        "content_text": "227\n\n13\n\nHONG KONG\n\nHONG KONG.\n-12\n\nREPORTS EXHIBITING THE PAST AND PRESENT\nStanley and Aberdeen the numbers are always very much reduced during the fishing season, when the greatest part of the scholars are withdrawn to assist their parents in the labours of the fishery.\n\n2. The course of instruction has been, that half the day has been devoted to the study of the Scriptures and books composed under the superintendence of foreigners, and half to the study of the Chinese Classics.\n\n3. A work on geography, published by Mr. Muirhead, at Shanghai, at the expense of Mr. Lancelot Dent, has been introduced into the schools with considerable advantage; and two Chinese pupil teachers, from St. Paul's College, have, since the month of May last, attended the Victoria and Wongneichoong schools once, and latterly, twice a week, for the purpose of teaching English, in which the boys have now begun to show some progress.\n\n4. During the year, there have been several applications, by boys, for admission into St. Paul's College; but one pupil only, from the Wongneichoong school, has been admitted, (but see par. 8).\n\n5. Two of the schoolmasters have died during the year. There were many candidates for the vacancies, and selection was made of those who appeared to have had most experience in teaching, and to be otherwise best fitted for the office.\n\n6. Two members have been added to the committee, the Rev. Mr. Odell and the Rev. Dr. Legge; and this addition may, it is hoped, secure for the schools better supervision, though those in out villages must necessarily be left much to themselves, owing to their distance from Victoria, the difficulty of access to them, and the more important occupations of the members of the committee, which do not permit them to leave the town frequently.\n\n7. Two school-houses have been commenced by the surveyor general; one at Victoria, on a site adjoining the European part of the town, yet overlooking and adjacent to the Chinese part; the other at the village of Wongneichoong. Great improvement will doubtless result from the erection of these buildings, and we trust that his Excellency will see fit to sanction, during the coming year, the erection of similar buildings at the three other villages--Aberdeen, Stanley, and Hong Kong, in lieu of the apartments now used as schoolrooms, which are confined, incurably dirty, and altogether unsuitable.\n\n8. On 4th instant an examination of the scholars was held at St. Paul's College, and prizes were distributed in accordance with the suggestion made in our letter of 13th September last, and approved by his Excellency. After the examination, seven of the most promising scholars were selected by the Lord Bishop of Victoria, and transferred, with their entire satisfaction, to the college, to receive a better course of instruction. Four of these were from the Wongneichoong school.\n\n9. A request was made during the year by the residents at West Point, that a school might be established in their neighbourhood. A similar request was made by the residents of Sookunpoo; and at the outlying village of Sheako, where the population is agricultural and stationary, a school might be set on foot with great benefit to the villagers, who are for the most part too poor to obtain this advantage without assistance.\n\n10. We think that the study of the English language should in this, an English colony, be encouraged as much as possible, not merely in regard to its utility as a mental exercise and a means of obtaining what is valuable in English literature, but in regard to the effects to be produced by such a knowledge in preventing misunderstanding, and establishing a bond of union between the many thousand Chinese who have made this place their residence and the handful of Europeans by whom they are governed.\n\n&c.\n\nHon. ROBINSON, Governor, &c., Hongkong\n\nWe, the undersigned, residents in Hongkong desire to convey to Your Excellency (on the eve of your departure for England) the expression of our esteem and the assurance of our best wishes for your happiness.\n\nThe three years during which you have discharged the duties of Governor of this Colony, have been marked by its rapid progress in prosperity, population and wealth.         "content_text": "THE HONGKONG GOVERNMENT GAZETTE, 2ND MAY, 1863.