I do not think this arrangement is likely to find favour with the Central Government here, which must sooner or later be informed of it. It appears to me, under correction, that if the concession of a Customs' station at Wongtong is to be secured, as I imagine it must, the suspension of the Chinese cruiser scheme will follow, and it will be well worth the Colony's while to purchase its suspension at the price. Tyau, Special Delegate for Foreign Affairs, Colonel Li Fong, Secretary to the Mayor, and Mr. Chang Yuen-man, Counsellor to the Chairman, proceeded from the Hongkong Hotel, conducted by Mr. B. C. K. Hawkins | |\n| Miss Phillips | |\n| Miss Kotewall | |\n| The Governor's Aide-de-Camp | |\n| Private Secretary | |\n\n## BOND OF FRIENDSHIP\n\n### Mayor of Canton Praises Help Of Overseas Chinese\n\nIn an interview, the Mayor of Canton, Mr. Tseng Yang-fu, said that he thoroughly appreciated the friendly gesture shown by the recent visit to Canton of H.E. the Governor of Hongkong, Sir Andrew Caldecott.\n\n\"To reciprocate and in order to further cement the ties of friendship between the two cities the Chinese Government is sending this delegation,\" said the Mayor.\n\n\"To-day we shall be entertained by the Government and to-morrow we hope to meet the Chinese leaders of your community and attend their entertainments.\"\n\nAnswering a query, the Mayor said that the great enthusiasm shown by the Hongkong Chinese in donating over half a million dollars to the Chiang Kai-shek birthday fund had been greatly appreciated by the Government.\n\n\"But this is not the first occasion on which the Chinese in Hongkong have shown their interest in the welfare of their home country,\" he continued. \"Since the establishment of the Republic 25 years ago the overseas Chinese have from time to time rendered what help they could for the Chinese Government. The effort of the Chinese in giving so large a donation is the more appreciated considering the current trade depression in this part of the world.\"\n\nReferring to improvements to the municipal administration of Kwangtung, the Mayor said that the chief evils of opium smoking and gambling are being suppressed by the efforts of the new government. Other problems which will come to the immediate attention of the Government are education, public health and road construction. Meanwhile the authorities will endeavour to preserve order and peace in all parts of the province. Economic developments in various fields will be pushed ahead to the utmost in relation to the ability and financial position of the officials.\n\nAll developments which have bearing on the prosperity of Canton and Hongkong will be particularly attended to.\n\n\"I hope that in this connection the Chinese in Kwangtung will have the full co-operation of the Chinese in Hongkong. The Canton Government is very willing to receive constructive advice from the Hongkong and overseas Chinese and from the Press.\"\n\n## VISIT TO RESERVOIR\n\n### Governor and Canton Guests At Shing Mun\n\nIn the afternoon, His Excellency the Governor and Lady Caldecott accompanied the distinguished guests on a motor-car journey to Shing Mun, where the party was received and entertained by Mr. G. B. Gifford Hull and shown round the Jubilee Reservoir.\n\nSpecial traffic arrangements had been made to suit the party's convenience, and Inspectors Chester Wood and F. E. E. Booker were in charge of a squad of police and detectives.\n\nAt 4.45 p.m. eleven cars brought the party to where tea tables had been laid out on a lawn overlooking the big dam. Mr. Gifford Hull greeted the party, who comprised, besides Sir Andrew and Lady Caldecott, His Excellency General Huang Mu-sung, His Excellency Mr. Tseng Yang-fu, and Mrs. Tseng Yang-fu, Dr. Philip Tyau, the Hon. Mr. R. H. Kotewall, Mr. H. R. Phillips and Miss Phillips, General Gaston Wong, Col. Li Fong, and others.\n\nFollowing tea, Mr. Gifford Hull conducted the party to the dam wall, where the visitors were most interested in the colossal reservoir scheme and the plant which is still completing the job.\n\nCars then conveyed the party to the foot of the steps leading to Mr. Gifford Hull's bungalow, where cocktails were taken. As the party was leaving after a most enjoyable visit, flood lights which had been placed to light up the dam face were switched on, creating an excellent effect which has not hitherto been attempted. The party returned by car.\n\n## BANQUET AT NIGHT\n\n### Hongkong-Canton Amity Stressed in Speeches\n\nAN INTIMATE NOTE\n\nA brilliant description of the visit that he and Lady Caldecott had paid to Canton, and reference to the great hospitality received there, was given by His Excellency the Governor, Sir Andrew Caldecott, at a banquet in honour of the distinguished visitors at Government House last night.