In the old town there is much ground still vacant. The circuit of the walls of the entire city of Pekin measures about fifty-two Chinese lys (about 18 British statute miles). Those of the new town are unrivalled in the Empire for their height (stated in Staunton's account of Macartney's Embassy to be 40 feet high, 20 feet thick at the base and 12 at the Summit, with a considerable batter on the inside), width, and solidity, or of any other city in China.\n\nRamps of easy slope lead to the summit, which is wide enough to enable horsemen to ride at their ease upon it. At frequent intervals there are guard houses - the towers are within good range of the demilines in front of them, and at regular distances there are towers on a much larger scale for containing reserves of men.\n\nThe gates of the town are well arched. Above them rise extensive superstructures nine stories in height, each floor being provided with loopholes or embrasures for guns. The lowest story forms a large hall.\n\nIn front of each of the gates, which are nine in number, there are places of arms three hundred and sixty feet wide, and bounded by a semicircular wall of the same height and thickness as the rest of the enciente.\n\nThe entrances from the country are in prolongation of the roads and the latter are commanded by nine-storied towers similar to those just described. The works command both the exterior and interior of the town, and no other citadel or fort is required to complete the defences.\n\nThe streets of the town are straight, they are a hundred and twenty feet wide. There are generally shops on either side, but the fronts of the houses are badly built and are of no great height.\n\nThe streets are much crowded, the number of horses, mules, donkeys, and camels is so great that it is a matter of some difficulty to pass along them.\n\nThe governor of Pekin is a Mantchou Tartar of distinction, he is called \"Kiou Men-Tou\" or the general of the nine gates and exercises both civil and military functions.\n\nThe police are not numerous, but the order and tranquility that prevail among so vast a population is astonishing. Robbery or violence occur but rarely. All the large streets, which extend in a straight line from one gate to another, contain guard houses, and soldiers armed with swords and with whips in their hands are stationed day and night to chastise any who cause a disturbance and they have power to arrest any who resist their authority.\n\nThe cross streets are furnished with latticed gates at each end so that all that passes within them can be seen from without. Guard houses are placed opposite to these in the principal thoroughfares. The gates are shut during the night by the soldiers on guard, and are only opened to those who carry a lantern and who have some urgent errand.\n\nAs soon as the close of the day is announced by the tolling of a great bell, small parties patrol from one guard house to another, sounding a species of clapper to warn the inhabitants to retire to their homes.\n\nThis system secures peace, silence, and security.",

        "content_text": "(12)\n\nCOOK-HOUSES' REMOVAL.-The present Superintendent has suggested to the Committee the propriety of recommending that the cook-houses be removed and rebuilt in the washing yard, where it is supposed there will be room for the operations of both cooking and washing.\n\nThere are great objections to the present position of the cook-houses. It intercepts the view from one end of the Gaol buildings to the other, rendering an additional sentry necessary, and is out of place altogether.\n\nThe removal of the building has been often strongly urged, and the Committee recommend that the Surveyor General be consulted and the building be removed if possible.\n\nIt may here be remarked that if the suggestion made of removing the Officers' quarters to the buildings at present occupied by the Magistracy be adopted, the present Turnkeys' cook-house could be used for the Gaol cook-house.\n\nIt has been already remarked, that the Committee think it extremely objectionable that the long sentenced prisoners who are now employed in cooking for the Gaol Officers should be allowed to come beyond the prison gates, as it is a relaxation of all discipline, and easy means of communication with the world outside are afforded. Coolies bringing necessaries for the use of the Gaol come constantly in contact with them.\n\nRecommendation.-The Committee strongly recommend, that iron gates be erected at the end of each of the \"ramps\" as they are called, and that no prisoner be allowed on any pretence to go beyond them.\n\nTREAD-MILLS.\n\nThe erection of \"Tread-mills\" would come under the heading of Gaol alterations. The experience collected in the various books and Reports on the subject goes to prove that the objections once entertained and still entertained by Sir WALTER CROFTON to the \"tread-mill\" as a punishment are groundless (Vide Prison Discipline 1868, page 88), and in a despatch of Lord GRANVILLE, (See Further Correspondence Prison Discipline in Colonies, page 38), it is stated to be most useful and deterrent. It would be especially adapted for the punishment of soldiers and sailors, who are committed in large numbers for offences against discipline.