        "content_text": "319\n\n736\n\nL'ÉCONOMISTE FRANÇAIS.\n\nLES CHEMINS DE FER EN AMÉRIQUE ET DANS LE RESTE DU MONDE. - Avec une population égale à celle de la France, la longueur du réseau des Etats-Unis s'élève, à ce jour, à plus de 120,000 kilomètres contre 21,162 kilomètres dans le premier de ces pays.\n\nLe total général des lignes du monde n'étant que de 290,400 kilomètres, nous voyons que les Etats-Unis représentent 43 % de ce total; il est bon de noter que, dans cette estimation n'est comprise que la longueur des lignes simples, tandis que beaucoup d'entre elles ont des voies doubles, triples ou même quadruples, qui donnent réellement, y compris les croisements, un chiffre d'au moins 150,000 kilomètres de voies posées aux Etats-Unis.\n\nIl ne sera peut-être pas sans intérêt, au point de vue de la consommation du fer et de l'acier dans le monde entier, de rappeler ici, d'après les données de M. G. Steurner, de Bromberg, dont les chiffres ont été revisés avec soin par le Railroad Gazette des Etats-Unis, que les chemins de fer de l'Europe couvrent, en ce moment, une étendue de 138,992 kilomètres; ceux de l'Asie, de 12,228 kil; ceux de l'Amérique du Nord, y compris le Mexique et le Canada, de 127,230 kil.; ceux de l'Amérique méridionale, de 5,922 kil; ceux de l'Afrique, de 2,322 kil.; ceux de l'Australie, de 2,803 kil, et ceux de l'Amérique centrale, de 894 kil.; en tout: 290,391 kil.\n\nEn supposant que ces voies ferrées supportent 100 tonnes de fer par kilomètre courant, nous trouverions que le total du fer et de l'acier posé sur les chemins du monde représenterait un poids de 23,040,000 tonnes.\n\nC'est de la légère progression des réseaux existants et du remplacement des rails sur les réseaux anciens que dépend la grande industrie sidérurgique. Du 1 janvier au 1er juillet de la présente année, 1,333 kilomètres nouveaux ont été livrés à la circulation.\n\nEn déduisant pour l'année 1873 le chiffre approximatif de 181,020 tonnes de rails neufs employés à la construction des voies nouvelles, il nous reste 949,897 tonnes de rails pour atteindre la moyenne de la consommation totale de rails aux Etats-Unis. Ce dernier chiffre représente un remplacement annuel moyen de 6.32 tonnes par kilomètre de voie posée et nous indique pour le rail américain une longévité de 9 ans et demi environ. Rappelons ici que près de 20,000 kilomètres, portant un million de tonnes d'acier, viennent allonger la durée générale des rails aux Etats-Unis.\n\nPARTIE COMMERCIALE.\n\nREVUE GÉNÉRALE.\n\nRien de saillant à signaler cette semaine dans la marche des affaires industrielles et commerciales. Certaines branches sont toujours vivement affectées par les variations de la politique internationale; quelques-unes en profitent; la plupart cependant en souffrent. A l'étranger, en Europe, la situation laisse relativement bien plus à désirer qu'en France. A l'outre-mer, les Etats-Unis continuent à être absorbés par les préoccupations électorales, et les transactions sont limitées à la satisfaction des besoins urgents.\n\nDe nos Antilles, rien de bien intéressant; on y a accueilli avec beaucoup de satisfaction la nouvelle de la hausse des sucres, qui va donner un peu de reprise à la malheureuse industrie de ces régions; il va lui permettre enfin de faire les dépenses nécessaires pour mettre son matériel et sa fabrication au niveau perfectionné atteint par la production des sucres indigènes.\n\nDe Porto-Rico, nous recevons quelques renseignements sur le terrible ouragan qui a dévasté cette île. La plus grande partie de la récolte des cafés a été perdue, aussi bien que celle du riz et des vivres. Toutes les plantations de cannes à sucre ont plus ou moins été éprouvées, principalement celles où la canne avait atteint toute sa croissance. Il est à craindre qu'un grand déficit n'en résulte. Les sinistres maritimes ont été excessivement nombreux; on a pu en compter 45 pour l'île seulement.\n\nA la Plata, la situation continue à s'améliorer.\n\nOn nous communique deux documents consulaires importants que nous croyons devoir porter à la connaissance de nos lecteurs. Le premier est le texte d'une circulaire adressée par le département d'Etat des Etats-Unis à ses agents consulaires de France, Grande-Bretagne, Suisse, Italie, Autriche, Belgique et Allemagne. Cette circulaire est relative aux échantillons de marchandises à importer aux Etats-Unis, et qui sont déposés dans les bureaux consulaires pour être envoyés aux douanes américaines.\n\nLes échantillons sont en triplicata. Mais beaucoup sont disposés d'une manière défectueuse: on ne peut les séparer sans les endommager; ceux envoyés sont simplement sur cartes d'échantillons qui permettent d'établir facilement leur identité avec les envois qu'ils accompagnent, et c'est ce mode d'expédition qui paraît être le plus pratique et le plus recommandable. Il faut donc s'attacher à envoyer lesdits échantillons attachés à une sorte de carton, autant que cela sera possible.