\n\nAnd We do hereby further declare and ordain that from and after the same date the Dollar of Mexico or other silver Dollar of equivalent value as may from time to time be authorized by the Governor or Officer administering the Government of Hongkong shall be the only legal tender of payment (except as hereinafter directed) within Our said Island of Hongkong and its dependencies:\n\nAnd we do hereby further ordain and declare that such silver coins as may be issued from Our Mint representing some multiple of the Cent or one hundredth part of the said Dollar shall be legal tender of payment for any sum not exceeding two Dollars and such copper or bronze coins as may be issued from Our Mint representing the cent or one hundredth part or the mil or cash representing one thousandth part of the said Dollar shall be legal tender of payment for any sum not exceeding one dollar:\n\nAnd we do hereby further ordain and declare that the silver and copper coins to be issued from Our Mint as aforesaid shall be prepared as follows:---\n\nThe silver pieces of money shall be prepared of silver containing twenty per cent of alloy. Every such piece shall have for the obverse impression Our Effigy crowned, with the Inscription \"Victoria Queen\" and for the reverse impression an inscription indicating the value of the piece in cents of a dollar with the words \"Hongkong\" and the date of the year, and the same inscription repeated in Chinese Characters.\n\nA copper piece representing one hundredth part of a Dollar shall have for the obverse impression Our Effigy crowned, with the Inscription \"Victoria Queen\" and for the reverse impression the Inscription \"One Cent Hongkong\" with the date of the year, and the same inscription repeated in Chinese Characters.\n\nAnother copper piece representing one thousandth part of a Dollar shall be perforated in the centre, and have for the obverse impression the Inscription \"V.R.\" surmounted by a Crown, with \"Hongkong, One Mil\" and the date of the year, and for the reverse impression the inscription Hongkong One Cash or One Mil represented in Chinese Characters.\n\nNo. 44.\n\nGOVERNMENT NOTIFICATION.\n\nWhereas it has been reported to this Government that among the Pirate Junks infesting this neighbourhood and the Formosa Channel certain lawless Persons, English and American, are employed, it is hereby notified that\n\nA REWARD OF ONE THOUSAND DOLLARS\n\nwill be paid for such information as shall lead to the conviction, on trial before the Supreme Court of this Colony, of any such Person so associating with Pirates.\n\nInformation will be received by the Senior Naval Officer, H.M.S. It was prepared by the Reverend W. M. Mateer of Shan Tung, a man of considerable ability, and I speak of its merits from having seen it in manuscript.\n\nMr. Mateer is now engaged on an Algebra for the use of his own schools, and he intends to make it more simple and elementary than the books on that subject which have hitherto been published in Chinese. In Geography, we are sadly in want of a good text-book. I have made some use of a little book based on the IRS and printed at Shanghai. It is however very defective, and erroneous in some points. A better book is the \"Earth\" by Mr. Muirhead of Shanghae. I am thinking of issuing from our college press a cheap edition of Hsü's large Geography above named.         "content_text": "# THE HONGKONG GOVERNMENT GAZETTE, 16TH FEBRUARY, 1878.\n\nHappily the Chinese Government and private individuals are exerting themselves in the latter, and large contributions have been raised and forwarded both in money and food to the Famine stricken districts.\n\nBut the whole is of course utterly inadequate to meet the wants of the case, and Missionaries alike Catholic and Protestant, are engaged to the utmost of their ability in the work of distribution and more are ready to enter on it, if means are provided for the purpose. Urgent appeals are to hand for aid, and the Relief Committee here have resolved on adopting the same line of action that was pursued last year, namely, canvassing the foreign settlements at this place, writing to the outports, including Hongkong and Japan, and, in addition, to telegraph to England and America.\n\nLast year the Colony of Hongkong responded liberally to the appeals that were made for Shantung, and the necessities of the case compel us to renew our appeals this year, also in the hope that they will be as effective as they were then.\n\nWe have been appointed to write your Excellency for this purpose, and to lay the matter before you, requesting that such means may be carried out at Hongkong, as may be thought most suitable. Your kind attention to this will be the occasion of much thankfulness to the members of our Relief Committee and it is desired that any monies contributed for the object may be sent to the Treasurer of the Fund, F. MISSION HOUSE, HONGKONG, 7th February, 1878.\n\nEXCELLENCY,-The appalling news of the horrors of famine, which I almost daily receive from the North of China, compels me to recur to the generosity of the heart of Your Excellency, craving for a relief for so many famine-stricken fellow-creatures. As Procurator of the Sacred Congregation of Propaganda Fide, I continually receive letters from the heads of the Italian Missions, that is the Provinces of Shen-Shi, Shan-Shi and Honan, the Provinces most suffering from famine. My great friend the Right Reverend Bishop VOLONTERI, Vicar Apostolic of Honan, well known here in Hongkong where he worked as Missionary for 10 years and who made the so widely spread chart of the San-on district) writes me in date of 12th January, that the horrors of famine are so great, that fathers are seen eating the corpse of their children, and children assisting at the death of their fathers, eating them immediately as they have expired. Indeed the local Mandarins do something, but quite powerless for so many dying people in those huts where at times some 5 or 6 thousand people collected receive a daily soup by the Government, some 60 or 100 corpses are extracted every day.