        "content_text": "In 1867 the Hongkong and Shanghai Banking Corporation undertook to undertake a loan for the completion of a telegraphic communication between Hongkong and other ports including Amoy and Shanghai.\n\nIt was stated that such a loan would be made with certain conditions to be supported by the Company at a certain percentage on the expenditure.\n\nBeeson was to furnish £50,000 to enable them to proceed with the project.\n\nThe full extent of the Company's intention was not ready.\n\nTo carry out the new enterprise, external influence was to be exerted on the Chinese officials in favour of the Company on 8.3.1867.\n\n\"Company\" 6/6 M, 7/6 CH, 0\n\nThe letter referred to a serious embarrassment which would ensue if effect were not given to the arrangement.\n\n8. J.E. was to write to the English Minister in China on behalf of E.J.H.\n\nDr. Stealy says the project of the L.T. Co. \"has met with the sanction of the President of the U.S.\"\n\nI cannot find the foundation for that statement.\n\nThe letter of Mr. Seward on Loans appears as guarded as much as can be.\n\nThe Company puts forward a capital 10 times the amount of that which appears to be its authorised amount, at the same time its schemes go far beyond its authorised limit, which was clearly wholly inadequate.",

The following letter, received from Captain Mies of the brig `Rio Loge`, relative to the position of Rennels and Bellona Islands, is published for general information.\n\nG. GREY.\n\n### RENNELS AND BELLONA ISLANDS, Dunedin, 3rd October, 1878.\n\nSIR-I have the honour to report to you an error in the position of some islands I passed on my passage from Foochow to this port in the brig `Rio Loge`. These islands, named Rennels and Bellona, are marked as \"doubtful\" islands on the latest published charts, and are situated directly in the track between China and Australia. The position assigned to Rennels Island is N.W. point 11° 12' south latitude, and 160° 10' east longitude, whereas the correct position should be for the N.W. point 11° 30' south latitude, and 160° 8' east longitude, making an error of 18' in latitude and 2' in longitude. My observations were taken within two or three miles of the N.W. point, and the error of my chronometer found only the day before at Christoval, so that I can rely upon the position. The S.E. point I place in 11° 51' south and 160° 49' east, approximate. Rennels Island and Bellona bear from each other N.W. by W. and S.E. by E., not more than fifteen miles distant.\n\nI cannot find in any directory a description of Rennels Island, and I believe there is none published, I therefore enclose the following remarks from my own observation:-\n\nRennels Island is about 38 miles long and 8 wide at the N.W., and lies in a N.W. and S.E. direction, is about 600 to 800 feet high, of uniform height throughout, and thickly wooded down to the water's edge. Along the whole N.E. side is a fringing reef about two cables from the shore. The N.W. point is a gradually-sloping point, with a hummock two hundred or three hundred yards from the beach, and has a reef extending about four or five cables from the shore, with a strong tide rippling round the point; the coast trends about three miles to the S.W., and thence to south-eastward. Intended Exhibition of Revolving light at Vakalepudi.\n\nNotice is hereby given that owing to the extension of the mud deposits from the Godavery river and the consequent removal of the anchorage to the northward, the light at present shown on the north side of the entrance to the Cocanada river is of little use, and that on and after the 15th of January 1879 this light will be extinguished, and a new light exhibited at Vakalapudi, which lies 4.0 nautical miles N. by E. ¼ E. from the present light-house.\n\nThe light will be a revolving white light, showing a flash every 20 seconds, elevated 80 feet above high water, and in clear weather should be visible from a distance of 14 miles, in every direction seaward.\n\nThe illuminating apparatus is catadioptric, or by reflectors and lenses of the fourth order. INVESTIGATOR STRAIT ALTHORPE ISLAND.\n\nReferring to Notices issued from this Department on the 27th July, 1877, the 25th January, 1878, and the 6th June, 1878, Mariners are now hereby informed that on and after the 14th day of February, 1879, a Revolving Light of the first order, flashing every fifteen seconds, will be exhibited from a Light Tower, painted white, and 40 feet in height, erected on the large Althorpe Island. The color of the light will be white, except between the bearings, from the Lighthouse, of N. 25° W., and N. 61° W., where a red arc of light will be shown, leading half-a-mile to the eastward of Emmes Reef, and nearly half-a-mile southward of the S.W. Rock.