On his way to England, in the end of 1876, Sir THOMAS WADE addressed a letter to Governor KENNEDY, 29th November, 1876, stating what he had done with a view to relieve the junk trade of the Colony from the continual harassing searches of the Chinese Cruisers of which it complained. In that letter he nominates Sir BROOKE ROBERTSON as the Consular Commissioner under the Convention, and proceeds to point out that the remedy most desired by the Colony, namely, the publication of a tariff at the three Stations, would do little to relieve the pressure on the trade. \"I am persuaded,\" he states, \"that as long as the Stations in question remain where they are, their action will be always vexatious, often, perhaps, unjust.\" But he adds, what was never denied, that the Chinese Authorities have a right to place them where they are. His remedy is \"to get rid of the obnoxious Stations,\" and to invite the establishment of a Branch of the Foreign Customs Inspectorate either in a hulk in the harbour, or at a Station upon the shore of China forming the North side of the port, east of the Colony's ground on the Kau-lung promontory. Sir THOMAS WADE preferred the latter alternative.\n\n17. Sir THOMAS WADE assumes that the Tariff would be the same as the Tariff of 1858, under the Treaty of Tientsin, which is the Tariff for British-ship-carried goods, and that likin on opium might be levied at the same time. The junk trade, he says, would gain by having Foreign instead of Native inspection. \"The Cruiser service would of course still be required, but the offensiveness would be diminished, and the Colony and the Provincial Government would be spared 90 per cent. of the irritating discussions.\"\n\n18. In brief, Sir THOMAS WADE states:---The publication of a Tariff which you want would serve you little, but get rid of the three Stations, and let a Branch of the Foreign Inspectorate, situate outside the boundary, control everything, give the Chinese Government help by seeing that junks entering and leaving the harbour go and pay duty; and let them keep the Cruisers.\n\n19. On this letter Sir ARTHUR KENNEDY wrote a minute, recording his own personal views, and the instructions which he thought the Hongkong Commissioner should receive. He had at one time thought of a Branch of the Foreign Inspectorate, even in the Colony, but he abandoned that idea as interfering with the prestige of the Government. (See Proceedings of Council, 7th July, 1876.) His personal views under date of 2nd December, 1876, are thus recorded:------\n\n\"Points for Colonial Officer to insist on\":-\n\n“(1.) Authenticated publication of Tariff by Chinese Government.”\n\n(2.) Where and to whom the duties so fixed are to be paid.\n\n(3.) A mixed tribunal of officers of the Chinese and Hongkong Government to be appointed for the investigation of all disputed cases of seizure, such court to be open and their proceedings duly recorded.\n\n20. If these conditions were accepted, the Governor, \"in proof of good faith, and to discourage law-breakers,\" was prepared to recommend that any breach of Chinese Customs laws should be investigated before a Magistrate, and if a prima facie case were proved, that rendition should be made to the Chinese Government.\n\n21. I had the honour of being selected by Sir ARTHUR KENNEDY to represent the Hongkong Government, and had therefore full opportunity of knowing His Excellency's opinions. The essential requirements, in the Governor's view, were the publication of a fixed tariff, and a mixed tribunal with duly recorded proceedings.\n\n22. In pursuance of the Chefoo arrangement, and as one of the Commissioners, Sir BROOKE ROBERTSON drew up 7 propositions as a basis of conference on the Blockade question (Appendix 4.) They were discussed at a meeting of Executive Council attended by the un-official members of the Legislative Council and myself, but not approved of, as the new Station was considered an additional burden without any corresponding advantage to the trade.\n\n23. Counter propositions were drawn up by the Government as a basis of conference, and, as appears from a despatch of Governor HENNESSY to the Secretary of State, that basis was sent to Sir BROOKE ROBERTSON. A good deal of discussion subsequently took place as to whether the un-official members of Council, Mr. Lowcock and Mr. KESWICK, assented to the Hongkong basis. At all events the illness of Sir BROOKE in January prevented any meeting of the Commission from taking place, and Sir ARTHUR KENNEDY wrote to that effect on the 28th February, 1877, forwarding at the same time to the Secretary of State the two proposals. The Hongkong Government proposal is annexed (Appendix B.)\n\nHistory of the Blockade question under Governor Hennessy, from 1877.