\n\nSome years ago, it appears, a \"Tread-mill\" was in use in this Gaol, but it fell into disfavour, then into disuse, and was taken down.\n\nThe Surveyor General estimates the cost of a \"Tread-mill\" capable of holding 16 men at $2,000, and one suited to 8 men at $1,000.\n\nThe Committee think that \"Tread-mills\" might be introduced with great advantage into this Gaol, but they do not know anyone in the Colony who has had experience in their management.\n\nGAOL STAFF.\n\nThe state of the Gaol staff is a very important question which has engaged the attention of the Committee.\n\nThe present number of Turnkeys is not sufficient. The Superintendent and the Warden consider their work excessive. Their hours of attendance are from 5.30 A.M. to 6 P.M., with intervals of an hour for breakfast, 1 hour for luncheon, an hour for dinner. Once a fortnight in turns they get Friday night from 5.30 P.M., Saturday night and all Sunday to themselves.\n\nThe Superintendent is of opinion that the class of men employed as Turnkeys should be improved. Very few of the present staff can write, which is certainly objectionable, as they cannot make entries in the Log and other books with their own hands. Mr. TOMLIN is of opinion that the salaries should be raised, and has sent in a body of suggestions to the Committee. As the enquiry involved a comparison with the pay of Police Officers, which is entirely beyond the question submitted to the Committee, they have contented themselves with laying Mr. TOMLIN'S statement before His Excellency.\n\n(13)\n\nDRY EARTH SYSTEM.\n\nThe Superintendent and Warden have called the attention of the Committee to the vitiated state of the air in the wards in the early morning caused by the stench proceeding from the night buckets. It is not easy to suggest a complete remedy as there is great difficulty in procuring mould in Hongkong. The soil of the island, a sort of laterite or disintegrated granite, does not absorb the urine so well or deodorise it so thoroughly as mould. The great point, however, seems to be that the earth of whatever kind (except clay) should be dry and well sifted; When mixed with a small quantity of the common carbolic acid it would, it is believed, mitigate the nuisance.\n\nPENAL SERVITUDE AND IMPRISONMENT WITH HARD LABOUR SENTENCES.\n\nThe Supreme Court has at present power to sentence a prisoner to two years imprisonment with hard labour, or to penal servitude for any period not under 3 years. But under the present Gaol system the words \"Penal Servitude\" in the sense which they bear in England as implying progressive stages of imprisonment and punishment have no meaning.\n\nLong sentence prisoners after undergoing 6 months of penal diet and hard labour are for the residue of their term in many cases put to light labour such as cooking, service, washing, mat-making, and go through no real course of penal labour.\n\nThe Committee are strongly of opinion that prisoners condemned to penal servitude should, during the whole term of their sentences, pass periods on penal diet of at least a month and that 5 days every month and in the case of previous convictions 10 days such prisoners should be kept to real hard labour for at least 3 years of their sentence (Mr. TONNOCHY dissents.)\n\nIt is also recommended that the Ordinance No. 4 of 1863 be amended to meet the proposed alterations in the Regulations, and that the shortest term of Penal Servitude be increased to 5 years and of imprisonment with hard labour to 3 years if the distinction between the two is to be kept up, the advantages of which are doubtful.\n\nIt would certainly be desirable that the Judges should know more exactly to what amount and kind of punishment they are sentencing a prisoner and if the distinction between imprisonment with hard labour and penal servitude be preserved they should be more clearly defined.\n\nDuring the course of the enquiry the attention of the Committee was called particularly by the Colonial Secretary to the subject of cutting off \"queues\" of Chinese prisoners.\n\nBy the present regulations except on grounds of health and cleanliness the \"queues\" of those prisoners only on whom sentences of 2 years and upwards have been passed are cut.\n\nThe Committee recommend that the rule at present existing be retained and that the \"queues\" of prisoners sentenced to 2 years imprisonment with hard labour and upwards be removed, but be allowed to grow for 6 months previous to a prisoner's discharge from Gaol.\n\nIn the case of 2nd convictions for 6 months or more up to 1 year, it is recommended that the queue should be cut off or not at the discretion of the Judge or Magistrate before whom the case is tried, such direction to be embodied and to form part of the sentence.\n\n77\n\nqueues\n\n182",

