        "content_text": "To His Excellency\n\nSir Samuel George Bonham, K.C.B.\n\nGovernor of Hongkong and its Dependencies, and Her Majesty's Plenipotentiary and Chief Superintendent of Trade in China, &c. &c. &c.\n\nHONGKONG, 5th March 1852,\n\nOn the occasion of your approaching departure from the Colony for a temporary absence, which we regret the state of your health renders necessary, we, the undersigned Merchants and Residents of this Colony and of Canton, beg to convey to you our full assurance of the high sense with which we are impressed of your general and particular desire to give satisfaction in your administration, as well in the performance of your several duties to the Crown, as to the public interests at large.\n\nIt is unnecessary here to particularize, but we may be permitted to refer to the beneficial and important changes in the administration of Justice in this Colony, carried out during Your Excellency's government, which have gained the confidence of all, and given great satisfaction to the respectable portion of the Chinese community, whereby the condition and character of that part of the population have not only been materially improved, but the Native trade of the place also has been gradually increased. Nor can we omit to notice the acknowledged improvements consequent on the energetic and efficient measures so promptly adopted by Your Excellency after the late calamitous fire in the Chinese town.\n\nMany circumstances combine to render the duties of a Governor in a rising Colony like this, arduous and difficult. But these have invariably been met by Your Excellency with great affability, temper, and consideration.\n\nYour social qualities, so eminently calculated to produce general harmony and confidence, also call forth our warm expression of feeling towards you.\n\nIn conveying to Your Excellency this pledge of our respect and esteem, we cannot refrain from expressing our ardent hope that you may return to us with renewed health, and we feel persuaded that the interests of the Colony, and Mercantile community here and in other places of the Chinese Empire, will occupy some of your leisure during your absence.\n\nWe have the honour to remain, Sir,\n\nYour obedient and faithful servants,\n\nJardine, Matheson & Co.\n\nJohn Dent.\n\nM. Wiener.\n\nPage 235\n\nGOVERNMENT HOUSE, VICTORIA, HONGKONG.\n\n30th March, 1852.\n\nGENTLEMEN,\n\nIt is with sincere gratification that I have perused your address of the 5th instant, presented to me by a deputation headed by the Honorable David Jardine, Esquire, in which address you are pleased to convey to me the expression of your regret at my departure from China, and of your satisfaction with my administration during the time that I have held the several offices of Governor of Hongkong, Her Majesty's Plenipotentiary, and Chief Superintendent of British Trade in China.\n\nI assure you, Gentlemen, that the feeling which I experience on learning that my official acts during the last four years have given satisfaction to a body so highly respectable and influential as that which has now done me the honour to address me, is one of unfeigned pleasure.\n\nI have certainly no hesitation in declaring that, having always endeavoured to discharge my official duties with honesty and impartiality, my gratification on finding my exertions so fully appreciated by you is both deep and sincere.\n\nOne portion of your address has particularly pleased me, I refer to that part in which you state that the changes which, with the assistance of the Legislative Council, I have effected in the administration of justice in this Colony, have gained the confidence of all, and given great satisfaction to the respectable portion of the Chinese community, whereby the condition and character of that part of the population have not only been materially improved, but the native trade has also been gradually increased.\n\nThose changes, involving as they did, in my judgement, the welfare of the Colony, and the protection of its inhabitants, had from the first moment of my arrival, my best attention.\n\nMy former position as Governor of the Straits' Settlement (a Colony not dissimilar to Hongkong in regard to its population) doubtless afforded me fair means for at once judging of the modifications required; these were effected as early as possible, and I am now happy to find from your address that the result has proved successful, and has met with general approval.\n\nYou are quite right, Gentlemen, in your observation that the duties of Governor in a Colony like Hongkong are not without difficulties.\n\nBut the ready, loyal, and cordial support which I have at all times met with at the hands of the whole of the respectable portion of the community has tended to ease the task and to relieve me from much anxiety.\n\nI shall not dwell on your kind compliment to my personal qualities.\n\nWhat I have done in this respect has only been the pleasing privilege of reciprocating the friendly and hospitable feelings shown to me by the Chinese community from the day of my arrival.