At the last sales, somewhat contrary to general expectation, there was a fairly active demand for East India Hides for both home use and export, and rather over three-fourths of the quantity offered was disposed of. Former prices were well supported for nearly all descriptions, and for some of the most desirable piles of Dacca and North-Western slaughtered an advance of ½d. to ¾d. per lb. was paid. Singapore and Penang realised about former rates. Ceylon Deer also firm.\n\nISINGLASS.-The market continues firm, and at auction of 4 cases offered, a few only sold at 2s. 8d. to 2s. 9¼d. for middling Pipe; 10 bales Manila purse sold at 6d. to 8¾d. per lb.\n\nINDIA-RUBBER.-The market is very quiet, and in the absence of transactions of any importance prices are unaltered.\n\nJAPAN WAX.-There is but little doing, but the market is firm, and prices are well maintained; small sales of fine saucers are reported at £4 18s. per cwt.\n\nMusk.-Market steady: 51 caddies Tonquin at auction sold; fair selected, well-shaped pods part horny 34s. to 34s. 6d.; and rough and badly, fair middling 17s. 6d. to 18s.; 19 tins Grain sold, fine at 56s. to 57s.; dark at 48s. to 48s. 6d. per oz.\n\n[Nov. 18, 1872.]\n\nPEPPER.-Black has been very dull, and there have been only small sales, chiefly of Singapore, at 6d. to 6¼d., at which the market closes. White is also cheaper, having been with an extremely dull tone, quitted at 1s. 0d. to 1s. 0¾d.\n\nPLUMBAGO Ceylon of fine quality is very scarce, but mixed is dull of sale; 133 barrels in auction sold; dust, good and very good at 12s. to 13s. 3d. per cwt.\n\nRATTANS are scarce, and supplies would realise high prices.\n\nRHUBARB The market for China is steady but quiet; of 126 cases offered three-fourths sold; sundried root fairly trimmed and fresh small to large, 2s. to 2s. 4d.; duller coat and more mixed in size, 1s. 8d. to 1s. 11d.; inferior, 10d. to 1s. 2d. per lb.\n\nRICE Although there is no activity in the demand, there is a steadier tone observable in the market, and better prices have been obtained, especially for floating cargoes. On the spot Askoolie has been sold at 10s. 4½d. to 10s. 6d., old Necransie at 8s. 6d. cash, and Moulmein at 9s. 6d. ex quay. The floating cargo per Surrey, 1,200 tons Rangoon, has been sold at 9s. 6d. continental terms, the floating cargo, per Voltri, 760 tons Necransic, arrived off coast, sold at 9s. 3¼d. for a near continental port, and a floating cargo of 750 tons Moulmain at about 9s. 3d. ex ship.\n\nSAGO.-Market very quiet, and little business done. Of 897 bags offered, half sold at 16s. 6d. per cwt. for good small, and 17s. 6d. to 18s. for good large.\n\nSAPAN WOOD.-Manila and Siam steady; 55 tons Manila sold at auction at £8 2s. 6d. to £8 7s. 6d., for good wood, some damaged. Ceylon firm and in demand, but no offers have been made during the fortnight.\n\nSHELLS.-No business since the sales of the 5th inst.\n\nSPICES.-Chunamon: There is a steady demand for Ceylon and a moderate business doing at previously ruling prices. Cassia Liguea: Quiet; 400 cases unworked at public sale retired. Buds: Quiet. That Paragon of benevolence in her own right, Lady Burdett Coutts, has subscribed £5,000 to the fund, and Mr. Gordon Bennett, of the New York Herald, has subscribed $100,000.--(Applause.) I mention those facts for this reason, that Her Majesty the Queen has the very best sources of information at her disposal, that Lady Burdett Coutts is a charitable lady who never lays out a pound except in the right direction, and that Mr. Gordon Bennett also has news at his disposal which render him an eminent authority. In addition to that, I hold in my hand a telegram from Dublin Castle which was sent to me last week. It is to this effect, \"Acute distress prevails,\" signed by the Duchess of Marlborough. I think, therefore, that you have before you evidence of distress. You have, I think, before you the clearest proof that the time has come when some steps must be taken to meet the impending distress. But you are fairly entitled to ask also, if this money is sent to the Duchess of Marlborough's fund, how will it be dealt with? That is answered authoritatively by the last mail, in a few words, which I will take the liberty of reading, in a leading article in **The Times** newspaper.\n\nWe continue to receive satisfactory assurance of the progress made with the collections for the Duchess of Marlborough's fund, both in this country and in Ireland, and of the care with which the money is laid out. The object is one for which both money and care are needed. Almost every day brings fresh proof of the reality and magnitude of the existing distress in Ireland.