I cannot discover what proportion of these smokers are Chinese but I notice in a memorandum prepared by you in the year 1921 that a figure of 688 is given, representing the number of registered smokers who use only prepared opium. I assume that these were all habitual smokers registered under the 1910 Ordinance, that no fresh ones have been registered since, and that consequently the number is gradually decreasing year by year.\n\nIf this is so, it would seem that there will be no case for special legislation discontinuing the use of prepared opium in Ceylon. I should be very grateful if you would let me have your observations on the point, and hope you will not mind my troubling you in this way.\n\nI am not clear that the term \"prepared opium\" is used in quite the same way as the Ceylon returns. Clementi has raised the question of Chinese from the Malay States (among which Brunei may be included); but a similar question arises in connection with Borneo, Sarawak, the Solomon Islands, Tonga, and the mandated territories of Samoa, Nauru, and New Guinea, (not to mention the possibility (for it can be no more than an academic question) that persons of Chinese race might be found among the subjects of other protected states (including those in Arabia and various Indian states) and mandated territories or even in the New Hebrides (with further complications which might arise in connection with protection of Franco-Chinese if we took up the New Hebrideans' case).\n\nSend duplicate despatch to Foreign Office commenting on it on the lines of paragraphs 1 and 2 in this minute. Go on to refer, as regards protection of British protected persons of Chinese race, to the correspondence in 1927 and ask that His Majesty's Minister may be instructed to explain to the Chinese Government that \"British subjects\" in the proposals already communicated to Dr. Wang are to be taken as including British protected persons.