\n\n24. Sir JOHN POPE HENNESSY arrived in April, 1877, as Governor of the Colony, and an opportunity was soon afforded to him of dealing with a case of smuggling which occurred in the time of Sir ARTHUR KENNEDY, but the discussion of which with the Canton Government had not been completed. It was as follows :---\n\n25. In 1876 a Junk with Opium had been fired upon in British waters by a Revenue Cruiser, dragged from the coast at Cape d'Aguilar, and towed to the Fat-tau Mun Station. The Junk had a large quantity of Opium on board. Sir ARTHUR KENNEDY demanded the restoration of the Junk and Cargo, an apology from the Viceroy, and dismissal of the Officer in charge of the Cruiser who had thus invaded our waters and territory. It was June or July, 1877, before the Opium was restored and compensation allowed for the forfeited and sold Junk. Governor HENNESSY resolved not to give up the Opium and Cargo to the owners, because the Junk had left the anchorage without a proper clearance, and from that time forward, with the view of assisting the Chinese in the collection of their duties, His Excellency gave instructions that, in case of complaints by Hongkong Junks of seizures either in the waters of the Colony or outside, inquiry should in the first instance be made whether the Junk had properly cleared as required by the Harbour and Coasts Ordinance 6 of 1866-an Ordinance which was established for putting down piracy, rampant at that time, the Harbour itself being quite a rendezvous for piratical craft. (See Sir R. G. MACDONNELL'S despatch forwarding the Ordinance to Secretary of State, and the Attorney General's (me) opinion on the Ordinance, shewing that 3 Foreign vessels had been followed from the Harbour and attacked outside, No. 111 of 28th August, 1866.) If the Junk had been guilty of any infringement for not reporting or obtaining a clearance, the Master was to be charged, and forfeiture of Junk and Cargo took place. This, of course, was a strong measure, and the Governor soon reported to the Colonial Office that complaints had ceased. The Secretary of State sanctioned the employment of this Ordinance for the suppression of smuggling, although the pains and penalties of forfeiture were only intended to attach to breaches of Harbour Regulations where piracy was in contemplation.         "content_text": "# CHINA OVERLAND TRADE REPORT.\n\nJanuary 19, 1898.\n\nthat the Justices of the Peace will do their duty in the matter and, having commenced the campaign against the sale of injurious liquor, will carry it through to a successful issue.\n\n## ENGLISH TEACHING FOR HONG-KONG CHINESE,\n\n27% \n\n## THE FUTURE OF KOREA,\n\n(13th January.)\n\nWe are still without any definite confirmation of the reported agreement between Great Britain, Russia, and Japan with reference to China and Korea, but the opinion appears to be generally entertained that the trouble is over. If it be correct that the British Government is going to lend money to China direct, it may be assumed that British influence will make itself felt in the administration of the Empire, though without the assumption of any formal protectorate or absolute control. The problem in that direction would be comparatively easy of solution when once the international jealousies had been cleared away. The Chinese Government, though powerless to repel attack from without, possesses sufficient strength to preserve order in the various provinces, and with the guidance of foreign advice would be able to consolidate its authority, provide a decent administration, and in course of time to establish an efficient army and navy. The granting of financial assistance by Great Britain implies that China is to be allowed to avail herself of such advice. But what about Korea, with its wretched government and chronic rebellions? Bad as is the administration in China, it is vastly superior to that of Korea, And it is difficult to see how order is to be maintained in the latter country, or foreign interests to be protected, without some measure of direct foreign control. And who is to exercise that control? If Russia and Japan would consent to withdraw in favour of England, the solution would no doubt be eminently satisfactory from our own point of view, but it can hardly be expected that the other Powers will look at it in the same light. Possibly the settlement may take the form of a tripartite control, England, Russia, and Japan being equally represented. That may turn out to be the only possible solution of the difficulty, but it is one that can hardly fail to lead to further difficulties in the future. The joint control of Egypt by France and England broke down, and a joint control in Korea would almost inevitably prove equally unstable. So far we have had no indication of what Lord SALISBURY's policy in the matter may be.\n\n## SIR THOMAS SUTHERLAND AND THE SHIPPING CONFERENCE,\n\nThat hardy annual, the subject of teaching the Chinese to speak English, was again in evidence at the distribution of prizes at Sir THOMAS SUTHERLAND'S speeches at the Queen's College on Friday last, when Sir JOHN CARMINGTON was the orator of the occasion. Far be it from us to depreciate the importance of teaching English to the Chinese, especially so, as Sir THOMAS dealt with the important and vexed question of the Shipping Conference. There is also a reference to Hongkong, to the disposal of the Company's property in this colony, and to the revolution which has passed over the business of steamship companies since the opening of the Suez Canal. The Shipping Conference, however, was the main subject dealt with, and it must be admitted that the speaker made a remarkably able and effective defence of the general principle involved, viz., that of combination amongst steamship owners, though he did not dispose of all the complaints of shippers. It was shown that regular lines could not be maintained without some agreement amongst themselves as to rates. To that the shipper can hardly object, for though his interest is in favour of low charges, he must recognise the shipowners' right to a profit and be prepared to pay for the greater regularity of communication which the established lines afford over tramp steamers. But what is objected to is the preferential treatment accorded to the Conference lines in competition with the outsider ships from British ports, and it is on that point that