If the American\n\nCompany surrenders its concession to the Belgians there will be\n\nendless troubles and people will say that both the Northern and\n\nSouthern trunk lines must fall into the hands of the Russian and\n\nFrench. Therefore proposal (a) cannot be accepted. With regard\n\nto (c) and the division of the railway, it seems on the surface\n\nto be a fair way of dealing with the shareholders of the two\n\nnationalities and calculated to prevent trouble. It is, however,\n\nthe American Company which has entered into the contract (with us)\n\nand when the American sold their share they never notified us; now\n\neach side wants to obtain more power. This is certainly a matter\n\nwhich must be settled by the shareholders themselves; it is not\n\npossible for us to recognise the Belgian shares; therefore propo-\n\nsal (c) appears to require careful consideration.         "content_text": "# [This Document is the Property of His Britannic Majesty's Government.\n\n2\n\nJapanese Government that he (Tong-Shaoyi) should open negotiations respecting this question in Tokio, or whether the matter should be discussed in Peking between the newly-appointed Japanese Representative, Mr. Ijuin, and the Wai-wu Pu. Count Komura had decided that the negotiations had better be carried out in Peking. Tong-Shaoyi had discussed the matter informally with Count Komura, and told me that he had informed the Count that the branch line, which the Japanese proposed should be built by China from the Fakumen district to the South Manchurian Railway in lieu of the Tsing-min-tung-Fakumen line, would or would not be acceptable to China, according to how far north above Mukden the said branch line joined the South Manchurian; if it was to be a mere junction line from Fakumen to the nearest point on the South Manchurian, China could not accept it as a substitute for the Tsing-min-tung-Fakumen line, but if it were projected from Fakumen to Mukden, or a point a little north of that place, the solution would be acceptable to China, and in this case he would telegraph to his Government and recommend the acceptance of this solution. A few days afterwards I saw Count Komura and mentioned this proposal to him informally, and he said that he did not think the Japanese Government would have any objection to the branch line being constructed from Fakumen to Mukden. I mentioned that, in the course of conversation with me, Tong-Shaoyi had stated that he would be prepared to suggest an acceptance of this solution of the question.\n\nOn the 2nd instant I entertained his Excellency at this Embassy, and, in the course of conversation, mentioned that Count Komura seemed to look upon his suggestion with favour. His Excellency said that such was the case, and he hoped that on these lines a solution might be arrived at. Major O'Connor, of the Indian Political Department, who has recently been staying in Tokio, and whose visit has been reported upon in another despatch, had a long interview with Tong-Shaoyi, which, I understand, was of a very interesting description. Their relations, when his Excellency came to India in 1904 in connection with the Phara Mission and Major O'Connor was in charge of the Dalai Lama, were not of the most cordial, and though living on opposite sides of the same street, they never communicated. Tong-Shaoyi resented the fact that the Dalai Lama was in charge of an English officer, and also resented the treatment he (Tong-Shaoyi) received in India, which he did not consider was in accordance with his position as Envoy of the Suzerain of Tibet. Here in Tokio they talked over mutual experiences, and their interview was of the most cordial and friendly description.\n\nOn taking leave of his Excellency, I said that I hoped his experiences of my countrymen in Tien-tsin, and perhaps in India, would not cause him to think less well of us; I could assure him that the feelings of His Majesty's Government towards China were of the friendliest, and that England was watching with the keenest and friendliest interest the efforts which China was making towards reform. His Excellency replied with genuine earnestness and warmth: \"No, indeed; bygones are bygones; Sir John Jordan is my dearest friend, and I have many in England; I am looking forward with the greatest pleasure to seeing them again; I am convinced that I shall receive the most cordial treatment amongst your countrymen and from your Government.”\n\nPersonally I found Tong-Shaoyi most engaging and sympathetic, and I shall be surprised if his hopes as to his treatment in England are not realized to their fullest extent.\n\nI am sending a copy of this despatch to Sir John Jordan.