ROBINSON, Knight, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies and Vice-Admiral of the same.\n\nThis Memorial of Residents in the Colony of Hongkong humbly Sheweth: That the Memorialists whose names are hereto subscribed respectfully lay before Your Excellency their anxious desire that the Law of Limited Liability of Shareholders in Joint Stock Companies as prevailing in England may be carried into effect in this Colony.\n\n2\\. Your Memorialists are aware that an Ordinance embodying this principle and described as the \"Companies' Ordinance of 1864\" was lately rejected on its second reading in the Legislative Council by a majority of one vote, but your Memorialists are led to believe that this circumstance simply arose from a misapprehension of the views held on this important question by the great majority of this Community.\n\n3\\. Your Memorialists are deeply interested in the prosperity of the Colony and are convinced that its welfare can be largely promoted by Joint Stock Associations formed for the purpose of carrying out such enterprises as cannot be undertaken by single individuals or by Mercantile firms. And your Memorialists clearly perceive that such combinations of private Capital can only be attained through the influence of a measure which will limit responsibility of Shareholders to a fixed extent.\n\n4\\. It is most respectfully submitted by your Memorialists that there always is in this place and in the neighbouring Ports of China a certain accumulation of private means not actively used in Commerce, and which could in many ways be advantageously employed were the desired Law in force. There is also a large stream of wealth constantly leaving China, some of which would assuredly remain here for permanent investment, by means of the facilities created under the operation of the said Law. An amount of outside Capital would thus be attracted to the Colony which would greatly stimulate its industrial character. It is moreover highly probable that nearly all the public Companies at the open Ports of China, would in course of time, avail of the privilege of registration in this Colony which would thus become the Official Head Quarters of many important enterprises, and attain a more eminent position in connection with the trade of China than belongs to it now.\n\n6\\. Lastly your Memorialists confidently believe that there is nothing exceptional in the character of Hongkong as a place of business, so as to render it unfit to possess the desired facility for local enterprise, and your Memorialists earnestly pray Your Excellency to consider with favour this petition, and again lay before the Legislative Council the \"Ordinance of 1864,\" together with this prayer of the Inhabitants that the said Ordinance may become the Law of this Colony. \"Companies' And Petitioners humbly pray, &c.,\n\nyour\n\nGeorge J. HONGKONG, APRIL 11TH, 1881.\n\nPRESENTATION OF AN ADDRESS TO SIR JOHN SMALE.\n\nA public address was presented to Sir John Smale, Chief Justice of Hongkong, at the City Hall, on Saturday afternoon. There was a considerable attendance, but much disappointment was expressed by many who were not present owing to no proper intimation of the holding of the meeting having been made. The attendance included a large proportion of Indians and some Chinese, and most of the European firms were represented by their chief partners.\n\nThe Chief Justice was met at the door of the Hall, by the Hon. P. Ryrie, Hon. W. Keswick, Mr. Justice Snowden, Mr. Hayllar, Q.C., and Messrs. Hoppias, Dalrymple, Belilios, Sassoon, Attonjee, and Braddon, who conducted his Lordship to the platform.\n\nThe address was presented by the Hon. P. RYRIE, who said—Sir John, I experienced much satisfaction when the pleasing duty was allotted to me of presenting to you the numerously signed address which I now hold in my hand and which I shall presently read. It has been my privilege to number you and the members of your family among my friends since the year 1861, and during that time the relations between us have been most cordial. I only regret that they are now to be severed by your departure for England, but I hope they may be renewed in our native country before long. That the departure of yourself and Lady Smale from this colony will be felt as a loss to our social circle, everyone I am sure will agree with me. Yourself and your amiable partner have done much to make residence in this colony agreeable by a most liberal dispensation of hospitality at your own residence and by assisting at our gatherings whether of a private, public, or semi-public character. As a most liberal donor to all charities and a subscriber to educational and missionary movements in this colony you will also be a great loss. In the Legislative Council, I have now been associated with you for fifteen years, and I am therefore able to state how conscientiously you have performed your duties as a member of that body, and as an unofficial