Sir THOMAS SUTHERLAND'S speech will be subjected to the closest scrutiny. Dealing with the freight on iron and iron materials, which form the chief export from Antwerp, it was stated that some time ago there was great struggle between certain German lines which brought the freight down to 10s. a ton or even lower. When the P. & O. Company found that this cut-throat competition was not to be an affair of days or weeks, but that it was pretty sure to continue until one of the German lines swallowed up the other, they lowered the freight at Middlesbrough from 15s. to 10s., or whatever the rate was from Antwerp, and he believed their example was followed in Liverpool and the rate similarly reduced there. If that course was always followed there would be no cause of complaint. But the inquiry instituted by Mr. CHAMBERLAIN with reference to the trade of British colonies and foreign competition brought to light several instances in which foreign trade received the benefit of preferential freights. The Hongkong Committee drew attention to the fact that the rates of freight on piece goods charged at that time by the Conference steamers from New York to Hongkong and Shanghai averaged from 25s. to 30s. per ton as compared with 57s. 6d. from London and Liverpool. At Cape Colony also it was stated that freight was the main factor in letting in the United States, 22s. 6d. per ton being charged for furniture from New York and 31s. 3d. to 33s. 6d. from London. Even if differences such as these exist only for a time they must nevertheless exercise a considerable influence while they last and give the foreigner an opportunity of securing a footing in markets that were previously supplied from Great Britain.\n\nAt the same time it is as well to recognise that when a person goes to one of Her Majesty's foreign dominions populated by native races he cannot reasonably expect to find English the common language of the people, is it? In India and the Straits Settlements the European population find it convenient to learn the native language in order to be able to communicate with their servants and tradesmen, and were the Chinese language less difficult no doubt the same course would be adopted in Hongkong; but as Chinese is not a language that can be picked up, and as few can afford the time and large expenditure of effort requisite for its systematic study, we have to get on as best we can with the aid of \"pidgin\" English or the aid of interpreters.\n\nThe wonder is, having regard to the character of the population, that English will carry a person through as well as it does. Every Englishman of course hopes for the time when English will be the universal language, and it is the duty of a colony situated as Hongkong is, on the borders of an empire numbering over three hundred million, to do its best to bring about that desired consummation; but the Chief Justice says that when he came to the colony, about twenty months ago, he was very much struck with the general ignorance of the English language which prevails among the Chinese population of Hongkong. Having given a number of instances of this ignorance, His Honour said, \"Now this is a strange state of things, and we look to Queen's College to remedy this state of things.\" But there is in reality nothing at all strange about it. We have in Hong Kong but a very small indigenous population, the great bulk of the inhabitants being persons born in China who have never had the opportunity of learning English even if they had the inclination. Of the 201,528 of Chinese land population enumerated at the census taken last year only 9,033 returned themselves as having been born in Hongkong, and a still smaller number, namely, 1,523, acknowledged the colony as their native place. Taking an outside estimate, therefore, hardly more than five per cent. of the population can have come under the influence of our local educational agencies. Small wonder, then, that the bulk of the population are unable to speak English. If Queen's College were required to remedy this state of things it would have to establish branch schools in all the towns and villages of the province of Kwangtung, from which the population is chiefly drawn. But even if the alien character of the population were less pronounced than it is we still fail to see that there would be cause for surprise in the fact that the majority can speak only their own language.\n\n## THE SANITARY BOARD AND OBSTRUCTIONS IN LANES.\n\nAt the meeting of the Sanitary Board on Thursday there was considered an application for the renewal of a lease of Crown land in Lan Kwai Fong Lane. The application had been referred to the Sanitary Board because the property affected obstructs the entrance to the lane, access to which is gained by an archway under the house. The Medical Officer of Health opposed the granting of the application, and was supported by Mr. EDE, whereas the Director of Public Works proposed that the lease be extended as an annual lease so long as the lane continues in its present position and the houses are not raised higher. The Hon. F. H. MAY, who presided, seconded the Hon. R. D. ORMSBY'S amendment, but, the Board being equally divided, declined to give a casting vote, and the question, so far as the Sanitary Board is concerned, is thus left open. The Government really is, but it appears clear that some very definite line has been laid down, and much curiosity must be felt as to its character. The circumstances of Korea are radically different from those of China and call for different treatment.",