        "content_text": "This is the Property of His Britannic Majesty's Government.\n\n2\n\nbuttresses descending abruptly from a main range to the Taiping. The country is entirely clad with dense virgin forest. The difficulties were creditably surmounted by the Assistant Engineer in charge. At 10 miles (Nam-sa torrent) the country opens out into large rolling foot-hills, where work was easy, and at 14 miles the open plain of the Taiping is reached. The road then passes above the village of Man-hsien and stops at the hamlet of Man-yim. From this to Lung Chang market (the third main stage on the present Bhamo trade route, counting from Teng-yueh) is 12½ miles by alignment and on a dead level, and with no streams absolutely requiring bridges for mule traffic; but to make a first-class mule road over these 12½ miles will cost a good deal more than was expected, owing to the presence of several large marshes, supplied by mountain streams, and through these stone causeways would have to be constructed. But an earthen \"fair weather\" road, which would be available for eleven months of the year, with irrigation channels and ramps to and from the small streams traversed, could probably be made for under 20,000 rupees. I have not yet the accounts of the sums expended this season, but I believe that the total, inclusive of bridges and dynamite, will come to 45,000 rupees, to which 10,000 rupees will have to be added for the iron bridge over the Nam-sa. Considering the difficult nature of the country, I believe that this is 15 to 20 per cent. cheaper than the usual Bhamo rates.\n\nAs it is unlikely that further Chinese funds will be available, it is earnestly to be hoped that the Government of Burma will agree to continue the work at its own expense up to Teng-yueh, future repairs to be seen to by the Customs Taotai, the Commissioner, and the Consul. Next to the removal of the disastrous prohibition against the transit of opium, a good mule road is the first requisite for the revival of our long-neglected frontier trade.         "content_text": "114 In all these cases, various factors have to be considered, such as utility time, storage capacity, and other factors, which may affect the labour and existing conditions, but which later may be adapted as required.\n\nThe principal difficulty in a tunnel's entrances and exits is the alterations to lifts and ramps down to ground level. The former could be expensive, while the ramps method could be adopted without undue difficulty. The ramps would provide overtaking facilities for a continuous stream of traffic that was driven.\n\nIt was turned and continued, and could be dealt with by this method to a maximum gradient down, which would not have much effect. The design provides for vehicles and passengers embarking or disembarking at either end of the boat. When the ferry boat is berthed, a double-deck ramp about 85 feet in length would provide facilities for traffic between the decks and the roadway. The ramp would be hinged at the shore end in such a manner as to permit the seaward end to be raised or lowered and thus provide for adjusting the outward end to the level of the boat deck, whilst the shore end of the ramp remains at the street level. The ramp would require to be operated by mechanical power as the construction of pontoons for this purpose is not practical. The steepest grade on ramps will be about 1 in 9; this would occur at low water of extraordinary Spring Tides.\n\nIt was proposed that the ferry boats should be designed for a speed of about 10 knots, i.e., a crossing including time occupied in berthing will take about 10 minutes. A period of 10 minutes at berths should be ample time for unloading and loading of boats. Two ferry boats should therefore provide a twenty-minute service. A faster service may be necessary at certain periods of the day. For this purpose, and for the proper maintenance of a 20-minute service, it is considered that three vehicular ferry boats are necessary.\n\nWhilst the cost of operating the proposed ferry service can be estimated with some degree of accuracy, the volume of traffic which would make use of the vehicular ferry is not known. In consequence, a correct estimate of receipts could not be framed; however, in order to show how the vehicular ferry service would be required to operate in order to give a satisfactory return for the first year, the following assumptions were made.\n\n(a) Twenty-minute service.\n(b) Ferry boats to ply between 6 a.m. and 12 midnight, thus making 108 trips per day.\n(c) An average of 4 vehicles carried per trip,\n(d) An average of 30 first-class and 20 third-class passengers carried per trip.\n\nOn 21st March, 1927, Government addressed the Hong Kong General Chamber of Commerce regarding the proposed vehicular ferry installation and invited comments on the above statement of revenue and expenditure, more particularly in regard to the estimated volume of traffic using the service.