member I have a grateful recollection of the manner in which you, from your seat in the Council, supported us, the unofficial members, when bringing forward views for the public benefit. (Hear, hear.) It is true that by an order of the Secretary of State you were debarred from voting save with the Executive, but, notwithstanding that, we on many occasions felt your sympathies were with us. I need not refer here and now to the performance of your duties as Attorney-General and Chief Justice. One gentleman, much more competent than I to form an opinion and more able to express it, addressed you yesterday in the Supreme Court in the name of the members of the legal profession in the Colony. That address I was very glad, and I am sure many here were glad, to read in the newspaper this morning. If you will now permit me, Sir John, I will read this address.—(Applause.)—\n\nThe hon. gentleman then read the address as follows:—\n\nTo the Honourable Sir JOHN SMALE, Knight, Chief Justice of Hongkong.\n\nSIR,—We, the undersigned Residents of Hongkong, desire, upon your approaching departure, to express the high sense we entertain of your public services as Attorney General and Chief Justice successively of this Colony.\n\nTo the administration of these offices you have brought not only high legal attainments, great acumen and a judgment ripened by long experience, but have been still more honourably distinguished by your strong sense of justice and pure sympathy with the right.\n\nMainly dealing, as the Supreme Court has to do, with a population alien to ourselves in race, language, and customs, the duty imposed on you of presiding at trials, both civil and criminal, protracted, and of the highest importance, has been one of exceptional difficulty. Of the success of your administration of the law, facts speak more than words; and in the increasing prosperity of the Colony, in the numbers of persons of various races who daily flock here to seek home or fortune, in the security of life and property, and the diminution of serious crime, will be found the best record of your services.\n\nIn looking back over the many years of your laborious career there is no matter which we feel you must ever contemplate with special pride and gratification. We allude to the attitude you have firmly maintained towards slavery in whatever form and however disguised, and the nefarious trade in women and children so often carried on in this Colony for the most infamous of purposes. The fruition of your work in this direction is not yet complete, but the policy you have done so much to inaugurate and carry out will never cease to be honourably associated with your name.\n\nOf your labours in the Legislative Council, of your connection with various public movements, of the sense of duty you have imported into all your public acts, we can say no better than that they afford a standard for all those who succeed you to be guided by. We now beg to bid you farewell, and finally wishing you a prosperous voyage and the enjoyment, for many tranquil years, of the repose you have so well earned, we subscribe ourselves, your sincere friends.\n\n(Signed)\n\nP.         "content_text": "THE DAILY PRESS, THURSDAY, MAY 26TH, 1881.\n\nTO THE HONOURABLE WILLIAM KESWICK.\n\nSir—The subscribers to the accompanying testimonial have confided to us the duty of its presentation, and in their names and our own of saying to you a few words of farewell. The numerous signatures appearing in the appended subscription lists, representing every class and race of this community, will afford you the best testimony of the wide-spread appreciation entertained of your public career, but it will not be out of place for us to pass in brief retrospect some of the more eminent services you have rendered the Colony.\n\nChief among these stands the able and straightforward performance of your duties in the Legislative Council, where you have for so many years held a seat. In a Crown Colony the position of an Unofficial Member of this Council is full of discouragement; having no power of initiation, and with the certainty before him of being outvoted if in opposition, his task is limited to criticism of the schemes of the Government. Your labours in this direction have been of the highest importance and utility, and more especially as a guardian of the public purse the attitude you have unflinchingly maintained cannot, we think, be very well over-estimated.\n\nThe little leisure which the pressing responsibilities of a large Mercantile House have left you, you have ungrudgingly bestowed on many other public affairs. As Chairman of the Chamber of Commerce your wide experience and knowledge of business have been of the highest value. The City Hall owes much to your care and attention. Schemes of charity and for the assistance of the poor or friendless have ever found in you a real sympathiser; and there are but few institutions organised in this Colony for humane or charitable purposes that have not profited by your liberal aid and advice.