\n\nIn proposing the toast to the visitors, Sir Andrew spoke of the friendly relations between Hongkong and Canton. Other toasts honoured were \"The Republic of China,\" proposed by the Governor, \"The King\" proposed by General Huang Mu-sung, \"Canton,\" proposed by the Governor, and \"Hongkong,\" proposed by Mr. Tseng Yang-fu.\n\nIn proposing the toast to visitors, Sir Andrew said: \"I must ask your permission to introduce the toast of 'Our Distinguished Visitors' on an intimate rather than an official note, because I want to say how personally delighted my wife and I are to be able to reciprocate, albeit inadequately and imperfectly, the wonderful welcome and princely hospitality which we received on our recent visit to Canton. We can never forget the incidents of those two days: that evening meeting with the Generalissimo and his charming and gracious consort at Whampoa, when the magic sluices of the sunset let loose on land and river such a flood of gold that the very earth and sky seemed to reflect the rich warmth of their kindly reception of us.\n\nAnd then came that moonlit journey up the river by launch until the great city of Canton rose up on either side of us in tiers of coloured light and shade; high junks towered against the stars in patches of dark silence, while all around the water teemed with the sleepless traffic of smaller craft.\n\nThe next morning saw us at the splendid University of Chungshan where Learning dwells, not cramped by the confines of city tenements, but crowned by the hills and sky in a spacious country seat of broad acres and lordly halls. Nor can anybody who has once seen them ever forget the triumph of modern Chinese architecture in the stately Sun Yat Sen Memorial Hall or the elegance of the Municipal Building in which our guests of this evening entertained me at lunch in true gargantuan style.\n\nAnd finally, as though this treasure store for the memory were not a sufficient gift to their visitors, our hosts presented us at parting with ornaments of exquisitely chased rare Chinese craftsmanship in ivory and metal, which I invite you all to see for yourselves in the drawing-room after dinner.\n\n\"Abiding Friendship\"\n\nBut what my wife and I treasured most of all was the conviction that we carried away with us not only these beautiful memories and souvenirs but the abiding friendship of our hosts; and so it was that we were emboldened to greet them this morning as already old friends, and we are especially delighted that His Honour the Mayor, who was unfortunately indisposed at the time of our visit, is thoroughly restored to health and able, together with his charming lady, to grace our board this evening.\n\nThe greatest of philosophers has placed the good things of life in three categories: those that are good in themselves, those that are good by reason of their results, and those that are good both in themselves and in their results. Friendship, Ladies and Gentlemen, is in the third category. The need for co-operation between Canton and Hongkong is, thank God, so universally recognized by all of us in this Colony that there is no need for me to repeat here last to-night what I said at the session of our Legislative Council.\n\nMutual Understanding\n\nBut you cannot have co-operation without mutual understanding, and one's first duty to one's neighbour is to get to know him and his needs and to let him get to know you and yours. This process requires, just as all physical processes require, suitable conditions of temperature and atmosphere; the essential psychological condition for the establishment of mutual understanding, and thereby of co-operation, is, believe me, a friendship. Money must be available not only for upkeep but also for the purchase of specimens. This is why a thoroughly competent Curator, qualified to discriminate between the genuine and the forgery, is absolutely essential.\n\n6. There should be available a travel fund, to be used at the discretion of the Board of Directors, to enable the Curator or one of his assistants, or a visiting student or scientist working in the museum, to visit cities in China. The Curator must be encouraged to widen his experience of things Chinese and a man of the standing required would certainly wish to do this. When on home leave the Curator should be encouraged to study in European or American museums.\n\n7. The annual budget should provide for the salaries of the Curator and of at least two Chinese assistants. These should be Chinese scholars who have had experience either in reputable Chinese museums or with the Academia Sinica. Knowledge of English should not be an essential qualification. These two men could train and instruct young Chinese as technicians whose wages would also have to be met out of the annual budget. The technicians, working under the direction of the Curator and his assistants, would prepare the specimens for exhibition and design labels, mounts, backgrounds, etc. We feel sure that there would be no difficulty in recruiting the right people for these posts.