\n\nThe reply received from the Chamber of Commerce on 8th April, 1927, contained the following observations, which were framed on the assumption that the proposed service was to operate between the neighbourhood of the Central Market on Hong Kong side and Jordan Road in Kowloon:—\n\n(a) \"A twenty-minute service with three boats running continuously for 18 hours is regarded as impracticable, and allowance must be made for periodical overhaul. It is not thought that 2 boats could maintain a 20-minute schedule with cars to load and unload\".\n\nIn this connection, it has been ascertained that at Vancouver, two ferry boats capable of carrying 18 vehicles each, maintain a 20-minute service across Burrard Inlet, a distance of two miles.\n\n(b) Sets out details of vehicles transported during January 1927, viz.:— 403 cars, 9 lorries, and about 200 motor cycles and side cars, and adds \"It would seem therefore that, to start with, an hourly service would meet the needs on week days, and a half-hourly service on Sundays and holidays except during the busy hours (8 a.m.-10 a.m.; 12 noon-2 p.m. and 5 p.m. to 7 p.m.) when a 20-minute service should be instituted.",

        "content_text": "# No. 617.\n\nAnsel (D)\n\nSir,\n\nGOVERNMENT HOUSE, HONG KONG.\n19th December, 1933.\n\nWith reference to your despatch No.59 of 8th February, 1933, on the subject of the Vehicular Ferry, I have the honour to forward a copy of two Resolutions which were passed by the Legislative Council on the 14th December, 1933, authorising expenditure on this account during the current year of a further sum of $139,000, and of a like sum during the financial year 1934.\n\n2. It will be observed that it has been found necessary to raise the Estimate to $1,864,000 for reasons which are set out in the speech of the Colonial Secretary proposing the Resolutions, a copy of which is enclosed from the Hansard Report. The revised estimate includes a sum of $124,000 in respect of certain improvements recommended by the Superintending Civil Engineer of His Majesty's Naval Yard, Hong Kong.\n\n3. The first refers to the additional funds required for the expenditure of the Vehicular Ferry Piers during the current year and the second to the additional expenditure on the same service in 1934.\n\nIt will be recalled that in 1932 additional works costing $179,000 were authorised by a Resolution of the Council bringing the revised estimated total cost to $1,679,000. Actually these additional works cost $185,200, that is $6,200 more than the amount then asked for. When the Piers came into use it was considered necessary to provide various offices and fittings—rickshaw shelters, latrines, clocks, book-stalls, money-changers shops, telephone booths, etc., the cost of which amounts to $16,800.\n\nIt was also been found necessary, as the result of experience in working, to make changes in the winding gear for ramps and to strengthen the fendering of the piers at a cost of $26,000. Repairs to the piers caused by damage in the early stages of the service before the Coxswains became proficient in the handling of the new vessels cost a further $12,000.\n\nAs Honourable Members are aware, doubts have been expressed as to the suitability of the piers for the work for which they are intended and in consequence the Government with the concurrence of the Naval Authorities invited Mr. A. G. St. John Kneller, Superintending Civil Engineer of H.M. Naval Yard, Hongkong, to report on the piers. Mr. Kneller has furnished the Government with a valuable report which, while it offers no serious criticisms of the general principles of the structures, recommends certain improvements with a view to increasing the ability of the piers to resist the shocks which are inevitable in the working of a rapid ferry system in waters liable to periods of rough weather.         "content_text": "## -2- \n\n16 \n\nThere is insufficient evidence to show what actually started the fire, but the undoubted presence of large quantities of potassium chlorate in personal baggage must be accepted as the primary cause. We admit the evidence of the Government Chemist that this substance is dangerous in itself and also when in contact with other substances, and in such circumstances would probably inflame organic matter while the potassium chlorate itself would decompose forming a white smoke which was referred to by a large majority of the witnesses. We cannot set aside the possibility of mineral acids being contained in passengers' baggage, and where potassium chlorate is concerned the presence of such acids would be sufficient to start a fire.