        "content_text": "12\n\nWhen no other means are available, the bystanders, in the absence of a jumping sheet, should collect such blankets, bedding, &c., as are at hand, and thus be prepared in case the inmates should throw themselves from the windows. In the event of there being a scarcity of bedding, a blanket or carpet, held and stretched out by several persons, will serve the purpose.\n\nThe great difficulty of getting horses from a stable, when adjacent buildings are on fire is well known; and many horses have perished in the flames in consequence.\n\nWhen a stable is on fire, the horses should be immediately removed; the usual harness put on, the eyes bandaged, a damp or wet cloth placed over the nose and mouth, then led out as if they were going to their regular work; and they will generally do so without difficulty. June, 1965.**\n\nJUL 05\n\nSir,\n\nI have the honour to acknowledge the receipt on the 2nd instant of your telegram of the previous day requesting me to insist on the crew of the S.S. \"Thyra\" being compelled to proceed to that vessel's destination in Japan.\n\n2. In this Colony, as I believe in other Colonies, and in the United Kingdom, refusal of duty on the part of seamen is an offence dealt with in accordance with the law on the subject and it is not within the competency of the executive to direct the Magistrate to deal with a case in any particular manner.\n\n3. In the case of 14 men prosecuted on the 5th instant by Captain A. Bainbridge before the Marine Magistrate for impeding the voyage of the S.S. \"Thyra\", the Magistrate decided that the fact that that vessel was carrying conditional contraband consigned to private firms in Japan was not, in view of the known circumstances at the time of the Russian Ships in Far Eastern waters, sufficient to justify the men's refusal of duty and accordingly sentenced them to three weeks' imprisonment.\n\n4.         "content_text": "work then and had no time to collect our possessions. At the present time we are practically destitute. We have a few effects--but no money. I do not know who are the agents of the Oldhamia in Hong Kong, but our cargo was consigned to the Standard Oil Company in Japan. \"Did they refer in any way to their enemy?\"\n\nThey very grudgingly gave the Japanese credit for being humane, but otherwise they seemed to think that they were beneath their notice. We, of course, avoided saying anything about the war that would give annoyance.\n\nAt the same time, when one of the officers hinted that we would go on with the Fleet to Vladivostock, I said we would never get there. When asked why, I said the Japanese would sink us first, upon which they laughed outright and appeared to regard my remark as a joke.\n\nThey seemed to regard their presence in Far Eastern waters more in the light of a picnic than as the grim business of war. There was no attempt made to drill the men--no practice of any sort. Only once was there any ammunition brought up from below, and that was when the Samson appeared. The prize crew that came on board the Oldhamia, when ordered by their officers to load their revolvers, handled them as if they had never seen such weapons before. In some cases the Russian officers loaded the weapons for their men and handed them back.\n\n2\n\nDid their appearance and actions strike you as seamanlike? \"They were more like seamen than yokels, but it was the uniform alone in most cases that made them look like seamen. For the simple work of carrying coal and washing decks they were all right. There was no occasion for them to go aloft and they never went. But they had certainly some good shoemakers and tailors. I saw them at their trades. They did nothing for us, though. As for physique the Russians were very fine able-looking men but as silly as geese where work was concerned and, I should think, as far as fighting goes. I do not think that in any other nation you would find a finer, better-set-up body of men. None of them were small but many could be called big men.\"\n\nWere they in any way discouraged?\n\nThey were all in fine spirits. It seemed to me that they anticipated no danger. We had a table to ourselves in the ward room. They had their red and white wines at meals but there was no intemperance, and we were allowed a kind of spirit--probably vodka or some kind of whisky. It was all right for those who cared for it.\"\n\nMr. Ison concluded the interview by stating that the business had thrown him out of a ship. He had been in command with the same firm as owned the Oldhamia but went into business ashore two years ago. He determined to return to sea and joined the Oldhamia as chief officer on 19th April last. This present war has made matters rather complicated for me for, without my papers, I have not practically speaking any nationality although as you are aware I have already signed the oath of allegiance to Great Britain, but have no paper to prove it.\n\nIn consequence of this, I was taken out of the ship on my arrival here this last time as a German subject but I was luckily able to prove by my papers that I had lived in England all my life with the exception of a few months and I was freed on giving my parole.         "content_text": "# The Institute of Chartered Accountants in England and Wales\nThe advisability of amalgamating into one organization was then considered, and in result, the Institute of Chartered Accountants in England and Wales was incorporated by Royal Charter on the 11th May, 1880. The Charter is expressed to be granted as a public recognition of the importance of the profession of Accountancy and \"to secure for the community the existence of a class of persons well qualified to be employed in the responsible and difficult duties often devolving on public accountants.\" All persons who were members of any of the five before-mentioned Societies at the date of the Charter, were constituted, without examination or any other qualification whatever, members of the Chartered Institute. In addition to the members of the five Societies who became members of the Chartered Institute as of right, certain other persons were also entitled to be admitted without examination.\n\nIts members are divided into two classes, styled respectively \"Fellows\" and \"Associates,\" and empowered by the Charter to use the initials \"F.C.A.\" or \"A.C.A.\"\n\nAdmission to membership of the Institute is now obtained by serving under Articles for five years and obtaining a Certificate of having passed the final examination provided for by the Charter. It may, however, be observed that by Clause 14 of the Charter, the Council are empowered at any time by a majority of three-fourths of their number present and voting, to dispense in certain cases with compliance with the Charter in the cases and circumstances provided by the bye-laws, and to elect as a Fellow or Associate any candidate for admission, although such candidate may not have complied with the provisions of the Charter applicable in his case.\n\nThe bye-laws made under this clause of the Charter empower the admission to membership, without examination, of a person who has been in practice as a public accountant for certain specified terms of years, whether such practice shall have been continuous or otherwise.\n\nIt is hardly necessary to point out that the Charter of the Institute does not confer, or purport to confer, on the members thereof, any monopoly or exclusive privilege in the practice of Accountancy, and at the date of the Charter there was, and has ever since been in existence, a large and efficient body of accountants not members of the Institute.\n\n## (2) The Society of Incorporated Accountants and Auditors\nThis Society was incorporated in the year 1885 under the `Companies Acts, 1862 to 1883`, as a Company limited by guarantee, as distinguished from a Company limited by shares, that is to say, every member of the Association undertakes to contribute to the assets of the Society in the event of the same being wound up during the time he is a member, or within one year afterwards, for the payment of the debts and liabilities of the Society, such amount as may be required, not exceeding £1, the amount fixed for this purpose by the Memorandum of Association of the Society.\n\nThe Society is a self-constituted body, formed and brought into existence exactly in the same way as any other Company registered under the Joint Stock Companies Act, and enjoys the privileges, and is subject to the obligations imposed on Companies generally by the **British Companies Acts**.\n\nUnder the provisions of section 23 of the `Companies Act, 1867`, the Society was, by licence of the Board of Trade, registered without the addition of the word \"limited\" to its name, this privilege (if desired by the Promoters) being accorded to Companies which are not formed for the purposes of gain.\n\nThe main objects of the Society, as set out in its Memorandum of Association, are: to provide a central organization for Accountants and Auditors, and generally to do all such things as from time to time may be necessary to elevate the status and procure the advancement of the interests of the profession, and to provide for the better definition and protection of the profession, by a system of examinations and the issue of certificates.\n\nThe members of the Society are divided into Fellows and Associates, who use the letters \"F.S.A.A.\" and \"A.S.A.A.\" respectively, and style themselves \"Incorporated Accountants.\"\n\nThe Articles of Association of the Society, containing regulations as to the admission of members, have from time to time been altered by special resolution.\n\nNo examination was necessary for the original members of the Society, nor need persons who were in practice, or in the service of an accountant on the 31st December, 1885, and have been continuously so engaged since, pass any examination.\n\nUnder the bye-laws of the Society, service made under Articles of Apprenticeship is made a condition precedent to the examinations (except in certain specified cases).