\n\nComme règle, les échantillons ne devront pas excéder la taille d'un carton mesurant 7 pouces 1/4 de long sur 4 de large. Quand l'échantillon dépassera la dimension du carton, ce dernier devra lui être cloué ou attaché par quelque moyen analogue.\n\nL'autre document est relatif à la modification des droits consulaires et de transfert en Espagne.\n\n1o Les droits pour le transfert (sous pavillon national) des navires étrangers et pour la vente des navires espagnols, établis par les articles 41 et 42 des tarifs, sont réduits, dans les deux cas, à 1/2 % de la valeur des navires, au lieu de 1 %, droit actuel;\n\n2o Les droits auxquels ces quatre articles réferent sont définitivement supprimés;\n\n3o A leur place, il est ordonné qu'il soit payé, pour l'examen des livres présentés par les expéditeurs pour être compris dans les manifestes que les capitaines sont astreints à présenter à l'administration des douanes, à leur arrivée à destination, un droit de 20 à 50 centièmes de peseta par chaque tonne de 1,000 kilogrammes, ou fraction de tonne déclarée, suivant les règles suivies pour les autres droits dans le tarif. Afin de vérifier l'exactitude desdits envois, le consul demandera au capitaine une copie du connaissement correspondant à chaque envoi;\n\n4o Un droit égal sera levé sur les marchandises importées par terre; il devra être spécifié sur la note de l'envoyeur de ces marchandises;\n\n5o Le droit établi pour les Etats de l'Europe, et pour ceux de l'Afrique et de l'Asie, sur les côtes de la Méditerranée et de la mer Noire, sera applicable aux parties de l'Afrique situées sur l'Atlantique jusqu'aux frontières de la Sénégambie;\n\n6o Afin que ces modifications puissent être appliquées partout à la même date, et afin d'éviter toute plainte, les nouvelles dispositions devront être mises en vigueur à partir du 15 novembre, dans toutes les chancelleries consulaires à l'étranger.\n\nSAMEDI 2 DÉCEMBRE 1876.\n\nLes affaires maritimes ont été assez calmes cette semaine. Malgré des apports meilleurs que la semaine dernière, la hausse a fait encore de nouveaux progrès sur les derniers marchés dont les avis nous soient parvenus. Lille, Lunéville et Sentis annoncent une nouvelle faveur de 50 centimes par 100 kil.; Patay, 50 centimes par 120 kil; Gallardon et La Loupe, 1 franc; à Coulonniers les prix sont restés fermes, et à Hon-dain on ne signale aucun changement.\n\nA l'exception de Patay, où l'on constate une légère hausse de 25 centimes, les avoines sont sans variation. A Paris, les offres ont été plus importantes qu'il y a huit jours, mais les vendeurs demandent généralement de 50 à 75 centimes de plus par 100 kil.\n\nLe calme qui s'est produit sur les farines de commerce rend la meunerie hésitante, et elle veut attendre jusqu'au dernier moment pour acheter; ce pendant, quelques affaires traitées dans la matinée et aussi dans l'après-midi établiraient déjà une hausse de 25 à 30 centimes par quintal, faveur qui porte principalement sur les blés roux de bonne qualité courante et sur les qualités inférieures.\n\nLe marché s'est terminé avec un peu de lourdeur, la vente présentant plus de difficulté vers la fin.\n\nNous cotons: blés blancs de choix nouveaux, fr. 31 à 31.30; dito ordinaires, fr. 30.50 à 30.75; roux nouveau choix, 30.25 à 30.50; dito ordinaires, fr. 29 à 30; blé vieux, fr. 27.50 à 28.30.\n\nLa culture tient ses blés de 50 à 75 centimes de plus par 100 kil, et a pu vendre quelques petits lots à 25 et 50 centimes de plus que mercredi dernier.\n\nLa rareté des offres de seigles diminue beaucoup l'importance des transactions. Les demandes sont toujours nombreuses pour l'Est et le Nord; mais les acheteurs hésitent à payer les prix demandés pour les quelques lots présentés.\n\nNous cotons de fr. 21 à 22 à 21.50 des 100 kil en gare d'arrivée ou sur bateau à Bercy.\n\nLes offres en orge ne sont pas plus nombreuses que mercredi dernier, et les vendeurs demandent les mêmes prix. La demande est assez suivie, et l'on obtient facilement fr. 24 à 25 à 22.50 pour les belles orges blanches; les bonnes qualités courantes ont acheteurs de fr. 21.50 à 22 et les sortes inférieures valent de fr. 20.50 à 21.25 les 100 kil. en gare d'arrivée.\n\nLa demande en escourgeon conserve la même activité; les vendeurs tentent de relever leurs prix, et demandent de fr. 21.50 à 21.75 des 100 kil en gare d'arrivée. Les acheteurs ne veulent pas dépasser les cours du marché précédent. Les affaires s'engagent difficilement, mais l'on peut constater aujourd'hui beaucoup de fermeté sur cet article.