\n\nThe result is that the small farmers in the west of Ireland are now in want of the necessaries of life, and that the labourers who depend upon them for employment are in even worse case, and are barely contriving to keep body and soul together upon rations of maize-meal and water, milk and oatmeal being luxuries beyond their reach. It is for the relief of those poor creatures that the Duchess of Marlborough and her committee are doing all they can. The public has the means of judging the way in which the work is done. Every penny they have received is accounted for; the names of the recipients are recorded and may be seen; local committees or local agents are appointed to superintend the distribution of each grant. The utmost care is taken that the money shall reach the fittest objects with no waste by the way.\n\nNow, I am aware that some gentlemen in the community would wish to send subscriptions to the fund being collected by the Lord Mayor of Dublin. I will only say this, that I received information by the last mail that the Duchess of Marlborough's Committee and the Lord Mayor's Committee are working in complete harmony. I have ascertained that a leading member of the Lord Mayor's Committee, on behalf of that Committee, applied to the Duchess of Marlborough's fund on behalf of some children of Dublin who were in great distress, and the Duchess gave assistance at once. Both committees are working harmoniously and on parallel lines. Therefore, I think that you may fairly leave to the committee you will be asked to approve of to-day, our own local Committee, the question whether it may not be in the power of that Committee to send a contribution to the Lord Mayor's fund as well as to the Duchess of Marlborough's.--(Applause.) There is not, in fact, in the whole of Ireland, a man more zealous or active in mitigating distress than Mr. Grey, the Lord Mayor of Dublin.--(Applause.) Accordingly, ladies and gentlemen, I feel convinced that, whatever we may do in the way of subscriptions, the money will be well laid out, and will not be wasted. And of one other thing I am also confident; when I see the commercial gentlemen of the colony in this hall to-day, when I know the character of Hongkong, its reputation as the leading commercial community in Her Majesty's Colonial Empire, a community ever distinguished by munificence, I also feel that the appeal which I and my countrymen are now making will not be made in vain.--(Loud applause.)\n\n## \n\nThe **CHIEF JUSTICE**-Your Excellency, ladies and gentlemen, when I entered this room I did not expect that I should be called on to take any prominent part on this occasion. I think it would have been kindness if I had been told. But I certainly did expect that a gentleman recently come among us (Mr. O'Malley), knowing something of Ireland both from education, connection, and regard--because that he must have for the country--I had thought that he would have been the man to have first addressed you, next to His Excellency, and that he would have given us some of that eloquence of which Ireland takes pretty nearly the monopoly.--(Hear, hear.) Then we have my friend whom I see here (the General); he ought also to have brought, before I was called on, his contribution to the eloquence of this occasion; and my friend near the window (Mr. Brereton), whose eloquence has often turned me and led me sometimes astray, sometimes right. He ought certainly to have been here to have led everyone right on this occasion by his eloquence.--(Applause.) As it is, I really have nothing to say. I do not know, and I do not pretend to know, the misery that there is in Ireland. I do not pretend to have comprehended or taken in the wretchedness that has brought men down to the grave and has laid prostrate men by the hundred, I fear by the thousand. But still I have read something in the papers, like everybody else, and I cannot help feeling that we all ought to come forward on such an occasion, and that it is our business here not to say who is to blame for the present famine, not to discuss whether it is one party or another. One thing I am sure of, that there is no man in England of any station whatever who would willingly for any party purpose have caused one death in Ireland--(Applause.) For myself, I am proud of all our public men in England. I think it