Following is suggested answer to Parliamentary Question.\n\nPotentialities of illegal Communist activities have been a constant source of anxiety to Hong Kong Government, which has not failed to take note of Communist methods in Malaya and elsewhere.\n\n2. As a result of the increase of Communist activities in the Far East, a series of precautionary measures have been taken to curb activities by Communist or other political organisations likely to cause violence in Hong Kong. Among these measures is the Public Order Ordinance passed by the Legislative Council on 28th October, which gives the Government more drastic powers for maintaining public order in the event of a political or other emergency and, in particular, to deal with organised bodies which may resort to violence. The Deportation of Aliens Ordinance has also been amended to make it easier to expel certain undesirables and disturbers of the peace.\n\n3. A difficulty facing the Hong Kong Government hitherto has been the freedom of entry and exit from the Colony in practice, accorded to persons of Chinese race. The Hong Kong Government has felt unable, in the present circumstances, to continue to allow uncontrolled entry and has therefore now instituted control over Chinese arriving from all countries other than China.\n\n4. Arrangements for close liaison with Malaya and Siam regarding movements of known or suspected Communists have been made. Similar liaison will shortly be arranged with other neighbouring Governments.\n\n5. The Hong Kong Government has recently nipped in the bud attempts to recruit Communists for action in Malaya or elsewhere, and is considering whether those concerned should be prosecuted or deported. Deportation proceedings are in train in connection with several other cases where it was found that Communists were attempting to use Hong Kong as a base for activities directed against the Government of China.\n\n6. It is known and can be produced in evidence, within security limits, that this organisation is widespread in Hong Kong and closely knitted and directed. The latent power of influence is large and could dislocate the economic life of the Colony and stretch the security forces beyond their limits, and there are comrades not far distant trained to terrorism and banditry.\n\n3. \nIt is true that this influence is not directed against the interests of Hong Kong at the moment, except inasmuch as it disturbs friendly relations with the established Government of China, but there is the fact that the operations of recruiting and penetration are becoming more apparent publicly and that the influence has reached a stage when it might be turned against the Colony either in accordance with revealed world Communist policy or ebullience of growing strength. It is likely that several judicious deportations will restore a sensitivity to action by the Government of Hong Kong, which formerly obtained and is greatly to be desired.\n\n## 40\n\n1. \nThe cases are, briefly:- \n\n**WONG YAN SHUK @ WONG YAM LA @ WANG YIN SHU @ BAHREIT**. \nThis man was a teacher and editor in Shanghai, who came to Hong Kong in 1941 and after 3 months left for Singapore. There he taught until the outbreak of war, when he became Assistant Director of the Propaganda Section of the Anti-Japanese Mobilisation Association, directed chiefly by Communists. He fled to Sumatra and appeared as a Communist propagandist after liberation and was as anti-British as anti-Dutch. He was arrested by the Dutch and agreed to leave Sumatra. On arrival here, he was instructed how to behave and reports on his behaviour are in the file.\n\nHe is apparently of some standing, as he appears as sponsor for one **CHUNG MIN MO**, an aspirant Communist activist and suggests his use as an armourer. The aspirant was active in Kedah, Sumatra, and it seems clear that \"Bahren\" is the Netherlands Indies expert and as such used to screen candidates with that background. It is reasonable to assume that his understanding of good behaviour is not ours and that his ability and standing in the Party render his continued activity in Hong Kong highly undesirable.\n\n2. \n**TSE KIN**. \nThis man admits in his autobiography that he induced two Tat Tak students to work and be concerned in the purchase of arms. Until 1941, Subject was a teacher in various Chinese vernacular schools in Shanghai, as well as editor of two Chinese newspapers there.\n\n2. He left Shanghai in 1941 and, after staying in Hong Kong for about three months, went to Singapore where he taught in the Nam Kiu Teachers Training School.\n\n3. On the outbreak of the Pacific War, he joined Tan Ka Kee's Anti-Japanese Mobilization Association, becoming Assistant Director of the Propaganda Section.\n\n4. When the Japanese were advancing on Singapore, Subject, with others, fled to Sumatra.