There, I consider a berth for the fire float might be reserved and possibly on the other side accommodation for the new rescue tug. In such part of the depot would be your general control, your telephones, etc., etc., and everything necessary for the general management of the property.\n\nTurning to Plan 3, I will explain how same would operate. In the first place, passengers leaving for a certain steamer would be advised by the Boarding House Keepers and runners and by signs, illuminated or otherwise, of what examination room to proceed to; they could come an hour, or two hours if necessary, before the departure of the vessel. You will notice that the two rooms on the right and left will accommodate 570 people each; that the outer room will accommodate 760. These numbers represent the sitting accommodation of the rooms, and in front of each seat has been arranged a low platform, some two feet high, on which each passenger would deposit their hand baggage. Within this well-lit room, inspectors would walk along, open the packages, thoroughly examine them, search the passengers and let them pass out on to the steamer for which they are destined.\n\nAt the corners of each pier will be found grilles which will entirely isolate the berth from other rooms, so there can be no possible confusion with regard to passengers going on the wrong vessels. You will also see offices arranged for the ordinary work connected with the depot, men's and women's lavatories, also a useful office for police. It would be necessary for this depot to be brilliantly lit and I would suggest that round each examination room a raised light gallery be built, round which an inspector could walk during the time passengers are assembled there, and from a position of vantage supervise the work carried out by his subordinates. The foregoing remarks deal with the departure of a vessel.\n\nOn arrival, the procedure is simply reversed, except that the examination would be conducted not only by Police but by Excise and a qualified medical officer, the latter as a preventive against passengers suffering from infectious disease passing into the Colony. A medical Officer's apartment has been provided.\n\nI don't know, gentlemen, that there is anything I can usefully add in way of explanation, except to say that the plans have allowed ample room for the easy handling of passengers, and I would draw your attention to the vacant space between the first two rooms, which has been left there with a view to dealing with heavy luggage. This could be sent on ahead as is done by Europeans when travelling, stacked together, properly labelled and examined in the same way as is done in most parts of the World; it could then be transferred to the steamer and locked up in properly arranged baggage rooms.\n\nI am hopeful that this proposal, if it is approved by your Chamber, may be the means of suggesting to the Public Works Department the basis of a depot which they can work out in exact detail, and I feel most strongly that some such organization will be of lasting benefit to the general control of the Harbour and may largely assist the various departments in regulating the passenger traffic of the Colony”.\n\nNothing seems to have transpired in this connection until Mr. John Duncan presented his report on Harbour Improvements in December, 1924. In discussing improvements at West Point, he states in his report :-\n\n\"The underlying principle of this proposal is the control of river boat passenger traffic with a view to assisting the suppression of piracy, the Excise and Revenue Department in the searching of passengers and their baggage and the control of the spread of disease.\n\nThe scheme was discussed on the 15th July last in conference with the Hon. Mr. E. D. C. Wolfe (Captain Superintendent of Police), the Hon. Mr. A. E. Wood (Acting Secretary for Chinese Affairs), Mr. D. Lloyd (Superintendent of Imports and Exports), and Lieut.-Comdr. Hake (Acting Harbour Master).\n\nIt was ascertained that the scheme would not allow of any improvement on the present methods regulating the traffic concerned. (vide paragraph 8 of Minutes of 168th Meeting).\n\nThe Chairman read a letter which he had received from the High Commissioner for Canada relative to the Committee's Third Report on Hudson Bay Marine Insurance Rates, in which the High Commissioner indicated that the Department of Marine at Ottawa considered that August 10th should not be regarded as a permanently fixed date for vessels passing Cape Chidley inwards, but that the date should be movable, depending on the actual navigation conditions in Hudson Strait and Bay, as revealed by the ice and weather reports from the wireless stations in the neighbourhood and the Government patrol steamers.\n\nIn the course of the discussion on the letter the Chairman suggested that it would be better not to re-open the matter as regards the present season unless there were some ships actually involved, particularly as it would be difficult to get the matter considered by the Joint Hull Committee at short notice. Mr. MacLeod replied that he was unaware of any particular ships which would be affected, but he thought it might be an advantage if the underwriters were made aware of the proposal which might be useful in subsequent years.\n\nIt was finally agreed that the Chairman should communicate with the Chairman of the Joint Hull Committee asking him to consider the nature of the information which the Joint Hull Committee would like to have with a view to enabling them to fix the date for the opening of the season.\n\n-3-",
