        "content_text": "Penalty. \n\nExemptions. \n\nTepos to send in returns when called \n\nfor, \n\nReturn to be made by Householders. \n\nFees. \n\nBoars &c. to be re- gistered, \n\nBoat fee. \n\nPenalty on Boat owners &c. \n\nMasters of Chinese vessels to report them- Belves. \n\nAnd be it further enacted and ordained That if any person liable to be registered under the provisions of this Ordinance shall be found residing in the said Colony for the space of 24 hours without having been registered he shall be liable to a penalty of not more than 20 dollars. Provided always that nothing herein contained shall be construed to extend to persons employed on board Ships of War or to Officers or Seamen belonging to Merchant Vessels lying in the harbour or roads of Victoria who provious to landing shall obtain from the Master or said Officer in charge of the said vessels leave to go ashore in writing under his hand. \n\nPenalty on preceed. ing. \n\nPenalty on Evasion of this ordinance. \n\nAnd be it further enacted and ordained that all headmen or Tepos shall be bound to give a return when called upon by the said registering officer of the names and occupation together with the particulars hereinbefore set forth of all person residing in their respective villages or districts and shall specify in the said return the number of the house according to the Register and the uumber of persons residing in each house and shall be liable to a pulty of not more than 20 dollars for each and every person hereby required to be registered found residing within their respective villages or districts without being duly registered as aforesaid or whom they shall not have reported to or caused to be brought before the said registering officer. \n\nAnd be it enacted and ordained that the said Registrar General or such other Officer so to be appointed as aforesaid shall if he or they think fit cause to be delivered or left at the residence or place of business of any householder or householders a blank return to be filled up before a certain day to be therein named with the names and numbers of persons in his or their employment or residing within his or their honse or houses or on his or their premises and that on or after the said day named in the said blank return the said householder or householders is or are hereby required to transmit the said return so filled up to the said Registrar General or such other officer so to be appointed as aforesaid and on failure to do so the said householder or householders shall be liable to a penalty of 20 dollars cach. \n\nAnd be it further enacted and ordained that the following fees shall be taken for registration and shall be received by the Registrar General or such other officer so to be appointed as aforesaid at the time of the granting of the Registration Ticket. For registering any person being a Merchant Shop keeper or Comprador or being in the receipt of a monthly income of 20 dollars or upwards the sum of 5 \n\ndollars. \n\nFor registering any person being a servant clerk mechanic or in the receipt of a monthly in come not exceeding 20 dollars and not less than 10 dollars the sum of 3 dollars. \n\nFor registering any person being a coolie boatman or labourer or being in receipt of a inonthly in come of less than 10 dollars the sum of 1 dollar. \n\nAnd be it further enacted and ordained that all lighters bumboats ferry boats and other vessels plying for hire within the harbours and waters of this Colony shall be duly registered with the number and description of the crew and of the persons living therein by the said Registering Officer or such other officer so to be appointed as aforesaid the said particulars to be entered in a book to be kept for that purpose and a certificate of such registry shall be given to the master or head man of such lighter bamboat ferry boat or other vessel the number of such registry to be legibly painted in some conspicuous part of such lighter humboat ferry boat or other vessel. And be it further enacted and ordained that a fee shall be levied on every certificate of Registry so granted according to the rate of 6d per registered Ton or if the boat be under one Tun then 61. for such boat and in the case of Chinese vessels after the rate of 6d for every 20 peculs. \n\nAnd be it further enacted and ordainel that if any person not having previously obtained such certificate of Registry and not having painted the number on such lighter humboat ferry-boat or other vessel as is hereinbefore provided shall let or hire or cause to be let or hired any such lighter bumboat ferry-boat or other vessel within the waters of the said Colony or shall show a false certificate of Registry or one granted for another vessel or shall permit or connive at the said certificate being made use of for another vessel or shall paint or exibit a false number on the said lighter bumboat ferry boat or other vessel he shall for every such offence forfeit and pay a sum not exceeding 100 dollars. \n\nAnd be it further enacted and ordained that all masters of Chinese vessels frequenting the waters of this Colony shall report themselves immediately upon