\n\nThe Articles of Association empower a meeting of the Council at which one half of the members thereof are present, by a vote of three-fourths at least of the whole number present, to admit without examination persons as members who may not be eligible under the provisions of the Articles, and it is in the absolute discretion of the meeting to decide whether the case before it is special or not.\n\nIn the year 1889 an Agreement was entered into between the Society and the Scottish Institute of Accountants (an Association established in Scotland in the year 1880) whereby the Scottish Institute became the Scottish Branch of the Society and the members thereof were transferred to the Society's roll of membership. By this arrangement 123 additional persons became members of the Society, it is believed without examination.\n\nIn the year 1902 a further Agreement was entered into between the Society and the Institute of Accountants in the South African Republic whereby that Institute became the Transvaal Branch of the Society and the members thereof were transferred to the Society's roll of membership. This Agreement was the means of adding 77 names to the roll of the Society, again, it is believed, without any examination.\n\n### (3) The Central Association of Accountants, Limited by Guarantee\nThis Association was incorporated on the 4th July, 1905, under the `Companies Acts, 1862 to 1900`, as a Company limited by guarantee. Like the Society of Incorporated Accountants and Auditors, it is a self-constituted body, formed for purposes not of gain, and enjoying the privileges and obligations imposed on companies formed under the **British Companies Acts**. The only difference between the constitution of the Central Association and that of the Society of Incorporated Accountants and Auditors is that the Association has not applied for the sanction of the Board of Trade to omit the word \"limited\" from its title.\n\nThe Committee desire to emphasize the fact that there are no special privileges either in respect of powers possessed or the extent of legal recognition afforded, enjoyed by the Institute of Chartered Accountants in England and Wales and the Society of Incorporated Accountants and Auditors which are not equally enjoyed by the Central Association of Accountants.\n\nThe main objects of the Central Association of Accountants, as set out in its Memorandum of Association, are the provision of a central organization of accountants and auditors and the consolidation of the interests of the profession by a system of examinations and the issue of certificates.\n\nThe Association is governed by a Council of not more than twelve, elected by the members in General Meeting.\n\nThe members of the Association are divided into two classes, styled \"Fellows\" and \"Licentiates,\" and the bye-laws of the Association authorize its members to designate themselves \"Associated Accountants\" and to use the initials \"F.A.A.\" and \"L.A.A.\" respectively.\n\nThe admission of candidates for membership of the Central Association of Accountants, is regulated by the following provisions of the Articles of Association:\n\n| Condition | Description |\n| --- | --- |\n| Eligibility | No person shall be eligible for admission as a member unless... |\n|  | ...in practice as a public accountant at the date of application and prior to incorporation, or |\n|  | ...a senior clerk to a public accountant or an accountant in the service of the Government, a Colony, or a public body at the date of application and at the date of incorporation. |\n| Examination | Applicants not having the above qualifications shall only be elected on passing the examinations fixed by the Council. |\n\n\"No person shall be eligible for admission as a member of the Association unless he has shown to the satisfaction of the Council or Committee of the same that he is in practice as a public accountant at the date of application, and was so engaged prior to the date of the incorporation of this Association or who is at the date of application a senior clerk to a public accountant or an accountant in the service of the Government of the United Kingdom or of any Colony or dependency of the United Kingdom or of a Corporation or public body, and who was so engaged at the date of incorporation of this Association. Applicants for membership not having the above qualifications shall only be elected on satisfactorily passing the examinations fixed by the Council or a Committee of the same, from time to time by bye-law or otherwise, excepting under circumstances considered by a majority of three-fourths of not less than one-half of the Council or Committee for the time being as special, but under no circumstances shall a person be admitted a member unless he is at the date of application a senior clerk to a public accountant, or accountant to a Limited Company or other public body, or who is in practice as a public accountant.