The censorship, as far as the conveyance of information to the enemy at Tsingtau, his base in the Far East, is concerned must be largely prejudiced by the fact that a spy in Hongkong could easily send a message by hand to one of the Chinese Telegraph Offices in Canton for transmission over the Chinese land lines. Or a spy residing in Canton could easily obtain through Chinese or other sources information from Hongkong and transmit it in the same way. To effect this object, it seems necessary in the first place to explain clearly to the American people the military necessity for the action being taken. The value of the censorship of mails both as a means of preventing information from reaching the enemy, and of obtaining information useful to the Allies, can scarcely be exaggerated. It is only necessary to say that, largely through its means, two serious enemy plots hatched in the United States and endangering the safety of the British Empire have been discovered and frustrated. The failure to censor these mails in the future would leave to the enemy a means of organizing with impunity rebellion in British territory and disorder and outrage in neutral countries, and might involve the United States Government in claims for compensation of a very serious nature.\n\nIt should also be explained that censorship is ineffective unless all channels of enemy communication are controlled: if one were left open, all that would best repay examination would escape the censorship by being despatched by that route. The enemy has endeavoured to organize his postal communication by neutral ships that touch at no Allied port, expressly with a view to evading the censorship. The bags are then opened (in the Censors' Office) and immediately sealed up after examination. Two postmen are attached to the Censors'\n\noffice. The bag is then returned to the Mail Officer, the above-mentioned form showing that it has been opened.\n\nThe time required to examine a bag varies; a single bag with small contents may be returned in as short a time as 10 minutes; a lot of full bags coming in together would of course take longer. It should be understood that bags are not delayed during examination for letters to be censored. This can be done afterwards, and the letters forwarded as if they were passing through à découvert.