\n\nAfter such terrible description of the horrors of famine, the Right Reverend Bishop VOLONTERI, and the Right Reverend Bishop LING, Vicar Apostolic of Shan-Shi pray me to do all that lay in my power to find some relief for so many poor creatures, whom they are condemned to see dying every hour around them, unable as they are through poverty to stretch forth their hands to help them. I urged by such pitiful motives take courage to put my humble petition for some relief in the hands of Your Excellency, knowing the sincere feelings of charity which animates your heart, and hoping that the Colonial Government, which was so liberal last year for the poor people of Shantung Province will also come to the help of those of Shan-Shi and Honan.\n\nI have, &c.,  \nG.         "content_text": "474\n\nyears\n\nI have served the Colony for thirteen and a half, and, as I devote my whole time and energies to it, my only prospect of reward is in the service, in the shape of promotion or increased emolument.\n\nYour approaching absence, for the first time in eleven years, will make possible a temporary promotion with some trifling emolument attached, and if this is to be bestowed upon the first outsider, a youthful stranger without knowledge or experience, what hope is left to old and tried Servants of the Crown and what incentive to diligent faithful service?\n\nThe Dating Governor doubtless took it for granted that your proposition was only put forward after careful consideration, and, as the best provision for the efficiency of the Public Service, I have pointed out the cruel injustice of it and I now declare that it is not necessary.\n\nIn 1875, when you last took leave, I carried on the whole work of the Dept: (exclusive of the Harbour duties) for four months single-handed, and now with the help of Dr. Muirhead I am prepared to undertake it again for five months.\n\nThe effort I made in 1875 was, I have always understood, successful, and with eleven years' additional experience I should not now be less competent or efficient.\n\nI am at a loss to understand your action in this matter but with the additional light which I have thrown upon its consequences, I trust you will be able to urge upon the Acting Governor the desirability of altering your proposed arrangement.\n\nJustice and the efficiency of the Service must be two main objects of the Executive, and as the appointment inadvertently sanctioned involves a disregard of both, I beg you will place the foregoing remarks before His Excellency, when I feel assured the oversight will be at once rectified.\n\nI have the honour to be,\n\nYour Most Obedient Servant,\n\nsd.         "content_text": "Tele \n\n170 \n\n3218 \n\n0215 \n\nHOUSE OF COMMONS Agreement.\n\nThat \n\nMarconi Company [Mr. Herbert Samuel.] one to Pretoria, and also to India. station will require six aerials. Each of the stations will cover the great area of seventy-five acres.\n\nAs to each of the twin stations which we establish in England, these may have a larger area. My engineers estimate, and the Admiralty engineers also estimate, that the cost of the masts alone will be more than half of the total cost of the stations. These steel masts have to be 300 feet high, and they have to be so constructed as to be able to bear a horizontal strain at the top of two tons. On the average there will be thirty of them, made of steel, and the cost of them per station will, including freight and the cost of erection, average about £32,500. These are not the estimates of the Marconi Company, but the estimates of our own officers.\n\nThe power plant is in all cases to be duplicated, so that these stations will not be put out of action in case one of the engines breaks down. The duplex power plant to be established in the stations—here there is some disagreement among the experts, some saying the cost will be £12,000 and others £15,000 for the power plant—this apparatus will, my officers estimate, cost between £9,000 and £10,000. These three items alone, apart from the aerials, the cost of supervision, and all incidental expenses, are estimated to cost from £53,000 to £57,000.\n\nTherefore, with regard to the cost of the station, £60,000 is not an unreasonable estimate. With regard to the royalty, the master or main patents of the Marconi Company expires in 1914. The company will make an application for renewal, which may or may not be successful. Another patent is the Lodge-Muirhead, which has lately been renewed for the period of, I think, seven years. The company have a number of other patents which will be of extreme value in the conduct of this service, and, as I have already stated, they have some inventions, particularly in relation to duplex working, which I understand, though I am not quite sure, are quite new and which have not yet been patented.