        "content_text": "\nAgreeably to Public Notice of date the 7th instant, n sale by auction of the animal quit-rent of lands, deferred from the 12th to the 14th instant, took place at Hongkong, on the latter day. Intending Purchasers having assembled on the ground, the fol lowing terms of sale were read, and the lots were then severally put up to asle, and knocked down to the highest bidders as by the subjoined list. \n\nTERMS OF SALE. \n\n1. Upon a careful examination of the ground, it has been found impossible to put up the number of lots nam- ed in the government advertisement of the 7th instant; and only 50 lots, having sea frontage of 100 feet each, can at present be offered for sale. These lots will all be on the seaward-side of the road. Lots on the land side of it, and full and seburban lots in general, it will yet require some time to mark out. \n\n2. Each lot will have a sea-froutage of 100 feet, nearly. The depth from the sea to the road will necessarily vary considerably. The actual extent of each lot, as early as it has been possible to ascertain it, will be declared on the ground. And parties will also have the opportunity of observing the extent for themselves. \n\n3. The biddings are to be for annual rate of quit rent, and shall be made in pounds sterling, the dollar in all payments to be computed at the rate of 4s. 4d. The apset price will be £10 for each lot, the biddings to ad. vance by 10 shillinge. \n\n4. Each lot having been knocked down to the highest bidder, he will receive an acknowledgment that he is the purchaser of the lot; and this acknowledgment will be exchanged for a more formal title, as soon as the precise measurement and registration of the lots shall be com- pleted. \n\n5. Upon delivery of the titles, the purchasers will be called on to pay the reut for the first year, reckoning from the date of sale. \n\n6. They will also be required to erect upon each lot a building, of the appraised value of $1000, or to incur upon the land an outlay to that amount, within a period i of six months from the date of sale. As security for the performance of this engagement, a deposit of $500 shall be paid into the hands of the treasurer to the superintei- dents within one week from the day of sale,the deposit rapayable as soon as an equal amount shall have been expended. Rivas, Proc. gen. of the Spanish Missions of China and Tung-king.  \n\n## Address Response\n\n**MY LORD BISHOP AND GENTLEMEN,**\n\nThe Governor's Reply.\n\nI have received with no ordinary feelings of gratification your Address, so numerously and respectably signed, conveying to me the expression of your esteem, and the assurance of your best wishes for myself and my family.\n\nThe last three years have, as you observe, been marked by the rapid advancement of the Colony in wealth, population, and prosperity. I trust these circumstances may be held to indicate that here are to be found that security for life and property, and that equal justice between individuals, which constitute the first needs of Society, and the primary ends of Government.\n\nYou have been pleased to allude in terms of approval to my public conduct. ROBINSON, Knight, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies and Vice-Admiral of the same.\n\nThis Memorial of Residents in the Colony of Hongkong humbly Sheweth: That the Memorialists whose names are hereto subscribed respectfully lay before Your Excellency their anxious desire that the Law of Limited Liability of Shareholders in Joint Stock Companies as prevailing in England may be carried into effect in this Colony.\n\n2\\. Your Memorialists are aware that an Ordinance embodying this principle and described as the \"Companies' Ordinance of 1864\" was lately rejected on its second reading in the Legislative Council by a majority of one vote, but your Memorialists are led to believe that this circumstance simply arose from a misapprehension of the views held on this important question by the great majority of this Community.\n\n3\\. Your Memorialists are deeply interested in the prosperity of the Colony and are convinced that its welfare can be largely promoted by Joint Stock Associations formed for the purpose of carrying out such enterprises as cannot be undertaken by single individuals or by Mercantile firms. And your Memorialists clearly perceive that such combinations of private Capital can only be attained through the influence of a measure which will limit responsibility of Shareholders to a fixed extent.\n\n4\\. It is most respectfully submitted by your Memorialists that there always is in this place and in the neighbouring Ports of China a certain accumulation of private means not actively used in Commerce, and which could in many ways be advantageously employed were the desired Law in force. There is also a large stream of wealth constantly leaving China, some of which would assuredly remain here for permanent investment, by means of the facilities created under the operation of the said Law. An amount of outside Capital would thus be attracted to the Colony which would greatly stimulate its industrial character. It is moreover highly probable that nearly all the public Companies at the open Ports of China, would in course of time, avail of the privilege of registration in this Colony which would thus become the Official Head Quarters of many important enterprises, and attain a more eminent position in connection with the trade of China than belongs to it now.\n\n6\\. Lastly your Memorialists confidently believe that there is nothing exceptional in the character of Hongkong as a place of business, so as to render it unfit to possess the desired facility for local enterprise, and your Memorialists earnestly pray Your Excellency to consider with favour this petition, and again lay before the Legislative Council the \"Ordinance of 1864,\" together with this prayer of the Inhabitants that the said Ordinance may become the Law of this Colony. \"Companies' And Petitioners humbly pray, &c.,\n\nyour\n\nGeorge J.