is the glory of England that there is not a man to whom the finger of scorn could be pointed as being thoroughly selfish in his politics. I believe on all sides all have endeavoured to do right, and if any have done wrong it has been because they have been mistaken. Whigs may be mistaken, Conservatives may be mistaken, but it is mistake only. But we are all one at least in this, in the acknowledgment of our common humanity and the duty we all owe to that common human nature of which we all partake. (Applause.) It would be a very difficult thing to attempt to say why this famine exists in Ireland. If I were to make the attempt I know I should make a hundred blunders at least before I get to the end of it, and therefore I shall avoid all consideration of why the present state of things exists. I only agree in this, that there is a great amount of human misery, and when that exists I am sure it ought to call forth universal sympathy. I hardly know what to say further on this subject. There is but one thing for our consideration. *Homo sum et nihil humanum a me alienum puto*. I think every man who has a soul and power of thought must think this is an occasion for him to do his utmost. Something has been said as to whom the money is to be entrusted to. Well, I have no particular deference for the Duchess of Marlborough. She is a very excellent person indeed, but this I know, that the Duchess is acting under a responsibility. Her husband is responsible to the nation that the money she expends is properly expended, for even in politics as well as in civil life we are all of us responsible for our wives. (Laughter and applause.) That being so, it does seem to me the wife of the Viceroy of Ireland is the person above all others, if she will undertake the kindly office, to whom we should extend the distribution of the small contribution this small Colony can give.\n\nI have not the honour of knowing the Lord Mayor of Dublin. Many persons here may know him, but there is no private individual, be he what he may, there is no gentleman in the position of the Lord Mayor of Dublin, who is in the responsible position of the Duke of Marlborough. Therefore I conceive the money from a colony like this should go to a person responsible to the world in a way which the Lord Mayor, however high a man he may be, is not. There is no tribunal to which he may be brought as there is to which the Duke of Marlborough may be. On Saturday a luncheon was given at the Kam Ling Restaurant, West Point, in honour of H.R.H. the Duke of Gloucester, and the affair was carried out with great success. About 180 gentlemen were present, including over 30 guests. The approach to the restaurant was most elaborately decorated in the Chinese manner, and the dining-room was a mass of beautiful flowers. Festoons added to the brightness of the room.\n\nFlags were used in the decoration. A large crowd had gathered in the streets to witness the arrival of the Royal party at about 12:30. The Duke, who was accompanied by H.E. the Governor, was received by Sir Shou-son Chow, Sir Robert Ho Tung, Dr. Tso, and other prominent members of the Chinese community. A number of Chinese gentlemen had the honour of being introduced to His Royal Highness, who shook hands with them and exchanged a few words of greeting. Lunch was then served immediately, and included the usual choice dishes offered on such occasions—birds' nest soup, turtle, shark fins, etc. There were no speeches, but the toast of \"The King\" was duly honoured. The Duke and party left at about 1:45, His Royal Highness thanking his Chinese friends for their hospitality.\n\nOther guests at the luncheon included members of the Prince's suite, the Governor's staff, Capt. One likes to think of sunshine and blue clouds for such occasions—but it may well be that Prince Henry may be remembered as \"the King's son who brought the rain in time of famine.\"\n\nThe day's events were luncheon at West Point as the guest of the Chinese community; participation in four races at the Jockey Club's fourth extra meeting, Happy Valley, and then the ceremonious leave taking. His Royal Highness, though he did not win any of the events at Happy Valley, proved again that he is a very fine horseman, and few indeed have done so well at their first attempt on the course with a China pony. A full account of the races appears elsewhere.