\n\nIf the company had asked for no royalty they would certainly have required a very much higher price for the erection of the stations themselves. My own view was that it was better to pay a royalty and a moderate price for the stations than a high price for the stations and no royalty. Because the royalty will maintain the interest of the company in the scheme, and make it worth their while to give us the advantage of every development by the Marconi Company in the sphere of wireless telegraphy.\n\n7 AUGUST 1912\n\nWhat is \n\nMarconi Company scheme, and make it worth their while to give us the advantage of every development by the Marconi Company in the sphere of wireless telegraphy.\n\nThe royalty is to be on gross revenue, not on net, because we are anxious that the Government should retain control of the amount of the rates charged for transmitting telegrams. If we had agreed to pay royalty on net revenue, the company would be entitled to say that the rates should not be reduced without their consent. Further, if we had said the company shall be paid so much on the net revenue, the company would be entitled to say that it would absorb the whole of the profits and that there would be no net revenue, and therefore it would reduce the whole of their royalty if we reduced rates; consequently, as the Government is anxious to retain the entire control of the rates charged in its own hands, the other course was preferred.\n\nOf course, I should greatly have liked to have agreed for the payment of a much lower royalty—10 per cent., and my first offer to the company was a mere fraction of the rate we were in this position, that the company categorically, definitely, and finally informed us that they would not take the erection of the stations for a sum less than that which was ultimately mentioned by the Committee and myself. I should like to make it perfectly clear to the House that the company has not been granted a monopoly. Many statements have been made, or, rather, misapprehensions have arisen in this respect—the company has not been granted a monopoly.\n\nThe use of some better system altogether, to get free of the Marconi patents entirely. We reserve to ourselves the right to discontinue the use of the Marconi system and to introduce any new system we prefer, and the moment we do so the royalty ceases altogether.\n\nWe reserve the right to introduce new inventions that we choose into the working of these stations. If we hear of any improvement which is the property of any syndicate, and we can make terms with that syndicate for the use of that improvement, we are at full liberty to introduce that improvement into our stations. The hon. Member for Launceston mentioned to me that we had, however, undertaken to consult the Marconi Company as to the introduction of these improvements by the company, subject to their advice, and that would mean that no improvements would be introduced, because the owners would not wish them, or would not permit them, to be known to the Marconi Company. That objection, which would be a serious one if it were valid, is not well founded. We do not so read the Clause, and the company have clearly been given to understand that they will not have a right to object.\n\nMajor ARCHER-SHEE: Does not Clause 3 prevent that!\n\nAgreement. be erected by the Marconi Company on the same terms as are laid down in the contract. That is in the contract. It is true that that Clause would debar the Government within the next five years from erecting any additional stations in other places on other systems, and the Clause has been criticised for that reason. Within the last two or three days the Marconi Company have written me a letter in which they say they have observed this criticism, and for their part they have no desire to be protected against the competition of other systems, and they do not attach serious importance to any protection against the competition of other companies. They say:—\n\nMr. HERBERT SAMUEL: No, Clause 3 does not deal with these stations, it deals with any fresh stations that may be erected after the first six. My advisers inform me if, for example, we were to wish to convert the stations later on and to continue the arc system instead of the spark system, if that is found to be more satisfactory, the cost of the conversion would be about one-sixth of the original cost of the stations, and of course it may be worth while to go to that expense in order to get that new system; while to convert it to the Telefunken system, which is another spark system, on the same lines as the Marconi system, would cost much less. Of course, we do not at present contemplate conversion.\n\nThe company is confident of being able to retain its own long-distance wireless telegraphy and does not fear the competition of other companies.\"\n\nNow I come to the five-year limitation to which the hon. Member has referred in Clause 3.