It is true that if the Govt had the money paid over in cash they would probably deposit it at the Bank or part at the Hongkong Shanghai Bank or part at the National Bank, but in that case the money would be primarily in the custody of the Govt though deposited with the bank. This section makes the bank keep the money as their own money subject to its not being allowed to be used during the period of the seven sorte issue. It is only be difficult to check what they do with it. If suddenly called on for silver they might use it & by opt permission return it afterwards.\n\nWhat is wanted is that the cash remain in the possession of the Govt out of the reach of the Bank or its control?\n\n-865-2000-12-07  \n6464--3000-6-98  \n250  \n\nI think there should be a provision empowering the Govt to pay back coin when the note issue has been reduced from time to time as required on satisfactory proof of such reduction. At present there seems no way provided for getting the money back.\n\nRefer Treasury noting the above points?\n\nThis Ordinance does not carry out the instructions of the Secretary of State which though the telegram perhaps too concise was intelligible.\n\n(1) The telegram required the Bank's proposals to be approved - that for the additional note issue the paid up capital in the full amount should be deposited in the Colonial Treasury as the Ordinance provides. that coin and bullion equal to the excess issue shall be deposited and kept at the head office of the bank without earmarking it as security.\n\n(2) the Ordinance was to embody the existing arrangements which at present only rest on the undertaking of the Bank to deposit securities to the amount of one third of the authorized note issue (c. a third of the paid up note capital) either deposited with the Crown Agents in London or with the Agents & Permanent U Igs for the Colonies.\n\nThis part of the instruction has been simply ignored.\n\nSending any of the Arts & Treasury over here to point out the defects in the mission and direct the Govt to press for the enactment of an amended Ordinance.\n\nEN 150",

        "content_text": "Extract from the \"Hongkong Daily Press\" dated July, 1902.\n\nPRESENTATION OF ADDRESSES.\n\nThe ceremony of presenting the various loyal Addresses to His Excellency for transmission to the King was performed in the Ball Room at Government House at half-past four o'clock. To this function the heads of Government Departments, members of Council and the members of the Coronation Committee and their wives had been invited. The presence of so many ladies, therefore, together with the variegated nature of the uniforms worn by the official guests and the wealth of tropical greenery which decorated the chamber, served to make up an imposing spectacle.\n\nHis Excellency Major-General Sir W. J. Gascoigne, K.C.M.G., the Officer Administering the Government, was dressed in full uniform and wore his Decorations and medals on his breast. His Excellency sat at the top of the hall behind a small table on which were laid the Addresses. Those who were to take part in the presentation ceremony stood in front and the others in the rear of the chair, while the ladies were seated on chairs placed round the upper end of the room.\n\nAmong those present were Lady Gascoigne, His Honour W. Hyett, Naval and Military.\n\nThe company having assembled and taken their places, His Excellency indicated that he was now ready to receive the Addresses.\n\nHis Honour W. Meigh Goodman stepped forward and said—Your Excellency,—Before reading and presenting to Your Excellency an Address to His Majesty the King, from the people of Hongkong, I would crave permission to make some few preliminary observations. As Your Excellency is aware, the date originally fixed for the Coronation of Their Majesties was the 26th June last. It was for that occasion that the Address was intended: and it was written, illuminated, signed by considerably more than a thousand persons, its cover of gold and velvet was designed and completed, and it was all in readiness before the sad tidings that His Majesty's illness necessitated the postponement of the Coronation, reached this Colony.\n\nIn these circumstances, it was thought better, and I believe Your Excellency quite concurred in that view, that the Address should still be presented. We know the keen, personal interest taken by His Majesty in every part of the British Dominions, even in those portions the furthest removed from the mother land; and it may well be that the respectful expression of loyalty and devotion to the King and the Royal family, embodied in the Address, may be as much appreciated by His Majesty during, let us hope, his period of convalescence, as if those expressions had been received by him some weeks after the Coronation had actually taken place.\n\nThere has never been a Coronation of any British Monarch since Hongkong became a Colony. The glorious reign of Her late revered Majesty, the longest known in British history, extended over such a lengthened period, that when the mournful message of her demise was flashed to us across the seas, we could, at first, hardly realise that Victoria the Good was no more. The very keystone of the arch of the British Empire seemed to have been taken away. In such a crisis we can but faintly understand the enormous burden of responsibility that fell upon the shoulders of His present Majesty.\n\nWho could fill her place? Who but that eldest son, who for so long had stood beside her as the years increased, had helped to sustain her, had seen her enrage, had watched her noble life, and her love for her people, could have worthily occupied the glorious Throne she had vacated? How valuable his life! Some thirty years ago there was a public thanksgiving at St. Paul's Cathedral for his deliverance from a terrible illness. Let us hope that, ere long, there may be another similar thanksgiving for his second deliverance, and for health and strength restored.