their arrival in such waters and previous to their departure to the Registering Officer who shall grant them a certificate of entry or clearance on payment of a fee to be levied in accordance with a scale hereafter at any time to be published by the Governor in Council and subject to such alterations as the Governor in Council may at any time declare. \n\nAnd be it further enacted and ordained that every master of a Chinese vessel who shall not conform to the provisions of the section herein before last mentioned shall forfeit and pay a su not exceeding 20 dollars. \n\nAnd be it further enacted and ordined that if any person shall wilfully conceal or falsify the particulars of any information required of him for the purposes of this Ordinance or shall on applying to be registered give a false name or description or shall transfer or lend his registration ticket to any other person or shall wear or show the registration ticket of another as his own for the purpose of evading the provisions of this Ordinance he shall be liable to a penalty not exceeding 30 dollars. And be it further enacted and ordained that all penalties enforced by this Ordinance shall be recovered in a summary manner before any Police Magistrate and that one moiety thereof shall go and be paid to the informer and in default of payment the party shall be liable to inprisonment for any time not exceeding two calendar months. \n\nPassed the Legislative Council of Hongkong, \n\nthis 21st day of August 1844. \n\nA. HONORABLE SIRS-We respectfully beg to address you with reference to Ordinance No. \n\n17 of 1844 entitled \"An Ordinance for Esta- blishing a Registry of the Inhabitants of the \"Island of Hongkong and its Dependencies.\"-- passed the Legislative Council the 21st August last and published for the first time in the Friend of China of the 19th October to come into force the 1st November. \n\nTho it may not be strictly within our pro- vince to question the Policy of the publication of any ordinance, whether urgent or unimpor tant its principles and details, not taking place until within the short space of twelve days of the period of its coming into operation we cannot but express our regret that an Ordi- nance so materially affecting both public and private interests, which appears to have been passed so for back as the 21st August last, should not have been made known to us un- til within so short a period of our being called upon to acknowledge it as law-thus depriving as the opportunity of making that due \n\nrepresen tation of our opinions against such enactments as may appear to us to bear hard upon our in- terests: a privilege, which as being unrepre- sented in the Legislative Council, we think is our due considering the important interests we have at stake in the Colony. To these cir- cumstances we pray you to attribute the la- teness of our present address and not to any indifference to the subject at issue. \n\nWith these preliminary observations, we desire, therefore to represent to you Excellency and the respective Honorable Members of your Council the unfeigned, and extreme repugna- nce with which we have read the Ordinance in question and to enter our formal and de- clared Protest against the Principles that it involves. \n\nPrinciples-We do not hesitate to say as unjust as they are arbitrary and unconstitutional taxing British subjects unrepresented in the most iniquitous of forms, authorizing the most unheard of inquisitorial proceedings, without appeal or remedy, and placing the very power of residence to British subjects whose name may have hitherto been unsullied and unsus- pected in the hands of any one individual. \n\nFurther-We consider that the Law in question is opposed in its details to one of the great objects struggled for during the late was with the Chinese Empire, and against which special provision was made in the Treaty of Nankin-namely, the unchristan principle of bolding one men responsible for the acts of another. \n\npur- \n\nAgain-We would represent that the effect of this enactment if carried out will interfere with the labor and consequent prosperity of the Colony-inasumch, as many of us have entered in o contracts upon the faith of chases wale from your Government at enor- mous rentals, which must now either be broken or delayed from the demur that the contractor will make to introduce laborors for their fulfil- ment whiltst the despotism that is apparent in this act, will induce many respectable Chinese who have now sufficient difficulty in paying \n\nthe heavy house rent in this Colony entirely to abandon the place, and deter others from taking up their residence amongst us. And, Moreover-We give it as our unqualified opinion that the carrying out of the details of this Ordinance will be found impracticable, as well as inefficacious for the object sought to be in attained, that the principle that it in- volves is even more stringent than has ever yet been applied to a penal settlement and we confidently assert is repugnant to the feelings of every Honorable British subject. \n\nWith the above representation of our views of and ↑ Protest against this Ordinance we would pray your Excellency in Council either to modify its details so as to remove the intollerance of the principles that it gives law to, or to cause the operation of it to be sus- pended until reference can be made to the Home Co- vernment as we cannot suppose that such a measure can receive the sanction of Her most gracious Majesty. \n\nT. Emigration during the year has been largely on the increase, 20,300 Chinese having left this Port in 1881 in excess of the number leaving Hongkong the previous year.