\n\nWe are aware that under the provisions of Section 15 of the Merchant Shipping Ordinance of Hongkong, Number 10 of 1899, and again under Section 446 of the United Kingdom Merchant Shipping Act of 1894, it is an offence for any person to carry, or attempt to carry, in any vessel any dangerous goods without so notifying the Master of the vessel. At the same time, and considering this particular trade, we are of the firm opinion that a fuller and more careful examination of passengers' baggage should be enforced by the Authorities concerned with the routine searches for arms and the control of prohibited exports and unmanifested cargo. We are fully aware of the difficulties connected with such closer supervision, for many dangerous goods are not readily recognizable as such.\n\nWe made the following recommendations:- \n\n(a) That passage tickets be sold only at the Company's Offices or by their accredited Agents, and that the practice of issuing such tickets either on the wharf or onboard the vessel should be discontinued without delay.\n\n(b) That when passengers are on board and the vessel alongside a wharf, all cargo port doors on the wharf side should be fully open and provided with railed gangways covering either the full width of the cargo port or where ramps are used then the full width of the ramp. Such doors on the off side should be also open, or partly open, according to the weather prevailing at the time.\n\n(c) That notices in English and Chinese be prominently posted warning all passengers of the dangers and consequences of carrying goods on board which are likely to affect the safety of life and the vessel.\n\n(d) That the various searching units be instructed to keep a sharp watch on the nature of both passengers' baggage and cargo, and if in doubt report the matter to the Master of the vessel and also to their superiors. Furthermore, that where baggage is concerned the search should be carried out at the entrance to the wharf and before passengers are admitted to the wharf. In the detection of dangerous goods, the Authorities are entitled to the fullest co-operation of the Master and Crew who should also maintain a constant and close watch for any goods of a suspicious nature.\n\n(e) That clear passageways at least 3 ft. wide be at all times maintained fore and aft on both sides of the passenger deck, and that all approaches to stairways and gangways be kept clear.\n\nWe deprecate the long-established custom of passengers being allowed to spread their baggage over the deck, but we realise the impracticability of suggesting they be separated from what, in many cases, may constitute their entire possessions by insisting that their baggage be placed in a separate compartment.\n\nIn conclusion, we wish to place on record our high appreciation of the excellent work done by Inspector Arthur George Groves of the Hongkong Police and his unit, ably assisted by Revenue Officer Sui Hin Yit and his men, for their early efforts to control the stampede and their ready assistance to those already in the water.\n\nThe action taken by the officers and men of the Water Police, and the use of searchlights by the Fire Floats, are also to be commended.\n\n**Marine Office, Hongkong.**\n\n14th Feb., 1948.\n\n**(William Sumpter)**  \n**(James Jolly)**  \n**(John Buchanan)**  \n**(Philip Stirling)**  \n**(William Lumsden)**  \nPresident  \nMember  \nMember  \nMember  \nMember",

At the same time, and considering this particular trade, we are of the firm opinion that a fuller and more careful examination of passengers' baggage should be enforced by the Authorities concerned with the routine searches for arms and the control of prohibited exports and unmanifested cargo. We are fully aware of the difficulties connected with such closer supervision, for many dangerous goods are not readily recognizable as such.\n\n(a) We made the following recommendations:- \nThat passage tickets be sold only at the Company's Offices or by their accredited Agents, and that the practice of issuing such tickets either on the wharf or on board the vessel should be discontinued without delay.\n\n(b) That when passengers are on board and the vessel is alongside a wharf, all cargo port doors on the wharf side should be fully open and provided with railed gangways covering either the full width of the cargo port or where ramps are used then the full width of the ramp. Such doors on the off side should be also open, or partly open, according to the weather prevailing at the time.\n\n(c) That notices in English and Chinese be prominently posted warning all passengers of the dangers and consequences of carrying goods on board which are likely to affect the safety of life and the vessel.\n\n(d) That the various searching units be instructed to keep a sharp watch on the nature of both passengers' baggage and cargo, and if in doubt report the matter to the Master of the vessel and also to their respective superiors. Furthermore, that where baggage is concerned the search should be carried out at the entrance to the wharf and before passengers are admitted to the wharf.\n\nIn the detection of dangerous goods, the Authorities are entitled to the fullest co-operation of the Master and",