\n\nNot less worthy of mention have been your services to many of those Public Companies with which much the prosperity of the Colony has now become identified. To your power of labour, business capacity, and grasp of detail, these important concerns are in no small degree indebted for the prosperity they enjoy; and it is no slight to others to say that probably to you more prominently than any one else, is due the confidence which joint-stock enterprise now enjoys in the Far East.\n\nWe now beg to bid you farewell, and with every wish for your enjoyment of your well-earned holiday, we remain, your sincere friends,\n\nE. Prejudged and prejudiced as the matter has been from the first under a misapprehension of the circumstance, as set forth by interested parties before the Captain Superintendent, it has been unfortunately further prejudiced by certain cases that have cropped up recently against men of the type of Guada Singh, but your Petitioner unflinchingly believes that his conduct in the matter of the alleged transaction with Da Rocha will bear thorough investigation, and that he also confidently believes that he will come out of that inquiry without the slightest tar or tarnish on his character, and that he will be saved from the ignominy attaching to a dismissal.\n\n6.--Your Petitioner, therefore, earnestly prays that, taking all the circumstances respectfully urged by him in this and the previous Petitions, your Excellency will be graciously pleased not to condemn a servant of the Crown in the position of your Petitioner unheard, but that your Excellency will be pleased to appoint an independent Commission of Inquiry to fairly investigate the conduct of the Petitioner in the transaction attributed with Da Rocha, and to act on the Report of the Commission. Your Petitioner cannot but entertain an honest belief that such an inquiry will prove him not guilty of any breach attributed to him of any of the Rules and Regulations, in force at the time the alleged transaction was said to have taken place, for the general government and discipline of the Police.\n\n7--Or, if the appointment of an independent Commission of Inquiry be deemed inexpedient by your Excellency, your Petitioner humbly prays that your Excellency will be pleased to review, on the grounds urged by him, your Excellency's decision as to the dismissal of the Petitioner from the Police Force, or to so far modify your Excellency's decision as to grant to your Petitioner the pension honestly accruing to him after almost a lifetime of service, and to which your Petitioner ventures to say in this Petition hardly any member of the Indian Police Force can now lay claim.\n\n8. STEWART LOCKHART,  \nCOLONIAL SECRETARY.\n\n## THE HUMBLE PETITION OF THE UNDERSIGNED INDIAN BRITISH MERCHANTS, TRADERS AND OTHERS RESIDING IN THE COLONY OF HONGKONG\n\n1.--Your Petitioners are Indian Merchants, Traders, and loyal subjects of Her Majesty Queen of Great Britain and Empress of India, and engaging in business in Hongkong and elsewhere.\n\n2.--They have known Utter Singh, late Indian Sergeant-Major of the Hongkong Police Force, for a number of years, and have every reason to believe that as a Police Officer he has served Her Majesty the Empress in the Hongkong Police for upwards of eighteen years, and has during that time by his good conduct deservedly earned the respect and confidence of all his superior officers, as he has done of your Petitioners, and that your Petitioners could not but feel gratified that such conduct deservedly earned him the promotion, in 1896, to the highest rank the Indian section of the Hongkong Police Force could aspire to, that is to the rank of Sergeant-Major.\n\n3.--Your Petitioners heard with great regret that on the 3rd day of December, 1896, the said Utter Singh was dismissed from the said Police Force by the Honourable the Captain Superintendent of Police for an alleged breach of the Police regulations, and that he was thus not only deprived of the pension and gratuity that had accrued to him after many years of hard and faithful service, but that also the ignominy of a dismissal was inflicted on him.\n\n4.--Your Petitioners believe that the circumstances which led to the dismissal of Utter Singh were an alleged implication in some money-lending transaction, said to have transpired some three years ago, and that being implicated, as alleged, in such transaction was and is against the regulations of the said Police Force.\n\n5.