\n\nThe company originally pressed for the right to erect all future long-range wireless stations throughout the Empire or any of the eighteen for which they had originally asked licences. That we declined, and as a compromise it was decided that during the next five years after the date of the signature of the contract any fresh long-distance stations forming part of this general scheme should be erected by the Marconi Company on the same terms as are laid down in the contract.\n\nAnd, therefore, they say, if it is thought desirable in the House of Commons that this five-year Clause in the contract should be omitted, on their part they would have no objection. I am naturally glad to accept an offer of that character, because it removes the restriction of limiting the Government, and future discussion of this matter can proceed on the assumption that Clause 3 of the contract is omitted.\n\nMr. MITCHELL-THOMSON: Entirely?\n\nMr. HERBERT SAMUEL: Entirely, and if later on the Government think some other system is better, they may erect long-distance wireless stations in different parts of the Empire on some other system. I confess I am very sceptical that the Government will ever have to avail of that opportunity. I should like, finally, upon this point to say that within the last few days the German Government have entered into a contract for long-distance wireless stations in certain parts of their dominions in the Indian Ocean and Australian seas. Four stations are to be erected. Z/Hongkong 3621.\n\nCrown Agents for the Colonies to the Colonial Secretary, Hong Kong.\n\nSir,\n\n27th October, 1925.\n\nI have the honour to again refer to your letter No. 1 in 26/1925 of the 2nd February regarding the proposal to lay Water Mains across Hong Kong Harbour.\n\n2.\n\nAn advertisement was inserted in the Engineering Press and also in the \"Times\" inviting tenders for the proposed works but two firms only have submitted tenders, namely:-\n\nMessrs: Sir W. G. Armstrong Whitworth and Co. Ld.\n\nMessrs: Wm. Muirhead Macdonald Wilson and Co. Ld.\n\nCopies of the tenders submitted by these firms are enclosed and a copy of the covering letter accompanying the tenders in each case has been attached to the copy of the tender.\n\n3.\n\nTenders were forwarded to our Consulting Engineer, Mr. Wm. Fairley, for his observations and we enclose a copy of his report thereon dated 7th October. A copy of Mr. Fairley's report and copies of the two tenders were forwarded, in compliance with the last paragraph of your letter under acknowledgment to Mr. R. M. Henderson for his observations and Mr. Henderson has since called here and discussed the matter with us. As Mr. Henderson was due to return to the Colony almost at once he was unable to spare sufficient time to examine the tenders closely but he is taking copies with him to the Colony and will be in a position to go into the matter fully on his arrival in Hong Kong.\n\nAn examination of the tenders will show that while both tenderers have quoted a lump sum price for the whole work, Messrs: Sir W. G. Armstrong Whitworth and Co. Ld. make an alternative proposal to carry out the work at cost price plus a fixed fee and\n\n4.",

Such matters, however, would be more for discussion and arrangement between your Solicitors and the selected firm. Further, both firms have made large additions to the sums necessary to construct the work to cover contingencies that might arise, and which, although matters over which they have no control, they consider the General Conditions would make them liable for without redress. In both cases they have accordingly added to their tenders a sum which they consider sufficient to protect them should such contingencies arise.\n\nIn the case of Messrs. Armstrong's Tender No.1. Taking their own figures, it would appear that at least a sum of about £62,000 is allowed for contingencies that might arise and profit. The risk allowance, according to their letter, amounts to 25% of their tender. In the case of Messrs. Muirhead, the sum allowed for such is considerably more and accounts largely for the difference in the two tenders.\n\nTaking Messrs. Armstrong's tender No.1 and Messrs. Muirhead's tender, the difference is very considerable, and if a tender is to be accepted which shall release the Government of all risks connected with the work, then the tender of Messrs. Armstrong is the more acceptable tender. The items in their Schedule appear to be priced with care. It should be remembered that in both tenders, as required by the specification, provisional amounts are allowed for material and special work, which would, if not required, be deducted from the contract, and comprise a sum of approximately £10,000. These items were included as usual on work of this description, so that the Engineer in charge would have latitude to deal with unforeseen events without seriously affecting the contract amount. Armstrong submit a second tender, based upon what they estimate as the actual cost of constructing the works, to this they ask a sum for profit and administration in London and in the Colony to be added. In this tender no allowance for contingencies and risks are included, and consequently it makes a very considerable difference on the total amount of tender, but it must be remembered that should any of the risks and contingencies allowed for in Tender No.1 arise during the contract the expense and responsibility for such would require to be borne by the Government.