\n\n### DEPARTING FORMALITIES\n\n#### SCENE AT QUEEN'S PIER\n\nPractically the same formalities, only in different order, were observed at His Royal Highness's departure as at his arrival. Accompanied by His Excellency the Governor, the Royal visitor, who wore the tropical uniform of the 10th Hussars, arrived by car followed by three cars containing other members of the staff. They were preceded as usual by members of the police flying squad.\n\nIn front of the pier the guard of honour was provided by 3/15 Punjabis Regiment, the band and pipe and drum band of the battalion also being present.\n\nOn the pier, as at the landing, were the members of the Legislative Council, a number of Senior Naval, Military, and Air Force Officers, including Vice-Admiral A. K. Bilbyard-Leake, DSO, RN (Retd.), Naval Attaché at Chungking also arrived for a short visit.\n\n11th September,\n\n33. During the forenoon of 11th September H.M.C.S. ONTARIO, H.M.T.S. LLAN STEPHAN CASTLE and GLENGYLE and H.M.S. STRIKER arrived with the 3rd Commando Brigade under the command of Brigadier C.R. Hardy, DSO, RM. Taking passage in ONTARIO was Major General F.W. Festing, CBE, DSO, General Officer Commanding Land Troops, Hongkong, and a small staff. The Commando Brigade commenced disembarkation at once, two Commandos going to Kowloon and one to Victoria.\n\n12th September.\n\n34. On 12th September I convened a meeting of the several Landing Force Commanders, General Pan, Brigadier Hardy and other Commando officers to arrange for the Army to take over certain areas now patrolled by the Navy and R.A.F. Major General Festing took over control of all forces employed on the preservation of law and order.\n\n13th September.\n\n35. On 13th September at 2100 a proclamation was issued re-introducing the Hongkong dollar at the rate of 1/3d sterling the following day. The Hongkong dollar was in no way tied to the Japanese Yen which had been current until now. The supply of actual dollar notes was small and limits were imposed on the amount that could be drawn from banking accounts and by the Services. The basic rates for day by day labour were fixed at $1 for unskilled labour, $1.50 for semi-skilled, domestic servants, etcetera, and $2.00 for chargehands. The price of rice was fixed at 20 cents a catty.\n\n36.\n\n14th September\n\nIt was expected that there might be trouble on 14th September over the introduction of the new currency and consequent inflation of the Military Yen, but although most of the shops were closed, there were no incidents.\n\n37.\n\nDUKE OF YORK arrived and secured to the only buoy afloat in the harbour. TROON HARBOUR.\n\n191\n\n(33) This undertaking dates from the beginning of last century and formed part of the entailed estates of the Duke of Portland. By the Glasgow and South Western Railway Act, 1901, the harbour was transferred to that railway company for £167,500 plus certain royalties, and under the Railways Act of 1921 it became vested in the L.M. & S. Railway Company, by which it is operated, mainly as a coal export port for the Ayrshire coalfield.\n\nJ.—AYR HARBOUR\n\n(34) Ayr Harbour, which was operated under a series of local acts commencing in 1855, came to be vested under a provisional order of 1901 in a body of Trustees consisting of the Provost and 3 members of the Town Council of Ayr, 5 elected ratepayers, and 6 persons appointed by the Railway Company, which then agreed to guarantee payment of the debenture interest, already in arrears. The revenue continued to be insufficient to meet the liabilities of the undertaking, and in 1919 it was transferred by authority of a provisional order to the Railway Company, 4 per cent. debenture stock being issued to the extent of £240,000 as purchase consideration to the harbour stockholders. Since 1921 the harbour has been vested in the L.M. & S. Railway Company, by which it is operated mainly as a coal export port for the Ayrshire coalfield.\n\nK. MINOR DOCK AND PIER UNDERTAKINGS\n\n(35) Mention must also be made of a number of small dock and pier undertakings which still preserve a separate existence.\n\nThe following now belong to the L.M.S. Railway Company:-\n\n(1) General Terminus Quay: This Depot and Wharf on the South side of Glasgow Harbour between Springfield Quay and Mavisbank Quay originally belonged to the General Terminus and Glasgow Harbour Railway Company, by whom it was transferred in 1848 to the Clyde Navigation Trustees. Under the Caledonian and General Terminus Railways Amalgamation Act 1865 the rights and duties of the former General Terminus Company were transferred to the Caledonian Railway Company, now incorporated in the L.M. & S. Railway Company, who enjoy the right to deal with shipping traffic at the Quay and power to charge for shipping appliances.