\n\nIt is a strange commentary on the recent Convention, entered into between the United States of America and China for the purpose of checking emigration, to find that 14,127 more Chinese have been introduced into those States than landed there in 1880, and Chinese are still going over in large numbers, for the purpose of constructing new Railroads. The Chinese on arrival get high wages and the protection of the law, and their condition in America is far superior to what they experience in their native country.\n\n9. The Australian Governments have adopted a more practical means of putting a stop to the Immigration of Chinese into those Colonies, by laws which in their effect almost completely prohibit a Chinaman from seeking his living on that Continent. How far this prohibition is in accordance with the existing Treaties with China, and the expediency of shutting out the most sober and industrious race in the world from a Continent wanting labourers, are not matters for discussion in this report.\n\n10. The Northern Territory of South Australia still admits Chinese, but the inducement to go there does not seem to be very encouraging, as only 172 left for Port Darwin in 1881, while 2,268 left for that Port in 1880.\n\nThere is a large and increasing emigration to the Straits Settlements, there being an excess of 5,400 over the number leaving Hongkong the previous year. Employment is found for them, not alone in the Straits Settlements, but in the Malay States, and in the neighbouring Island of Sumatra.\n\n11. The trade in sailing vessels (exclusive of Junks) has also increased, there having been 464 vessels and 253,819 tons arrived in 1881, as against 416 vessels and 219,466 tons arrived in 1880. Of this increase 15 vessels and 13,697 tons were under the British flag, and 33 vessels with 20,656 tons were under the flags of Nations not British.\n\n6. There is an increase of 17,488 tons from the Australian Colonies, and there is a small decrease of tonnage to those Colonies. The excess of arrivals over departures is caused by vessels carrying Cargo from England to Australia, loading there with Coals for China, and returning to England with Chinese and Japanese produce. There is an increase (including Junks) of 190,351 tons from, and an increase of 161,178 tons to the Coast of China and Formosa. There is an increase of 44,945 tons from, and of 9,505 tons direct to Great Britain, but the actual tonnage to and from Great Britain cannot be ascertained, as the greater number of vessels proceeding there clear for, and enter here from Singapore, and in the absence of an Export and Import office it is impossible to distinguish between what tonnage is for, or what is from Great Britain, and what is for, or from the intermediate Ports. There is a decrease of 9,568 tons from Ports in Japan, and an increase of 21,773 tons to those Ports. There is a steady and increasing trade in European vessels and Junks between Hongkong, the Island of Hainan, and Ports in the Gulf of Tonquin, an increase of 15,322 tons having arrived from, and of 19,441 tons having cleared to those places.\n\nCaptains NAPIER and CARPENTER, R.N., in H. M. S. Magpie having completed their survey of the Coast of Hainan, and the Gulf of Tonquin, masters of vessels will find the navigation of the waters about the dangerous Sandbanks which almost block the approaches to Hainan, much facilitated, and Shipmasters cannot be too grateful to the Captains and Officers of the Magpie for their valuable and laborious services.\n\nSiam shows an increase of 18,770 tons from, and of 12,185 tons to that Country. An increase of the trade between the Colony and the United States of America is also observable, 18,454 more tons having arrived from, and 8,915 more tons having cleared for those States than was the case in 1880.\n\n## JUNK TRADE\n\n7. 24,339 Junks and 1,680,025 tons arrived in the Colony in 1881, as against 23,920 Junks and 1,650,258 tons arrived in 1880, shewing an increase of 419 Junks and 29,767 tons. There is an increase of 46,436 tons in the trade with the Coast of China and Formosa, and a decrease of 16,669 tons with Macao.",