\n\nThe amount of Messrs. Armstrong's tender No.2 is £138,000 this for executing the work and providing all materials and labour, and they ask an additional sum of £27,000 to be added for their expenses in administration and profit. This is approximately 20% and is the same as would be required by Messrs. Muirhead for similar purposes. This would, however, be a matter for discussion and adjustment.\n\nThis tender, on the lines above, might be worth consideration, as in the event of certain contingencies not arising the Government would make a considerable saving on the No.1 tender. On the other hand, they have the risk that this estimate might be exceeded.\n\nIn an interview I had with Messrs. Armstrong's officials, I asked to be supplied with the difference that could be deducted assuming that one of the 18\" pipes was laid in the first instance.         "content_text": "# PRINCE HENRY IN HONG KONG\n\n## ROYAL WEATHER AND A ROYAL WELCOME\n## BUSY ROUND OF FORMAL AND SOCIAL ENGAGEMENTS\n\nBy a strange chance the arrival in Hong Kong on April 25 of H.R.H. the Duke of Gloucester coincided with two events of very great interest throughout the British Empire. Thursday happened to be the birthday of the Duke's sister, H.R.H. Princess Mary, and also an anniversary which is very solemnly observed throughout Australasia—Anzac Day. The heavy grey and black clouds hovering over Hong Kong early in the morning had passed away by the time the great P. & O. liner **Morea** entered harbour at ten o'clock, and sunshine and blue skies greeted the Duke of Gloucester as he landed at Queen's Pier an hour later.\n\n### THE PRINCE STEPS ASHORE\n### SCENE ON QUEEN'S PIER\n\nThe official landing of Prince Henry was timed for 11 a.m., but an hour earlier crowds were lining the streets and balconies giving on to Statue Square, and the Star Ferry Wharf was thick with spectators, some of whom had even climbed to the roof. Queen's Pier was decorated with flags, palms, and a red carpet which was upon the steps. On the pier were gathered members of the Executive and Legislative Councils, the Consular Body, representatives of the Churches and of His Majesty's Services.\n\nDrawn up in front of the pier was the Guard of Honour provided by the Somerset Light Infantry, under command of Capt. Strachey. The H.K. Volunteer Defence Force were in Connaught Road between Queen's Pier and the Star Ferry Wharf under the command of Major R. A. Wolfe Murray, and alongside them were some fifty members of the British Legion led by Mr. J. W. James and members of the Ex-Active Service Men's Association under Mr. T. T. Laurensen.\n\nHis Excellency the Governor (Sir Cecil Clementi, K.C.M.G.), accompanied by members of his staff, went out on the launch **Britannia** to the **Morea**, which was anchored in mid-harbour, to greet His Royal Highness, returning at 10.50 to Queen's Pier.\n\nThe approach of the launch **Lila** carrying the Prince with his staff was heralded by the playing of the National Anthem from the quarter deck of H.M.S. **Suffolk**, and as His Royal Highness stepped out of the launch to be greeted by H.E. the Governor, a Royal salute was fired by the same warship and given by the Guard of Honour.\n\nHaving shaken hands with His Excellency, the Royal Visitor was then presented to the following gentlemen who formed the reception party on the Pier—Vice-Admiral A. He was wearing on this occasion a white uniform with the blue ribbon of the Garter.\n\n### A GLIMPSE OF VICTORIA\n### WEST POINT EN FETE\n\nThe short drive taken by the Prince and his party round the city, between the official landing and his reception in the City Hall, was by way of Connaught Road and Queen's Road to the City Hall, so via Hill Road and the Praya to West Point. The whole route was decorated with flags both British and Chinese, and numbers of people watched from the pavements and balconies overlooking the road. At the junction of Hill Road and Queen's Road West, where the big Chinese Restaurants are situated, a huge triumphal arch which over-topped the buildings was erected. It stretched right across the road in three arches and was built up in three tiers, the second showing one of those scenes of the Chinese Heavens which are often seen on ceremonial occasions in the Chinese quarter. The whole arch was made of coloured and pictured matting and was decorated with a message of welcome in large letters, flowers, and flags. Two smaller arches had been erected in Queen's Road West, and several more of these miniature temples were hung overhead from one side of the street to the other.",