\n\n5. There, he made his H.Q. at Medan and became a prime mover in the Anti-Fascist League and the Anti-Japanese Union of Overseas Chinese. In 1943, the Japanese clamped down on these organisations, and again Subject fled, this time into the interior of Sumatra. There, he contacted other 'left-wingers'.\n\n6. When the Japanese capitulated, Subject returned to Medan, where he began to spread Communist propaganda. It is also alleged that he was given the job of reforming the Communist party in Medan. His written articles and statements became anti-Imperialist and anti-Dutch. He was a leading contributor to the Democratic Party Daily News, which was strongly left-wing, anti-Dutch, and anti-British.\n\n7. In 1946, he also became a lecturer on Communist policy at a Communist Training School at Medan, known as the Youth Freedom Training Institute.\n\n8. In 1947, Subject made a short trip to Singapore, and after he returned to Indonesia, he was arrested by the Dutch at Pematang Siantar on 6.8.47 for allegedly anti-Dutch activities. According to a statement made to Special Branch, his arrest was caused by K.M.T. elements who were in conflict with the Chinese Democratic League, with which Subject allied himself.\n\n9. Subject was later released by the Dutch on his signing an agreement to leave Sumatra, and on 27.9.47, he arrived in Hong Kong.\n\n10. In 1941 he was still in Singapore where in 1942 he became a member of the Anti-Enemy Mobilization Committee formed by Tan Kah Kee. When the Japanese were advancing down the peninsula, WONG apparently decided to seek fresh fields and accompanied by several fellow Committee members he fled with HU YIT TSE to Sumatra (4.2.42).\n\nIn Sumatra, WONG took up station at Medan and was a prime mover in the Anti-Fascist League and the Anti-Japanese Union of Overseas Chinese, but in September 1943 the Japanese clamped down on these associations and many of the members were arrested. WONG, with his customary dexterity, escaped into the interior. Sometime in the following year he, together with other prominent communists, was contacted in Brastagi by HU YIT TSE who was later to become head of the Southern (Malayan) Branch Staff of the Democratic League covering Sumatra. Following the capitulation, WONG promptly reappeared in Medan where he exploited the prevailing chaotic conditions to spread communist propaganda.\n\nIt was then decided that HU YIT TSE and LAU BOH SAN should go to Singapore to re-open contact with the M.C.P. SHAO CHUNG HA and WONG were to reorganize the C.P. in Medan. WONG's statements and articles formerly anti-Japanese and anti-Fascist in tone gradually switched over to anti-Imperialist and particularly anti-Dutch. Simultaneously the Anti-Fascist League underwent a metamorphosis and emerged as a branch of the Chinese Democratic League, closely linked with the Republican movement and the Youth Federation. They hate the \"3 levies\" which oppress them and aspire after a better living. They do not know how to attain their aspiration and the majority merely blame the Government.\n\nIn our opinion, it is time for us to return and freely develop the people's armed struggle.\n\n(2) **THE KEY**: Lacking regular troops and \"FO ON\" Corps, the place is garrisoned by the local defence units. When we attacked HOKSHAN CITY some months ago, the District Government was thrown into a panic. Being unable to maintain peace and order, they issued an order allowing gambling houses to be kept so as to raise funds for buying arms and organise a self-defence unit. It expects to collect, within a short period, from MAN CHUK, WO KUK, and WAM SAI Villages, a sufficient amount with which to purchase three sub-machine guns. It is therefore imperative that we should organise the people and initiate the armed struggle counter-measure against the enemy.\n\nThe transfer of NG CHI TAT (†LO), which will take place shortly, provides us with a good opportunity for our activities. When he is otherwise engaged and the new Magistrate is unaccustomed to the conditions in HOKSHAN, the people's work and armed struggle undertaken by us may lay a foundation that leads to victory. Therefore, we must take advantage of this opportunity to coincide with activities carried out in other places in HOKSHAN.\n\n(3) **OUR CONDITION**: Our armed unit consisting of about 100 members is not big and remains underground. In view of the size of HOKSHAN, it should be expanded. People's work has not extended from the base of our native Villages. If we act in time, we may, through our social connections, succeed in organising the people and causing them to rise and take part in the armed struggle.