Dec.29,1900.\n\n1\n\nYou will see from the enclosed circular that the suggestion of yours of the 15th.inst., has been acted upon and that as a result it is found that practically all the British residents in Chefoo are in favor of the establishment of a British Post office similar to that of other nationalities in this port.\n\nThe reasons for pressing this petition in this way seem to be, a general dissatisfaction with the existing arrangements of the Chinese Imperial Post, being badly managed both at this place, but more especially in the interior of this Province. It is also unreliable and unsafe, being too much in the hands of unsuitable persons. It is costly, as all those, who use it are compelled to pay what virtually amounts to a heavy tax on parcels from abroad. During the present chaotic and hostile condition of the Chinese Government it is especially undesirable that all the correspondence of the British public here should be under the control of Chinese officials.\n\nWe think, therefore, that if this matter is properly presented and vigorously pressed it should result in the establishment of a well-equipped, safe and reliable British Post Office in Chefoo which all who are concerned would greatly appreciate.\n\nIf incidentally this action should likewise benefit Tientsin and Newchwang, none of those here represented in this business should find reasonable cause for objection.\n\nI have the honor to be,\n\nyour most obedient servant,\n\nC.O.Forsyth\n\nJ.N.Bratton, Esq.,\n\nH.B.M. Noble. \nHongkong, China. \n24 FEB 131 \n\nDear Sir, \n\nI have referred your letter of October 1st., 1912, to the Schutte and Korting Company, agents for the Harker Fumigating Machine in this country, and they informed me that they have written to you and will send you drawings and full information. \n\nI have been using the machine installed on the quarantine Steamer *\"Bratton\"* for blowing carbon-monoxide fumes into the ships that require disinfection, for the past two months, and find that the gas effectually kills rats in all places fumigated by it. It takes much less time to introduce this gas into the compartments of a vessel than it does to fumigate a ship with sulphur, large vessels having been done here in less than six hours, and smaller ones in a much shorter time. The gas is much more efficient in killing rats than sulphur, but greater care has to be taken with it as it has very little odour and persons are liable to be overcome and may be killed by its action, if they are allowed to remain where it is for any length of time. The effect of the gas has been measured by rats placed in cases and also by lanterns; rats seldom live a longer time in the gas than is required to extinguish a light. The best means we found for conveying the gas from the machine into vessels is by the use of galvanized iron piping made of 24\" iron, 6\" in diameter, 8\" hosing being employed to connect the pipes together where it is necessary to turn corners; this hosing is held apart by No. 10 English Phosphor Bronze wire. The different parts of the pipe are joined together by slip couplings held in place by screws and lugs. No experiment has as yet been made in fumigating vessels filled with cargo, but I have very little doubt that the gas can...",

        "content_text": "March 25th, 1922]\n\ning and generally on business. Such fears, I am glad to say, proved not well founded. There has been a very considerable amount of building during the past year and I had hoped it would be sufficient to relieve the previous shortage of housing accommodation to the extent that it would make it unnecessary to continue the Bill in operation. I am informed, however, that this has not been the case and it is still necessary to continue to keep this Bill alive; otherwise, tenants would be in the unfortunate position from which we had to rescue them last year. They would be at the mercy of unscrupulous landlords. I have, therefore, to give notice that it is the intention of the Government to propose in the next few weeks that the Ordinance restricting rents should be retained in operation another year. During the course of this year there have been communications to the effect that the Ordinance in certain circumstances had worked hardship on the landlords, and it might be that we shall think it desirable to introduce amendments which will require consideration. It will be of great assistance to the Government if those landlords or others who have found that the operation of the Ordinance as it stands needs amendment will inform the Government fully of the points to which they object in order that we may consider how far they weaken the principle of the measure.