--Your Petitioners are informed that all the circumstances attaching to the alleged money-lending transaction have been duly set forth in representations made to your Excellency by Utter Singh, but your Petitioners extremely regret that the redress which the said Utter Singh seeks, on the plea of not guilty, has been absolutely denied to him. Your Petitioners further regret that, beyond a certain informal procedure of inquiry adopted by the Captain Superintendent of Police, Utter Singh was never definitely informed of the exact nature of the charges made against him, and your Petitioners, therefore, respectfully submit that he had not had those opportunities of meeting those charges as could have thoroughly exculpated him in the eyes of his superior officer, though in the informal inquiry made as to an alleged lending of fifty dollars some three years ago to one Da Rocha, a telephone clerk in the Central Police Station, it has not failed to come out most prominently that Da Rocha repeated one story before the Captain Superintendent under that officer's previous inquiry in Utter Singh's absence, but radically subverted it when confronted with him, so much so that the Captain Superintendent was not slow to tax him severely for so prevaricating. This circumstance cannot but have a double bearing. First, that the informal inquiry had not been sufficient enough for eliciting the facts of the case, and, secondly, that the safeguards instrumental to guarding against deliberate prevarication had been altogether wanting in the Captain Superintendent's informal inquiry.\n\n6. Your Petitioners will not pretend to shield the said Utter Singh from the just penalty of any breach of Police Regulations, but your Petitioners feel that the exceptional severity with which he has been condemned and dealt with almost unheard, and the extent of the punishment inflicted on him, have not been fully appreciated by your Excellency, and your Petitioners cannot but regret that that severity is further enhanced many fold when Utter Singh's prayer for an independent Commission of Inquiry remains altogether unheeded.\n\n7.--Your Petitioners cannot but be aware that under a misapprehension of the circumstances, as set forth by interested parties before the Captain Superintendent, Utter Singh's case has from the first been prejudged and prejudiced, and that it has been further prejudiced by certain aspects of the Sikh characteristics that have cropped up against them in some of the cases that were recently heard in the Supreme Court. But your Petitioners beg to observe that, on the whole, the Sikhs are not so very black as they are painted. That they are not exempt from certain failings your Petitioners can hardly gainsay. They have, as Sir Lepel Griffin, a former Lieut.-Governor of the Punjab has described them, \"as keen a knowledge of the value of money, and as great a love of saving as the Scotch.\" But that they are dignified, sober, and orderly men, obedient to discipline, and devotedly attached to their officers is also a certificate that goes from the very same eminent authority.\n\n8.--Your Petitioners have all along observed that Utter Singh, like unto many others in the Police Force of this Colony, is a type representing the latter characteristics, and though possibly he may go under the former category as well, still your Petitioners believe that that being a trait common to many nations is no bar to a prayer for fair hearing on the true merits of his individual case, and that, therefore, your Petitioners venture to approach your Excellency with a very respectful prayer that your Excellency may be pleased to review your decision in Utter Singh's case, and to grant that redress and that justice to him which the merits of his case, in conjunction with the consideration of his long and faithful service of nearly eighteen years, entitle him to as a servant of the Crown.\n\nAnd Your Petitioners will ever pray, &c.\n\nSigned,\n\nE. PADANEY**\n\n# THE HUMBLE PETITION OF THE UNDERSIGNED INDIAN BRITISH MERCHANTS, TRADERS, AND OTHERS RESIDING IN THE COLONY OF HONGKONG\n\n## To His Excellency Sir William Robinson, K.C.M.G., Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies and Vice-Admiral of the Same\n\n**SHEWETH:-**\n\n1.—Your Petitioners are Indian Merchants, Traders, and loyal subjects of Her Majesty Queen of Great Britain and Empress of India, and carrying on business in Hongkong and elsewhere.\n\n2.—They have known Utter Singh, late Indian Sergeant-Major of the Hongkong Police Force, for a number of years, and have every reason to believe that as a Police Officer, he has served Her Majesty the Empress in the Hongkong Police for upwards of eighteen years, and has during that time, by his good conduct, deservedly earned the respect and confidence of all his superior officers, as he has done of your Petitioners, and that your Petitioners could not but feel gratified that such conduct deservedly secured him the promotion, in 1895, to the highest rank the Indian section of the Hongkong Police Force could aspire to, that is to the rank of Sergeant Major.\n\n3.—Your Petitioners heard with great regret that on the 3rd day of December, 1896, the said Singh was dismissed from the said Police Force by the Honourable the Captain Superintendent of Police for an alleged breach of the Police regulations, and that he was thus not only deprived of the pension and gratuity that had accrued to him after many years of hard and faithful service, but that also the ignominy of dismissal was inflicted on him.