\n\nYou may be satisfied that I shall always take a great interest in the welfare of this Colony, and should, during my residence in England, any opportunity offer for promoting its interests, my exertions towards that end will not be wanting in the proper quarter.\n\nIn conclusion, allow me to express once more the gratification which the perusal of your address has afforded me—and to offer you my thanks for your kind wishes for the re-establishment of my health which, I hope, will at the close of the year, be such as to enable me to return to my public duties, and to a society of whose friendly and favourable sentiments I have received so many strong proofs.\n\nAnd with my best wishes for your health and prosperity, have the honour to remain, Gentlemen,\n\nYour most obedient humble servant,\n\n(Signed) S. STUART, Esq.\n\nGEORGE LYALL, Esq., and others.\n\n16777/52\n\nPage 240\n\nFarwell Address of the CHINESE INHABITANTS of Victoria to His Excellency Sir GEORGE BONHAM, K.C.B., on the occasion of his departure for England, March 29, 1852.\n\n(Translation)\n\nYour petitioners, Shopkeepers, and Inhabitants of the Town of Victoria, and their representatives, Tong-shin, of Sheung-shui, Fong-wing, of Tai-ping-san, and Sung-king, of Cheung-sha-wan and Ha-tung, respectfully present this unanimous address to express their sincere wish to see Your Excellency return soon to your high position as Governor of this Colony, that they may once more look up to, and be in your precious presence.\n\nYour Petitioners call to mind with sentiments of the highest respect, the utility and benevolence that have ever characterised Your Excellency's administration since your arrival at the Colony—a benevolence that has never failed to seek out and relieve the secret griefs of every private individual, and wisdom, that has resulted in the marked improvement of the scale of our military defences.\n\nThey contemplate with rare gratitude the power that has undeservedly protected them, and congratulate themselves on the happy fortune that finds blessed tie with Your Excellency's overshadowing presence.\n\nThey ascribe the quiet existence they have passed in the undisturbed pursuit of their several vocations, wholly and entirely to Your Excellency's boundless benevolence.\n\nYour Petitioners have learnt with sentiments of deep reverence that Your Excellency is on the point of returning to England to be aired into the August Presence of Her Most Gracious Majesty: and while songs of eulogy resound throughout the Colony, every heart throbs with the assurance that Your Excellency will be gratified by a friendly and warm-hearted reception at the hands of Your Sovereign.\n\nYour Petitioners would contemplate with heartfelt awe that ability and intrepidity of character, the springs of which lie so deeply hid in Your Excellency's breast, and they would dwell with respect upon that purity and uprightness of soul, the fame of which has earned far beyond the seas.\n\nNow happily overshadowed by the clouds of Your Excellency's presence, Your Petitioners may look up and aspire, although unable to approach; ere long, however, deprived of Your Excellency's life-giving influence, it will only remain for them to dwell upon it in memory with ceaseless Affection and respect—it will be out of their power to divine when that happy day will come on which the fluttering of Your Excellency's gay streamers in the breeze, will indicate your longed-for return, and encourage them once again to trust themselves to the guiding star of their existence, and to bask in the sun of their day.\n\nBlest by sentiments of the deepest gratitude, Your Petitioners will feel it a privilege to escort Your Excellency's departing car, with heads bowed in the dust, and entreat Your Excellency to return in safety.\n\nWould that Your Excellency were not about to leave us? Would you please be persuaded in your rich benevolence to turn again, and come once more amongst us, that we might be again refreshed by your glorious presence, and once more overshadowed by your gracious protection? Company, that, \n- PASSENGERS intending to proceed from China via Trieste, can receive Tickets from the Peninsular and Oriental Company's Agents for Alexandria. \n- PASSENGERS Baggage can be shipped from Alexandria by the Peninsular and Oriental Company's Steamers for Southampton, the Freight being Ten Shillings Sterling per Cwt. \n- Receipts for Cargo and Specie intended for Shipment to Trieste, will be granted by the Peninsular and Oriental Company's Agents to Alexandria, instead of to Suez as formerly, but each Package is to be provided with a white label, on which is distinctly marked in print: \"In Transit for the AUSTRIAN LLOYD'S STEAMER.\" \nFor further particulars apply to W. Hongkong, 1st July, 1858.