\"\n\nExcept as provided by the above clause, admission to membership of the Association is only obtained after passing the examinations prescribed by the Council. The examinations are of a comprehensive character, consisting of (a) Preliminary, (b) Intermediate, (c) Licentiate, and (d) Fellow. The examination for Licentiate includes papers on the following subjects:\n- Advanced Bookkeeping and General Commercial Knowledge\n- Auditing\n- Executorship Accounts\n- The rights and duties of Liquidators, Trustees and Receivers\n- Joint Stock Company and Bankruptcy Law\n- Mercantile Law\n\nThe Fellowship examination includes papers on:\n- Auditing\n- Adjustment of Partnership and Executorship Accounts\n- The law of Arbitrations and Awards\n- The law relating to Partners and Executors\n- The rights and duties of Liquidators, Trustees and Receivers\n- Joint Stock Company and Bankruptcy law\n- Mercantile Law\n\nSpecimens of past examination papers are set out in the Year Books of the Association, and from them it will be seen that the standard of knowledge required of candidates for examination is in every respect equal to that of either the Institute of Chartered Accountants or the Society of Incorporated Accountants and Auditors.\n\nThe principal difference between the regulations of the Institute on the one hand and the Central Association on the other, as to the admission of members, lies in the fact that the Central Association does not insist upon service under Articles of Clerkship, involving, as it usually does, the payment of a premium. The Central Association maintains that a number of years' practical experience, coupled with a searching examination, is likely to be a far better guarantee of efficiency than that afforded by service for a short term of apprenticeship under Articles.\n\nIn furtherance of its objects, the Central Association of Accountants, since its incorporation has (inter alia) effected the following:\n- Held half-yearly examinations for candidates for membership.\n- Established District Centres and opened Branch Offices at Manchester, Liverpool, Birmingham, Bristol, Leeds, West Hartlepool and Nottingham, and also in Scotland, United States of America, Australia, India and South Africa, where examinations of candidates are periodically conducted.\n\nPage 387\n1 \nPage 4 \n3",

FRIDAY, OCTOBER 23, 1931.\n\nCHINA UNITY.\n\nOrders to Wind Up Canton Government?\n\nSOUTH'S OPTIMISM.\n\nAnticipating Nanking negotiations for peace, making preparations for the dissolution of the Canton Government on November 1.\n\nCanton officials are said to be of success the\n\nNanking, Oct. 14.\n\nGovernment organs for the control of narcotic drugs are to be established by the Ministry of Interior, according to a resolution adopted at yesterday's meeting of the Kuo-Wa-Hui-I (State Council) pursuant to a recommendation from the National Opium-Suppression Commission.\n\nThe Wah Kiu Yat Po, which publishes a message to this effect from Shanghai, says that Canton Government departmental heads have been instructed to proceed with the work of winding up their departments within two weeks' time.\n\nThe unfinished work of these departments will be transferred to Nanking, where it is expected that several of the high officials of the Southern Government will be invited to administer departments in the new Government.\n\nSouthern Optimism.\n\nThe establishment of the proposed new organs is expressly provided for by Regulations governing the Control of Narcotic Drugs recently promulgated by the National Government.\n\nThe main function of these new organs will be to see that narcotic drugs are limited to scientific and medical uses and that the sale of narcotic drugs devoted to purposes other than the authorized ones is strictly suppressed.—Kua Min.\n\nTHE DRUG TRAFFIC.\n\nChina Makes New Plans for Suppression.\n\nNanking, Oct. 14.\n\n...\n\nSCIENCE CONGRESS.\n\nScientists to be Invited to China.\n\nTHE TSANG FOO VILLAS MURDER TRIAL.\n\nDISCHARGE OF TWO DEFENDANTS YESTERDAY AFTERNOON.\n\nVICTIM'S TERRIBLE INJURIES.\n\nTwo of the twelve defendants in the Tsang Foo Villas murder trial were discharged in the course of yesterday's proceedings before Mr. Fraser at the Kowloon Magistracy.\n\nThe evidence given against these two men was such, his Worship said, that no jury would convict.\n\nEvidence given of the injuries received by the Japanese showed that the bodies in all cases were mutilated.\n\nThe injuries received by the amah of sixteen were particularly brutal.\n\nFURTHER DECISIONS TO-DAY?\n\nRACIAL VIRILITY.\n\nSir L. Smalley, who testified that certain Japanese were admitted to the Kowloon Hospital on the night of September 26.\n\nThe first to be admitted entered the hospital at about 11 p.m. and the last one at about 12.45 a.m.\n\nIn all cases, the Police brought in the arrested.\n\nThe eighth was arrested in a hut in Po Kong Village at about midnight.\n\nHe had a wound on his head, which he said he had received from the military.\n\nWitness examined Shiro Yamashita, the boy of four, whose skull was fractured.\n\nThere were multiple injuries, and although he was conscious, he was obviously dying.\n\nNothing could be done for him and he never recovered.\n\nHe was about 60 feet from the gate of Tsang Foo Villas.