\n\n4.—Your Petitioners believe that the circumstances which led to the dismissal of Utter Singh were an alleged implication in some money-lending transaction, said to have transpired some three years ago, and that being implicated, as alleged, in such transaction was and is against the regulations of the said Police Force.\n\n5.—Your Petitioners are informed that all the circumstances attaching to the alleged money-lending transaction have been duly set forth in representations made to your Excellency by Utter Singh, but your Petitioners extremely regret that the redress which the said Utter Singh seeks, on the plea of not guilty, has been absolutely denied to him. Your Petitioners further regret that, beyond a certain informal procedure of inquiry adopted by the Captain Superintendent of Police, Utter Singh was never definitely informed of the exact nature of the charges made against him, and your Petitioners, therefore, respectfully submit that he had not had those opportunities of refuting those charges as could have thoroughly exculpated him in the eyes of his superior officer, though in the informal inquiry made as to an alleged lending of fifty dollars some three years ago to one Da Rocha, a telephone clerk in the Central Police Station, it has got clearly to come out that Da Rocha repeated one story before the Captain Superintendent under that officer's previous inquiry in Utter Singh's absence, but radically subverted it when confronted with him, so much so that the Captain Superintendent was not slow to tax him severely for so prevaricating. This circumstance cannot but have a double bearing: first, that the informal inquiry had not been sufficient enough for eliciting the facts of the case, and, secondly, that the safeguards instrumental in guarding against deliberate prevarication had been altogether wanting in the Captain Superintendent's informal inquiry.\n\n6.—Your Petitioners will not pretend to shield the said Utter Singh from the just penalty of any breach of Police Regulations, but your Petitioners feel that the exceptional severity with which he has been condemned and dealt with is almost unheard of, and the extent of the punishment inflicted on him has not been fully appreciated by your Excellency, and your Petitioners cannot but regret that that severity is further enhanced many fold when Utter Singh's prayer for an independent Commission of Inquiry remains altogether unheeded.\n\n7.—Your Petitioners cannot but be aware that under a misapprehension of the circumstances, as set forth by interested parties before the Captain Superintendent, Utter Singh's case has from the first been prejudged and prejudiced, and that it has been further prejudiced by certain aspects of the Sikh characteristics that have cropped up against them in some of the cases that were recently heard in the Supreme Court. But your Petitioners beg to observe that, on the whole, the Sikhs are not so very black as they are painted. That they are not exempt from certain failings, your Petitioners can hardly gainsay. They have, as Sir Lepel Griffin, a former Lieut-Governor of the Punjab, has described them, \"as keen a knowledge of the value of money, and as great a love of saving as the Scotch.\" But that they are dignified, faithful, and orderly men, obedient to discipline, and devotedly attached to their officers is also a fact attested by the very same authority.\n\n8.—Your Petitioners have always observed that Utter Singh, like many others in the Police Force of this Colony, is a type representing the latter characteristics, and though possibly he may come under the former category as well, still your Petitioners believe that that being a trait common to many nations is no bar to a prayer for fair hearing on the true merits of his individual case, and that, therefore, your Petitioners venture to approach your Excellency with a very respectful prayer that your Excellency may be pleased to review your decision in Utter Singh's case, and to grant that redress and that justice to him which the merits of his case, in conjunction with the consideration of his long and faithful service of nearly eighteen years, entitle him to as a servant of the Crown.\n\nAnd Your Petitioners will ever pray, &c.\n\nHONGKONG, 31st May, 1897.\n\n| Name |\n| --- |\n| E.         "content_text": "# Petition of Utter Singh\n\n## First Petition\n\n5. Your Petitioner humbly submits that the matter has been from the first under a misapprehension of the circumstances, as set forth by interested parties before the Captain Superintendent, and it has been unfortunately further prejudiced by certain aspects that have cropped up recently against men of the type of Gunda Singh. But your Petitioner unflinchingly believes that his veracity in the matter of the alleged transaction with Da Rocha will bear thorough investigation, and that he also confidently believes that he will come out of that inquiry without the slightest tar or tarnish on his character, and that he will be free from the ignominy attaching to a dismissal.