(Deputy Inspector-General, Professor of Military and Tropical Medicine at the Royal Victoria Hospital, Netley), who has given me the certificate enclosed with a view of saving me, if possible, a journey to London during this inclement weather. I find that since his return from Brighton & Lymington, he has greatly improved both in general health & in his, so to speak, local complaint. But his stay in England has not been sufficiently long to make his recovery permanent.         "content_text": "# 653\n\n**Application for a Civil Appointment**\n\na civil appointments, such as the enclosed application, which I take the liberty to forward, shows -\n\nI was educated at Christ's Hospital, Steetford, and London; am Graduate in Medicine of the Queen's University Ireland; and a Member of the Royal College of Surgeons, London, and am 29 years of age.\n\nMy Father (who died while I was on service in India) was for upwards of 30 years Agent for D. S. Kerr of Montalto, C. Downs, ex M.P. for Downpatrick, and who is a near relative of the Lord Londonderry and Dufferin family, to the latter, myself and family well known. As also to Mr. Keown, M.P. for Downpatrick, and Messrs. Johnstoun and M'Clure, M.P.s for Belfast, and M. Dalway, M.P. for Carrickfergus.\n\nAs the appointment I was expecting was that of a medical officer of health, my Testimonials, by request, bear chiefly on my fitness for such a post. After taking the degree of Doctor of Medicine, and passing the College of Surgeons of London, I gained an appointment in the Army Medical Service, while undergoing my course of instruction by competition, in August, 1864, at the age of 21 years.\n\nAt the Army Medical School, Netley, I devoted myself to the study of matters relating to the Public Health, and worked specially at Water Analysis with Dr. Parkes, Professor of Sanitary Science and Hygiene at the Army Medical School, investigating also the methods for the Treatment and Utilization of Sewage.\n\nIn December, 1864, I forwarded a lengthened Report to the Director-General of the Army, on the Ventilation and Examination of Air in Barrack rooms, which Report was published, by his order, in the Annual Statistical Blue Book of the Army, for the year 1865-1866. I served for upwards of six years on Foreign Service in India, and, during that period, I have held the following Sanitary Appointments, separate and apart from that of my regimental charge:\n\n| Appointment | Year |\n| --- | --- |\n| I. C. Hewett, A.M.D., with the School, and his position in the list of candidates who entered the service contemporaneously with him, hereby certify that Mr. Hewett went through the Netley courses of instruction on two occasions, viz., firstly as a Naval Medical Candidate in the Summer Session of 1873-74, when he took the first place in the list of Naval Candidates, gaining a combined total at London and Netley of 4,317 marks; and secondly as an Army Medical Candidate in the winter of 1875-76, when he took the first place in the list of Army Medical Candidates, gaining a combined total at London and Netley of 5,012 marks.