\n\nThis man was arrested about ten minutes after the eighth defendant was arrested.\n\nNiyoji Yamashita, the boy of nine, had multiple injuries, his skull and left thigh bone being fractured.\n\nHis condition was very bad.\n\nHe was given medical treatment, but passed away at 1 a.m.\n\nSumiko Yamaguchi, the Japanese amah of 16, had multiple injuries including a scalp wound, while her skull was fractured.\n\nShe had many bruises all over her body.\n\nDr. Smalley then described her other injuries.\n\nHer wounds were inflicted by blunt weapons such as sticks or poles.\n\nMiyo Yamashita, the old lady, had a fractured skull, while two irregular lacerated wounds were growing up in Africa with education of the native races.\n\nAlleged Street Incident.\n\nA Chinese constable, B632, said he was on duty between 6 a.m. and 10 a.m. outside Tsang Foo Villas on September 27.\n\nWhilst he was on duty, he met with three men, of whom defendant was one, talking near the wall of Tsang Foo Villas.\n\nTwo policemen had been posted there.\n\nEn-vene Chen asked why ten\", Tsai Yuan-pei, C.         "content_text": "# Buildings\n\nCarefully disinfect, under the direction of a veterinary surgeon, the buildings in which the clean cattle will be housed. It is very desirable to segregate infected cattle in different buildings, if possible. If this is absolutely impossible, have a movable partition made of sheets of corrugated iron fixed on a wooden frame. It should be as high as possible. As the number of infected cows decreases, the partition can be moved along and the vacated stalls disinfected. There should be no door through the partition. The drainage should run from the clean cows past the infected, never vice versa. The same applies, of course, to the water supply.\n\nIt is essential for the non-reactors to be never allowed to drink water which can have been contaminated by any possibility by the reactors.\n\n## Calving infected cattle\n\nWhen a reacting cow or heifer calves, it should be arranged for the calf to be delivered direct on to a clean cloth or sheet and removed at once. It should be kept from all contact with its mother and from the soiled litter of her box. If the herd owner has had a non-reacting cow calve within 4 days, before or after, the calf from the reactor should be given some of the colostrum from that non-reacting cow in order that it may not miss entirely the natural aid to resistance to disease, especially of the alimentary tract, which it should have acquired through its own mother's first milk.\n\n## Rearing of calves\n\nIt cannot be impressed too strongly on herd owners the importance of rearing calves and young stock in airy and sunny surroundings, with ample nourishment and a clean dry bed. They are then much more likely to be resistant to any chance infection of tuberculosis or any other disease. They should never be given any milk from the reacting cows. If possible, the men attending the reactors should have nothing to do with the non-reactors and young stock. If this is impossible, then they should always milk and tend the reactors last.\n\nCare must be taken that calves are not fed on skim milk or whey from creameries and cheese factories, as, being from bulked milk, it is almost certain to contain tuberculosis.\n\n## Care of cattle at grass\n\nIt is essential that non-reactors should not be turned into fields recently used by reactors. In taking any steps to eradicate either tuberculosis, Johne's disease or abortion, it is of the first importance that animals should be prevented from contaminating the ponds and streams from which they drink with their fæces and urine. The water should be so fenced off that the cattle can only get their heads to it, or else the water pumped out into a tank. This applies especially to stagnant ponds. Owners should guard against infection from running water which may have come through an infected area. If the boundary fences are weak, or of such a nature as not to prevent contact with a neighbour's cattle, a second fence should be provided. A two-strand wire fence, under which sheep can go, at least 6 feet from main fence, is sufficient.\n\n## Importance of care\n\nThe above precautions may seem tiresome and expensive, but they are not nearly so much so as a reinfection after a herd has been nearly or completely cleared. To succeed (an even seriously infected herd can be cleared in 3 years), it is necessary to carry out the above instructions rigidly.\n\n## Disposal of reactors\n\nIf reactors are rigidly segregated from the clean cattle, there is no necessity to dispose of them, but in the case of cattle of no particular value to the herd it is much wiser to do so, as there is always the possibility of the disease becoming acute and of their becoming wasters.\n\nThe recommendations in this scheme have been drawn up with the best possible veterinary advice.\n\n## APPENDIX 13\n\n### Human and cow population and rateable value in Great Britain\n\n#### (a) Human and cow population and rateable value by counties in England and Wales\n\n| Administrative County.
