        "content_text": "# 20834 \n\n## 13 \n\nLotholders or this Government, and if after further consideration they are still unwilling to accept the compromise as proposed in my Despatch No. 244 of 8th May, I venture to suggest that the matter be submitted to the arbitration of an expert in such reclamations as that proposed for the East Praya.\n\nI am advised that Mr. William Mathews, C.M.G., the eminent Civil Engineer, has had a large experience of reclamation works and the principles on which they are carried out and would be a suitable person whose decision the Colony would accept. Should you consider this course advisable, I would request that my Despatch No. 244 and this Despatch be submitted to him.\n\n10.\n\nI have no objection to the amendment of condition 4 indicated in the 2nd paragraph of the Despatch under acknowledgment.\n\nI have the honour to be,\nSir,\nYour most obedient humble servant,\nW.
