There was no sign of the re-opening of ordinary shops and businesses by the 17th Feb.\n\n## RLD CROSS\nShortly after the end of the war the Japanese were approached by a small committee including the Swiss Consul, Bishop Valtorta and others in an effort to obtain the permission of the Japanese to despatch a cable to Geneva requesting the establishment of a Chapter of the International Red Cross in Hongkong for the alleviation of distress. The Japanese, however, flatly refused to consider the proposal. One of the services which it had been hoped to carry out through an organisation such as the Red Cross was the preparation of a full casualty list, both civilian and military. By the middle of February no attempt had been made to prepare or publish any sort of casualty list, and there was considerable distress in Chinese, Indian and European circles as to the fate of relatives and friends who had not been heard of since the end of the fighting. Small and incomplete lists had been compiled privately of certain people who were known to be in the various camps, but there was no pretence at the compilation of an exhaustive list, and the Japanese themselves had no lists of the names of those who were interned in any of the camps. The utmost that was done was the publication of a few names in the daily paper of men who had died in one or other of the hospitals. On 27th Jan. the first list of 24 names was published, and on one or two subsequent occasions small additional lists were published.\n\n## ESCAPES\nMany thousands of Chinese have left the colony since the end of hostilities by every conceivable route, both land and sea. Their departure \"to their homes in the country\" has been encouraged by the Japanese, who are anxious to reduce the population of Hongkong to below the million mark, and have provided certificates guaranteeing safe conduct to Chinese as far as Hum-chun. Not more than thirty Europeans appear to have effected an escape from Hongkong since the party of 65 men who escaped with Admiral Chan Chak on the last day of the war. Of these Col. Ride and his party (3 in number) escaped from Sham Shui Po Camp on Jan. 13th, and other parties under Lieut. Douglas, Major Munro and Capt. Scriven, totalling 12 men in all, escaped from both Sham Shui Po and North Point Camps on dates between 20th Jan. and Feb. 1st. Full details of these are given in Col. Ride's report. So far as I can ascertain six civilians appear to have succeeded in escaping. These include Mr. Duff, who escaped on Jan. 20th, my own escape on Feb. 10th and that of Messrs Marsman and Lavrov (American) who escaped two hours later, and also that of Mr. Bentley (Government Pharmacist) who left Hongkong on Feb. 17th. I am not in possession of the details regarding Miss Phyllis Harrop's escape. My own route was via Star Ferry, Kai Tak Aerodrome, Taikung, Mirs Bay, Sha-yu-chung, Tamshui, Kweichow, East River, Lungchun and Kukong. I might mention that the Morris-Singer Company are very well known as art metal founders and amongst their recent work is the casting of the bronze statue of King George VI commissioned from Mr. Gilbert Ledward, R.A., for Hong Kong and which I believe will stand in Statue Square. \n\nIt will be seen that the firm consider the only satisfactory way is to return the statue to this country where it can be given expert attention and I agree with this view. Should the Colonial Authorities, however, decide against this course it might be possible for them to take plaster casts of the seatings of the missing portions, together with other casts of different portions of the statue as a guide to modelling the missing portions and from these we could perhaps get a sculptor, such as Mr. Ledward for instance, to make models from which replacement parts would be cast. The actual fitting in place would have to be done in Hong Kong and the results would very much depend on the degree of skill with which this work was carried out. \n\nIt will be noted that there are no patterns or designs of the original statue available in this country, which is hardly surprising seeing that the statue was made nearly 60 years ago. \n\nIt would, in any case, be necessary to supply photographs of the statue in its original condition to enable the design for the missing portions to be carried out. I attach in duplicate as an enclosure to this despatch a memorandum prepared by the Director of Public Works describing in detail which portions of the statue have been lost. Each copy of the memorandum is accompanied by two sets of the photographs and drawings referred to therein.\n\nI have already instituted enquiries with the object of discovering the missing parts, but there is little likelihood of their recovery. I do not consider it appropriate that the statue should be replaced on its pedestal in its present condition and I am anxious that steps should be taken without delay to obtain replacements for the missing parts.