\n\nAlthough we (three of us) do not come from the same Village, we are in concert in our movements. On our return, we will be cautious in our actions. We can mobilise 20 persons, including poor tenant farmers, primary school students, and our fellow students, and raise funds with which to buy 1 sub-machine gun and a certain number of rifles. I was a teacher before the war and I taught at various Chinese schools in Shanghai. I then proceeded to Singapore and taught in the NAL HUI Teachers Training School. I was there for about half a year when the Pacific war broke out. I joined the Anti-Japanese Mobilization Association, sponsored by TA KAH KEN. I was appointed as Assist. Director of the Propaganda Section, with YU CHI as the Director. I was evacuated from the Colony with YU CHI, LA MA TAT, and several others to Sumatra on or about the 7th of February, 1942.\n\nI remained in Sumatra throughout the period of the war.\n\n3.\n\nFollowing the Japanese surrender, I returned to Singapore on two occasions. First, to visit old friends, and the second to pay to YU CHI the money that I collected from the Chinese residents in Sumatra in aid of the Cultural Relief Fund. I stayed for about twenty days on my second visit in April, this year, and I went back to Sumatra, residing in a shop belonging to a friend.\n\n4.\n\nAt the time when I was staying in Siantar, the place was still under the jurisdiction of the Indonesian Republic. There were constant fears among the Chinese of their properties being pillaged by the natives. For this reason, a special police corps was formed by the Chinese for the protection of their lives and properties. This corps was at first manned by mostly members of the Chinese Democratic League. This incurred the displeasure of the Kuomintang.\n\n5.\n\nIn so far as my political outlook is concerned, I am a Democrat and not a Communist. I am a member of the Chinese Democratic League. The conflict between the Kuomintang and the Chinese Democratic League is very acute in Sumatra, and in fact more acute than in any other place. They succeeded at last. They sent one `THIA MIT` (£) (`THIA BIN`) N (`HR`) (`TIM LAP`) to work as secretary. `THIA XII`, age 37, a native of Shantung, came to Sumatra with the Japanese during the period of occupation. He was doing business with the Japanese then. After the war, he surrendered himself to the `SAK MAN CUM I` Youth Association, on recommendation, he became secretary of the Chinese Special Police.\n\n7.\n\nHowever, `JUNIAN MIK` did not get on well with `LAM SING(K)`, Chairman of the Chinese Chamber of Commerce, `Mɔ̃ nao mim` was arrested later by the Dutch for collaboration. He was released on the guarantee of the `JAM MA CHU I` Youth association.\n\n8.\n\nMeanwhile, a list of about 280 names, majority being members of the Chinese Democratic League, was submitted to the Dutch authorities by the Kuomintang for having assisted the Indonesians against the Dutch Government. My name was also included in the list. As a result, four of us (myself and three local-born Chinese) were arrested by the Dutch because of our connection with `LMC MẪU TĀM`. Following a number of representations made by the Democratic paper at Medan to the Dutch authorities, I was released after approximately 20 days. The other three are still in custody.\n\nI was not banished from Sumatra, I left the place for Hongkong of my own accord. He then engaged himself in the task of writing a History of Indonesia which is not yet completed.\n\n## 14.\nSubject did not come much to the notice of Special Branch, except as a writer, until on 7.9.48 a Chinese male was arrested in Kowloon in possession of certain papers and documents. These papers and documents proved conclusively that there exists in or near the Colony a branch or section of the Chinese Communist Party actively engaged in the business of recruiting men and women, chiefly of the student class, and obtaining money and medical supplies, for the Chinese Communist Forces.\n\n## 15.\nThe procedure by which a person applying to join the Chinese Communist Party and to be assigned to work in areas adjacent to Hong Kong would appear to be as follows:\n\nThe applicant must first make a detailed autobiography of himself which is submitted to a higher authority together with recommendations from any person who can speak as to applicant. Such applications would then appear to be passed to some other body similar to a Central Registry where the applicant's biography is checked by some person having knowledge of the areas and organisations mentioned by applicant.\n\n## 16.\n### PLACE\n`(6)` is a document which illustrates the manner in which the application is first dealt with.\n\nHere we have a statement from one CHUNG MIN MO who, it will be seen, has spent some time in Sumatra and particularly Medan. Chung Min Mo states he was a member of the New Life Society and of the Chinese Peace Preservation Corps engaged in propaganda work. He joined the Chinese Democratic League and now has returned to the Fatherland with the object of fighting for the liberation of his countrymen etc.\n\nThe document bears the following comment in red ink: CHUNG MIN MO c/o TUNG KWOK WING, Tat Tak Institute, Introduced by WONG YAM SHUK. 'Not yet interviewed'.\n\n## 17.