\n\nThe focal plane of the light will be at an elevation of 350 feet above the sea-level. In ordinary weather, the bright portion of the light should be observed from a ship's deck about 25 miles distant, and the red arc of light about 17 miles.\n\nWhen much refraction exists both lights may be seen at a greater distance.\n\nMarine Board Offices, Port Adelaide, 7th November, 1878.\n\nR.         "content_text": "(28)\n\nIt was absolutely impossible, situated as we were, to find out the facts from the Shameen side.\n\n\"I feel sure the President of the College will already have taken steps to correct the statement made. Both he and myself were able to get the Shameen point of view the next day, and I wish to say that since then the evidence presented to me by eye-witnesses, as well as the official statement from the Consul-General, have convinced me that the fault for the recent occurrence lies with the Chinese. All the more do I regret I had any share in allowing the statement to be issued. If only I had been able to get to Shameen that evening, it never would have been issued.\"\n\nPosition at the College.\n\nIn conversation, Dr. Baxter said the situation at the College would be appreciated by anyone who knew the facts. The staff and students arrived back from the procession with one teacher and two students killed and a number wounded. The College was in a state of panic. No one was more sorry than he for what had happened regarding the issue of this statement, and he added that he saw they made a great mistake in not waiting until the next day for the Shameen story before issuing it.         "content_text": "## BRANCH OF FOREST ENTOMOLOGY, \n## Forest Research Institute & College,\nDehra Dun, U.P.,\nINDIA.\n\n15th January, 1929.\n\nDear Marshall,\n\nWith regard to your enquiry of 19th December 1928 about *Dendrolimus punctata* I am sorry I cannot supply any first-hand information. In India the only trouble from species of *Dendrolimus* on pines has occurred in the Jaintia Hills on *Pinus khasya*; here *D. repanda*, and *D. latipennis* in association with *Lebeda nobilis* have at times caused wholesale defoliation in open natural pine forests. The trouble usually starts in the older trees, while young even-aged crops which are in some parts raised artificially on a short rotation for fuel do not form favourable centres for the start of defoliation.\n\nPupation occurs on the ground-cover and collection by hand is not impracticable. As a cultural remedy the isolation of the age-classes in a properly distributed series is indicated. These species occur far beyond the range of *Pinus khasya* and have other foodplants.\n\nIn Corea where *Dendrolimus spectabilis* is a serious pest of pine forests I understand work is in progress on parasites at the Forest Experiment Station, Government General of Chosen, Seoul. Possibly Mr. Jozo Murayama, Forest Entomologist for Corea may have some experience or control measures and I am forwarding your enquiry to him.\n\nI have no information immediately available on the pine forests of Hongkong but if these are artificial plantations of special value I think the destruction of cocoons by hand as an annual preventive measure would have to be accepted. Herklots,  \nChairman,  \nColonial Development and Welfare Committee,  \nHong Kong.\n\nDear Dr. Herklots,\n\nI saw the Lord Mayor yesterday in accordance with the suggestion made at the meeting of the Colonial Development and Welfare Committee in April and he explained to me, with regret, that there were no more funds available for distribution after the gift of £50,000 made recently to the Secretary of State for Hong Kong, Malaya and North Borneo. I have since heard of another possible source and am pursuing enquiries. I do feel very strongly, as you and the members of your Committee do, that housing in Hong Kong constitutes a No. 1 priority from every angle and that a generous grant would be very greatly appreciated by the local community and do much to enhance British prestige.\n\nI had a meeting with Sir Sydney Caine, K.C.M.G., and Dr. Mahaffy, head of the research section of the Colonial Office some days ago and it was agreed that a memorandum should be drawn up stating the case for an application for a substantial grant from the Colonial Development and Welfare Fund (Research) in connection with the proposed Institute for Medical Research in Hong Kong to replace the Pathological Institute and animal homes built in 1905 and now a dangerous building.\n\nDr. Mahaffy is on leave in Devon at the moment, but I have full confidence that he will support the proposal and I think that it would be fair to say that Sir Sydney Caine will give it his benison.\n\nAs you may",