Your Petitioner knows it may be said, \"but you are a Chinese yourself,\" and he fears that to many that fact is almost a sufficient argument, but it is one which is neither just to him, nor to his bringing up, which was English, nor to the Government which for many years has employed him in a situation of trust.\n\n24. If, Sir, you think a trial is necessary, your Petitioner humbly prays for a new and fair one. Otherwise, he begs that you will reinstate him and allow him to resign, which he is willing to do, and take his pension.         "content_text": "198\n\nThe Hon. Mr. D. Y. Perkins, senior partner in the Straits legal firm of Messrs. Drew and Napier, has recently retired from the Colony after a residence of 21 years. He had been an unofficial member of the Legislative Council of the Colony since 1918. In 1910 Mr. Perkins married, in Singapore, the second daughter of the late Sir John Anderson, then Governor of the Straits Settlements. In social circles both Mr. and Mrs. D. Y. Perkins have held a high place in the colony and they will be greatly missed.\n\nLiving costs in Tokyo, highest of any city in the world, are the real cause of the closing of the Rumanian Legation here this month, according to the Hochi. The Rumanian Minister, his First Secretary and Military Attaché have received instructions to close the Legation temporarily and are making preparations to sail for home within the next few weeks. According to the newspaper, the appropriation for the maintenance of a Legation in Tokyo felt justified by Rumania has not proved sufficient to meet present price levels.\n\nAccording to Japanese native papers, the officials of the Yokohama Dockyard Co. have decided to wait until the pinch of want drives the workmen who are now on strike back to their jobs. The officials seem confident that this will come about before long. The strikers are selling bread and groceries to raise strike funds and declare they are able to carry on the struggle for at least six months. All the repair works in the docks has been entrusted to other companies, with the exception of that on the Kaga and the Kamo, which is almost complete.\n\nTHE HONGKONG WEEKLY PRESS\n\nThe British Legation Chapel in Peking was the scene of a pretty wedding on the 7th inst., when Mrs. Belcher, widow of the late Major F. P. Belcher, R.A.F., was married to Mr. E. C. Mieville, younger son of Mr. and Mrs. Mieville of London. The bride was given away by Sir Beilby Alston, H. M. Minister, Lady Alston acting as proxy for her mother, and Mr. L. N. Mackinnon, of Tientsin, was best man. Following the ceremony, the guests assembled at Sir Beilby Alston's house to tender their congratulations. Later, Mr. and Mrs. Mieville left for Tientsin, where the first portion of the honeymoon is being spent.\n\nHONGKONG.\n\nThe Czecho-Slovak Republic has conferred on Temp. Lt.-Colonel John Ward, C.B., C.M.G., the Croix de Guerre.\n\nMr. Charles Henry Wailar, a visitor staying at the Peak Hotel, suddenly died on March 22nd from heart failure. The deceased arrived here last week from Bombay.\n\n\"Assaulting the police appears to be a favourite occupation now-a-days,\" said Mr. Lindsel, at the Magistracy, on March 21st, in sentencing a man to six weeks' imprisonment for an attack on a Chinese constable.\n\nIt is announced that Messrs. Dodwell & Co., Ltd., have been appointed agents of the London Liverpool & Globe Insurance Co., Ltd., for Hongkong and Canton, and that the present branch offices of the Company in Hongkong and Canton will be closed from 1st April.\n\nLt. Col. F. S. Penny, R.A.M.C., who, as a major, has recently been promoted to colonel. He served as an assistant-director of medical services in the late war, winning the C.M.G. and D.S.O., and had previous field service in South Africa.\n\n[March 5th, 1929.]\n\nFour armed men entered a house in Shanghai Street about 9.30 at night on March 22nd. Having driven the inmates into a cubicle, they robbed the house at their pleasure, stealing $59 worth of jewellery and $104 in cash.\n\nThere was quite a lively scene in Yau Ma Tei the other night, when a mob of Chinese surrounded the police station crying for vengeance upon an Indian constable.\n\nAs far as could be gathered, it was alleged that the constable, who was off duty, had assaulted a Chinese. Quiet was not restored until a considerable force of police had been marched to the scene by Mr. P. P. J. Wodehouse and Mr. T. H. King. A baton charge dispersed the mob which numbered some hundreds.\n\nLady Stubbs opened a small bazaar held on March 20th in the Church Hall of St. Andrew's, Kowloon, in aid of the Mission Hospital at Yunnanfu and St. Dunstan's Home for Blinded Soldiers. H.E. Sir John Fowler, K.C.M.G., C.B., presided at the opening ceremony. Instructive missionary exhibits were on view and kinematograph films were shown during the evening also illustrative of missionary work. A large number of helpers contributed efforts to make the affair a success.\n\nMr. O. T. Breakspear, manager of the Publicity Bureau for South China, is leaving for Home by the City of Simla towards the end of the present month. The work of the Bureau will be carried on by Capt. A. G. McClay, who has recently arrived. During the past three years Mr. Breakspear has been the Hon. Corresponding Secretary for the Overseas Club in the Colony, and Mr. Eric Rice has consented to take over these duties in the meantime.