\n`(7)` is a document which further illustrates the manner in which applications are dealt with in the first stage.\n\nHere we have one Chung Piu who from graduation appears to have been engaged in propaganda work. He left China in 1935 and apparently made his way to Malaya until the Japanese occupation when he made his way to Medan, N.E.I. Here he joined the Chinese Peace Preservation Corps similarly to Chung Min Mo.\n\nNow he has come to Hong Kong and has expressed his willingness to participate in guerilla work for the freedom and liberation of the people. This document bears a postscript or commentary by Yam Shuk (Subject) in which he corroborates Chung Piu's statement that he was a member of the Peace Preservation Corps at Medan, and a member of the Clique within this Corps friendly to the Democratic Parties. He comments on Chung Piu's probable connection with the Malayan Communist Party. Wong Yam Shuk has obviously had conversation with Chung Piu and advances the opinion that whilst his sense of patriotism is strong, he is lacking in class consciousness, he has no other (K.M.T.?) background and Wong Yam Shuk thinks it would be an easy matter to reform him (awaken his class consciousness?). I can speak Mandarin, Pukiensse, Hakka, Cantonese, and Indonesian. When Medan was occupied by the Japanese, I went to Penang and returned after 7 months. During the Japanese occupation, I worked in the plantation where I left after the Japan surrendered. The Indonesians who were oppressed by the N.E.I. Imperialists shouted the slogan of independence. However, the Overseas Chinese were robbed, kidnapped, and killed by the rascals of Indonesia.\n\nSometime afterwards, I joined the \"New Life Society\" intending to carry out propaganda work. S.\n\n1.\n\nOn 7.9.48 at 14.30 hours, Detective Constable 720 TAM YIU MAM, while on duty in Fuk Wah Street, Sham Shui Po, noticed a Chinese male carrying something concealed under his jacket and behaving in a suspicious manner. The detective arrested and searched the man and found that he was carrying a bundle of documents; he examined them and realizing their significance, took him to Sham Shui Po Police Station and later to the Special Branch.\n\nThe man gave his name as CHAU CHUNG (周松) alias CHAU PAK (周柏) alias CHAU MAN KWONG, aged 44 and his occupation as political agent. His statement is attached at `(1)`. The statement of the detective who arrested him is at `(2)`.\n\n2.\n\nCHAU CHUNG refused to give any information whatsoever to the police concerning the documents found in his possession.\n\nExamination of these documents shows them to be Chinese Communist Party papers, dealing in the main with recruitment, particularly of Hong Kong students, for work in Communist-controlled areas. Among these papers were found certain references to the TAT TAK Institute of San Hui near Castle Peak in the New Territories and to the activities of certain students belonging to this school.\n\n3.\n\nThe TAT TAK Institute was opened early in 1947. It is staffed by a group of intellectual \"democrats\" of whom several are known to be strongly in sympathy with the Chinese Communist Party (C.C.P.). The school is further known to be deeply involved in C.C.P. activity; there is reason to believe that it is not only an important C.C.P. training centre but a centre for other Communist activity also. At `(3)` and `(4)` are translations of seized C.C.P. documents; the comments at the beginning and end of these papers, obviously made by a more senior member of the C.C.P. organisation, indicated the political activity within this school.\n\n4.\n\nOther documents reveal that certain of the TAT TAK students are engaged in activity which is directed against the Chinese Government.\n\nThis file will deal with the Student SIU FONG (萧芳).\n\n5.\n\n规。\n\n(a) At `(5)` is the self-autobiography of TSE KIN; this is the first step to be taken when joining the C.C.P. On 22nd January, 1947, I was visited by Dr. Chang Fa Yun, Director General of the Chinese Customs Administration, acting on the orders of Dr. T.V. Soong, then President of the Executive Yuan, and General Kwai Wing Ching, Acting Commander-in-Chief of the Navy, who requested my assistance in apprehending Commander Liang Hsien Pang who was believed to be in hiding in Hong Kong.\n\n3. Liang Hsin Pang was known by the Chinese authorities to be deeply involved in smuggling, as the result of the seizure of four landing craft and the confessions by certain of the smugglers on board. After consultation with my officers Dr. Chang arranged to fly a special identifier from Nanking and on the arrival in the Colony of this officer, the Hong Kong Police were enabled to effect the almost immediate arrest of Liang. I issued the warrant for arrest and detention of the person named on 15th February, and, with the advice of Executive Council, an order for deportation for life was made on 19th February.