\n\nTHE ADJOURNMENT.\n\nI propose that the Council adjourn till this day week, and as there will be very little before the Council, I propose, unless members object, that we should meet at 12 o'clock on that day.\n\nHIS EXCELLENCY intimated that he would like the members of the Council to remain after the meeting of the Finance Committee.\n\nHIS EXCELLENCY later returned to the Council Chamber, but this meeting was not open to the Press.\n\nFINANCE COMMITTEE.\n\nA meeting of the Finance Committee was held, the COLONIAL SECRETARY presiding.\n\nRAILWAY NOTES.\n\nThe Governor recommended the Council to vote a sum of $1,200 in aid of the vote Kowloon-Canton Railway, Other Charges Maintenance of Way, works and stations, repairs, Station buildings.\n\nCHINA OVERLAND TRADE REPORT\n\nThe Hon. The vote was agreed to.\n\nEX-SERVICE MEN.\n\nSUCCESSFUL RE-UNION DINNER.\n\n\"THE PEOPLE OF THE MIST.\"\n\nThe Ex-Active Service Men's Association held a most successful re-union dinner at the Hongkong Hotel on March 18th. A large company assembled and the spirit of good comradeship evoked in the trenches of France and Flanders was manifest in the gathering. The President (W. St. A. Malleson, V.C., R.N.) was in the chair and the guests included H.E. Sir John Fowler, K.C.M.G., C.B., Colonel Nicholson, Mr. H. Percy Smith, and Captain Fisher.\n\nDuring the evening \"The Silent Toast\" was honoured and the \"Last Post\" was sounded by one of the King's Regiment buglers; also the sergeant in charge of the buglers. \"Old Bill\" was there in costume issue. The menu card was as follows:-\n\nRATIONS.\n\n1-Estaminet Cocktail.\n\n2. Trench Soup (and plenty of it).\n\n3. Sole a la Whizz Bang.\n\n4.-Fillet of Shrapnel en Hellfire Corner.\n\n5. \"Somme\" Chicken.\n\n6-Iced Asparagus (of your dreams).\n\n7.-Pipsqueak en Surprise.\n\n8-Mills Bombs on Toast.\n\n9. Dessert (please don't).\n\n10.-Coffee and Rum (Watch the Sergeant Major).\n\nProfessor MIDDLETON SMITH, in proposing the toast of the Association, congratulated the Association on the pleasant reunions it had organised to keep members in touch with one another, and spoke of the value of keeping green memories of the great effort the Empire made in 1914-1918. The times, he said, were somewhat out of joint and the future would not be bright unless the splendid spirit of comradeship and high endeavour shown in the war continued to prevail.\n\nThe PRESIDENT (Lieut. Malleson, V.C.), in responding to the toast, laid emphasis on the need of a club where ex-Service men could meet and be sure of finding the glad hand extended to them. He did not think the Association would ever get going properly until they had acquired a club house of their own.\n\nThe CHAIRMAN: The Engineer of the railway has reported that in consequence of the abnormally heavy traffic recently passing through, the collapsible gates have been seriously damaged and should be taken in hand at once. There are new gates and it is proposed to utilise them, and the estimate for carrying this work into effect is $1,200.\n\nThe Governor recommended the Council to vote a sum of $5,386 on account of Kowloon-Canton Railway, Special Expenditure, additional sidings, Loco Yard, Hunghom.\n\nMr. Tom WRIGHT responded to a call for a speech, and extending a cordial welcome to General Fowler, Mr. Mackintosh said that they were ready to follow the General in the battle of peace as they did in the battles of war- (Applause).\n\nMajor General FOWLER, replying on behalf of the visitors, said that he felt greatly honoured by having been invited to reply to this toast. As far as he was concerned, he would assist the Association to the utmost of his ability. He also looked to the Association to help in the maintaining of order.\n\nA voice: We will do our best for you, Sir.\n\nDuring the evening an excellent concert took place and the whole assembly joined in many songs reminiscent of army life.\n\nTHE BRITISH LEGION.\n\nREPETITION OF THE ANNUAL MEETING.