\n\nI have, &c.\n(Signed) **CLAUDE M. (No. 294.)\n\nSir,\n\nTokio, November 11, 1908.\n\nWITH reference to my despatch No. 253 of the 3rd ultimo, forwarding a copy of the Agreement concluded between the Chinese Commissioners and the Japanese Government in regard to telegraphs in Manchuria and the submarine cable from Kwantung Province to Chefoo, which Convention was signed on the 12th ultimo, I have the honour to report that two working Agreements based on this Convention have, after much discussion, been concluded and were signed on the 7th instant.\n\nThe Emperor of China's consent being necessary to both Convention and Agreements, Mr. Chow, one of the Chinese Commissioners, left for Peking immediately after the signature.\n\nThe Japanese press states that it is expected that this assent will be given before the end of the year, and that the Convention and Agreements will come into force on the 1st January next.\n\nCount Komura has promised me a copy of the two working Agreements above mentioned, which I will forward as soon as they are received.\n\nHis Excellency thinks that it is possible that the Russian Government may endeavour to obtain the same terms as those accorded to Japan. But, should a structure or bridge collapse within three years after the opening of the line for public traffic owing to faulty construction the rebuilding shall be a charge to the Capital Expenditure of the Section concerned.\n\n(e) Should it be necessary to abandon or rebuild any work owing to wear and tear in the ordinary course of working, such amount as represents the difference between the original cost (inclusive of the dismantling of the work and the building of any diversion of the line which is necessary for the reconstruction of such work) and the total cost of the new structure shall be paid by Capital Expenditure, the balance being treated as Ordinary or Extraordinary Revenue Expenditure as the case may be.\n\n(f) In cases where banks or cuttings have been insufficiently sloped in the first instance, all further sloping and precautions taken to prevent slips, if exceeding the limit of cost of a new minor work, which is chargeable to Revenue Expenditure, shall be charged to Capital Expenditure.\n\n(g) In cases of protective works to Bridges or Banks being necessary, all such as are done within three years from the date of opening of the whole line shall be a direct charge to the Capital Expenditure of the Section concerned,",

On my return to French territory I was told that my movements had been followed, as great interest had been excited and some perturbation caused by my presence, due to a rumour that I was commissioned by the Government of Hongkong to enquire into the opium cultivation in Indo-China and Yunnan. A battle royal involving both men and women developed today when a store in this Kent County town, just south of London, advertised a sale of household goods and cheap carpets without priority tickets.\n\nWomen began forming a queue as early as two o'clock in the morning, and by nine o'clock, there were about 2,000 people in the queue, strung out for over a mile long. Regular Police had to be called in when the queuers blocked the main street traffic and scratched, shoved, and bounded each other around in the hunt for bargains. A Cosmic Ray Age to succeed the present Atomic Age in the not distant future is predicted by Dr. Piara Singh Gill, Assistant Professor of Physics at the Forman Christian College here. Dr. Gill is conducting research on Cosmic Rays with an R.A.F. plane placed at his disposal by the military authorities.\n\nCosmic Rays, Dr. Gill declared, possess energy unsuspected by man even at the beginning of the atomic era. They generate energy which is roughly 100,000 times higher than can be produced with the help of a modern plant. The individual particles, the rays have higher energies than the particles released in nuclear fission.\n\nIn the production of the atomic bomb, only a tiny fraction of the mass of uranium has been used and when, through cosmic energy, the whole mass is utilized, the present atomic bombs will appear nothing more than fireworks.\n\nThe main obstacle to the use of cosmic rays at present is that the method to harness it has yet to be discovered, while atomic energy only requires an effective method for its release. Representatives of 20 nation-associated organisations here termed the relief programme mapped out by President Truman's emergency famine control committee \"insufficient to cope with the immediate threat of widespread famine.\"\n\nThe joint statement was made by veteran groups, women's clubs, religious and educational organisations, and others.
