be equal to those of the office formerly held by him; and in case it shall not be equal to those of his former office, then no more of such Pension shall be paid to him than what with the salary of his new appointment shall be equal to the profits of his former office.",