\n\nWhen Her late Majesty ascended the Throne, her heritage was doubtless both great and noble; but, when we compare the British Empire of to-day with that which existed at the accession of Queen Victoria, we can realise more fully how vastly that Empire and the responsibilities of its Sovereign have increased during the interval. Luckman to the Secretary of State as a suitable nurse to succeed Miss K.E. Stollard in the Civil Hospital, Hong Kong.\n\nMiss Luckman has recently completed a three years' engagement at the Colonial Hospital, Gibraltar, where her services have given general satisfaction, and the reports have been excellent.\n\nThe Committee have, therefore, much pleasure in recommending her for this vacancy, and beg to say that she will be prepared to leave England on September 22nd.\n\nMiss Luckman came specially from Birmingham on August the 17th to see the Committee for this post, and as she was in London they thought it might be advisable if she saw Sir Patrick Manson for the medical certificate, which is attached to her application form herewith enclosed. Meanwhile the S. of S. could be advised of what is being done in the matter.\n\nThe qualifications required are, briefly, as follows:-\n\n(1). To act as First Assistant to the D. P. W. and in the absence of the latter, to act as Director of Public Works, with probable appointment as Member of Executive and Legislative Councils, Vice-President of the Sanitary Board, &c.\n\n(2). To conduct extensive correspondence with regard to the matters coming under the control of the Public Works Department.\n\n(3). C.E., late Deputy Borough Engineer and Surveyor to the Corporation of Richmond (Surrey) England, was in July, 1901, selected from a large number of candidates for the appointment of Town Engineer to the Municipal Council of Mowbray in the Cape Peninsula, Cape Colony, and that for the last eight and a half years he has held office under this Council in the above capacity. On account of the continuance of the very severe depression which has prevailed in the Colony during the past three years, necessitating a continued policy of rigorous Municipal retrenchment, and a complete postponement of constructional works in the Town Engineer's Department, the Council has with regret, and very reluctantly resolved to abolish\n\nthe office of Town Engineer, and to dispense with the services of a gentleman of Mr. Drake's ability, qualifications and\n\nremuneration.\n\nThe constructional works designed and carried out by Mr. Drake under this Council have been of a very important, and up-to-date character involving great expenditure, and include the erection of twenty Workmen's Dwellings: main streets widening schemes: the kerbing, channeling, paving and metalling of a large number of new streets, roads and footways, together with the apportionment of cost to owners. Drake, A.M.I.C.E., Town Engineer to the Mowbray Town Council has held office as such for the past seven years, and had discharged his professional duties with great ability, energy, tact and at the same time with integrity, courtesy of manner and satisfaction to myself as Chairman of the Public Works Committee dating the last five years.\n\nMr. Drake was specially appointed by the Mowbray Council from England as a trained Town Engineer with first-class credentials, and during his tenure of office very many important works of new buildings, New Street Works, Street Widenings, Main Stormwater Drainage Works, etc., have been successfully completed at a total expenditure of over £100,000: which has involved an enormous amount of detail work in addition to the ordinary routine work of a Town Engineer's Department.\n\nThe value of Mr. Drake's work from time to time has been so far recognised that the Special Thanks of the Council has been accorded to him upon six occasions as a mark of this Council's sense of their high appreciation of his professional services.\n\nPersonally, though wishing him all success in his future career, I should feel extremely sorry for the Council to lose his services.\n\nI am, etc.,\n\n(sd.)         "content_text": "## health and comfort of the European Community \nand of the large amount paid to the Revenue of the Colony in Crown Rent and Rates by our clients, we submit that it is a matter of public importance that security of tenure should be assured to the enterprising land-lords who provide the necessary accommodation.\n\nWe suggest that the Land Officer should be authorised to attach a document to each Crown Lease entitling the Crown Lessee and Section holders to a renewed lease for 75 years from the termination of the current lease at a Crown Rent to be assessed by His Majesty's Surveyor.\n\nSuch a course would bring the older leases into line with those granted since 1899, when the Secretary of State issued instructions that all lands should be leased for 75 years with the option to the lessee to renew for a further period of 75 years at a rent to be assessed.\n\nIf this proposal is adopted the Trustee Ordinance should be so amended as to authorise Trustees to invest money on Mortgage of leases having less than 50 years to run, provided that such leases were renewable for a further term of 75 years.\n\nWe are confident that such an arrangement would lead to a considerable development and improvement in the Peak District, which would lead to an increased revenue and add to the prosperity of the Colony.\n\nWill you be so good as to lay this matter before His Excellency the Governor for his favourable consideration.\n\nWe have etc., \n(Sd.)