\n\n6. Your Petitioner, therefore, earnestly prays that, taking all the circumstances respectfully urged by him in this and the previous Petitions, your Excellency will be graciously pleased not to condemn a servant of the Crown in the position of your Petitioner unheard, but that your Excellency will be pleased to appoint an independent Commission of Inquiry to formally investigate the conduct of the Petitioner in the transaction attributed to him with Da Rocha, and to act on the Report of the Commission. Your Petitioner cannot but entertain an honest belief that such an inquiry will prove him not guilty of any breach attributed to him of any of the Rules and Regulations in force at the time the alleged transaction was said to have taken place, for the general government and discipline of the Police.\n\n7. Or, if the appointment of an independent Commission of Inquiry be deemed inexpedient by your Excellency, your Petitioner humbly prays that your Excellency will be pleased to review, on the grounds urged by him, your Excellency's decision as to the dismissal of the Petitioner from the Police Force, or to so far modify your Excellency's decision as to grant to your Petitioner the pension honestly accruing to him after almost a lifetime of service, and to which your Petitioner ventures to say that hardly any member of the Indian Police Force can now lay claim.\n\n8. THE GOVERNOR'S REMARKS.\n\nREMARKABLE SIGNS OF UNANIMITY.\n\nThere was a large and thoroughly representative meeting of the Hongkong General Chamber of Commerce at the Chamber of Commerce Room yesterday, when certain resolutions were passed which directly concerned the question of the return of Germans to the Colony after the war, and also the remarks made by H.E. the Governor at the last meeting of the Legislative Council when replying to the motion proposed by the Hon. Mr. P. H. Holyoak in connection with the same subject. The Hon. Mr. P. H. Holyoak, Chairman of the Chamber of Commerce, presided, and he was supported at the head of the room by the Chamber Committee, viz., Hon. Mr. E. Shellim, the Hon. Mr. C. E. Anton, Mr. E. V. D. Mr. HOLYOAK, who was loudly applauded as he entered the room, and also when he rose to speak, said:- As it is past the hour for which this meeting was called I will proceed to address the meeting upon the subject for which you have been called together this afternoon. Briefly it is this.\n\nThat a resolution which was unanimously adopted by your elected committee was rejected in the Legislative Council, and we have now brought it before the meeting to endorse or not as seems fitting to you.\n\nThe resolution which I have to propose, and which in substance is identically the same as that proposed in the Legislative Council in your name, is as follows:-\n\nIt is the opinion of the Chamber that it is in the best interest of the Colony of Hongkong that persons of German nationality should be excluded therefrom for a period of at least ten years following the declaration of peace; and, that, subsequently, they be only admitted into the Colony under strict licence.\n\nNow, gentlemen, I contend that, speaking on behalf of the Chamber, there was not the slightest need on the part of the Government to debate this resolution.\n\nIt was largely academic, it did not seek legislation, it merely asked that the considered, and carefully considered, opinion of your elected Committee should be put before the authorities at Home, who are shortly to meet to consider this very question. We claim that we have a right to a voice, inasmuch as while the greater Colonies will be represented directly by their own representatives, we as a Crown Colony will be represented by the Secretary of State for the Colonies, and therefore a direct communication from this Chamber in no uncertain manner should be sent Home, quite apart from Government despatches and recommendations which might not be known to us.\n\nNow, gentlemen, we further contend that this resolution was never seriously discussed by the Government in Council, and that His Excellency's speech, if it was not flippant in argument, was at any rate unfortunate, to say the least of it, in its choice of language. (Hear, hear.)\n\nIt has been said, it was said in Council, that the appeal made was largely one appeal based on sentiment, and was one which ignored economic facts. In the first place, gentlemen, it is impossible in connection with this war to ignore sentiment. (Applause.) The entry of England into this war in the very first place was entirely and absolutely due to sentiment, namely, that we should fulfil our treaty obligations to the nation of Belgium.