\n\nThe Quay has been used latterly for coal export purposes, but to a declining extent. Prior to the war proposals for the adaptation of the Quay for the handling of Iron Ore on a large scale had been discussed with the Clyde Trust and the Iron and Steel Trade, and these proposals have now been revived. Reference may be made to Paragraph (159).\n\n(2) Renfrew Wharf: This wharf, which has been out of action since an air raid in March, 1941, is situated on the south side of the Clyde at the termination of the Paisley-Renfrew Railway. It was constructed under statutory powers granted in 1835. Its traffic, prior to its destruction in 1941, was negligible.\n\n(3) Bowling Harbour: This harbour originally belonged to the Trustees incorporated under the Forth and Clyde Navigation Act, 1767. Immediately adjoining is another Harbour belonging to the Clyde Trust, and immediately to the west of that a wharf known as Frisky Wharf, belonging to the L. & N.E. Railway Company. The traffic consists mainly of Iron and Steel Imports and a small quantity of coal, but it has been questioned whether for such purposes it is worth while keeping the port open.\n\n(4) Gourock Harbour and Pier: This undertaking passed into the hands of the Railway Company in 1869, having been promoted and constructed by a local Harbour Company. It has considerable importance for the Clyde passenger traffic and also accommodates general coastwise goods traffic. The facilities have been largely used for emergency purposes during the War, and certain expenditure has been incurred with the aid of the Ministry of War Transport and the Admiralty for the provision of improvements and extensions.\n\n(36) The principal passenger railway piers for local traffic, apart from Gourock Pier already mentioned, are those belonging to the L.M. & S. Railway Company at Wemyss Bay, Fairlie, Largs and Stranraer, and to the L.N.E. Railway Company at Craigendoran. Both railway companies stress the importance of these piers being operated as single entities in association with the relative stations, in view of the need for co-ordination between train and steamer workings.\n\nSUBSIDISED STEAMER SERVICES\n\n(37) In order to complete the picture of the position in the Clyde Estuary, we think it right to note that in 1928 a contract was concluded between the Minister of Transport, the Postmaster General and Messrs. David MacBrayne Ltd. under which the latter company undertook to maintain certain services, including the carrying of mails, and to reduce freight charges to and from certain places in the Western Isles. This contract was renewed in 1938, when provision was made also for passenger and mail services between certain Clyde ports. The total subsidy under the 1938 contract is £60,000 per annum, and the services provided within the estuary are:-(1) the Ardrishaig service, from Glasgow or Greenock to Gourock, Dunoon, Innellan, Rothesay, Colintraive, Tighnabruaich and Tarbert; and (2) the Loch Goil service, between Greenock and Lochgoilhead, calling intermittently at Gourock, Carrick Castle, Douglas Pier, Kilcreggan and Cove. These services have been modified under war conditions, and it is understood that the financial arrangements have been superseded by the war-time requisition scheme.\n\nTHE HARBOUR PIERS & FERRIES (SCOTLAND) ACT, 1937\n\n(38) By this Act various provisions were made for the transfer to local authorities, and the construction and maintenance, of \"marine works\", defined as meaning any harbour, pier, ferry or boatslip which in the opinion of the Secretary of State and the Minister of War Transport is principally used or required for the fishing or agricultural industries, or is reasonably required for the maintenance of communications between the various parts of Scotland, but excluding the undertakings of the major harbour authorities and railway companies.\n\nSince this Act came into force 112 undertakings in Scotland have been deemed to be \"marine works\"; in 9 cases local authorities have acquired the undertakings; 15 constructional schemes have been dealt with; and in 97 cases the provisions of the Act dealing with maintenance have been applied. Only 4 of these marine works are situated within the Firth of Clyde, and the position with regard to these and certain associated projects is worthy of note.\n\n(39) Dunoon Pier: In 1939 the L.M.S.