\n\nHUILES SPIRITUELLES. - Nouvelle hausse de 5 c. sur le rapproché et de 50 c. sur les termes éloignés pour l'huile de colza. La demande reste encore peu active, aujourd'hui; mais les offres ne sont pas nombreuses et l'on constate en culture une grande fermeté.\n\nHuiles de lin, sans variation sur hier, mais tendance plus ferme. Les cours des spiritueux semblent mieux assis et accusent une meilleure tendance: les différentes affaires traitées ne s'écartent pas sensiblement des prix cotés; cependant, nous avons vu demander les 4 premiers mois à fr. 72, pendant qu'on les offrait en même temps à fr. 71.50. Les Ceylan Plantation, sous la pression d'arrivages de 500 tonneaux et d'expéditions plus considérables, annoncées de Colombo par télégraphe, ont fléchi de 1 s. 6d; par contre, les sortes de bon ordinaire ont éprouvé une amélioration de la même importance.\n\nEn cafés Rio et Santos, environ 2,000 sacs ont été adjugés, les premiers ayant été pris pour le Levant dans le prix de 62 s. à 67 s., pour common to low channel et jusqu'à 76 s. pour fully fair channel, les derniers pour le continent de 63 s. à 74 s. pour good ordinary mixed to good pale.\n\nA dater du 24, nous avons à signaler la vente des chargements fair channel Rio, par Gesina, 4,000 sacs; Jacob Lands-trom, 3,830 sacs; Sophia Amalia, 3,210 sacs à 69 s. pour Trieste, de sorte qu'il n'en reste plus d'offert du tout.\n\nLe résultat de la vente de Hollande a entièrement satisfait les attentes qu'on en a eues sur notre marché, et, à en juger d'après les avis des ports voisins, il a produit la même impression favorable sur le continent.         "content_text": "8\n\nhad examined the Spanish Treaties and Cedulas, but could find nothing therein to bar the Spanish Government of the right, to which he apprehended it was otherwise entitled, of reclaiming its own subjects when found in a Spanish port as passengers on board vessels hired to carry the mails between this country and the Peninsula.\n\nHe alluded to the Xth, XIth, XIIIth, and XIVth Articles of the Treaty of 1667, but expressed his opinion that these clauses were not sufficient to debar the Spanish Government of the above-mentioned right.\n\n37\n\nTreaty with Spain.\n\nCase of the mail-packet \"Pasha\" at Vigo.\n\nlu Admiralty Letter; March 9, 1844.\n\nThe British Minister at Lisbon had, however, in the meantime instructed the Admiralty Agent of the \"Pasha\" to keep that vessel under weigh when it arrived in the Bay of Vigo, in order that the question might not be brought to an issue by either resistance or surrender; and these directions were March 18, 1844, pronounced by the Queen's Advocate to be judicious.\n\nupon\n\nCase of the \"Lady M. Wood\" at Lisbon.\n\nNo further correspondence passed on that subject, but another question of a similar kind arose at Lisbon in the following month. The local police called the Commander of the Peninsular contract steamer \"Lady M. Wood\" to give up a Portuguese subject who had embarked on board that vessel at Vigo, and against whom a warrant had been issued by the Portuguese authorities; the Commander of the contract steamer declined to surrender the man, and the Admiralty applied to Admiralty; this Office for instructions upon the subject, when Lord Aberdeen replied that his views with regard to a similar question raised by the Admiralty Agent on board the Peninsular hired vessel \"Pasha\" had been expressed in a previous letter, and that he was of opinion that the rule there laid down with regard\n\nto Spaniards who might be passengers in the mail-steamers was equally applicable to Portuguese subjects; whereupon the contractors of the Peninsular April 6, 1844. Line issued orders to the Commanders of their vessels in conformity with Lord Aberdeen's wishes, and the Admiralty Agents were instructed accordingly.\n\nOn the 9th March, 1865, Consul Wilthew reported that Arica and Tacna had pronounced in favour of a Revolution which had then broken\n\nCase of the mail-steamer \"Bogota\" at Islay.\n\nConsul Wilthew, No. 32;\n\nMarch 28, 1865.\n\nNo. ; March 9, 1865. No. 3; May 9, 1865.\n\n9\n\nout in Peru, and on the 20th of the same month he\n\nannounced the arrival at Islay of the mail-steamer \"Bogota,\" having on board the Prefect of Tacna, the Captain of the Port of Arica, and other officers on their way to Lima, who had remained faithful to the Government.