\n\nThe British Legion, aggrieved by the stabs of the anonymous letter-writer, held its annual meeting over again at the City Hall on March 20th. The Committee, elected at a sparsely attended meeting during the strike, had resigned en bloc. This time there was a large attendance.\n\nA \"vote of confidence\" in the President (Brig.-General E. B. Macnaghten) was indicated by his being elected to the chair. Someone then proposed that the decisions of the earlier meeting should be endorsed forthwith. Another member thought it would be better to have each name formally proposed and seconded. In the end, the course was adopted of asking members to fill in ballot papers, taking the names according to their choice, from the full list of members of the Legion.\n\nThe result of the ballot was declared as follows:-\n\nPresident, Brig.-General E. B. Macnaghten; Chairman, Mr. A. Murdoch; Vice-Chairman, Mr. H. C. Gray; Hon. Secretary, Mr. H. K. Holmes; Hon. Treasurer, Mr. W. J. Hawker; Hon. Auditors, Mr. H. Spicer and Mr. A. Piercy.\n\nCommittee.-Lieut. Conway Hake, the Rev. C. C'ouston Porri, Mr. G. K. Hall Bratton, Lieut.-Col. L. G. Bird, Mr. T. W. Hill, Mr. M. H. Turner, Mr. H. W. Roberts, Mr. F. W. James, and Mr. H. S. Burleigh.\n\nIn the course of the proceedings, the Chairman read a letter from the Captain Superintendent of Police stating that the Legion had been the first to offer services in the special constabulary during the strike and thanking them for the excellent example set and the good work done.\n\nDr. TEESDALE MACKINTOSH, in proposing the toast of \"The Visitors,\" urged those of the guests who were eligible to become members of the Association to see that before Sunday dawned they got hold of the secretary and joined up. To those who were \"really bona fide visitors,\" he appealed for their support and sympathy. \"We have,\" said Dr. Mackintosh, \"annoyed a great many people in this Colony (Cheers) and we have trod upon a great many peoples' corns. If these people have corns, they must expect to have them trod upon.\"\n\nAMATEUR GOLF CHAMPIONSHIP.\n\nA London telegram says:-An overwhelming majority of amateur golfers voted in favour of the suggested new Amateur Championship rules, which include a stroke qualifying competition over 38 holes. Thirty-two competitors will be played over thirty-six holes.\n\nThe Hon. Mr. PARR: Does it mean that the 1920 and 1921 championships were circularised and 129 voted for the change, 19 against, and 90 did not reply? A petition was presented to the authorities forthwith with the request that this revision will govern the 1922 championship at Prestwich in May.\n\nThe CHAIRMAN: The Manager of the Railway states that they are experiencing great difficulty in the cleaning of the coaches. This work is done at Hunghom at the loco yard, and after discussing the matter with the Traffic Superintendent, it was decided to concentrate and transfer the whole of the cleaning to Hunghom, putting in three sidings and laying additional water pipes.\n\nA gentleman, who was a parson, had suggested to him that Hongkong needed a quiet day in the Cathedral. Hongkong did not want a quiet day. What Hongkong wanted was an earthquake (Loud cheers). He wanted this Association to provide that earthquake. He wanted it to put an end to this splendid spirit of isolation and this peculiar halo that surrounded the people who dwelt so many hundred feet above the sea level. He wanted to bring them down out of the fog.\n\nThe CHAIRMAN: The fact is that with the present accommodation, it is impossible to clean the coaches in time for the next day's traffic, but if they have them concentrated in one place, they can clean them properly.",

We have been wondering whether for that reason it is desirable to go ahead quickly with mineral prospecting and development, so that any expenditure incurred could be recovered before the termination of the lease of the New Territories, or whether, in view of the possible precipitation of a Chinese demand for the premature surrender of the New Territories in the event of valuable geological discoveries, it might be advisable to afford no particular priority to the proposed geological investigations at this time of scarcity of man-power and materials.\n\nYou will see from the Secretary of State's despatch No.`294` of the 14 September that he has had his attention drawn to the question of mining control in Hong Kong.