\n\nAnd, gentlemen, it is impossible to conceive that as a result of this war sentiment in connection with it will die down for many years to come, and therefore we cannot afford to ignore it. (Applause.) You will notice that I am endeavouring in presenting this case to present it without passion, and to deal with it calmly and logically as it presents itself and as I trust it will appeal to you.\n\nCommittee, I propose now to deal with the economic argument to which, it has been said, we did not sufficiently dwell upon.\n\nGentlemen, I really felt it was unnecessary to argue it at length because the disclosures in connection with the liquidations were such common property in this Colony that it did not seem necessary to argue them at length, but as it seems desirable to speak more fully upon it I will proceed to do so.\n\nI said in my speech that the return of the Germans to Hongkong would be inimical to the interests of Hongkong. That is the basis of our economic argument. (Applause.)\n\nTo your Chamber, and to your Committee, I propose now to deal with the economic argument to which, it has been said, we did not sufficiently dwell upon.\n\nGentlemen, I really felt it was unnecessary to argue it at length because the disclosures in connection with the liquidations were such common property in this Colony that it did not seem necessary to argue them at length, but as it seems desirable to speak more fully upon it I will proceed to do so.\n\nI said in my speech that the return of the Germans to Hongkong would be inimical to the interests of Hongkong. That is the basis of our economic argument. (Applause.)\n\nTo your\n\n[April 27th, 1917.\n\n209\n\n349\n\n8\n\nApril 27th, 1917.] CHINA OVERLAND TRADE REPORT.\n\ndevelopment any big commercial\n\ncome the expression of opinion of businessmen of Hongkong, men, gentlemen, that at least 60 per cent. of the German trade in this Colony was done in British cargo. Now, gentlemen, let us pause for a moment to consider what that means.\n\nI mean that if we are not alive to the possibility of competition, and knowing well we can meet them and overcome them, then we shall deserve all the competition we may possibly have to meet.\n\nThe Hon. Sir PAUL CHATER- then said: Gentlemen, while I yield to none in my detestation and horror of the Germans and the unspeakable atrocities committed by that nation since the commencement of the War, at the same time I cannot find myself in accord with the suggestion that it is in the best interests of the Colony of Hongkong that persons of German nationality should be excluded therefrom for a period of at least 10 years following the declaration of peace, and that subsequently they be admitted into the Colony under strict licence,\" save and except under conditions which are, I am convinced, beyond the bound of practical politics, namely, that the same stand be adopted and maintained by all the Allies in the Far East- France, Russia, Japan and most particularly China.\n\nGiven these conditions, then I am with you. Except under these conditions to exclude the Germans from our Colony would be merely to drive them to neighbouring trade centres, where once established they would prove a serious menace to our welfare and trade, not to mention the loss of benefits to be derived from the use of our Harbour by their shipping, and of shipping under their control. (Voice-Rot. They have no shipping. Who wrote it?)\n\nI deem it inexpedient that I should here mention in detail the place where they could exert and unless China sides with us) so establish themselves in our immediate neighbourhood.\n\nThey must be as well-known to you all as to me, but I shall be only too pleased to give my views in full to your Committee if and when they wish.\n\nIt has been argued that with no coaling facilities on the way German shipping will find a difficulty in reaching these distant waters, but can we for a moment suppose that she will not find means to overcome this difficulty? What about the use of oil fuel in place of coal? It would be easy enough for steamers using oil to reach Dutch ports in the East Indies and there replenish their stock for the further voyage to China, and Japan.\n\nThat China has at the moment broken off diplomatic relations with Germany we all know, and I trust that the day is not far distant when she will be numbered amongst our Allies; but to imagine for a moment that when peace is established she will continue to decline to trade with her is to my mind absurd.\n\nI have read that the German Concessions at Tientsin, Hankow and elsewhere, now being taken care of by China, will eventually be handed back to her, and we know Germans to-day are tolerated and trading in Shanghai.\n\nI maintain then to exclude them from this Colony only would be a suicidal policy. (Voice-No, no.) It may be said that we have got on very well and prospered without them during the war-granted but shall we not do so to a greater degree on their return! (Voice No.) Nor do I think we have much to fear for our trade from their competition for many years to come, particularly in view of the statement which has been put forward that they will have to compete without the banking and discount facilities in London which they formerly enjoyed.\n\nIn support of the remarks of our worthy Chairman as regards this resolution, and to add that it might be considered a matter of common and ordinary precaution.\n\nGentlemen. We desire these sentiments to be sent home to the Home Government.\n\nThe Prime Minister, very wisely, since the beginning of the war, has acted in consultation with the best technical and business brains of the country-(applause)-and we are encouraged to think that his Government will welcome...",