\n\n## NOTICE\nGREAT FACILITIES have lately been granted by the Austrian Authorities with regard to the passport system of travellers using through the Austrian Dominions, and consequently the passports of English travellers retiring from India or China via Trieste to London, which are obtainable at the Office of the British Consulate at departure, are only required to be exhibited and vised by the Police Office at Trieste and at Bolzano in passing the Austrian Frontier, or vice versa for travellers proceeding from England via Trieste to India or China, and by this facility it is no longer necessary to produce the passport on the way or at any of the intermediate Stations during the whole journey. The passport within the Austrian Dominions may at once be countersigned at Trieste by the Consulate of the States through which the traveller passes.\n\n## NOTICE\nWITH reference to the above, the undersigned begs to give notice that, the Firm of WETMORE & Co. having been perfectly solvent at the time of its suspension, he has paid all its Liabilities, and being sole possessor of its Goodwill, has associated himself with Messrs.         "content_text": "; \n\n1\n\n61\n\nYour Memorialists, in addition to objecting to the imposition of a Stamp tax as being in principle wrong, even for providing for a temporary deficit, do most solemnly and earnestly protest against the even more injurious policy, declared in Your Excellency's letter, of seizing the opportunity, of there being an alleged need of money, for a purely temporary and transitory purpose, to impose upon the Colony, and its trade, a yearly additional tax of $120,000, being equal to one seventh of the present annual Revenue.\n\nThe only argument Your Memorialists have heard in favour of taxation in this manner, is, that it is not politically expedient to derive all Revenue from one or more specific sources, but if this be true as an abstract proposition of political economy, surely the fact that, since the existence of the Colony, the Legislature have followed this course without even demur on the part of those taxed, is sufficient to shew, that Hongkong, in its circumstances, is in an exceptional position, and must be dealt with as the position requires, and not in the manner required by any abstract dogma or theory.\n\nThere are many other objections to the imposition of any Stamp tax, partly to the principle, and partly to the operation, of such a measure, on which Your Memorialists will not dilate, but they may point out, as instances, the severity and stringency of the provisions punishing breaches of the Ordinance, the difficulty and cost of collection, and almost certain evasion of it by such of the Chinese as retain here, its vexatious intricacy, and its inequality, in leaving untaxed a large body of Residents who, if not individually wealthy, are wealthy as classes or interests, and who ought to contribute to these local requirements.\n\nYour Memorialists in conclusion beg to express their conviction that though this is a Crown Colony, and they can be taxed by an Order in Council, or an express Order from the Government to the Governor here to levy a tax, or raise a subsidy, yet when, in compliance with the Standing Orders of the Legislative Council, and the whole previous course of practice here, the Council, as such, are asked to pass, or reject, a measure involving the mere mode of raising the requisite sums, Your Memorialists are then entitled to have their ideas on that subject received through the recognized medium, the Non-Official Members of the Council, and as their remonstrances were of no avail, they conceive themselves further entitled to bring before the Government the strong opinions they entertain on the matter, and firmly, though respectfully, to urge Your Excellency to a reconsideration of what is, at best, a mere question of expediency, affecting their interests only, and upon which they ought to be considered, if not the best judges, at least as the best exponents of the balance of benefit or prejudice that may result from the measure.\n\nYour Memorialists therefore humbly beg Your Excellency to reconsider the question, to defer such portion of the Expenditure as is not of immediate or vital import to the Colony to a more auspicious period; to raise any Sums that may be presently needed by some other, and less hurtful method, and to postpone indefinitely the further consideration of any Stamp Tax or at least until all other available and usual sources of taxation have been exhausted.\n\nAnd Your Memorialists will ever pray:\n\nB.         "content_text": "# COMPLIMENTARY FAREWELL BANQUET TO SIR GEORGE BOWEN, GOVERNOR OF HONGKONG\n\nLast night a complimentary farewell banquet was given to His Excellency Sir George Ferguson Bowen, G.C.M.G., Governor of Hongkong, in St. Andrew's Hall, City Hall. There was a numerous attendance, the banquet being the largest that has ever taken place in this colony, no less than 160 gentlemen sitting down to dinner. The chair was occupied by His Honour Chief Justice Sir George Phillippo, and the Vice-Chairmen were the Hon. T. Jackson, Hon. F. D. Sassoon, Messrs. A. P. McEwen, C. P. Chater, and J. Melville Matson. Navy; Commanders Alleyne, Davis, Hill, Moore, and Hotham, R.N.; Lieuts. Breeks, Bowen, and Somerville, A.D.C.s; Messrs. Dent and Keey, R.N.; Messrs. Clement Allen and E. E. Porter.