\n\n8. Provision must also be made for the staff of clerks, coolies, messengers and watchmen as well as two or three technicians.\n\n(e) Access of public.\n\nIn the old City Hall Museum access was free to all and sundry, in consequence it became a resting ground for illiterate coolies and the poorest of the Chinese who came in and out of the cold or rain in search of shelter. Under conditions of this nature the real students were discouraged. Whilst not wishing to exclude the poorer classes we yet do not think that the objects of the museum would be fulfilled if such were freely admitted.\n\nWe suggest that an entrance fee of 10 cents be charged, this would entitle anyone to enter. School children in parties of from 10 to 20 in charge of a teacher should be admitted free. We suggest that a Museum Association be opened to the public at an annual subscription of $1.00 which would provide free entry for one year.\n\nThere is a further possibility that persons of means, who were interested in the objects of the museum, might be invited to become patrons by donating annually a sum of not less than $100.\n\nV. SITE.\n\nSince the use to which the Albany site should be put is due for re-consideration on February 1st, 1938, we suggest that the possibility of its adoption as a site for the museum be entertained.\n\nThe area would allow of ample space for a central block 100 feet by 40 feet and of two side wings 80 feet by 40 feet. BRankston.\n\n13\n\nAppendix I\n\nREPORTS ON THE MUSEUMS OF\n\nCEYLON, BRITISH MALAYA, THE WEST INDIES, ETC.\n\n*\n\nTHE MUSEUMS OF HONG KONG.\n\nThe Museum situation in Hong Kong.\n\nMention has already been made of the fact that Hong Kong represents the low-water mark in museum provision throughout the whole of the Empire, excepting only the smaller islands of the Pacific and some of the more backward African territories, but this statement, sweeping as it is, is not sufficient to give a general idea of the museum backwardness of this Colony. It is true there was a small museum in the City Hall building which existed precariously from 1874 to 1933, but even this has now disappeared, and the Hong Kong authorities generously presented part of the collections to a Portuguese Museum in Macao and to other institutions. In the same City Hall building there was a library consisting mainly of 19th century books in a very poor state; some of the more valuable books and many of the less valuable have been attacked by pests of all kinds, and even the recent attempt of the British Museum authorities to have proper precautionary methods taken may prove to be too late. The University, the Hong Kong Club and the Helena May Institute have libraries open to their members, and there is a fine Chinese library in the University, but apart from these there is little public library provision. When it is realised that the population of the Colony is 841,000 and its area just under 400 square miles, or three to four times that of Malta, it will be realised how lacking in certain cultural amenities is this Colony.\n\nOn the other hand the Botanic Gardens include a fine herbarium and a small, but good, botanic library. There are, of course, teaching collections at the University, which has a fine Medical School. To these may be added the Sir Paul Chater collection of objects d'art which is to be handed over to the Government on the death of Lady Chater. The Government already own the Chater collection of pictures, which is temporarily housed in various public buildings and offices.\n\nIt would seem, therefore, that there is a need in the Colony for a cultural centre embracing a Library, a Museum and possibly an Art Gallery, and there are indications that such a proposal is at the moment being considered by the Government. Such a scheme would obviously command approval if there were some indication that the Government would recognize and assist such an Institution on terms at least comparable with the Colombo Museum or the Raffles Museum at Singapore. If some such guarantee were forthcoming, if there were definite indications that a first-class librarian and a first-class curator would be appointed, then without doubt Hong Kong would soon be as advanced in museum and library services as the best of the other Colonies.\n\nAt the moment the Hong Kong University is becoming an authoritative centre of information on the Biological Sciences for the whole of China, and comparatively large quantities of fauna and flora are being collected and sent away to Universities and Museums throughout the world for classification and study. These authorities not only return named specimens, but also write up the data in the form of articles, the best of which are published in the \"Hong Kong Naturalist\" - an excellent quarterly publication now in its fourth year.