\n\nMr. Wilthew stated that there was also another officer on board, on his way to Arequipa, who had joined the revolutionary party, and that, shortly before the bringing up of the steamer at her moorings at Islay, the Prefect and others forcibly carried this Revolutionary Officer into a cabin, and placed a guard over him in order to prevent his landing. The Officer, however, succeeded in attracting the attention of the Captain of the steamer, and claimed his protection, but he declined interfering until he had consulted the British Consul. He accordingly repaired to the Consulate, and in answer to his application, was informed by Mr. Wilthew that, in his opinion, the officers in question had no right whatever to detain the other officer, who was merely a passenger as they themselves were: that he had a perfect right to land whenever it suited him, and that the Prefect and his party had no kind of jurisdiction on board the mail-packet. On returning to his ship the Captain at once ordered the release of the Officer, who went on shore, and shortly afterwards proceeded on his way to Arequipa.\n\nThe Captain accounted for his indecision, when called upon to protect the Officer in question, by saying that he was in doubt how to act, owing to the Officer having been detained by a Government authority. In reporting the case home, Consul Wilthew asked for instructions for his guidance under similar circumstances in future, and upon the advice of the Queen's Advocate, to whom the question was referred, he was told that Her Majesty's Government approved the course which he had pursued on that occasion, but that he was to exercise a careful discretion in all cases of a similar description; that he was not to claim upon principle for British Merchant-vessels in Peruvian ports a right of exemption from the jurisdiction of local authorities; but that he might properly remonstrate against the exercise of any such authority as a breach of usage and comity, except in very extreme cases.\n\nWith regard to Mail-Steamers, Mr. Wilthew was\n\n177\n\nPage 180\n\nPage 181",

        "content_text": "told that he would be justified in remonstrating still more strongly against any exercise of local jurisdic-tion on board such vessels; but that he was not to claim even for them, as a matter of strict right, while on the footing on which they then stood, that total exemption from jurisdiction which was the privilege of a ship of war in a foreign port.\n\nCase of the Pacific Company's steamer \"Bolivia\" at Islay.\n\nIn July of the same year, Mr. Jerningham No. 69; July 12, 1865. reported that he had received a further despatch from Mr. Wilthew, stating that on the arrival of the Pacific Company's steamer \"Bolivia\" at Islay, a few days previously, the Peruvian Captain Montero, commanding the \"Amazonas\" (which vessel, in consequence of a mutiny, had been turned over to the revolutionary party), proceeded on board the British packet and ordered several naval officers belonging to the Government party (amongst whom was a military officer who had embarked at Cobija, in Bolivia, the others having taken passage at Arica for Callao) to leave the ship; and as he threatened to use force in case of refusal, and had an armed boat alongside, these officers, who were on board the packet as passengers, were all removed.\n\nThe naval officers in question had refused, after the mutiny on board the \"Amazonas,\" to join the revolutionary party, and were put on shore at Arica, by Captain Montero, after pledging their word of honour not to leave that place, which they, however, did, without meeting with any opposition from the de facto local authorities; and it was under these circumstances that on their arrival at Islay, in transit for Callao, Captain Montero took upon himself the hazardous expedient of causing them to leave the steam-packet \"Bolivia\" against their will, and under threat of using force if they did not do so.\n\nNeither the Captain of the mail-packet nor his officers or crew offered any resistance to Captain Montero's act, though the Captain went to the Consulate in order to note his protest, which protest he extended at Callao before Her Majesty's Consul.\n\nMr. Wilthew informed Mr. Jerningham that he had not thought it incumbent upon him to interfere in the matter in consequence of the instructions he had received from the Foreign Office (already No. 3; May 9, 1865: alluded to) in the case of the mail-packet \"Bogota,\" and that he did not go on board to remonstrate August 28, 1865.\n\nagainst Captain Montero's proceedings owing to the excited state of that officer; fearing that he might be insulted, which he could not resent, and for which he would get no satisfaction.\n\ncase.