        "content_text": "Cei\n\n- 13\n\nhelped them to use that credit realise it would day, I know perfectly well that there is a section of the Chinese community, which lived and had its being, so to speak, from the credit system which the Germans adopted in this Colony, and who have excluded for that reason the wider question embodied in my resolution. They remember that it was their living in the past. But there are wider questions than that for the Colony to deal with and therefore contained in my solution. That resolution has been carefully considered by the Chamber of Commerce and we are of the opinion that what is involved is in the best interests of the Colony, so I leave it with you.\n\nwith them if we can possibly avoid it. Accordingly, I have avoided anything in moving the resolution which could be called exaggeration. One could speak with greater stress and far greater freedom if one could leave oneself free to imagination, and draw a picture of the conditions which the aftermath of this war will inevitably produce. But the whole burden of my resolution has been lost sight of in every argument advanced against it. I do not ask this Council to endorse a resolution pledging this Colony to legislation that for ten years after the war Germans shall be excluded from coming within our shores. What I ask for and plead for is that we shall pass the resolution and send it home to the Home Government as an expression of the Colony's opinion; an expression of\n\nHIS EXCELLENCY--I have one more opinion coming from the commercial men of mark to make, and that is that I do not think this Colony. The remarks which have fallen from H.E. the Governor are a deliberate flouting of the studied opinion of commercial men of the Colony, who have carefully considered the question and come to a decision, and to tell them they are more pigmy champions compared with the past is an insult to the Chamber of Commerce--explain it how you can. With regard to the remarks which have fallen from my hon. Chinese colleague, I would point out that this resolution has been on paper for a fortnight, which gave ample time for him to consult with the Chinese Chamber of Commerce if he had desired to do so. Apparently, he did not. I have also consulted many Chinese in connection with this matter, and many Chinese merchants have told me frankly that they did not desire the German trade to return to the Colony; they very much deprecated such trade and the system which had been adopted in the past. I was astounded to hear the words fall from the lips of the Attorney-General that there were some virtues in the credit system. There is a virtue in the credit system, provided it is under control, but, speaking from experience, and from a deep knowledge of the subject, I say that the credit system practised by the Germans, which was not controlled, was positively immoral. The British banks who\n\nThe resolution was then put to the meeting, and the Governor declared that the \"Noes\" had it.\n\nHon. Mr. HOLYOAK asked for a division and this resulted as follows:-\n\nFor the resolution:- Hon. Mr. Holyoak, Hon. Mr. Pollock, Hon. Mr. Anton, and Mr. Shellim.\n\nAgainst the resolution: - Hon. Mr. L. Chu Pak, Hon. Mr. Wei Yuk, and all the official members.\n\nThe resolution was then declared lost by nine votes to four.\n\nThis was all the business. Council was adjourned sine die.\n\nCHAMBER OF COMMERCE RE-AFFIRM THE COMMITTEE'S DECISION.\n\nThere was a large and thoroughly representative meeting of the Hongkong General Chamber of Commerce at the Chamber of Commerce Room on April 24th, when certain resolutions were passed which directly concerned the question of the return of Germans to the Colony after the war, and also the remarks made by H.E. the Governor at the last meeting of the Legislative Council when replying to the motion proposed by the Hon. Mr. P. H. Holyoak in connection with the same subject. The Hon. Mr. P. H. Holyoak, Chairman of the Chamber of Commerce, presided, and he was supported at the head of the room by the Chamber Committee, viz., Hon. Mr. E. Shellim, the Hon. Mr. C. E. Anton, Mr. E. V. D. Parr, Mr. C. Montague Ede, Mr. A. S. D. Cousland, Mr. A. O. Lang, Mr. G. T. Edkins, Mr. S. H. Dodwell, and Mr. N. J. Stabb. There were also present the following:-\n\nSir C. P. Chater, CMG.; Mr. H.