\n\nSt. Andrew's Hall was decorated with festoons of green leaves, flags, and pot plants, and made to look bright and pretty, and three long tables were set out, taking almost the entire length of the room, with a cross table at the head, in the centre of which sat the Chairman, with a Vice-Chairman at the head of each side table, on either hand, and another at the foot of each of the three tables.\n\nSt. George's Hall was also neatly decorated, the doors being curtained with flags, and ferns, moss, and pot plants being used with good effect. A capital dancing floor was prepared. The ante-room was decorated in the same way, and a portion of the Chamber of Commerce room was partitioned off and a refreshment buffet established there.\n\nThe entrance hall and staircase were also very effectively decorated with pot plants and wreaths of green leaves, presenting a very pleasing appearance.\n\nThe banquet commenced at 7.15 o'clock p.m., the Band playing \"The Roast Beef of Old England.\" The following were the after-dinner speeches:-\n\n## Speech of the Chief Justice\n\nThe CHAIRMAN- The first toast on the list for this evening is the usual loyal toast, the health of Her Majesty the Queen. I ask you to join me in drinking that toast.\n\nThe toast was drunk upstanding, with three cheers.\n\nThe Band- \"God Save the Queen.\"\n\nThe CHAIRMAN- The next toast on the list is the health of the Prince and Princess of Wales, and the rest of the Royal Family.\n\nThe toast was drunk with similar honours. The Band- \"God Bless the Prince of Wales.\"\n\nThe CHAIRMAN- Gentlemen, the next toast I have to propose is the health of His Excellency the Governor. (Applause). We are met together on this occasion, as you all know, in compliment to his Excellency the Governor, and for the purpose of bidding him farewell publicly, as he is shortly about to depart from us, in all probability never to return. It is now nearly three years since he first assumed the government of this Colony. He came to us at a somewhat critical period of our history, no novice in the management of affairs, but as an old and tried Governor, with great experience in the conduct of business, having successfully governed some of the most important colonies in the British empire-colonies which have already made a place in history and which are undoubtedly destined to take a foremost place among the nations of the world. (Cheers). For his services before he came amongst us, he had already received from the hands of Her Majesty one of the highest rewards that it is usual to bestow for distinguished public service, viz., the Grand Cross of the Most Distinguished Order of St. Michael and St. George. (Applause).\n\nHis services to this community have been recognized on more than one occasion, and only recently in their farewell address by the Legislative Council-(applause)-body which, comprising as it does nearly all the members of the Executive Council in addition to some of the leading members of the general community, has naturally been brought into more intimate relationships with the Governor than any other portion of the public and is best able to judge of their value. (Hear, hear).\n\nIt would ill become me on the present occasion and in the present assembly, which is not met together for political purposes, and especially in my position, to enter into any question having any bearing upon politics. (Hear, hear). This I can say for myself that I know that His Excellency has always taken a very great interest in everything that he considered was for the best interest of the community-(applause)-and I think I can take it upon myself in the name of all who are present to assure the Governor in similar language to that used by the Legislative Council in its farewell address, that his administration will always be associated in our minds with much personal kindness, consideration, and hospitality (cheers)-a hospitality which I may observe owed a great portion of its charm to the deserved popularity of Lady Bowen and her daughters in the first portion of His Excellency's administration, a hospitality which was not slackened during their necessary but regretted absence, and which has again during the last few months been brightened by the presence of one of His Excellency's daughters and of his only son. (Renewed and prolonged applause).\n\nI am sure also that we all sympathize with the Governor in the prospect of his approaching retirement from public life. It will undoubtedly be a trial to him to give up the active pursuits in which he has been hitherto engaged, the pleasures as well as the anxieties of public life, and the degree of state to which he has been accustomed, for the comparative simplicity and retirement of private life. We have all of us, however, to look forward to relinquishing the active pursuits of life, but there is some consolation for us all if we are able to carry with us in our retirement the assurance that in the days of our activity we faithfully endeavoured to perform our various duties to the best of our ability. (Applause).