\n\nOn the receipt of Mr. Wilthew's Report, Mr. Jerningham went from Lima to Callao, and informed Commodore Harvey, of Her Britannic Majesty's ship \"Leander,\" of the particulars of the Commodore Harvey's attention had already been called to the matter by the Director of the Packet Company, and he informed Mr. Jerningham that, with a view to prevent in future any recurrence of acts of interference with the packets, he had issued an order for an officer with a corporal and guard of Royal Marines to proceed on board the mail-packets on their arrival, and to remain on board during their stay in port; and that the white ensign and pendant would be hoisted during such time; assigning as his reason for these precautions the removal of the Peruvian Military Officer, who had embarked at Cobija (in Bolivia) for Callao;\n\nMr. Jerningham remarked, that although Commodore Harvey did not allude to the case of the Peruvian Naval Officers, passengers under the British flag, also removed from the \"Bolivia,\" there could be but little doubt that such a proceeding was one of unwarrantable interference, and he added that Commodore Harvey's measure will have a very good effect, and prevent a recurrence of such violent and unjustifiable vexations and interference.\n\nThere being then no postal Treaty with Peru, Mr. Jerningham suggested that it would be a successful means of putting a stop to such proceedings in the future were a British Naval Officer to accompany the Pacific mail-packets, as was the case with the British West India packets plying between Southampton and St. Thomas.\n\nThe matter was then referred to the Queen's Advocate, who in his Report stated that, under the extraordinary circumstances of the case, Commodore Harvey was justified in the line he had adopted. The subsequent history of the motive is the change of emphasis by which the partitions became the chief motive, a change which technically follows easily upon the taking of the cast of this pattern in any plastic material, even in sand or flour (as I found by actual experiment).\n\nStudy of the Han bronzes inlaid with gold or silver suggests that the real explanation lies in inlay-technique which underlies this motive. The head-shaped members are admirable for securing a hold because of the encircling fang-like tips. Our pots possibly were counting on an inlay of glaze or pigment. Note also the actual \"Double-F effect\" in the inlaid bird figure, Plate 116, A.\n\nIf this be realised, it then follows that the total pattern on the vase is made up of approximately square pattern-blocks, (see figure 2) repeating the unit of the motive.         "content_text": "98\n\n2\n\n3\n\n99\n\nShort title,\n\nRegulations to be read\n\nwith the Principal Regula-\n\ntions.\n\n(ii) Applications for withdrawal from a local credit must be in the prescribed form, and when the amount to be withdrawn exceeds £3 the Postmaster General may require that the application form shall be received at the specified Office not later than the day (excluding a Sunday, Christmas Day, Good Friday or public holiday) before the date on which the withdrawal is to be made.\n\n(iii) Payment shall be made only to the depositor or to a person authorised by him on a prescribed form to receive on his behalf the amount to be withdrawn.\n\n(iv) The depositor and any person authorised by him to receive the amount to be withdrawn shall produce evidence, to the satisfaction of the Postmaster or other Officer, that he is the person entitled to receive the amount stated in the application.\n\n(v) The deposit book must be produced at the specified Office on the occasion of each withdrawal, and the paying Officer shall enter the amount paid in such book and attest the entry with his initials and the date stamp of the specified Office.\n\n(vi) The depositor, or the person authorised by him to receive the amount to be withdrawn, must sign the receipt on the form of application in the presence of the paying Officer, at the time when payment is made, and that receipt shall be a good discharge to the Postmaster General for the sum specified in the application.\n\n(vii) When the local credit stands in the name of more persons than one, all such persons shall sign the application for withdrawal and receipt. Provided that if all such persons request that the sum to be withdrawn may be paid to one or more of them to the exclusion of the others, the receipt of the person to whom the sum is to be paid shall be deemed to be the receipt of all the persons in whose name the local credit stands.\n\n(viii) A local credit shall continue in force for such period only as may be prescribed.\n\n(2) This Regulation shall not apply in the case of such accounts as the Postmaster General shall direct, but subject as aforesaid, the provisions of the Principal Regulations as to the withdrawal and payment of deposits shall (so far as they are applicable) apply to any withdrawal and payment under this Regulation.\n\nThe Post Office Savings\n\n3. These Regulations may be cited as Bank Amendment (No. 6) Regulations, 1936.”\n\n4.