\n\nUnder the title of labour organizations before the war, the Government Bureau of Economic Information publishes a list of 47 bodies. The workers who are so organized include labourers, cooks, employees of vegetable shops, printers, seamen, mechanics, warehouse coolies, girl hosiery makers, weavers, blacksmiths, carpenters, masons, laundrymen, tailors, barbers and shoemakers. The list also includes a ricksha coolies association, but a note explains that this has been organized by the managers of ricksha concerns and has no relation with the coolies at all.\n\nShanghai residents, and perhaps the Shanghai police, who were startled some weeks ago by the killing of a Korean in broad day in a public thoroughfare (says the Peking correspondent of the N.-C. Daily News) may be interested to know that the victim was not named Yang, as then reported, but was the more or less notorious Kim Lip, an agent of the Irkutsk bureau for the dissemination of Communist propaganda among Oriental peoples, who came to Peking last summer with Russian gold to the value of $400,000 and resided for some time at various road houses in the Western Hills.\n\nThe inevitable has happened. Costs are rising as a consequence of the strike. By advertisement this week the Hongkong and Kowloon Wharf and Godown Co., Ltd., and Holt's Wharf announce that from the 1st of next month the charges for landing, shipping and storing cargo will be increased by 10 per cent., owing to the increased cost of working and maintenance.\n\n56\n\nMr. William Yinson Lee, a prominent merchant of Sydney, arrived last week by the s.s. Arafura on a business trip to Hongkong and South China. During the recent visit of the Prince of Wales to Australia Mr. Yinson Lee had the honour of presenting the address of welcome from the Chinese community of all the States of the Commonwealth to His Royal Highness.\n\nThe health return for the week records 15 cases of plague (all Chinese excepting one Portuguese case). Eleven of the Chinese cases proved fatal. There were also three fatal cases of small-pox (Chinese); two non-fatal enteric and paratyphoid fever; and one non-fatal case of scarlet fever (British) and one of relapsing fever. Influenza accounted for two deaths during the week.\n\nA rice merchant was attacked by four men, whilst riding in his private ricksha on March 16th, and robbed of $146. The attack took place at the junction of Wilmer Street with Des Voeux Road. One of the men threw pepper in his victim's face, and the others dragged him out of the ricksha. A wallet containing a quantity of notes was stolen. An attempt by one of the men to snatch his gold watch and chain failed. The robbers disappeared when the merchant blew his police whistle.\n\nAmong the passengers who left the Colony by the Andre Lebon were M. Reau, the French Consul-General, who, we understand, will not be returning to Hongkong. M. Reau's departure is much regretted by the French community and many friends of other nationalities. Other well-known French residents of the Colony who left by the French mail steamer for France with no intention of returning were M. and Madame Lecab'e. As agent of the Société des Charbonnages du Tonkin M. Lecab'e had resided in the Colony for some years and was highly esteemed by all who knew him. M. and Madame Lecable intend to settle in France.\n\nA clipping from a home paper has now been received giving further details of the tragedy which occurred at Gibraltar.\n\nA serious collision occurred on Praya East on March 18th. Two motor cars, which were meeting one another, were about to pass, opposite Wai Wo's yard. At that point, also, two or three rickshas were proceeding westwards. The driver of the west-bound motor car (which belonged to the Dragon Garage) misjudged the available space and caught one of the rickshas full in the back. The occupant, Mr. H. Gelling, of the Daily Press, was hurled by the force of the impact a distance of some yards and narrowly escaped crushing his head against a verandah pillar, which was only missed by inches. As it was, he sustained many severe contusions and is now under treatment by Dr. Dalmahoy Allan. The ricksha coolie was hurt about the head and the ricksha is a wreck.\n\nThe names of a special jury were called for the Praya murder trial at the Criminal Sessions on March 20th. Later Mr. W. S. Bailey arrived in Court and explained to the Chief Justice that pressure of work had caused him to overlook the matter; he was very sorry. The Judge said it was a very serious matter. In consequence of Mr. Bailey's absence another gentleman had to serve in his place. The Chief Justice added that he could see no possible excuse whatever and Mr. Bailey would be fined $50.\n\nA report states: \"Dr. Lovell Moss, who has a medical practice here, was returning by motor-car from a dance to his residence at Algeciras, accompanied by his wife and sister-in-law and chauffeur and assistant chauffeur, when he was caught in the chains at a level crossing on the Andulaces Railway at Los Barrios, and almost simultaneously run into by a troop train. Mrs. Moss and the two chauffeurs were killed on the spot, while the doctor and his sister-in-law were conveyed to a hospital here, where they are lying in a critical condition.\" News has since been received in Shanghai that Miss Molloy died the day after the accident and Dr. Moss the day following.\n\nPage 30\n\nPage 31",