\n\nBut the Governor, with his experience, need not, unless he pleases, live merely a life of lettered ease, and there are more useful services in which he can be engaged than even in administering the affairs of an important Colony such as this. There has been of late a growing tendency both in the mother country and in the Colonies to tighten and strengthen the bonds of union now existing between them-(applause)-and there has also been a growing and strong desire to enter into closer relationship between ourselves and our great kindred nation. (Hear, hear).\n\nNext year will be an eventful year in this respect. The new buildings of The Royal Colonial Institute will be opened-a Society of which Sir George Bowen has long been a member-(applause)-and which, together with its off-shoot, the Empire Club, has done so much to bring Colonial questions prominently forward before the public at home. Leading colonists from all parts of the Empire will take part in the Colonial Exhibition, to which we are about sending our modest contribution, including many from Colonies over which Sir George Bowen has had the honour during his long career of having been appointed Governor.\n\nThere will also be the American Exhibition of Inventions, which will attract to London many of the leading citizens of the United States, and to welcome whom a Council consisting of most of the leading men in the British possessions, and amongst whom I have no doubt Sir George Bowen's name is already to be found, has been formed by American residents in London and promoters of the Exhibition, avowedly for the purpose of strengthening the friendly relationships between the great English-speaking nations who have one language and one literature in common, whose great men and our great men, and whose noble women and our noble women are the same-(applause)-and who all inherit the glorious deeds and love of liberty of our ancestors. (Renewed applause).\n\nAnd to crown all, it will be the jubilee year of our Most Gracious Sovereign Her Majesty the Queen. (Loud cheers). The movements which have commenced cannot fail to be accelerated by these events, and His Excellency will no doubt be called upon to take an active part in them, and if, as the result of the consultations and deliberations which are even now taking place, any satisfactory measures can be discovered which will have the effect of bringing Great Britain and Ireland, their colonies and dependencies into closer union, especially if in addition we and our kindred nation, the Great Republic of the United States of America (loud applause)-the citizens of whom I believe venerate and respect our Queen in almost if not in quite the same degree as we do ourselves (applause)-could be brought closer and more unitedly together, it would be of so great a service to the world at large as to reflect the highest amount of credit and honour on all concerned in bringing it about. (Hear, hear).\n\nSuch a union would hold out no menace to foreign powers but would, I should hope, have a tendency to hasten the period when reason and not force, right and not might, shall prevail among all the nations of the earth. (Cheers).\n\nIn conclusion, I may say I know that I can safely assure the Governor of the best wishes of you all (hear, hear and cheers)-that he may have a safe and pleasant voyage home-that he may thoroughly enjoy himself during his stay in that old and interesting country which he purposes visiting on his way-(hear, hear)-that he may have a happy meeting with the remainder of his family in England (applause)-and, if so be that he never returns to us again, we trust that he will continue to take the same kindly interest in the welfare of the Colony that he has taken since the first day he came among us-(hear, hear)-and that, again using similar language to that contained in the address before referred to, we hope that he may long enjoy the rest earned by more than a quarter of a century's service and that his unequalled experience may be found of service in the Councils of the Empire. (Cheers).\n\nI have now the great pleasure of proposing the health of His Excellency the Governor, Sir George Ferguson Bowen, and to ask you to unite with me in wishing him all happiness, prosperity, and success in his future career. (Loud cheers).\n\nThe Band- \"God Save the Queen.\"\n\nThe toast was drunk with musical honours and three times three.\n\nHis EXCELLENCY, who was received with prolonged and most enthusiastic applause, said- Mr. Chairman and gentlemen, I thank His Honour the Chief Justice for the flattering and eloquent speech in which he has just proposed my health-a speech, I may add, which derives additional weight and significance from his own high office and character, which are most fully appreciated throughout this Colony.
