        "content_text": "3 to 10: 7\n\nFiv\n\nMOCRATI\n\nEnclosure 2\n\n9,4\n\nGovernment House.\n\n5 Sept. 1912.\n\nSir,\n\nWith reference to your cypher telegram of the 3rd instant, I have the honour to inform you that the Foreign Secretary and the Commissioner of Police of the Canton Government arranged yesterday with Commodore Struthers to make a joint expedition against the pirates at Wong Kun on the night of the 9th instant. The British co-operation will be limited to the assistance of a naval flotilla.\n\nThe Chinese authorities propose to despatch 1000 men to conduct the operations on land. I am sending the Colonial Secretary to Macao today to invite the Portuguese Govt. to limit their co-operation to operations on the water designed to prevent the escape of pirates to Portuguese territory.\n\nI have informed the Governor of Macao that, at an interview which the Colonial Secretary had yesterday with the Foreign Secretary and the Commissioner of Police of the Canton Government, Mr. Severn stipulated that the abstention of the Portuguese Government (if it agrees to abstain from joining in the operations in territory which is in dispute between China and Portugal) will in no way prejudice the future consideration of such claim by Portugal.
